1 Bradley University Panhellenic Council Recruitment Rules & Regulations 2012 I. Mission Statement Bradley University Panhellenic Council encompasses like-minded women who strive for academic excellence, community service, campus leadership, sportsmanship and high ethical standards; standing together as a united front of mutual respect while maintaining individual diversity. II. Administrative Procedure A. Purpose and Scope 1. These Standing Recruitment Rules & Regulations are prepared and approved by authority of the Bradley University Panhellenic Council to assure procedure and harmony in carrying out recruitment activities of the member chapters. 2. All NPC unanimous agreements shall be upheld. 3. All members, alumnae, and potential members are responsible for knowing and abiding by the recruitment rules. 4.Throughout the Recruitment Rules, the term Panhellenic member shall be defined to include alumnae, actives, and new members. B. Review and Revision 1. The Director of Judicial Affairs, Director of Recruitment, Panhellenic President, Panhellenic Advisor, Chapter Presidents, and Chapter Recruitment Chairs are responsible for the annual review of the Recruitment Rules. 2. Proposed Recruitment Rules will be submitted to the Chapter Recruitment Chairs, Chapter Presidents, Panhellenic Executive Board, and Central Recruitment for discussion and approval. Each chapter has one vote. The Panhellenic Advisor, when appropriate, will communicate proposed changes to chapter advisors and/or recruitment advisors. 3. Recruitment rules will be approved prior to the last meeting of the spring semester and distributed one week after said vote. 4. Recruitment rules may pass by a three-fourths vote of the Bradley University Panhellenic Council. III. Formal Recruitment Structure A. The recruitment process will be structured in three rounds over one weekend, September 7-9, Round 1: Philanthropy Round i. Philanthropy Round will be held Friday, September 7, 2012.
2 ii. Philanthropy Round events will be 30 minutes in length. iii. Decorations, food, and activity/ies should be simple. iv. An event theme is permitted. v. Invitation lists will be due to Central Recruitment by no later than 3 hours and 10 minutes after the last party ends. vi. A 3-6 minute presentation is permitted. This can include: A power point, 1-2 songs, slide w/ music, video, speech. No props or costumes. Minimal decorations. Must be approved by central by May 4th, Round 2: House Tour Round i. House Tour Round will be held Saturday, September 8, ii. House Tour Round events will be 40 minutes in length. iii. Decorations and food should be simple. iv. An event theme is permitted. v. A 3-6 minute presentation is permitted. This can include: A power point, 1-2 songs, slide w/ music, video, speech. No props or costumes. Minimal decorations. Must be approved by central by May 4th, vi. Invitation lists will be due to Central Recruitment by no later than 2 hours and 40 minutes after the last part ends. 3. Round 3: Preference Round i. Preference Round will be held Sunday, September 9, Bid Day ii. Preference Round events will be 50 minutes in length. iii. Decorations, food, and activity/ies should be simple. iv. An event theme is permitted. v. A 3-6 minute presentation is permitted. This can include: a power point, 1-2 songs, slide w/ music, video, speech. No props or costumes. Minimal decorations. Must be approved by central by May 4th, vi. Bid lists will be due to central by no later than 3 hours after the final party ends.
3 IV. Formal Recruitment Rules i. Bid Day will be held Sunday evening, September 9, A. What is Recruitment and who is Eligible? 1. Recruitment is defined as any activity engaged in by a Panhellenic member, new member, or alumnae, which attempts to prejudice or persuade a potential new member in favor of a particular chapter and/or towards the Panhellenic community. 2. A woman is eligible to participate in recruitment if she is a current undergraduate student of Bradley University in good standing with the University. 3. A potential new member must complete a recruitment registration form through the Panhellenic Council at Bradley University to participate in recruitment. B. Rules of Contact During Recruitment 1.Panhellenic contact will begin on June 1 st, 2012 and end after the Bid Day Ceremony. Discussion regarding the Panhellenic Community should be in general and shall uphold all recruitment rules. 2.During the period after preference round, and prior to the Bid Day ceremony, no Panhellenic woman shall have any contact with a potential new member. 3.Panhellenic Executive Officers will disaffiliate from the Panhellenic board and Recruitment Counselors will disaffiliate during the formal recruitment period. The members of Central Recruitment Team will consist of the members of the Panhellenic Executive Board who are not Recruitment Counselors. 4.Student aids and resident advisors will disaffiliate during the formal recruitment period. 5. Disaffiliated members are not allowed to: a. Correspond with a chapter member(s) except in conducting business. b. Have their pictures or names displayed at the chapter house. c. Display chapter letters in any form. d. Display chapter affiliation on any type of profile on Facebook, Twitter, or any internet based college directory prevalent to the times. C. Decorations and Entertainment 1.Outside banners will be permitted leading up to and during the weekend of recruitment. 2. Activities for recruitment or promotion purposes held outside the chapter house prior to and during formal recruitment must be approved by Central Recruitment.
