1 2018 DRAWING MOOSE, DEER, SMALL GAME, BLACK BEAR, FISHING Drawing date: March 10, 2018 Location: Auberge le vieux Bicois, 134, J-Romuald Bérubé, Rimouski (Bic) Time: 9 h 30 GENERAL RULES 1- All participants must have a Maliseet of Viger membership card recognized by the Band Council (Indian status, citizen or associate) and be able to provide a copy if needed. 2- You must be at least 12 years old by the 1st of September 2018 to be able to hunt. 3- To be able to hunt you must have the Band Council s certificate of handling of firearms, bow or crossbow or any other firearms, bow or crossbow handling certificate. 4- A participant can apply only once per drawing. 5- Send the application forms and deposits at Cacouna Administration Office before March 7, 2018 at 4pm. 6- Choice of stay must be decided during the draw; otherwise the group will be transferred on the substitute list. 7- The non-winning groups will be on a substitute list and the order will be determined random draw. 8- All fishing and hunting group winners cannot be changed from the freelance group on the day of the draw. Only the addition or the removal of a fourth member will be allowed and that person will not be allowed to be in another group. PNMV s hunting committee must be notified of the changes at least 10 days before arrival. 9- Those not listed on the hunting and fishing confirmations cannot enter the territory. 10- Here is the only ways that a member substitution will be possible: - death of an immediate family member; - court summons; - unexpected medical reason. Official documents are required. To replace a registered hunter, he must provide proof of the reason of his withdrawal. No professional or academic reasons will be authorized. 11- A $100 deposit is required for hunting activities. 12- A $100 deposit is required for fishing activities. 13- Deposits can only be made by etransfers or by check made payable to MVFN Hunting and Fishing committee, dated March 7, 2018 and send to Cacouna s administration office with application form. 14- The cheques must be completed, signed and encased; otherwise the registration will be invalid. Cash is unacceptable. 15- Fishing trips deposits may be reimbursed in September 2018, only if the group has participated in the visit and have met all the terms required by PNMV. 1

2 16- Hunting trips deposits may be reimbursed in January 2019 only if the group has participated in the visit and have met all the terms required by PNMV. 17- The non-winning groups deposits will be returned in March 2018 and for the winning groups deposits will be cashed during the first week of March Each winning group leader (participant #1 on the application form) will receive from the PNMV a confirmation of stay after the cashing of the deposit. 19- All hunting and fishing draw winning members listed on the registration form (leaders included) must be present during registration at the reception stations otherwise the 2019 drawing privileges will be revoked to all the group members and the $100 deposit will not be refunded. 20- All applicants must sign the application form thus certifying that they are aware of the rules and regulations. 21- During the registration at the wildlife registration office, the Maliseet of Viger membership card is required by all group members and accompanist. For accompanying spouses or children who have not a Maliseet membership card you must provide identification that proves you are a Maliseet`s spouse or child. Ex: drivers licence (same address), birth certificate and the stay confirmation provided by the PNMV (this document is vital) or we cannot guarantee access to the territories. 22- Registration on the territories must be in compliance and following the same process as all other hunters and fishermen in order to preserve harmony, for your security and that of others. This requirement is particularly important because it can offer a positive image of the Maliseet member. Should a complaint regarding disrespectful behavior from a Maliseet against an employee or other ground users, please be advised that severe penalties will be undertaken against the individuals that can even lead to the suspension to all activities managed by the hunting Committee for a period to be determined depending on the severity of the incident. MOOSE, RIMOUSKI WILDLIFE SANCTUARY 1- Groups of 3 to 4 hunters. 2- Possibility to apply 2 transport coupons despite the registration and participation mandatory of 3 or 4 hunters. 3- Possibility of hunting one male white-tail deer per moose hunting trip (3 no antlers deer permits will be awarded by lot of three moose hunting groups) 4- Possibility of all moose hunting groups to hunt a conservation moose (a special permit for this purpose will be handed) MOOSE, DUCHENIER WILDLIFE SANCTUARY 1- Groups of 3 to 4 hunters. 2- Possibility to apply 2 transport coupons despite the registration and participation mandatory of 3 or 4 hunters. DEER, DUCHÉNIER WILDLIFE SANCTUARY AND RIMOUSKI 1- Groups of at least 3 hunters, the maximum being dependant on the cottage s capacity in the hunting area, so it is possible to add more hunters after the draw. 2- All hunters registered on the application forms must participate in the trip. 2

