1 1 Government of India Ministry of Youth Affairs & Sports Department of Sports Report on visit of Secretary (Sports)-cum-DG SAl to Delhi University's sports complex created for CWG-2010 On the way to Hansraj College to attend their annual function on 15th April, 2017, I took the opportunity to visit Rugby Stadium, Multipurpose Hall and Polo Ground of Delhi University, which were created for the CWG Delhi Shri Javier Ceppi, Tournament Director, LOC, FIFA U17 World Cup India 2017, Shri Sanjiv Baranwal, Director (Infra.) SAl and Dr. Anil Kumar Kalkal, Director (PE & Sports), DU were also present during the visit. Director (Sports), DU gave an overview of the facilities and their present utilization. 2. The Rugby Stadium and Multipurpose hall are located in the same campus and spread over the area of 30 acres approximately. Government of India funded the construction of these infrastructure facilities for Delhi CWG-2010 for training purpose. 3. Rugby 7s Stadium:- (a) Rugby 7s Stadium, built at a cost of Rs 150 crore, situated within the North Campus of Delhi University and spread over 10,000 square metres (110,000 sq ft), the stadium has a seating capacity of 2,500 permanent and 7,500 temporary seats. The Playfield has Bermuda Princess 77 Grass with dimension of 120 m X 70 m. The stadium has Basement (82 m X 27 m), Ground Floor (82 m X 38 m), First Floor (82 m X 27 m), Second Floor ( 82 m X 38 m), Third Floor ( 82 m X 27 m) and Terrace (82 m X 38 m). Tournament Director reported that the playfield has sufficient irrigation system, drainage system and LOC may take over June, 2017 onwards. This has been selected as a Training Site for FIFA U17 World Cup (b) I was informed that at present the Rugby Playfield is being used for inter-university football championships and also has been allotted to Delhi Dynamos on payment basis. The usage is negligible. C) Ground Floor of the stadium is being used for storage of answer sheets, Examination papers, records, old question papers etc. Office space at other floors is being used for Cluster Innovation Centre of DU. In summary, the playfield is not being utilised optimally and office space are being used for academic purposes d) The Rugby Complex is ideally suited for being used as the National Training Centre for Football.

2 2 4. Multipurpose Hall: (a) The Multipurpose Hall, built at a cost of Rs 85 crore has the Lower Ground Floor, Ground Floor and First Floor. The building is 110 m in length, 62 m in width & 16 m in height. The LGF has imported carpeting with dimension of 82 m in length and 27 metre in width. The Ground Floor has wooden flooring with dimension of 82 m in length and 38 m in width. The First Floor has the lounge of dimension 17 m in length and 24 m in width. The Hall has indoor training facilities for Netball, Boxing, Women's Wrestling and Athletics along with techno Gymnasium. It was reported that these facilities are being used for University Championships at present. These indoor facilities are one of the best that our country have but are not being utilised optimally. (b) After the visit, I emphasised the need of making our effort more outcome oriented, including optimum utilisation of the facilities. Some of the possibilities are:- I. World Satellite Boxing Academy II. Badminton Academy for Doubles Ill. National Judo Academy IV. World class indoor athletics V. Sports Science Centre at Rugby Stadium 5. I also suggested to have collaboration with Delhi University, so that these indoor facilities and techno gymnasium can be put in use for National Campers, National Academies as well as DU students on timeslot basis. 6. Thereafter I visited Polo Ground which is spread over in the area of 15 acres approximately. The Ground also has 400 m Synthetic Track with Football Ground. It also has change rooms and lounge for players. This is also an outstanding facility. 7. Overall the facilities are being maintained in neat & clean but are not optimally utilised. Therefore, the department must take up with VC Delhi University to devise the action plan for optimal use. The photographs of the facilities are attached with this report. To 1.
