7 USATF National Officials Committee Chair s Report 2017 USATF Annual Meeting 2017 has been a year of many transitions for the NOC. This is true not only in those who hold office, but in many other areas. Those include: Our national re-certification process A new certification website and procedure A new officials website The requirement of both SafeSport and Background Screens for certification Distribution of the National Officials shirt There is still much work to be done and improvements to be made, but we are moving in a good direction. Along with these changes, we have taken steps to improve our recruitment and mentoring of young and new officials, to move some of our Rules Reviews to an online format, to create new and better ways to train and certify officials in Electronic Measuring and Electronic Recording, to provide resources to purchase equipment needed for officiating, and more. Future projects include training opportunities for rising Implement Inspectors, Technical Managers, and Referees, new online training modules that utilize video, and creating new resources to assist Certification Chairs in their work. Throughout these changes, there have been many individuals who have accepted extra responsibilities on behalf of the NOC and officials across the country. Though I cannot list them all, some that I want to acknowledge are Roger Burbage (who stepped in as interim Vice-Chair for Certification), Rich Schornstein and Laurie Boemker (who led the way in preparing rules reviews), and Mark Heckel (who has facilitated several projects as Chair of our Technology Sub-Committee). Also, the USATF National Office has been very responsive to our needs and requests. Though many of these areas are still being refined, they continue to work with us to improve areas for the betterment of our officials. Those who have worked with us include Vin Lananna, Max Siegel, Renee Washington, Norman Wain, Sara Reese, Sarah Austin, Desiree Friedman, Lindsay Toussant, Zack Raubuck, Luke Fimreite, and others. 8 Certification Process and National Shirts As of October 27, 2017, there were 4,586 officials who have completed the certification process. Of that number, 677 have not entered a shirt size and, therefore, have not received their national shirt. Though the re-certification period after each Olympic Games is always difficult, this one had extra challenges with a new website and the added requirements of SafeSport and the Background Screen. I want to acknowledge the patience and hard work of those who serve our officials as Association Certification Chairs. These men and women put in many hours to serve their fellow officials and our sport. Please take time to thank your Association Certification Chair for his or her work on your behalf. Certification of Officials Under-18 Because of the requirement of a Background Screen for Certified Officials, the status of officials under the age of eighteen has been a point of discussion between the NOC and the USATF national office for several months. Because of their age, those officials are unable to complete the Background Screen. This issue is still being discussed by the USATF national staff and a plan of action should be finalized soon Championship Meet Officials The 2017 USATF Senior Indoor Championships were held on March 3-5 in Albuquerque, NM. Seven selected officials declined their assignments and were replaced by selected alternates. It was a well officiated meet with just two protests filed one in the running events (denied) and one in the field events (upheld). The 2017 USATF Junior and Senior Outdoor Championships were held on June in Sacramento, CA. Two selected officials declined their assignments and were replaced by selected alternates. Our officials did an outstanding job officiating the meet in spite of severe heat. There were nineteen protests and appeals filed. Five were in field events with four denied and one upheld. Fourteen were in running events with eleven denied and three upheld Selection Process for Championship Meets Applications closed on October 15, 2017 for the 2018 USATF Senior Indoor, Junior Outdoor, and Senior Outdoor meets. There were 350 officials who completed applications. The selection of officials for these meets will take place on November at the USATF Annual Meeting in Columbus, OH. NOC Election Per National Officials Committee Operating Procedures, the NOC will conduct one election at the 2017 USATF Annual Meeting to select a Vice-Chair of Certification to complete the current term, ending in December of Evaluations A new online evaluation form was introduced for the 2017 USATF Junior and Senior Outdoor Championships, Masters Outdoor Championships, and Junior Olympic Championships, as well as a new