3 3- If a hunter abandons the trip, the other group members must participate in the stay so that the group can get its deposit back. 4- A deer hunter may participate in more than one trip but his first deer must be during the stay which he applied. To participate in a deer hunting trip the permit must remain valid; only one deer may be hunted from a zone 2 controlled territories. Addition of hunters must be confirmed at the latest April 30th, The white-tailed deer hunt is still closed in the Rimouski reserve for the 2018 season due to the difficulties experienced by the herd. The allocation of antlerless deer licenses normally granted to deer hunting groups will thus be determined later. MOOSE, DOUBLE GROUP RIMOUSKI WILDLIFE RESERVE 1- Groups of 6, 7 or 8 hunters. 2- Two moose may be captured during this visit 3- Possibility for all moose hunting groups to hunt for conservation moose. (A special permit will be issued for this purpose) SMALL GAME, RIMOUSKI-DUCHENIER SANCTUARY 1- Groups of minimum 4 hunters, the maximum being dependant of the cottage s capacity in the hunting area. BLACK BEAR RIMOUSKI AND DUCHÉNIER SANCTUARY 1- Individual or group hunting. 2- The winning hunter on the entry form must be present for each expedition (baiting included). He can be accompanied by a registered hunter whose name is on the confirmation. FISHING RIMOUSKI AND DUCHÉNIER SANCTUARY 1- Groups of at least 3 MVFN fishermen members. 2- Maliseet fishermen children under 18 years old who do not hold a membership card can fish with the parent`s licenses without paying the fishing rights. If they wish to fish under their own license they must pay the fishing rights. 3- Maliseet fishermen common law spouse who do not hold a membership card may fish with the Maliseet spouse s permit or their own and pay the right to fishing. 4- Accommodation is free for members, their spouses and children, but must provide a proof of their relationship with the Maliseet if required. 5- No angler or companion who is not a spouse or child of a member may participate in the Maliseet stay. INFORMATIONS 1- The group leader is responsible for the conduct and the damages that can be caused by his partners for the duration of the stay. 2- In both wildlife sanctuaries, it is possible that you might witness forest operations, transport of timber and other commercial operations, including trapping, during your stay. 3- If a non-aboriginal partner or child is not a Maliseet member, he or she may accompany the group without having to pay the cost for accommodation. 4- Hunting on the Rimouski and Duchénier Wildlife Sanctuary: accommodation is free. 3

4 5- Non-native companions (not a MVFN member s spouse or child) are no longer accepted. 6- The number of accompanying persons will not exceed the number of hunters at the entrance of the stay. 7- Priority for regular moose hunt will be given to 3 groups with at least one statut member aged 75 years old or more. Those 3 groups will have priority for the 1st and 2nd stay at Rimouski Wildlife Reserve and the first stay at Duchénier reserve. Those hunters must participate at the activity, unless they have provided the required documents for not being able to participate on time, otherwise the group will not be able to take part at the 2019 drawing. 8- The moose-deer combination on the Rimouski Wildlife Sanctuary had to be converted into a moose hunting trip only due to the deer herd status. 9- The services use offered by the Sanctuary are applicable, arrangements are made with reserve managers so that we can offer free cottages for stay members, details of these agreements will be provided to participants before the draw. 10- The community hunting takes place during individual stays and continues until guidelines are issued by MVFN. 11- Conservation Hunting on the Rimouski Wildlife Sanctuary Depending on the number of participants in the draw, the terms of the hunt for conservation will be defined by the MVFN. You will be informed at the time of the draw. 12-You must be reachable on the morning of the draw, otherwise the group will only be able to choose when the draw will be finished if choice stays remain available. It is also important to include your phone numbers, mailing address and address to easily reach you during the draw. 4
