Following project completion, public anglers will be allowed the following level of access to the project site: Limited access Please describe what leases, easements, agreements are in place to ensure angler access to the project site, and what is the length of each agreement. Latitude Longitude Project Summary Project Summary Please provide a couple sentence summary of the proposal. Repair/maintain infrastructure at Elk River Hatchery to ensure a reliable water supply for rearing salmon/steelhead, conduct chemical treatments as necessary to maintain fish health, and maintain a safe and efficient working environment for hatchery personnel. This proposal wraps 9 individual maintenance projects into one overall application for Elk River Hatchery. 3 funding from R&E. Priority #1. Maintain a reliable water supply for rearing fall Chinook, winter steelhead, and rainbow trout. Priority #2. Improve our ability to do chemical treatments as necessary to maintain fish health. Priority #3. Improve the safety and efficiency of hatchery operations. Primary objectives of R&E funding Please describe the measurable objectives for the R&E portion of the funding request. Priority #1. - Project # Install shut-off valves on both the north and south lateral water supply lines. Installing valves will allow maintenance of each lateral supply line without a complete shutdown of the hatchery. Priority #1. - Project # Replace the roof on the electrical building. Maintaining the integrity of the electrical building is necessary to ensure an uninterrupted electrical supply to the main intake pumps. Priority #1. - Project # Replace the roof, siding, and insulation on the emergency generator building. Maintaining a properly functioning generator is critical in the event of a loss of electrical power. Priority #2. - Project # Re-route effluent from the steelhead brood facility through the main discharge. Re-routing (and diluting) the effluent is necessary to meet water quality requirements in order to treat with formalin or H2O2. Priority #2. - Project # Install new 1" supply water line between north and south banks of raceways. Installing a new water supply line will facilitate formalin/h2o2 treatments in raceways. Priority #2. - Project # Construct 2 chemical storage sheds. Chemicals are currently stored outside in an unsecured area. Storage sheds will provide safe and secure storage for formalin and H2O2. Priority #3. - Project # Remove well casings. Six abandoned well casings located near the shop are safety hazards and should be removed to below grade and filled. Priority #3. - Project # Repair host site. The domestic water line and septic system at the host site have failed and the site currently cannot be used. The site may also be used for temporary staff housing. Priority #3. - Project # Construct 24'X30' equipment storage shed. There currently is no covered storage for the hatchery tractor or boats/equipment used by District and Corvallis Research personnel for monitoring projects. Current Situation/Justification Please describe the current situation and explain why this funding is needed. Elk River Hatchery produces 475K fall Chinook smolts for release in the Chetco and Elk rivers, 50K winter steelhead smolts for release in the Chetco river, and 9K legal rainbow trout for local lake fisheries. Unmet maintenance needs currently put those rearing programs at risk. The south lateral water supply line is leaking but can't be repaired until shut-off valves are installed. The poor condition of the electrical and generator buildings put the intake pumps at risk of failure due to electrical disruptions. Chetco steelhead brood cannot currently be treated with either Project #: Last Modified/Revised: 2/26/2016 8:07:35 AM Elk River Hatchery Maintenance Page 3 of 9

4 formalin or H2O2, due to the inability to dilute effluent, and has contributed to prespawning mortality and difficulty meeting production goals. Treatment chemicals are not stored securely due to a lack of storage space. Equipment, such as an R&E funded tractor, have inadequate covered storage which contributes to increased maintenance. A hatchery host could provide assistance to hatchery staff, but due to lack of maintenance the host site is currently unusable. Recreation and Commercial Benefit This project will provide benefits to: Recreational fisheries Commercial fisheries Explain how this project will contribute to current (and/or potential) fishing opportunities, access, or fisheries management. Elk River Hatchery produces fall Chinook that contribute to recreational and commercial fisheries. The average harvest on the Chetco River is 600 fall Chinook and 1700 winter steelhead. Approx. 30% of the fall Chinook and 40% of the winter steelhead caught are hatchery-origin fish produced at Elk River Hatchery. The average harvest on Elk River is 1800 fall Chinook. Approx. 70% of the harvest is hatchery-origin fall Chinook. Harvest in the Chetco ocean terminal area fisheries averages 700 fall Chinook in the recreational fishery and 500 in the commercial fishery, approx. 20% are of hatchery origin. Harvest in the Elk ocean terminal area fisheries averages 900 fall Chinook in the commercial fishery, approx. 50% are of hatchery origin. The Chetco and Elk fall Chinook programs also contribute to the general ocean fisheries managed by the Pacific Fishery Management Council and Pacific Salmon Commission. Is this project part of an approved Salmon-Trout Enhancement Program (STEP) activity?
