19 Why do we have so much debt? Primarily due to $45 million in State mandated improvements to the Sewer Treatment Plant No additional capacity added to Plant NPDES Permit discharge requirements City was under cease and desist order in 2006 No improvements = Fines up to $10,000/day 19
