The Florida State Racing Commission respectfully submits herewith its Annual Report for the Eighth Fiscal Year ending June 30, The personnel of the Commission for the eighth year, the districts represented and the periods, both dates inclusive, which they have served are 88 follows: Congressional Name District From To E. 6 During the fiscal year for which this report is made. meetings of the Commission were held on the following dates at the designated Cities: July 13, 1938-Jacksonville August 6, 1938-Jacksonville August 12, 1938-Jacksonville October 25, 1939-Miami November 14, 1938-J acksonville November 29, 1939-Miami December 17, 1939-Miami December 31, 1939-Miami Jan uary 9, Miami January 20, 1939-Miami January 21, Miami January 23, 1939-Miami January 27, 1939-Miami January 30, 1939-Miami February 11, 1939-Miami February 16, 1939-Miami March 4, 1939-Miami March 6, 19S9-Miami March 14, 1939-Miami March 17, 1939-Miami March 21, 1939-Miami March 23, 1939-Miami April 1, 1939-Miami April 7, 1939-Miami April 10, 1939-Miami May 26, 1938-Jacksonville Permit as amended granted to Vol usia County Kennel Club, Volusia County, August 12, 1938, was rejected at a Dog Racing Referendum in Vol usia County. by a vote of 6,772 against the proposition and 1,901 in favor of the proposition. Permit granted to Santa Rosa Kennel Club, Inc., Santa Rosa County, July 13, 1938, was confirmed by Referendum in Santa Rosa County, hy vote of 1999 in favor of proposition and 219 against the proposition. Applications filed in June 1938 for permit to conduct horse racing in Volusia County and dog racing in Flagler' County, by Harry Kinsella and Frank Bang, respectively, were denied on the grounds that applications were insuffici ent to comply with the law. The following applications for permits to conduct racing were filed in June No action taken thereon during current fiscal year: Pensacola Kennel Club, Inc., Escambia County, Dog Racing. Orange County Kennel Club, Inc., Orange County, Dog Racing. Daytona Beach Jockey Club, Volusia County, Horse Racing.
7 The Commission continued an aggressive campaign against stimulation ot thoroughbreds. The drawing of saliva specimens and submission of other body excretions was under the direct supervision of Dr. J. G. Catlett, Chief Veterinarian for the. Commission. All specimens were sent to the laboratory operated by the Commission, American Bank Building, Miami, Florida. Following is a summary of saliva specimens and other body excretions 81>bmitted to the laboratory and the results of analysis made by Dr. Vincent E. Stewart, Chief Chemist: LABORA TORY REPORT SEASON OFFICIAL SAMPLES Horse Saliva Negative.... Positive.. Urine Negative.. Urine Positive Dog Urine Negative.. Urine Positive Medicine Sample I[ EXPERIMENTAL SAMPLES Horse and Dog Samples Total As a result of positive salvia test Trainer H. Williams and all horses owned or trained by him were ruled oft all Florida Tracks indefinitely. Effective January 21, Also Groom Frank Winters was ruled off all Florida Tracka for six (6) months. Effective January 21, As 8 result of positive saliva and urine test Trainer J. (Jerry) Levitt was ruled off all Florida Tracks in Florida six (6) months, together with all horses under his charge. Effective March 14, Also Groom Paul Barr was ruled off all Florida Tracks indefinitely. Effective March 14, 1939.
