Date: February 7, 2008 To: PRAB From: Aleks Briedis, Recreation Director Tom Whitmore, Parks Director RE: February 11 th Meeting PLEASE NOTE THIS MEETING WILL BE AT THE SENIOR CENTER Below is a brief overview for the February 11 th meeting: Senior Center Report A pool table will be delivered on February 20 th. Further details at the meeting. Centennial Park Update Council approved all of the items at their February 6 th meeting. Rec Coord Application Update We ve narrowed down the applicants to six and are currently conducting interviews. Action Park Lighting Update The on/off switch will be installed soon. Park Maintenance Facility Update Tom will give a report at the meeting. Coal Ridge Field Waiver Request The Coal Ridge High School is requesting a fee waiver for use of Cooper Baseball Field for games. Request is attached. We ll discuss at the meeting. Public Officials Liability Training This year s liability training will be held on February 13 th at 6:30 PM in Rifle City Hall. The Human Resources department is requesting that everyone attend, even if you ve been through it previously. 3 PARK AND RECREATION ADVISORY BOARD MINUTES # 2, 2008 MONDAY January 28, 2008 RIFLE CITY HALL CONFERENCE ROOM CALL TO ORDER: Meeting was called to order by Chairman Ed Weiss at 5:32 p.m. MEMBERS PRESENT: YES NO Jim Boone Rich Carter Steve Carter Christy Gray Mark Lapka Tom Stuver Ed Weiss Mildred Whitt STAFF PRESENT: Tom Whitmore, Aleks Briedis, Linda Stilson MINUTES OF THE JANUARY 7 TH MEETING: Steve moved and Rich seconded the motion to approve the minutes of the January 7 th meeting. Voice vote; all were in favor. COMMENTS FROM PUBLIC: No public present SENIOR CENTER REPORT: Aleks mentioned that he will be getting prices for a pool table and shuffleboard. There was nothing else to report. CENTENNIAL PARK UPDATE: A number of items are being planned for the next council meeting for examples: approving IGA s with Re-2, the DDA. Authorizing the GOCO contract and approving the Design Concept. Ed asked if any funds had been disbursed from the funds yet. Aleks noted that all were pledges at this point and we should be sending a bill to the county. Ed also asked if anything had been bid out yet. We have only received estimates. The phases will use DOLA funds in the 1 st phase for moving dirt, electrical and irrigation. There is still some discussion whether raw or treated water will be used. So far irrigation will be raw water.

4 REC COORD APPLICATION UPDATES: We received 51 applications 39 did a completed application and 9 sent back the completed questionnaire. The deadline is Friday, February 1 st. We hope to get started on interviews next week and hopefully have someone hired by the first part of March. ACTION PARK LIGHTING UPDATE: The lights are still not working. We ve been working with Excel and a new meter will be set on Thursday. We will be asking the electricians to install a start and stop switch for the lights. PLANTERS: Tom has been talking to the garden center about the planters at Heinz, Metro, and McIntosh. He will get prices and more information about these. Ed wanted to point out that there was some new graffiti at Davison Park sheds. Tom mentioned that the graffiti has gone down this time of year and there is a plan in the spring to put up a graffiti barrier on the bridges that will help in the aid with cleaning up anything that is sprayed on these areas. PARK MAINTENANCE FACILITY UPDATE: At the last council meeting they approved the design. We will be reducing sizes of the storage and also reducing or removing the conference rooms. Cutting the project from 13,000 to 11, 000 square feet in order to cut costs. The council will be making the final decisions on this. The design does include some green concepts. Solar has been looked into but, not a lot of information on this yet. PUBLIC OFFICALS LIABILITY TRAINING: The training will be held on February 13 th at 6:30 PM in Rifle City Hall. The Human Resources department is requesting that everyone attend. NET MEETING: Our next meeting will be on February 11, 2008 at the Rifle Senior Center at 5:30 p.m. OTHER: Steve asked about the ordinance at Metro Park for the used car lot. Tom Whitmore mentioned that the signs are ready and when the weather clears up they can get out with the vac trucks and gets the signs put up. Steve also wondered about the parking lot next to 16 th street by the Action Park if there were plans to pave it and if people parking there to ride the RFTA bus were crowding park users out of parking. He also wondered about replacing the bus stop shelter if we could replace it with a nicer building. Tom mentioned that there are plans to eventually pave the parking lot and he would check into getting a new shelter constructed. We also had a parent from Highland Elementary call to the Recreation Office and wondered about donating a swimming pass for their silent auction that they have to raise money for a field trip to Mesa Verde. The board agreed that they did not want to set precedence with the board donating to fund raising projects. Tom Stuver and Rich Carter noted that their businesses would donate cash to the school for the field trip. Christy will have the parents committee contact them in order to get the donations. Ed asked if we had any requests for fee waivers yet this year. Aleks noted that nothing new other than Roan Plateau Soccer Club and maybe Little League.

6 Coal Ridge High School Hwy. 6 New Castle, Co Main Office Januay 22,2008 Dear Mr. Hier and Members of Rifle City Council, Attendance Fax Guidance Athletics Activities Jeanie Humble Principal The purpose of this letter is to request the use of the baseball field at Deerfield Park in Rifle for the Coal Ridge varsity baseball team. Our team currently is scheduled to play our home games at a makeshift field at Riverside Middle School. This facility is inadequate for the following reasons: -we cannot put up an outfield fence because we share the facility with the middle school track team. -the field has no grass infield and is not regulation in size. The distance from home plate to the backstop is only 15 feet and should be 60 feet. -we lose 3 to 4 times as many baseballs hit foul because of this. - Finally any ball hit into an outfield gap goes for a homerun because we cannot put up a regulation size fence. We are embarrassed to host varsity baseball games at an inadequate facility that is not even close to meeting high school field dimensions. After checking schedules at both Coal Ridge and Rifle, we are requesting the follwoing dates to play at Deerfield:... Thursday, March 13th, I) h' \J. Tuesday, Apri/1st, 1\0- Ie. Saturday, April 5th, Wednesday', April 9th, and.. Friday, Apnl 25th. Our JV team is scheduled to play the Rifle JV team on April 5th in Rifle. We are proposing to move that game to Riverside so our Varsity team can playa doubleheader at Rifle against Roaring Fork High School. They are no game conflicts on the other 4 dates.