9 online evaluation form used by Association Certification Chairs to evaluate those from their associations who applied for USATF Championship meets. All systems worked well. Best Practices Rich Schornstein has worked with the USATF National Office to update the NOC Best Practices library and transition it to the USATF Officials website. This library contains a wealth of information and is highly recommended to officials of all levels and disciplines. NOC Operating Regulations The officers of the NOC will be presenting some changes to our Operating Regulations. Most of the changes are editorial and organizational. Other changes include updating the descriptions of the Nomination and Technology Committees, adding the Young Officials Committee, defining the role of Parliamentarian, and moving the responsibility for preparing certification rules reviews from the Certification Sub-Committee to the Rules Sub-Committee. Board Report At the request of USATF President, Vin Lananna, and NOC Board Representative, Len Krsak, I prepared a report for the USATF Board of Directors on the Recruitment, Certification, Retention, and Rewarding of USATF Competition Officials. This report will continue to be developed and expanded as we seek to address these issues. Young Officials Development Young Officials Grant o o The National Officials Committee budgeted for fifteen $500 grants to help young officials (under-40) travel to USATF National Championship meets to gain experience. There were nine applicants, all of whom received a grant. They officiated at the USATF Youth Indoor, Outdoor, and Cross Country Championships, the USATF Junior Olympic Championships, and the USATF Masters Indoor and Outdoor Championships. All of the grant recipients had good experiences at their assignments and grew as officials. I want to thank Donald Berry for his work in making this program work. The 2017 recipients were: Tanner Bisbee (Maine Association), David Glasberg (New England Association), Deborah Green (Potomac Valley Association), Cheyenne Hall (Colorado Association), Courtney Kromko (Maine Association), Candice Pierre (Southwestern Association), Alexandra Schober (Adirondack Association), Aisling Stephenson (New England Association), Clifton Taylor (Utah Association) Young Officials Think Tank In an effort to get more input and ideas from young officials regarding recruitment, retention, training, and mentoring, I initiated a Young Officials Think Tank an group that shares ideas and experiences. This group is proving to be very helpful in evaluating what we can do to better raise up young officials in USATF.
10 o Young Officials Committee In order to keep the recruitment, retention, training, and mentoring a priority for the NOC, the officers of the NOC are recommending the addition of a permanent Young Officials Sub-Committee to the NOC Operating Procedures. Those in attendance: Len Krsak, Chair; Tom Hott, Secretary, Doug Allen, Treasurer, Scott Rose, Vice Chair of Awards, Rich Schornstein, Vice Chair of Training, Bob Podkaminer, Vice Chair of Rules, Don Berry, Parliamentarian; Rodger Burbage, sitting in for Vice Chair of Certification. Absent: Jimmy Stuart, Vice Chair of Certification. Motion by Don Berry, second by Rich Schornstein, to allow for adjustments to agenda. Motion carried. Mr. Burbage reported he has most of the hardware and software necessary to produce officials cards and the processing of the cards will begin a soon as possible. Old Business NOC Elections Chair Krsak and Lil Mahoney, member of the Nominations Committee, reported on the nomination and election procedure.
13 Hall of Fame/Awards Banquet Scott Rose reported on the Hall of Fame/Awards banquet. banquet. There are still some tickets left for the Evaluation Project Rich Schornstein discussed a proposal to make the event head evaluations of officials crews the same as the certification chair s evaluations. These evaluations would be provided to the national meet selection committee for review. Officials Insurance Situation Len Krsak reported on the officials insurance situation including who paid the premiums in the past. USATF included funds in the 2017 officials budget to cover the premiums for the insurance. Bob Tice proposed a survey of USATF associations to determine what insurance coverage is currently in place across the country and what coverage is needed. Decisions will then be made on the basis of this survey and other information. Funding for Young Officials Len Krsak reported that the Executive Committee voted at the mid-year meeting to fund a young officials stipend to assist the younger officials to travel to national youth and masters meets. Funds are now included in the Officials budget. The certification chairs will be contacted soon after the Annual Meeting to begin the process. Officials Uniform Shirt Len Krsak reported on the new uniform shirt. The shirt will be blue and each official will receive one shirt upon certification for the next Olympiad. NOC Updated Operating Procedures Tom Hott reported on the proposed amendments to the NOC Operating Procedures. The document will be presented to the NOC at the Annual Meeting on Dec 2. New Business Selection Committee Proposed Changes Len Krsak reported on the success of the current selection process. Referee/NTO Program Len Krsak suggested the Executive Board table the discussion. NCAA Proposal Bob Podkaminer reported on the history of the NCAA certification program as discussed a few years ago. The NOC Executive Board voted at that time to end the discussion with the NCAA. Chair Krsak was contacted recently to ask if the NOC would assist in staffing NCAA meets. Chair Krsak replied that the NOC could and would do this. A proposal was presented to the NCAA for the NOC to create a certification for officials to serve as key officials at NCAA championships. The discussion is continuing at this time. Motion by Tom Hott, second by Rich Schornstein, to present the concept to the NOC at the Annual Meeting on Dec 2 and to appoint a committee to continue the discussion with the NCAA. Motion carried. Motion by Tom Hott, second by Bob Podkaminer, to appoint Len Krsak and Bob Podkaminer to the committee to continue the discussion. Motion carried.
