5 Welcome from the European Athletics President Cross Country running has a long and successful tradition in Europe and is growing to be an ever more important part of athletics during the winter months. Cross Country brings together athletes from the middle distances up to the Marathon in the same race and provides a special challenge as the running surface can change according to the weather conditions. Therefore the SPAR European Cross are always an exciting and interesting competition, with the added dimension of also being a team event. A major part of the success of this event is the support of the media and I am very grateful to all members of the television media, written press and photographers for their continued support of these championships. Through your efforts, our events are shared with millions throughout the continent. Ireland has produced many world-class Cross Country runners over the years and I have no doubt the Santry course in Dublin will be a fitting venue for the 16th SPAR European Cross. The combination of the beauty of the local environment and the natural obstacles of the course will provide a memorable experience for athletes, officials and fans alike. I would like to thank the Irish federation and the local authorities in Santry, Dublin, for their hard work in the organisation of the championships. After the great success of last year s SPAR European Cross Country Championships in Brussels, Belgium, all European fans of Cross Country running are now looking forward with great expectation to this year s event. 6 Welcome from Athletics Ireland On behalf of Athletics Ireland I would like to issue a warm welcome to everyone attending the 16th SPAR European Cross in Santry Park, Dublin. This is the first occasion for Ireland to host a European Athletics Championship. We are indebted to European Athletics for entrusting us with this great honour. Cross Country holds a special place in Irish athletics. Successful editions of the World Cross Country were held in 1979 (Limerick) and Dublin (2002). Ireland's tradition of international participation extends back over 100 years. Icons of the sport such as John Treacy, Sonia O'Sullivan and Catherina McKiernan have all achieved notable successes at World and European championship levels. It is noteworthy that for this year's event we move from our traditional racecourse type facility to the more intimate spectator-friendly surroundings of the recently developed Santry Park. An event of this magnitude could not be put in place without the assistance of the hundreds of volunteers who have given their time, energy and expertise in the staging of this event. I would like to express our deep appreciation to the Irish Sports Council, RTE, Fingal Council, Dublin City Council, Failte Ireland and local club Clonliffe Harriers without whose support it would not have been possible to host this great event. It is officially known in Irish as Baile Átha Cliath or Áth Cliath. The English name comes from the Irish Dubh Linn meaning "black pool". It is located near the midpoint of Ireland's east coast, at the mouth of the River Liffey and at the centre of the Dublin Region. Originally founded as a Viking settlement, it evolved into the Kingdom of Dublin and became the island's primary city following the Norman invasion. Today, it is ranked 10th in the Global Financial Centres Index, has one of the fastest growing populations of any European capital city and is listed by the Global City Index as a global city, with a ranking of Alpha - which places Dublin amongst the top 25 cities in the world. Dublin is a historical and contemporary cultural centre for the island of Ireland as well as a modern centre of education, the arts, administrative function, economy and industry. Physical area The city covers a land area of 115 square kilometres. Geography The city is sited on the estuary of the River Liffey. This river empties into Dublin Bay which opens onto the Irish Sea. To the south, Dublin is bordered by a low mountain range. The surrounding counties to the north and west of Dublin are surrounded by flat farmland. 8

History of Athletics in Santry The Morton Stadium, which is just outside Santry Demense, is the National Athletics Stadium of Ireland and has seen numerous world records set during its glorious history. The Irish Championships have been held here on numerous occasions including every year since Below is an interesting article on the Miracle Mile from Time Magazine from 18 August THE MIRACLE MILE: Last week all Dublin was talking of the most incredible mile race ever run, and of the lanky, 20-year-old Australian who won it. There was no longer any doubt that Herb Elliott was the greatest miler of all time. The night was cool and windless as the runners lined up in Dublin's new Santry Stadium. Besides Elliott and Ireland's Hero Delany, the field included New Zealand Schoolteacher Murray Halberg, two other Australians: Merv Lincoln and Albert Thomas, a stubby little (5 ft. 5 in.) clerk from Sydney. Thomas got off in front, set a killing pace for the quarter (56 sec.) and the half (1:58). Then Lincoln and Elliott surged past him, battled for the lead through the third quarter. But as the bell clanged for the final lap, Elliott went into high gear. His muscular legs churning, he left the field behind with an astounding 55.5-sec. final quarter. As 20,000 fans shrieked approval, Elliott finished 12 yds. in front in an unbelievable 3:54.5, far under the 3:58 listed record of Australia's John Landy. Lincoln was second in 3:55.9, Delany third in 3:57.5, Halberg fourth in the same time. Even Thomas, finishing fifth, had a clocking of 3:58.6. Never before had five runners broken four minutes in the same race. Even rivals were awed by Elliott's achievement. Cracked Delany: "I don't know how you could beat the guy unless you tied his legs." But the next day little Albert Thomas proved it could be done provided the distance was not the mile. In the two-mile run, Thomas let Elliott set the pace, then sped past him at the 1 mile mark to win going away in 8:32 for a new world s record. Only a month before, the unheralded Thomas had set another world s record over the brand-new Santry track when he ran three miles in 13:10.8. Said he happily: "Santry must be the fastest track in the world." 4. Transport 4.1 Arrival by Air The official airport is which is situated 4km from the SANTRY DEMENSE. 10

