1 IPC Athletics World Championships SELECTION CRITERIA OVERVIEW This document sets out the criteria that will be used to determine selections for the 2015 International Paralympic Committee (IPC) Athletics World Championships in Doha, Qatar, October 21 31, All selections will be made in accordance with Athletics Canada (AC) National Team Selection Rules Book. Selections must also conform with IPC rules and regulations and in the event of any contradiction between IPC rules and AC rules, IPC rules will prevail. The National Team Committee (NTC) is responsible for the implementation of these criteria, and has sole decision-making authority relating to selections. Further, the team size quota, as determined by the IPC is not known at the time of publishing this document and will not be available until the earliest September 7, Athletes will be entered in the event for which they qualified under these criteria only. Athletes may not compete in other events unless the Head Coach, in his sole discretion, decides otherwise, and they meet IPC minimum requirements. Should an athlete qualify in multiple events under these criteria, the Head Coach, in his sole discretion, will determine which event(s) the athlete will contest at the IPC Athletics World Championships, with the goal of achieving the best possible performance in the targeted event(s). 1.0 GENERAL INFORMATION 1.1 Event Location Doha, Qatar 1.2 Important Dates DATE DESCRIPTION LOCATION January 1 st August 31 st, 2015 Qualifying Period August 31 st, 2015 Final Declaration Deadline September 7, 2015 IPC Quota Allocation September 11, 2015 Team Selection Date October 8 th 17 th, 2015 Final Preparation Camp Dubai, U.A.E. October 18 th 30 th, 2015 Competition dates Doha, Qatar 1.3 Eligibility Must be a current registered member of Athletics Canada Must hold Canadian Citizenship by August 31 st, 2015 Must comply with AC rules concerning residency (AC By-Laws, Section I, Rule 016) Must comply with Competitive Readiness Requirements as outlined in Section 6.0 Must otherwise be eligible to participate in the IPC Athletics World Championships Must have a Canadian passport valid for up to 6 months after the completion of the IPC Athletics World Championships 1
2 Must sign and submit forms as required by Athletics Canada (AC) and the International Paralympic Committee (IPC) Must be IPC Licensed for the 2015 Summer Season and minimally hold a R, N or C IPC level classification 1.4 Funding This team will be 100% funded including the final preparation camp in Dubai. 1.5 Events and Standards Scores.pdf Note: Performances must be achieved at IPC sanctioned events see AC website for a list of domestic competitions that are sanctioned by the IPC. 1.6 Maximum Entries per Event National Paralympic Committees (NPC) can enter up to three (3) eligible Athletes per medal event (single class). NPCs can enter a maximum of five (5) eligible athletes in medal events where two (2) or more sport classes are combined (e.g. Shot Put F54/55/56). However, per each sports class, up to three (3) eligible athletes can be entered if all have met a valid qualification standard. NPCs can enter up to one (1) team in each relay event comprising up to six (6) eligible athletes. NPCs may enter an eligible athlete in an unlimited number of medal events as long as the athlete has achieve an A Qualification Standard (AQS) or B Qualification Standard (BQS) in the event for which the athlete is to entered 1.7 Qualifying Period(s) Standards must be achieved from January 1 st to August 31 st, Final Selection Date The NTC will make final team nominations on September 11 th, AC will announce the team selection through established communication channels (provincial branches, AC website, bulletins, etc.) 1.9 Final Declaration Date Athletes are required to declare their interest to participate no later than August 31 st, Failure to submit forms and other requested information and documents to AC by the imposed deadlines would render the athlete ineligible for selection. 2
3 2.0 TEAM OBJECTIVE To strive for High Performance results that reflects Athletics Canada s commitment to excellence. 3.0 HIGH PERFORMANCE PRINCIPLES as they affect nomination 3.1 Consistency and Repeatability Repeatability indicates consistency of performance and soundness of athlete preparation necessary to compete at the IPC Athletics World Championships. 3.2 Competitive Readiness The achievement of standards in 2015 is a fundamental principle for selection. The ability to perform in 2015 and the proof of competitive readiness in the final phase are an important principle for final entry in the IPC Athletics World Championships. 3.3 International Competitiveness within the Depth of Field Demonstration of international competitiveness (medal performance in 2015) will be a principle for selection 4.0 ELIGIBILITY POOL 4.1 Eligibility Pool (except Relays) The Eligibility Pool is defined as all eligible athletes as per Section 1.3 who have minimally achieved the B standard in 2015; and who comply with the Competitive Readiness Requirements (Section 6.0). Only athletes from the Eligibility Pool can be selected to the team. Being in the Eligibility Pool does not guarantee selection. 4.2 Eligibility Pool Relay Teams Only relay teams that have qualified as per IPC regulations will be eligible for selection. Relay teams must be comprised of 100% eligible athletes (as per Section 1.3) who are already considered part of the National Relay Pool. Notwithstanding this selection process, whether AC will enter a specific relay team will depend on the number, quality, and competitive readiness of eligible and nominated athletes. If there are insufficient numbers of high level athletes to form a relay team that will be competitive as per team objective or if none of the relay team athletes are individually qualified, the NTC reserves the right not to nominate a relay team. 5.0 STEP-BY STEP NOMINATION PROCESS 5.1 Steps The following steps identify the priorities for athlete nomination. Step 1 is the first priority and all athletes meeting this standard will be selected. When these selections are exhausted, athletes meeting the standard in Step 2 will be the 2 nd priority for selection, 3