14 Officials Background Screening Len Krsak reported the background check is good for 2 years and will need be retaken at the end of the two years. SafeSport Course Len Krsak reported that an official who has taken the SafeSport course is covered through Motion by Rich Schornstein, second by Scott Rose, to move to closed session to discuss personnel issues. Motion carried. Motion by Rodger Burbage, second by Don Berry, to come out of closed session. Motion carried. Motion by Tom Hott, second by Scott Rose, to adjourn until Dec 3. Motion carried. Motion by Tom Hott, second by Doug Allen, to come out of recess at 3:45 pm Dec 3. Motion carried. Motion by Tom Hott, second by Scott Rose, to accept the resignation letter of Jimmy Stuart as Vice Chair of Certification. Motion carried. Chair Len Krsak appointed Rodger Burbage to fill the position of Vice Chair of Certification. Chair Len Krsak appointed Jimmy Stuart to the position of Chair of the Technology subcommittee. The Executive Committee made the following recommendations for changes in the NOC Operating Procedures: 1. At Large members of the NOC cannot hold any other position in the NOC 2. Define the Parliamentarian position 3. Move the responsibility for writing the rules reviews from the Vice Chair of Certification to the Vice Chair of Rules. The 2017 Mid-Year Executive Committee is tentatively set for April in Northwest Arkansas. Motion by Scott Rose, second by Bob Podkaminer, to adjourn. Motion carried.
15 National Officials Committee 2016 Annual Meeting December 2&3, 2016 Orlando, Florida MINUTES Meeting called to order by Chair Krsak at 9:09 am. Declaration of quorum by Secretary Hott Motion and second to allow adjustments to agenda. Motion carried. Vince Lanana, newly elected President of USATF, brought greetings. Motion and second to approve the minutes of the 2015 NOC Annual Meeting. Motion carried. Motion and Second to accept the Treasurer s Report. Motion carried. Election of New NOC Officers Each candidate was allotted 3 minutes to present a campaign speech. Old Business Funding for Young Officials Don Berry reported on the Funding for Young Officials project. The 2017 NOC budget includes $ for this project. Details and applications will be sent to Association Certification Chairs early in 2017.
16 Steve Miller, Chair of the USATF Board of Directors, brought greetings. Max Siegel, CEO of USATF, brought greetings. New Business Updated NOC Operating Procedures Amendments to the NOC Operating Procedures were presented. Motion and second the approve the amendments. Motion carried. Chair Krsak reported a major change in the Vice Chair of Certification duties and the formation of a Technology Subcommittee. Motion and Second to adjourn until 2:00 pm Dec 3, Motion carried. Election of At-Large members of the NOC John Murray, Fred Newhouse, and Delores Murray were elected as At-large members of the NOC. Insurance Program Chair Krsak reported the USATF has provided funding to the NOC to provide liability insurance for all Certified officials in Bob Tice reported on a survey that will be send to officials early in 2017 asking for their input on the insurance program. Officials Shirts Chair Krsak reported that each official who certifies for the Olympiad will be eligible to receive one official s shirt at no cost and will be able to purchase one additional shirt. Referee/NTO Program Lorie Boemker reported that the NTO program as it presently exists will be reviewed and a report will be available to officials in the near future. Law and Legislation David Greifinger presented a resolution he planned to present at the closing session of the convention for consideration by the members. The resolution addresses the ability of the CEO and the Board of Directors to suspend a member without prior due process. NCAA Proposal Bob Podkaminer reported on a request from the NCAA to provide training and certification for NCAA officials. At this time, the request is for Referees only. However, the discussion with the NCAA will also include Chief Starters, Chief Clerks, Chief Umpires, and Chief Marshalls (all appointed by the NCAA). The discussions are ongoing and at this time the NCAA is studying the proposal. Officials Background Screening Chair Krsak reported the background screenings are valid for two years and each official will be required to submit to a background screening after the two-year period expires. SafeSport Course Chair Krsak reported the officials who have completed the SafeSport program are covered until Guest/Topics/Discussion IAAF Update
