1 Aggravated assault is the unlawful attack by one person (or persons) upon a victim with the intent to inflict great bodily injury. It is usually accomplished by the use of a weapon; or when a person (or persons) intentionally, knowingly, or recklessly causes great bodily harm to a victim under circumstances manifesting extreme indifference to the value of human life. Reported Offenses During 2011, there were 25,892 aggravated assaults reported to police in Pennsylvania. This is nearly the same number of aggravated assaults reported in 2010 and a 4.9 percent decrease from For every 100,000 Pennsylvanians, aggravated assaults were reported to police in This rate is 0.3 percent lower than the 2010 rate and 10.5 percent lower than the 2000 rate. The Pennsylvania rate has remained relatively stable since 1990, with a dip occurring in the mid- 1990s. 4 Arrests A total of 16,313 arrests for aggravated assaults were reported during 2011 in Pennsylvania. This is a 0.9 percent increase from 2010, but a 7.3 percent decrease from There were arrests for aggravated assaults per 100,000 Pennsylvanians during This rate is a 0.6 percent increase from 2010 and a 12.8 percent decrease from In the past two decades the rate has both increased and decreased. Overall, the 2011 rate is 3.1 percent higher than the 1990 rate. 5 Pennsylvania s 2011 arrest rate for aggravated assault was greater than the Northeast Regional rate and the same as the national rate. Of contiguous states, only Delaware had a higher arrest rate than Pennsylvania. The aggravated assault arrest rates for both the Northeast Region and the nation decreased from 2010 to 2011 while the Pennsylvania rate showed an increase. Overall, the Northeast Region and national rates are trending downward. 7 Clearances One or more individuals may be responsible for committing a single offense. Additionally, one or more individuals may have committed numerous offenses. Therefore, the measure of clearances is useful. Clearances represent the percentage of actual reported offenses that have been solved, regardless of the number of offenders responsible for each offense. Violent crimes tend to have a higher clearance rate than property offenses. During 2011, 29.0 percent of index offenses, 55.2 percent of violent crimes, and 24.8 percent of property crimes were cleared in Pennsylvania. Of violent crimes, the 2011 state clearance rate of 67.6 percent for aggravated assault was slightly higher than the clearance rates for murder and rape, but significantly higher than the rate for robbery. 9 Type of s During 2011, the largest proportion of aggravated assaults was committed using strong arm techniques, at 43.0 percent. Firearms were used in 19.3 percent of aggravated assaults while knives or other cutting instruments were used in 14.7 percent of reported offenses. Other dangerous weapons were used in 23.0 percent of aggravated assaults. Over time, the use of the dangerous weapons has decreased while the use of strong arm techniques has increased.
