It is anticipated that 2 desert bighorn, 1 California bighorn, and 1 pronghorn capture events will occur beginning November 2013 through February These captures will occur where either 1) source populations are large and can withstand animal removal or 2) source populations are near or at carrying capacity due to limitations of summer or winter range. The primary expenses involved in these efforts include: aerial netgun capture services, partial payment of health profile and disease sampling and testing, telemetry and GPS monitoring collars, satellite data transmission costs, and maintenance of base camp and transport equipment and vehicles. In addition to netgun captures, we may also conduct ground captures using either dart guns or drop nets to secure animals for augmentations. The use of GPS satellite collars on transplanted big game animals allows us to track survival, dispersal, and predation in real-time and take appropriate action in a timely manner to benefit the release complement and reduce conflicts. The program involves continued monitoring of past collars deployed involving over 50 collars (on elk, bighorn, mountain goats, and pronghorn) that require periodic aerial telemetry or monthly satellite data transmission costs. Conduct specific monitoring/sampling projects of existing bighorn sheep herds that are in close proximity to domestic sheep grazing and trailing routes to assess the level of risk for disease transmission and to assess past disease exposure and current health of the animals. Conduct specific monitoring projects on ram dispersal and forays to more accurately assess risk of domestic sheep contact with existing herds and in concert with current WAFWA sanctioned habitat/disease risk modeling efforts. Continue implementation of an experiment in the East Humboldt Range and Ruby Mountains to assess disease transmission among mountain goats, domestic livestock, and bighorn sheep as part of the bighorn recovery efforts in both mountain ranges. There are existing telemetry, GPS, and satellite collars that have been previously deployed and will continue to be monitored that involve fixed-wing aircraft follow up costs or WILDLIFE HERITAGE TRUST ACCOUNT PROJECT PROPOSAL FORM Rev 12/1/10 Page 1

Conduct specific monitoring projects on existing elk herds in the Eastern, Southern, and Western Regions to identify seasonal habitats, critical movements, and migration routes of pioneering and transient herds. Monitoring elk herds will address the following: specific mandates identified in local area plans to monitor and identify habitat use areas and potential conflicts with other uses on public lands; help identify elk use on private lands to support the depredation and incentive tag programs; and provide more detailed information to allow for effective harvest management. HOW DOES THIS PROJECT MEET THE OBJECTIVES OF THE WILDLIFE HERITAGE PROGRAM (NRS ) It is directly involved with the propagation, restoration, transplantation, and introduction of game mammals to the state of Nevada. YES NO PLEASE DESCRIBE IN DETAIL THE REASON WHY YOU NEED HERITAGE TRUST FUNDING TO FUND THIS PROJECT The majority of the donations that support the Heritage Trust Account come from the sale and auction of big game tags that are the direct result of the highly successful Nevada big game capture and transplant program. From the tremendous growth of the transplant herds, comes a huge responsibility to actively manage these herds. Just like the purchase of a large tract of land for long-term conservation and wildlife values, you must conduct annual operating and maintenance. There is too much of a sportsmen s investment in past big game restoration projects to not continue to oversee responsible herd expansion and growth, better understand resource needs of the herds, minimize potential conflicts on public and private lands and lessen the probability of severe herd declines. This program has always been highly dependent on WILDLIFE HERITAGE TRUST ACCOUNT PROJECT PROPOSAL FORM Rev 12/1/10 Page 2
3 proceeds of special big game tags before and after the creation of the Heritage Trust Account. It only makes sense that the very same dollar that is generated from the success of the big game restoration program be used to maintain it. Though with more herds developed each year from this program, increased maintenance and monitoring efforts are desired, but there are still funds needed to pursue opportunities to restore new bighorn and pronghorn herds througout the state. By learning and understanding how big game herds utilize seasonal habitat areas, critical movement and migration corridors, NDOW can better delineate herd distributions, identify appropriate harvest strategies, and advocate with local and federal land management agencies appropriate land conservation and protection for the long-term survival of these herds. Consumptive and noncomptive use of wildlife will increase benefiting not only general publics and sportsmen but local rural communities adjacent to these big game herds.