17 David Katz reported that the IAAF was extremely pleased with the IAAF Indoor Championship held in Portland. No protests were filed during the entire meet. Mr. Katz also reported the IAAF approved a new constitution at its meeting in Monaco this week. Further information will be forthcoming from that meeting. USATF Marketing Chair Krsak reminded members to check with Chelsey Chang at USATF when developing anything that includes the USATF logo for approval. Paralympic Information The Paralympic committee made a presentation to the NOC and asked for additional officials for their meets. Diversity Committee Irene Herman and Kimberly Ford reported on the activities of the Diversity Committee and asked for a representative from the NOC for that committee. NCAA Rules Committee Mark Kostek reported the new NCAA rule books are available both on line and print version. Selection Committee report of officials for the 2017 National Championships The list of selected officials will be posted outside the meeting room immediately after the close of the meeting and is also available on line. 18 National Officials Committee Executive Board Mid-Year Meeting April 17 19, Columbus, Ohio MINUTES Meeting Called to order at 2:58 pm by Chair Krsak. In attendance: Chair Len Krsak, Secretary Tom Hott, Treasurer Doug Allen, Awards Vice Chair Scott Rose, Certification Vice Chair Jimmy Stuart, Rules Vice Chair Mark Kostek, and Training Vice Chair Rob Buzaitis, Parliamentarian Don Berry. Also attending: Rich Schornstein. Lindsay Toussant joined the board on April 18. Motion by Len Krsak, second by Don Berry, to have a floating agenda. Motion carried. Motion by Rob Buzaitis, second by Mark Kostek, to approve the minutes from the December 3, 2015 Executive Board meeting. Motion carried. The Executive Committee received the Treasurer's report. Officer s Reports Chair Chair Krsak presented his report to the Executive Board. Discussion of the Safe Sport and Background Checks. A copy of the report is attached. Certification Vice Chair Stuart reported on the SafeSport and background check issues. USATF is building a completely new membership system. The new system is targeted to be finished by August, At this time, SafeSport and background checks will be required for official's re certification. All officials who certified in the Olympiad will receive a new official's shirt. Beginning with the 2017 selected meets, acceptance will be done on line. Rules Vice Chair Kostek reported he has received one contact for a rule interpretation since the 2015 Annual Meeting. Training Vice Chair Buzaitis reported the clinics at the Annual Meeting went well. No webinars since the Annual Meeting. Interim Vice Chair Schornstein presented a list of possible clinic topics. Discussion of which topics to present at the 2016 Annual Meeting. Motion by Don Berry, second by Doug Allen, recess until 8:30 am April 18, Motion by Don Berry, second by Mark Kostek, to come out of recess at 8:20 am. Motion carried. Awards Vice Chair Rose reported that he will send the award nomination forms to the 11regional award chairs for review. Motion by Scott Rose, second by Doug Allen, to add to the award criteria that members of the Hall of Fame are ineligible to be considered for individual awards. Motion carried. Scott reported he has developed a new form for nominations. Scott is developing a plan to shorten the evening. Discussion of method of selection to the Hall of Fame. Discussion of award trophies. Scott will send a selection of
19 potential awards to each sponsoring organization for their consideration. Each organization will select one design for their award. Newsletter Editor Rose reported readership of the newsletter is down. 37% of officials opened the newsletter in February. He requested content from the members of the Executive Board. Old Business Officials Insurance Situation Discussion of rider on USATF liability insurance for officials. Due to the fact that there have been no approved claims on this insurance since its inception in 2008, the insurance is under review. This covers uncompensated officials for negligence at non sanctioned meets. Does not cover medical expenses for the official or others. The Executive Board will work with the National Office and the Association Committee to resolve this issue. Re certification Reviews Vice Chair Stuart reported on the re-certification reviews. He has an outline of the new review instruments. The new reviews will be ready for certification chairs by November 1. There will be an online option for Apprentice, Association, and National level. Perhaps a portion of the Master evaluation will be on line. Best Practices Rich Schornstein reported on the Best Practices on the web site. 122 best practices documents currently exist. He expressed a concern with updating the documents. Chief officials at the national meets are asked to review the documents each year, but response to that request is limited. There was a discussion of what can be done to encourage the chiefs to respond. USATF Board Seat An amendment to the Operating Procedures will be proposed to the NOC at the 2016 annual convention regarding the official's representative to the USATF board. New Business NOC Elections Training Vice Chair Kostek has resigned his position effective May 1, Motion by Don Berry, second by Rob Buzaitis, to accept Training chair Kostek's resignation and confirm the appointment of Bob Podkaminer as interim chair. Rules Vice Chair Buzaitis has resigned his position effective May 1, Motion by Len Krsak, second by Tom Hott, to accept Rules Chair Buzaitis resignation and confirm the appointment of Rich Schornstein as interim chair. The NOC Chair, Secretary, Training Vice Chair, Rules Vice Chair, and the At-Large positions are open for election at the 2016 Annual Meeting. Selection Committee Appointee Chair Krsak will make the appointment closer to the dates of the Selection Committee Meeting. Selection Committee Proposed Changes A discussion of current method was held and agreement that the current method needs to remain as is. The proposal to the Executive Board is not a rules issue, but a USATF Bylaws issue. Therefore, this committee can take no action. The Executive Board is committed to making the selection more transparent and will work on providing additional information to all officials. Proposal to purchase new projectors

