2 POLICE PERSONAL PROTECTION ASSESSING THE THREAT THROUGH A CASE STUDY

3 A decade of duty brought out two questionmarks 1-The topic of vests condition (ie aging) and of their remaining lifetime needs a technicalliability assessment. 2- The question of the guidelines for former-current-future vests selection also needs a technical-tactical assessment (threat assessment).

4 Finding clues for answers 1- Tests were carried out by Police, Gendarmerie, Fiber producers (Dupont) and vests manufacturers. 2- A needs assessment-threat analysis must be conducted.

9 Results Re-testings through the initial protocol as well as V50 controls gave reassuring results. However, Relevance of the applicable standards and/or requirements still must be checked.

10 Summarized questions 1-Were the initial guidelines adopted during the 2001 and 2006 vests tenders relevant at that time? 2-Are these technical requirements still valid now? 3-Are they gonna be satisfactory in the future? 4-Did the real life confirm or contradict the choices made at that time? 5-How to improve / enhance for the next future?

25 1-Time and means of attack can t be predicted 2-A handgun level of protection ( incl SMG) is relevant 3-Shotgun is an actual and common threat 4-With exceptions/limitations, street-level-knife attacks seen dealt with rather efficiently by ballistic-onlyengineered soft vests 5-shock/trauma is an actual and common threat for police 6-multiple hits must be expected 7-Very close range shooting must be expected 8-angle shots (incl.flat) must be expected 9-Headshots, car attacks, military high-powered projectiles are overwhelming soft vest protection and strikes out of coverage seriously impair the vest protection 10-Use of AP / Piercing projectiles can t be predicted which doesn t suppress the interest of soft vests
