1 NZL World Cup Jumping League - Information for Organising Committees and Competitors - V 4 Updated August 2017 These rules are to be read in conjunction with the FEI World Cup Jumping Rules. Note: FEI Jumping rules will prevail in any circumstance not covered in the current World Cup rules. Applications & administration to conduct an NZL League World Cup Round All organising committees of CSI-1*W classes must be affiliated to ESNZ. A franchise fee is required to run all NZL League World Cup events and is subsidised by ESNZ Jumping (Franchise fee available from the ESNZ Jumping) ALL dates must be submitted to the FEI prior to the 1st October one year in advance of World Cup season. It is recommended that the Organising Committee use all World Cup officials for the entire show and that they are compensated as such. FEI Code of Conduct MUST be visible at all times during the show and if possible printed in show programmes. Code of Conduct is available from ESNZ Jumping or the FEI website. All enquiries and letters of interest should be submitted to the ESNZ Jumping Board before the 31st of August one year in advance All outdoor WC competitions with the exception of Hawkes Bay A&P in the 2017/18 season will be World Equestrian Games qualifiers A full version of the FEI World Cup Jumping rules can be found at the following link: IMPORTANT INFORMATION (needed from all Organising Committees 16 weeks prior to Event) Entry fee Stabling fee Total Prize money Size of Competition arena Competition Arena footing Size of Practice Arena Practice Arena Footing Organising committee address, & phone number Show ground address and contact phone number Show Secretary Address & address Show President & or Show director with address Show website if applicable 2 local or FEI Level 1 judges taken from the ESNZ Jumping Judges list to act as members of the Gound Jury Show Doctor/ Medical services with address (EG: St Johns) Farrier & address Assistant Course designers (must be at least FEI level 1) 1
2 FEI DRAFT SCHEDULE AND OFFICIALS Draft NZL League FEI World Cup schedule to be sent by the ESNZ Jumping Sport Manager Victoria Martin to the FEI at least 12 weeks prior to event. ESNZ Technical committee/esnz Jumping Board in conjunction with Organising Committees will appoint all FEI Officials including Chief Steward & FEI Veterinary Delegate OFFICIALS required per round (To be appointed by ESNZ Jumping in conjunction with the OC) PRIZE MONEY 2 x FEI level 3 judges or 1 x FEI level 3 & and 1 x FEI level 2 judge, to be taken from the NZL FEI list of International judges. In addition, 2 members taken from the ESNZ Jumping Officials list of Judges: to be advised by Organising Committee Note: FEI level 1 &2 Judges will at times be appointed as members of the Ground Jury at FEI World Cup rounds. FEI level 3 Course designer, to be taken from the NZL FEI list of International Course Designers. In addition, 1 or 2 assistant course designers holding FEI level 1 or 2 status. FEI Veterinary Delegate to be taken from the NZL FEI list of approved Veterinary Delegates for Jumping. FEI permitted treating veterinarian taken from the NZL FEI list of Permitted Treating veterinarians. (Veterinary Delegate and permitted treating veterinarian must not be the same) Chief Steward FEI level 3 or 2 plus 4 FEI stewards level 1 or 2 To be taken from the FEI list of International Stewards Technical Delegate - selected from the ESNZ Jumping list of TDs or Official National Course Designers - ESNZ Jumping Rules Art A minimum of $4000 prize money must be paid at all NZL World cup League rounds. Prize money will be to a minimum of 6 th place. Should there not be 6 placings, any leftover prize money must be redistributed as per FEI rules WC RULES Art , POINTS All World Cup rounds will allocate points according to the column used for 16 starters (WC Rules Art Scale of points) irrespective of the number of starters, (WC Rules Art ) In the 2017/2018 World Cup season NZL have 7 rounds with 4 rounds to count for points: see FEI WC calendar below: FEI World Cup NEW ZEALAND LEAGUE 7 Qualifiers, 4 to count for overall standings Hastings NZL CSI1*-W Outdoor Waikato NZL CSI1*-W Indoor Hawera NZL CSI1*-W Outdoor Feilding NZL CSI1*-W Indoor 2
3 Taupo NZL CSI1*-W Outdoor Dannevirke NZL CSI1*-W Outdoor Waitemata NZL CSI1*-W LF Outdoor League Final SECURITY (Directive from the FEI Chairman of Jumping) A separate area for parking will be considered a restricted area for all World Cup horses on the day of the WC Competition. This area must be made available to competitors by the Organising Committee before or directly after the World Cup Trot up An FEI Steward must be assigned to the restricted area during the day of the World Cup competition. WARM UP (only for horses that have not started in a class prior to WC competition) On the morning of the WC competition the Organising Committee must provide the WC horses and competitors the opportunity to ride in the main arena to acclimatize horses and to jump a maximum of 2 obstacles, 1 vertical and 1 spread. This session will only be available to WC horses that have not started in the main arena on the preceding day or days of the show. The Main Arena must be made available for 10 minutes prior to the first competition of scheduled classes on the day of the WC competition. An FEI Steward must be in attendance while WC horses are in arena. Competitors wishing to warm up in the main arena on the morning of the WC competition must advise the Organising Committee by 5pm the day prior to the WC competition. The Organising Committee must then advise competitors of the time the main arena will be available prior to the first competition of scheduled classes on the day of the WC