1 1 st USPE Cup Beach Soccer Berlin, 8 th June th 14 th September 2017 in Varna/Bulgaria The Police Sports Association - Bulgarian Ministry of Interior (SA-MVR) was entrusted by the Union Sportive des Polices d Europe (USPE) with the organisation of the 1 st USPE Cup Beach Soccer in Varna/Bulgaria from 9 th 14 th September This USPE Cup will be organised under the patronage of the Union Sportive des Polices d Europe. The following regulations have been adopted on the basis of the Statutes, Rules and Regulations, Competition Rules, Regulations for the USPE Cup and Anti-Doping-Regulations of the USPE. 1. Organiser Police Sports Association - Bulgarian Ministry of Interior (SA-MVR) 2. Patronage Union Sportive des Polices d Europe 3. Date Arrival: 9 th September 2017 Depart: 14 th September Venue Varna, Bulgaria Golden Sands Beach 5. Accommodation/Travelling All participants will be accommodated in: Sofia hotel **** Golden Sands The organiser will provide the transportation from Airport Varna or Main Railway station to the Hotel according to the travelling details of all the delegations. Delegations which need a VISA are requested to contact the host in time. 1/6

2 Shuttles during the USPE Cup The organiser will provide all shuttles during the EPC. The exact schedules will be given to delegations on arrival day. 6. Safety Requirements The organiser has to make sure that all safety requirements are met according to the rules of the respective sport discipline. The organiser has to ensure that a medical first aid will be present at the competition. The organiser is responsible for a safety and security analysis of the risks during the EPC to determine the necessary precautions and measures. 7. Insurance Everyone involved in the USPE EPC is responsible for his/her own insurance cover. The participating Member Countries are responsible for and undertake to conclude all necessary and adequate insurance cover (e.g. accident and health insurance) for their whole delegation members at their own expense for the whole duration of the USPE EPC. Claims for damages against the USPE are expressly excluded. 8. Competition rules 8.1 Competition Rules The provisions of the FIFA Beach Soccer rules shall apply. You can find the rules here: Participants Each delegation shall consist of the following: 1 delegate, 2 attendants, 10 players total 13 persons 8.3 Draw According to the participation applications received, the regulations of the USPE Cup shall be determined. The draw for the matches will be carried out at the technical meeting on 9 th September Equipment All teams shall wear uniform sportswear displaying the emblems of their individual member union. They shall have two different coloured uniforms. Beach Soccer has to be played without shoes. 2/6

3 8.4 Decorations and honours Medals Teams taking first, second and third places are awarded with prize medals. Other prizes The organiser will honour an All-Star-Team 8.5 Minnimum Number of Teams For organizational reasons a minimum of 6 Teams must participate at the USPE Cup Beach Soccer. If there are less Teams, the USPE Cup Beach Soccer 2017 must be canceled. 9. Results The results of the 1st USPE Police Beach Soccer Cup will be published by the USPE General Secretary on the USPE web site after the end of the event. 10. Referees The organiser is in charge of ensuring that there are sufficient referees. The referees will be international level. 11. 4 20.00 h official awarding, closing of the event and final dinner / Thursday Departure 12. Jury of appeal The Jury of Appeal for the 1st USPE Police Beach Soccer Cup 2017 is comprised of: 1. n. n. USPE representative, Chairman 2. n. n. SA-MVR representative 3. n. n. Member of organizing committee All appeals have to be submitted in writing by the delegate or an attendant of the member union in question no later than one hour after the establishment or the announcement of the results. For the appeal to be processed, the delegate or the attendant of the member union must enclose a protest fee. The sum deposited will be reimbursed should the jury of appeal allow the appeal. If the appeal is dismissed, the organiser will retain the deposited fee. The appeal fee will be a total of , paid in cash. The decision taken by the respective jury of appeal shall be final. 13. Eligibility to start The provisions of the USPE Statutes, the USPE Rules and Regulations, the USPE Competition Rules as well as the USPE Anti-Doping Regulations shall apply. Furthermore, civilian police staff can participate at the event. Military police, members of the military as well members of the fire brigades that do not belong to the police are excluded from the participation. Participants suspended from sports contests by the USPE or by the respective sports association due to having violated the relevant doping regulations are not eligible to enter. 14. Accreditation/Verification of eligibility to enter For verification of a person s eligibility, the police ID and passport or national ID-card (including a photo) must be presented to the Representative of the USPE. In case of a document deficiency, the permission to start may be refused. 4/6

5 15. Anti-Doping Doping tests (urine and/or blood) may be be conducted during the championships, with the current WADA list of prohibited substances being applicable. ( According to the USPE Statutes, all participating countries must present the USPE Anti-Doping-Declaration. 16. Financial provisions Travelling expenses Each member union will pay its own travelling expenses Board and lodging For all participants and guests per person/per night have to be paid to the organiser. The delegate is free of charge. The organiser will send the respective invoices in time Registration fee For this issue of the USPE Cup no Registration Fee is raised. 17. They also consent that photographs/film recordings produced prior to, during and after the event may be used for the purpose of USPE public relations work. 5/6

6 19. Disclaimer The USPE and the host shall not assume any liability in the event of accidents, theft and other events of damage or loss. The disclaimer shall be recognised upon registration for the event. 20. Notes One contestant per team has to wear the police uniform of their respective country at the opening ceremony. All teams shall wear uniform sportswear displaying the emblem of their individual member union.