4 STEP 1 Multiple AQS in a single 2016 Paralympic Games event in 2015 STEP 2 Multiple AQS in a single event in 2015 STEP 3 An AQS in a 2016 Paralympic Games program event in 2015 STEP 4 An AQS in 2015 STEP 5 Multiple BQS in a 2016 Paralympic Games program event in 2015 STEP 6 Multiple BQS in a single event in 2015 STEP 7 A BQS in a 2016 Paralympic Games program event in 2015 STEP 8 A BQS in 2015 and so on. In all cases, nominations will be exhausted within each step before considering athletes in each subsequent step: 5.2 Ranking within Steps Athletes will be nominated in priority order within each step based on the following: Raza system score using best performance on IPC rankings Performance at the 2013 IPC Athletics World Championships Top 3 potential at the 2015 IPC Athletics World Championships based on IPC ranking and head-to-head performances in 2015 against top international competitors Career performance progression of the athlete based on recommendations made by the Head Coach to the National Team Committee. 6.0 COMPETITIVE READINESS REQUIREMENTS Athletes are expected to demonstrate competitive readiness for the IPC Athletics World Championships and final entry will not be confirmed until they submit their training and competition plan and complete the process outlined below. 6.1 Training and Competition Plan Nominated athletes and/or their personal coach are required to present a training and competition plan for the period August 31 st to October 8 th to the Head Coach on or before August 31 st, and thereafter must inform AC of any changes to the plan. 6.2 Competitive Readiness Any athletes with questionable competitive readiness because of lack of fitness, injury, or illness may be removed from the team at any time, including at the final preparation camp or even prior to departure. Athletes are required to immediately report any injury, illness, or change in training that could affect their ability to compete at their highest level in Doha. Notification must be sent to the Head Coach, Peter Eriksson (periksson@athletics.ca). If an athlete has not reported injury or illness prior to the departure for the preparation camp the athletes will be financially responsible for all the athlete s cost associated with the camp and event. Competitive ready is defined as the ability of the athlete to achieve equal or superior performance(s) onsite at the scheduled event, as compared to the performance(s) the athlete achieved in qualifying for nomination to the team. An athlete s competitive 4
5 readiness will be evaluated in 2 distinct steps before their entry in the IPC Athletics World Championships will be confirmed. The final decision on competitive readiness will be made by the Head Coach by September 11 th, using all available information at his disposal including performance results and progress in the final phase, suitability of the training and competition plan, fitness and other competitive readiness indicators, consultation with the athlete s personal coach, the National Event Group Coach, AC National IST leads, and any other relevant performance related information gathered in the 2-step process: STEP 1: Medical Clearance Generally done by local IST in collaboration with National IST and consists of 2 phases: 1. An initial medical evaluation and paramedical assessment(s) to determine if the athlete is fit to return to full training or competition. This would occur once stabilization of health has been achieved and may include a functional evaluation of movement patterns 2. A dynamic functional evaluation will be carried out by IST that would be specific to the event (and injury or illness if applicable). This would assess the athlete s movement pattern during an interval, jump or throw for example, to better identify dysfunctional movement patterns that could increase the risk of re-injury or undermine a championship performance. In the case that the athlete is deemed unfit to resume training/competition or that dysfunctional movement patterns are identified in either phases of Step 1, the athlete would be declared unready for competition. STEP 2: Specific Evaluation Following functional clearance by the medical team, a more comprehensive physical and psychological readiness to compete will be established as follows: Determination of the Performance Test will involve the personal coach, National Event Group Coach, and the Head Coach The Performance Test will vary according to the event, injury or illness The Performance Test will be objective, measurable, fair, realistic, specific to the event, and challenging If readiness cannot be established by September 11 th the athlete entry will not be confirmed, he/she will not travel with the team and his/her selection will be awarded to the next athlete ranked as per Section 5.0. Should a competitive readiness situation arise onsite at the training camp, a similar process will be implemented in Dubai and may result in the athlete s entry not being confirmed and they will be returned home. The focus of personnel and resources in Doha will be on athletes who are competitive ready for peak performance at the IPC Athletics World Championships. 5
6 6.3 Health Questionnaire and Anti-Doping Upon nomination, all athletes will be required to complete a Medical Information Form. These questionnaires will ask athletes to declare all supplements and medications that are being used prior, during and after the event. Athletes who need to take medications while competing that are on the WADA Prohibited List must have a completed and approved IPC Therapeutic Use Exemption prior to nomination. 7.0 APPEALS Only athletes who are eligible to be considered for selection (as per Section 1.3) and who have achieved an AQS or BQS standard in 2015, may submit an appeal for nomination to the NTC. Please refer to section 3.0 on page 4 of the National Team - Selection Rules Book for instructions. 6