29 2017 USATF NOC Annual Report Vice Chair Awards The following N.O.C. Awards Committee report has been condensed to reflect on what has transpired during the past 12 months. As was started by the past Vice Chair of Awards, Gordon Bocock, a combined yearly and historical report is available upon request. It is my intentions to maintain a historical record of the Awards Program including the National Outstanding Association Officials program. Association Awards: In 2017, the first year of the Tokyo Olympiad period, 54 associations were eligible for the National Outstanding Officials Award. Alaska, San Diego Imperial, and Wyoming were not eligible because they have no National, Master or Emeritus level officials. After many attempts to contact all of the respective association certification chairs using and the N.O.C. newsletter, the following associations were nonresponsive: Central California, Florida, Inland Northwest, Long Island, Minnesota, Missouri Valley, Montana, Snake River, Tennessee and Utah. As of October 31, 100 certificates have been mailed to 44 associations. Horace Crow Award This marked the 26 th year for the Horace Crow Award. This year the Awards Committee received and presented 12 nominees to the National Officials Executive Committee. This list of outstanding officials was narrowed down to the 5 finalists for the 2017 Horace Crow Award: o Martin Johnson ~ outstanding horizontal jumps official from Colorado Association o Kathy McLymond ~ outstanding vertical jumps official from the Niagara Association. o Delores Murray ~ outstanding field event official from the Southwestern Association. o John M. Murray ~ outstanding throws official from the Pacific Association. o John Shirey ~ outstanding vertical jumps official from the Pacific Association. Charles Ruter Award This year will mark the 20 th year for the Charles Ruter Award. This year the Awards Committee received and presented 8 nominees to the National Officials Executive Committee. This list of outstanding officials was narrowed down to the 5 finalists for the 2017 Charles Ruter Award: o Tiffany (Banks) Chin-Aleon ~ outstanding starter from the Southwestern Association. o Lloyd M. The finalists for the 2017 John Davis Award are: o Theodore Teddy Hayes ~ outstanding official and humanitarian from the Pacific Association. o Richard Robert ~ outstanding official and humanitarian from the Southern California Association James Grey Award
30 This year will mark the 11 th year for the James Grey Award. This year the Awards Committee reviewed and presented 3 nominees to the National Officials Executive Committee. The finalists for the 2017 James Grey Award are: o Donald P. Berry ~ Outstanding official and Certification Chair from the Maine Association o John Deardorff ~ outstanding official from the Missouri Valley Association. o Stan Scott ~ outstanding official from the West Texas Association. Lori Maynard Award This year at the convention we will mark the 8 th year for the Lori Maynard Award. This year the National Officials Executive Committee was presented with five finalists from the National Race Walk Committee for the 2017 Lori Maynard Award. o Jim Hanley ~ an outstanding race walk official from the Southern California Association. o Patricia Hanna ~ an outstanding race walk official from the Ozark Association. o Diane Graham-Henry~ an outstanding race walk official from the Illinois Association. o Dan Pierce ~ an outstanding race walk official from the Colorado Association. o Reginald Weissglas ~ outstanding race walk official from the New York Association Andy Bakjian Award This year at the convention we will mark the 36 th year for the Andy Bakjian Award. This year the Awards Committee had 5 nominees to review. Of those four are in their first year of eligibility and one is in his third and final year of eligibility. The 5 eligible nominees were presented to the National Officials Executive Committee. 