10 Summary and conclusions National Action Plans are a tool for monitoring the realization of the Master Plan FAIRway Danube focused on preparation and procurement of equipment for pilots FAIRway Danube prepared the pre-feasibility study on lock of Gabčíkovo basis for CEF-financed investment project EU Co-funding is a crucial enabler for realizing the Master Plan and FAIRway Danube Summary and Conclusions Thank you for your attention. 24 Sub-activity 3.5 Procurement of marking vessels Objective: To deliver 4 new marking vessels and to upgrade 3 existing ones in order to implement pilot operations, namely Sub-activity 4.4 In the context of the FAIRway Danube project the timely relocation of the fairway trajectory (incl. marking it with floating signs) is very important for ensuring it s good utilization, as well the safety of the navigation. Marking trip, from HP Giurgiu rkm 845 and back to SHP Bechet: - Starting from HP Giurgiu, upstream with fuel, water and marking materials (max. 10 buoys 1900 or max. 16 buoys ) - Upstream trip - Start from Giurgiu to river km (rkm) 845; - Downstream from rkm 845 to SHP Bechet port, and after that trip from Bechet port to rkm 610; - Upstream from rkm 610 to rkm 845; - Downstream from rkm 845 to SHP - Bechet. During the LNWL period, the marking vessel, will used the SHP Bechet, where have all the facilities, for fuel, power supply and as well some marking materials from already prepared warehouse. The marking vessel could stay for 2 3 months and will come in Home Port Giurgiu, when the low water level period done. Pilot operation: Operational concept 14 7

41 Aerial photo monitoring concept procurement, data collection and evaluation of airborne monitoring technology for the Hungarian waterway section, using drones. the drone will be capable of improving the safety of navigation by performing AIS AtoN monitoring, recon buoy drifts, oil spills, ice monitoring and in case of ship grounding or accident it could provide live information for waterway administration and shipping authorities. Implementing the purpose of the tasks, the drone will be able for autonomous takeoff on the basis of suitable pre-specified coordinates, flight and landing and also records images, videos at a given place and height,streaming live video to the operator. No navigation of transport vessels is being operated. 56 DIFFICULTIES IN RIVER CRUISING ON THE DANUBE 2nd FAIRway Danube SCOM Brussels, 13/12/2016 Priority of water depth Priority of river cruising is the water depth available, moreover the free clearance in the bridges Width of the fairway is not particularly relevant because of separate sailing and relative narrow passenger ships While the big push boats must take to pieces of their caravans due the passing of bottlenecks, river cruisers only slow down there 1

57 Most popular voyages Budapest Amsterdam and Budapest Black Sea Due to the critically low water-level in 2015 boats headed towards Amsterdam were often only able to reach Vilshofen at most (which is barely one-third of the entire route) and those sailing in the direction of the Black Sea could only get as far as Turnu Magurele / Nikopol (which is slightly more than half of the total distance) Today s skippers work on lot longer sections in total - so skipper s routine for a particular stretch is reduced Captain of a hotel ship is expected to work along the entire length of both the Danube and the Rhine and of course to also know the tributaries thereof (at least the River Main, the Mosel and the Dutch- Belgian waterway network) Lack of daily routine and experience may be made up for by fast and accurate assessment of the changes to the fairway, by real-time transfer of data obtained to the skippers and by the precise and logical marking of fairway 2

58 Explosive growth of the river cruising business branch 1992: ca : ca : ca : ca. 300 river cruisers Ship-owners struggle with a shortage of specialist staff Way towards an appointment to captain has been drastically reduced Nautical risks can be significantly reduced by the timely delivery of up to date, accurate, sufficient and real time information Risk of buoy s drifts Especially during flooding, the risk of buoy s drifts is greatly increased because of the float debris stuck on the buoys Using smart AtoN (Aids to Navigation) buoys for the marking of the fairways, buoys displaced will be recognizable even for those with less experience By the transfer of accurate and relevant information to masters, the number of ships running aground and ship collisions can be significantly reduced Implementation of the objectives assigned to the FAIRway project may greatly increase the security and thereby the competitiveness of the entire river shipping 3

59 Special importance of water level forecasts Cargo shipping: A barge with 2 thousand tons deadweight, one decimetre of draught difference may represent tonnes of goods in quantity Overloaded ship: goods cannot get to the port of destination in time, or by interruption of the route part of the goods have to be reloaded to another boat - significantly increases costs Too low quantity of goods loaded: loss of freight River cruising: Accurate forecasts will allow for forced schedule changes resulting from too low (or too high) water levels to be pre-calculated Sufficient time to reorganize the route and to minimize the additional costs arising therefrom I hope what has been said is sufficient for understanding why we, as practicing captains, look forward to the successful and earliest possible implementation of the FAIRway project and the continuation with Fairway Rehabilitation and Maintenance Master Plan for the Danube and its navigable tributaries. 4