4 3. All decorations are to remain as simple as possible throughout the entire recruitment period. Central Recruitment will perform inspections prior to each round to ensure each chapter has complied with decoration, theme, and food provisions. Central recruitment may ask a chapter to remove decorations that are not in compliance. 4.Each chapter will spend no more than $1500 on formal recruitment activities, including items that are purchased as well as donated. 5. Chapters will submit the NPC recommended formula under the direction of the Director of Recruitment and Panhellenic Council Advisor, and the NPC Release Figures Methodology Specialist. 6.Each Panhellenic organization may accept women up to the new member quota even though it may bring a Panhellenic chapter above the established total chapter size. 7. A chapter may exceed its total to fill its quota after the completion of formal recruitment, continuing for one school year. 8. A chapter not reaching chapter total during formal fall recruitment may continue to recruit during the school year until such time when chapter total is reached, even if quota is exceeded. E. Release Figures 1. Central Recruitment and the Panhellenic Advisor will use the NPC recommended formula to compute release figures. The Panhellenic Advisor and Central Recruitment will present release figures to each chapter at the end of each recruitment round. F. Bidding 1.During formal recruitment periods, the bidding process recommended by the NPC will be used under the supervision of the Panhellenic Advisor. 2. When a potential new member signs a final bid, the signing of the preference card shall be binding to the extent that if she chooses to accept or not to accept the bid she has received, she must wait one calendar year before she may join a different chapter. This is explained further on the MRABA. G. Dry Recruitment 1. Any event or activity during recruitment will be dry; this includes but is not limited to public intoxication and presence of alcohol. V. Recruitment Rule Infractions 1. All recruitment violations will be referred to the Director of Recruitment. The Director of Recruitment will arrange a mediation hearing consisting of the
5 Panhellenic Director of Recruitment, Panhellenic President, Panhellenic Advisor, the accusing party/ies, and the accused Chapter President, Chapter Recruitment Chair, and Advisor. The mediation will follow the guidelines outlined in the NPC Manual of Information. 2.If mediation is not successful, the issue will be referred to the Panhellenic Council judicial board and follow the guidelines laid out in the NPC Manual of Information. 3.When a Panhellenic Organzation believes there has been a recruitment rule infraction, as defined by the NPC Unanimous Agreements, Panhellenic Constitution and Bylaws, and Panhellenic Recruitment Rules, a written report signed by the accusing Panhellenic organization or party, must be submitted to the Director of Recruitment within 30 days after it has occurred. VI. Penalties for Recruitment Infractions 1. Penalties for tardiness of invitation and bid lists will be $10.00 for each minute late. 2. Penalties for beginning a recruitment event prior to its scheduled start time or ending a recruitment event after its scheduled ending time will be $10.00 for each minute early or late. 3. Other penalties may include, but are not limited to requiring chapters to complete philanthropy events, community service events, educational programs, and restricting social activities. All penalties imposed will follow the guidelines for infractions as outlined in the NPC Manual of Information. Bradley University Panhellenic Council Recruitment Code of Ethical Conduct Based on the National Panhellenic Conference Unanimous Agreements, the following ethical ideals will be upheld throughout the academic year in recruitment activities: 1. All Panhellenic members, including alumnae, active, and new members, shall be bound by rules governing membership recruitment. 2. All potential new members shall be made to feel comfortable when in contact with Panhellenic members.

During the formal recruitment period, Panhellenic contact will be permitted on Bradley University property, with the exception of Panhellenic or fraternity-affiliated housing, university residence halls, and any electronic or telephone communication. 4. No female student shall be asked to join a Panhellenic Organization during any school recess except during a formal membership recruitment period. 5. Panhellenic members shall not suggest to any potential new member that she refuse a bid from one group in order to wait for a bid from another group, suggest that a potential new member list only one choice on her Membership Recruitment Acceptance Binding Agreement, or at any point imply that a bid for membership is being extended. a. Panhellenic members may not say suggest bid-promising statements to potential new members. Examples of but not limited to are See you tomorrow, Make sure to wear black pants, etc;. b. Panhellenic members may say statements with a general promotion of Panhellenic recruitment. Example of but not limited to are Enjoy your recruitment c. Panhellenic members shall not show a bid card to any potential new member. 6. It is in accord with the dignity and good manners of Panhellenic women: a. To avoid disparaging remarks or rumors about any Panhellenic or college woman; b. To create friendly relations between Panhellenic and non-panhellenic women; c. To avoid negative publicity on Panhellenic matters. 7. Panhellenic Organizations and Panhellenic members shall not present gifts to potential new members at any point during the recruitment process. 8. During the formal recruitment period, Panhellenic women are prohibited from actively participating in men s recruitment. a. No displaying Mens Greek letters or logos on fraternity apparel, excluding lavalieres b. Shall not be present at any formal, or informal men s recruitment event with the exception of events where Panhellenic is present (Move-In Day, Late Night BU, etc.) 9. Panhellenic Organizations shall prohibit the participation of men in membership recruitment and Bid Day activities. 10. Panhellenic Organizations shall not use Greek-letter Panhellenic names and insignia in an inappropriate or distasteful manner. 11. Panhellenic Organizations shall prohibit the use of alcoholic beverages in membership recruitment and Bid Day activities until 24 hours after Bid Day Activities officially end. 12. A Panhellenic woman may only enter Bradley University Housing if she lives in the housing. A Panhellenic woman may not eat in University Housing starting from Move-In
7 Day to after the Bid Day Ceremony, including Center Court excluding Student Center, unless she is a resident of Bradley University Housing. 13. All recruitment infractions shall be reported to the Central Recruitment Team as soon as knowledge of the infraction is obtained. 14. Federal, State, and Local laws shall be upheld as well as risk policies set forth by the Panhellenic council.

Panhellenic members shall not make bid-promising statements or actions to potential new members (i.e. See you tomorrow, Make sure to wear black pants tomorrow, etc.) 2. Panhellenic members shall avoid disparaging remarks or rumors about any Panhellenic or college woman all year round. 3. Panhellenic woman are prohibited from actively participating in men s recruitment between Move-In Day and Bid Night Ceremony. a. Shall not be present at any formal, or informal Men s Recruitment event with the exception of events where Panhellenic is present (Move-In Day, Late Night BU, etc.) 4. Panhellenic Woman may not enter Bradley University housing unless she lives there. Panhellenic Woman may not eat in University housing, including Center Court excluding Student Center, unless she is a resident of Bradley University Housing between Move-In Day and Bid Night Ceremony. 6.