12 Upon arrival at AIRPORT, the media are asked to go to the welcome desk. The Welcome Desk is situated in the ARRIVALS HALL at the airport and will be open on 7 DECEMBER from to and on 8 December to 12 December from (depending on travel schedules). After collecting luggage, the media will be escorted to the official buses by the welcome desk staff and taken to the media hotel, approximately 15 mins from the airport. 4.2 Arrival by Train There will be no Welcome Desk at the main railway station in. However, should a media representative (who has provided his travel details) arrive there, he/she should be met by an LOC representative 4.3 Arrival by Road Media arriving by road are kindly asked to go directly to the official media hotel. 4.4 Visa Requirements Countries requiring visas to enter IRELAND should obtain them from the IRISH Embassy or Consulate in their country. All media accreditations must be collected from this office including accreditations collected on the day of the event. 5. ACCOMMODATION 5.1 General Information 11

13 The media hotel for the SPAR European Cross Dublin 2009 is the Express by Holiday Inn, Northwood Park Santry Demesne, which is next door to the VIP hotel and within walking distance of the course. There is free Wi-Fi available in the hotel so journalists can work from anywhere within the hotel. The prices are the following per person sharing: Single Euro 115 Twin/Double Euro 125 The payment of the room should be made by credit card when you register for accreditation via the European Athletics Online Registration and Accreditation System (ORAS). There will be also a LOC information desk located in the lobby. Please consult the LOC information desk in case of any problems or questions with regards to the event. 15 6. MEDIA ACCREDITATION Each media representative will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. Accreditation cards will be prepared in advance of the event, based on the information provided by the journalists in the online accreditation procedure. The address of the European Athletics Online registration system is the following: Accreditation cards will be distributed to media representatives upon arrival at the Crowne Plaza On Sunday accreditation cards will be distributed in the Crowne Plaza, by showing the Confirmation Letter which will be sent after registration in the online registration system. Any lost or damaged accreditation cards should be reported to the LOC Information desk. Duplicate cards can be obtained where proof of identity can be established. 7. MEDIA SERVICES 7.1 Media Centre The Media Centre will be located in the indoor arena in the Morton Stadium just beside the course and very close to the finish lane. It will have a Welcome Desk and a working room for media. There will be free internet access (wi-fi) in the working room. The opening hours for the Media Centre will be as follows: Friday 11 December from 14:00 to 17:00 Saturday 12 December from 10:00 to 17:00 hours Sunday 13 December: from 08:00 to 20:00 hours There is free wi-fi available in the Express by Holiday Inn in which media representatives can do their work in the days leading up to the competition. 7.2 Media Tribune The Media Tribune will be located close to the finish lane and in front of the video board and a CIS screen to follow the competition. Start lists, official results of each race and flash interviews with the medallists will also be distributed in the tribune. 7.3 Commentators and photographers briefing The photographers and commentators briefings will be held on Sunday 14 December at 09:30 and 08:30 respectively in the Main Media Centre. The photographers bibs will be distributed during the meeting. 14

16 7.4 Press conference The official European Athletics/LOC press conference will take place on Saturday 13 December at 12:15 in the Crowne Plaza hotel and will consist of members of European Athletics and the LOC and also with outstanding athletes set to take part in the competition. This hotel is next door to the main media hotel Mixed Zone and Flash Interview service The Mixed Zone will be located in the indoor arena, close to the finish line in which media representatives meet participating athletes. There will be a dedicated Mixed Zone for TV right holders and for the rest of the accredited media. Immediately after each race the flash interview team will hold interviews with all the medallists in the championships. After they have received their medals and then passed through the Mixed Zone, the winners of the senior men and women races will hold interviews in the Media Centre before they go to doping control. These interviews in the Media Centre will be distributed on information sheets to the media and will be posted on the European Athletics website. 17 8.2 Event format The SPAR European Cross is held annually and comprises of an individual as well as a team competition for both men and women. There are six championships races: Senior Men, Senior Women, Under 23 Men, Under 23 Women, Junior Men and Junior Women. Each European Athletics Member Federation may enter one team per race. In accordance with EA Regulation , the number of athletes allowed to start the race is: - In each race a team of 8 (eight) athletes can be entered. - Not less than 4 (four), nor more than 6 (six) athletes per team shall be allowed to start in the race of whom 4 (four) will score. 9. COMPETITION PROCEDURE 9.1 Timetable The timetable on 13 December 2009 will be: Junior Women Junior Men Under 23 Women Under 23 Men Senior Women Senior Men Scoring Each race will be scored separately. In all races 4 (four) athletes shall score. The team results shall be decided by the aggregate of placing recorded by the scoring athletes of each team. The team with the lowest aggregate of placing points will be judged the winner. If a team fails to finish with a complete scoring team, it will not be classified in the team result. The athletes finishing shall be counted as individuals in the race result and shall be eligible for the individual placing. No adjustment to the scoring placing of the finishing teams shall be made in respect of any non-scoring team runners or of individual entries. 9.3 Ties In the event of a tie, it shall be resolved in favour of the team whose last scoring runner finishes nearest to the first place in accordance with EA Regulation Protests In accordance with IAAF Rule 146, any protest concerning the result or conduct of an event must be made within 30 minutes of the official announcement of the result of that event. 16

18 This protest shall, in the first instance, be made orally to the Referee by the athlete or by someone acting on his/her behalf. After the decision of the Referee, there shall be the right of appeal to the Jury of Appeal. This Jury will be appointed at the Technical Meeting. The Jury of Appeal will provide a written response to the protest as soon as possible. The written response will be displayed on the notice boards of the TIC and will be facilitate to the media. 10.