32 2017 USATF NOC Annual Report Vice Chair, Certification As the appointed Vice Chair of Certification to fill the vacancy this past year, the following reflects what transpired during the past 12 months: The Officials Certification Database is now hosted on the USATF server and is tied in with the USATF Membership Database. The transition was difficult and there were a number of concerns that have been resolved. There are a number of improvements that are in the future agendas. I have assembled a 4-member Regional Certification Assistants group. Their challenge is to communicate with the Certification Chairs with their concerns. I have assembled a Subcommittee of Officials to share official s questions and concerns. The Background Check and SafeSport confirmations were conducted and reported to the National Office. I have communicated with all groups via newsletters and s. This process enables the Certification Chairs to share information with their membership. A Certification Chair Clinic will be held at the Annual Convention. The agenda will include items that will assist Certification Chairs in processing Certification. There are approximately 4240 Certified Officials for the Olympiad. This includes 413 new officials. These figures will change as applicants are being processed at this time. 36 The group did considerable work with the Rules Reviews which was finished by them and some new people in February of The Current Rules Reviews for are up to date. We started contributing monthly submissions to the NOC Newsletter which included Rule of the Month, IAAF, NCAA, NFHS and World Para Athletics updates and other rules related issues. This was a rules year for IAAF and we have 76 changes proposed for consideration. The USATF Rules Proposal package was posted in November and distributed electronically to all Association Certification Chairs. It will be the topic for discussion at the NOC Rules Subcommittee meeting scheduled for Thursday, November 30, 2017 at 8:00 AM. We had a Rules Subcommittee Conference call on Sunday, September 24, 2017 at 7:30 PM EST. We discussed Rules Review Survey, Online Rules Review, Referee Newsletter, Rules Update, Spanish Version Rules Review, the Rules Subcommittee Functions and the Annual Meeting. We have been working on an Online Rules Review. Mark Heckel, Susan Marie Harris and Travis Kupiec have put some demos together. Rich Schornstein and Susan Marie Harris had originally started this project. We have also been working in collaboration with Vice Chairs of Certification and Training on this. One or two options will be presented at the NOC Rules Subcommittee meeting. A Rules Review Survey was put together by Mike Trego. There were 464 responses to the survey by the deadline. This will be a topic of discussion at the Annual Meeting and some type of Infographic will be presented summarizing the results. A Spanish version of the Apprentice/Association Level was put together by Richard Robert. We still have some areas to finalize and hope to launch it in early part of USATF Rules Proposals for 2018 are currently being submitted. A solicitation for rules proposals will be made to all Association Certification Chairs via electronic communication in 2018 as well.

38 Exhibit B National Officials Committee 2016 Vice Chair Rules Meeting Thursday, December 01, 2016 The 2016 Vice Chair Rules Meeting was called to order at 8:02 a.m. by Vice Chair Bob Podkaminer. The minutes of the 2015 NOC Rules Subcommittee Meeting were approved. Copies of the Rules Summaries for USATF, NFHS, and NCAA were distributed for discussion/explanation. Participants were encouraged to attend youth and masters sessions for concerns about their rules. USATF Rules Proposals Summary Vice Chair Podkaminer encouraged everyone to look at the entire proposal online and bring proposals to him. He led the group through the summary provided noting that very little reflected change in competition but rather change in procedure and clarification in certain instances. NFHS Rules Change Summary Richard Messenger discussed high school rules changes per the handout provided. He noted that the biggest change is that Rules 6 and 7 have become one rule. Vice Chair Podkaminer shared that it is important to see the level of cooperation taking place in getting rules and interpretation closer and closer so that you don t have to remember special situations, although it will be necessary in some situations. There is an absolute need for some specialized rules; i.e., youth and masters. NCAA Rules Change Summary Vice Chair Podkaminer highly encouraged everyone to go through the NCAA rules changes as there are some major changes in interpretation. He encouraged people with concerns to go to the rules committee meetings and to get there on time. David Katz praised Vice Chair Podkaminer for his reviews as an ITO in Rio. Discussion of NOC Rules Subcommittee Function Vice Chair Podkaminer discussed the function and past activities of the NOC Rules Subcommittee. George Kleeman shared the history of and need for the subcommittee in relation to the change in the number of tests and rules reviews required. He also noted that we now have a larger training committee than existed at the time the subcommittee was formed. Rich Schornstein, Training, shared his role this year in rules review and the amount of work required by numerous people who put several hundred hours into the effort. He asked the audience to give considerable thought to where this responsibility should exist. Vice Chair Podkaminer stated that rules review location will be discussed at the general session.