Competition. WC RULES Art COMPETITION FORMAT As follows and should be included verbatim in all Schedules Art , , Table A competition not against the clock ( ) in the first round and against the clock in the second round. Athletes return for the second round in accordance with Art Athletes are classified according to their aggregate penalties over both rounds and the time incurred in the second round. LEAGUE FINAL FORMULAS Two round competition: (When using this formula in the NZL Final League competition points and a half will be allocated) If an Organising Committee in conjunction with the ESNZ Jumping Board wishes to run the NZL World Cup League final as a Two Round Competition, dispensation from the FEI is required prior to the event with confirmation of points to be allocated at points and a half WC rules Art League Final over two competitions: (When using this formula normal WC points will be allocated in both first and second competitions) First Competition Art. 239 Table C over Table A course 3
4 Starting order in the Table C competition is according to the reverse order of League standings. Second Competition: Art Table A with one Jump off Starting order in the Table A competition will be according to the reverse order of results in the first League Final competition. FEI World Cup Competition Speed and Height - (FEI WC Rules Art 655.5) Each FEI World Cup Competition is run at a minimum speed of 350m/min. The height of the obstacles can be anything between 1.40 m and 1.60 m. The spread should be proportionate to the height and not more than 2 m. If there is a water jump it cannot be wider than 4m indoors and 4.50m outdoors, including guard rail or hedge. FEI APPROVED CUPS AND TIMERS Approved FEI safety cups must be used CARO cups are available from ESNZ Jumping for all World Cup rounds. Electronic timing is compulsory and must be recorded to 1/100 of a second. Approved electronic timers must be used in all World Cup rounds. The following timer must be used at all NZL League rounds: Manufacturer: TAG Heuer Model: CP540 FEI Report number: A HORSE PARTICIPATION AND IDENTIFICATION All horses must be FEI registered for the current year and hold a valid FEI passport or approved National passport from another NF accompanied by an FEI Recognition Card. (note: all FEI registrations expire 31 st December each year regardless of when in the year they are processed) All horses must have a current ESNZ Equine registration with an annual start for ESNZ Jumping All FEI World Cup horses must wear an ID number as per FEI rule Article 282, a three digit number will be allocated to each horse for the World Cup season 2016/2017 and will be available on the Jumping page of the ESNZ website. All horses taking part in FEI World Cup Jumping must be at least 8 years old (FEI Jumping Rules Art ) WC rules - Art Any nominated horse in the FEI World Cup competition at an event may not compete in another competition on that day, neither before or after the World Cup competition. WC rules Art Competitors may ride a maximum of 2 horses An Athlete may ride more than one Horse in FEI World Cup competitions. In such cases, the horse going for FEI World Cup points has to be declared before the start of the competition, and the Athlete must ride this Horse first. Once the competition has begun, an Athlete may not change his World Cup Horse. However, prior to the beginning of the competition an Athlete may change his FEI World Cup Horse only if his originally declared FEI World Cup Horse is scratched from the competition and the newly declared FEI World Cup Horse 4
5 competes in the same position in the starting order as his originally declared FEI World Cup Horse. A draw will take place at approximately 5p.m on the day prior to the World Cup competition; one WC rider will be asked to attend the draw. Horse Inspection & Medication Control Horse inspection (Trot Up) will be conducted on a suitable surface Inspections are conducted by the FEI Veterinary delegate, President of the Ground Jury, Chief Steward and jury members if available. Valid FEI horse passports MUST be available for inspection. Boot & Bandage control must be carried out at World Cup events on all participating horses. At World Cup rounds there may be swabbing. FEI passport MUST be available for FEI veterinary delegate. Prize money for any swabbed horse will be withheld until results are returned. Handler s attire at the trot up should be neat and tidy. RIDER PARTICIPATION All competitors taking part in an FEI World Cup round must be FEI registered for the current year (note: all FEI registrations expire 31 st December each year regardless of when in the year they are processed) All competitors must be current financial Full Members of ESNZ Competitors may take part in FEI World Cup rounds in the calendar year in which they reach the age of 18 years (FEI Jumping rules Art 255 3) This ruling includes any Premier League that incorporates a World Cup competition. (ESNZ Jumping Rules -Annex 11 Premier Leauge 2 Qualifications. Qualification Procedure FEI World Equestrian Games Tryon (USA) 2018 Horses Horses must be nine years old or more Athletes limited to athletes who have reached or will reach their 18 th birthday during the year of the World Equestrian Games Athletes must gain a COC (Certificate of Capability) Qualification COC Athletes and Horses with a score of zero penalties in the first round of two FEI World Cup Competitions at selected outdoor CSI1*-W ( FEI Jumping Rules Annex VIII 3 Procedure: (FEI Jumping Rules, Annex VIII 6) Qualifying Events during the 2017/18 season Hawera NZL CSI1*-W Outdoor Taupo NZL CSI1*-W Outdoor Dannevirke NZL CSI1*-W Outdoor Waitemata NZL CSI1*-W LF Outdoor League Final 5
