3 INTRODUCTION 1.0 INTRODUCTION The Red Wine Mountains Herd (RWMH) of sedentary caribou was identified as a Key Indicator in the Lower Churchill Project (The Project) Environmental Impact Statement (EIS) (Nalcor 2009). The EIS predicted that while there would be adverse environmental effects on the RWMH, the Project itself would not cause a population decline, such that the viability or recovery of the herd was threatened. However, cumulative environmental effects on the RWMH were predicted to be significant, and supported the conclusion that the ongoing pressures of predation and illegal hunting, and the combined effects of all existing, planned and reasonably foreseeable projects and activities in the region, would contribute to a further decline in numbers of animals in the herd. To address these concerns and the commitments made in the EIS, the RWMH Environmental Effects Monitoring (EEM) Program was developed to examine the distribution and movements of RWMH caribou during Project construction, using a combination of aerial surveys and Global Positioning System (GPS) telemetry data. To this end, annual aerial surveys were initiated in 2014 to document caribou observations and/or indications of use in the RWMH range. The 2017 surveys represent the fourth and final year of sampling for the RWMH EEM Program. This field report describes the methods and results from aerial surveys completed in April A final report will be submitted at a future date combining the efforts and findings from all surveys/years. 2.0 SURVEY OBJECTIVES The primary objective of the RWMH EEM Program is to monitor the effects of the Project on RWMH caribou, particularly whether their movement and distribution patterns change because of Project activities (i.e., vegetation clearing). The specific objectives of the 2017 field program were: To record locations of caribou and/or evidence of their presence (e.g., tracks, cratering) in the historic winter range (core habitat) of the RWMH To support ongoing Project mitigation 3.0 METHODS The Study Team for the field program included Stassinu Stantec personnel and a pilot from Universal Helicopters Newfoundland and Labrador (Table 3.1). 1 File No:

An aerial strip transect survey was completed over a three-day period between April 3 and April 5, 2017, covering a 20 km-long area of overlap between the Project footprint and core winter habitat (and habitat with potential occupancy) of the RWMH. A Bell 206L Long Ranger helicopter equipped with bubble rear windows (to enhance visibility) was used throughout the survey. The aircraft was flown at km/hour and an altitude of approximately 100 m above ground level (agl), along pre-established transects spaced at 2 and 4 km-intervals. Each observer searched an area extending approximately 200 m on either side of the aircraft for signs of caribou. Waypoints of caribou sightings and/or tracks were geo-referenced using GPS and additional comments were recorded on field data sheets. 4.0 RESULTS 4.1 Survey Effort and Conditions Transect lines were flown on April 3 (n = 24), April 4 (n = 12), and April 5 (n = 18) (Table 4.1). A total of 21.5 hours of flying time was required over the three-day period to complete the survey. Weather conditions encountered during the survey were suitable for aerial observations (Table 4.1). Overcast with % cloud cover, and excellent visibility. 4.2 Strip transect Surveys Over the three-day survey period, several observations of caribou and/or evidence of their presence were made (Appendix A). Most of these observations were made outside of the survey transect area (i.e., > 200 m from the aircraft) and included the following (Figure 4-1): A group of 18 caribou at W (waypoint 695, Appendix A), including two collared caribou. This location was searched based on GPS collar data that indicated caribou presence in that area. The group consisted of 13 adult caribou (4 female, 3 male and 6 unknown sex), one juvenile, and four calves. Caribou tracks and craters indicating movement along the transmission line near Cache River, at W (waypoint 705) and (waypoint 706). Extensive caribou tracks and cratering approximately 23 km south of the transmission line, at (waypoint 732). Caribou tracks proximate to the transmission line RoW at (waypoint 707) and (waypoint 726). Caribou tracks approximately 11 km south of the transmission line at (waypoint 735). Old tracks south of the transmission line at (waypoint 728), (waypoint 729), and (waypoint 740). Old tracks north of the transmission line at (waypoint 743), (waypoint 745), and (waypoint 747). Only one record, consisting of caribou tracks, was made within the boundaries of the transect survey area: Old tracks at (waypoint 696) Incidental observations included Willow, Northern Goshawk, and Osprey (nests), and tracks from moose, wolf, otter, red fox, and marten (Figure 4-2 and Appendix A). 3 File No:
