1 COSSA Bulletin September 2015 FIRE ALERT STILL IN FORCE We are presently in the EXTREME fire alert level. Below are the rules we need to keep the range open. With the dry weather, this may be the first year that COSSA Park must be closed due to fire danger. If the range is closed a notice will be put on the web site and the gates will be locked. The gates will have a sign stating the range is closed due to fire danger and the locks will not have the usual combination. This also includes the public range. If anyone violates the closure it may be grounds for loosing membership in COSSA. Check the web site for a closure notice before going out to the range throughout this high level of fire danger. 1. Smoking is prohibited except in vehicles. 2. Open fires prohibited, including campfires, charcoal fires and warming fires. Portable cooking stoves using liquefied or bottled fuels are allowed. 3. Camping and Parking of vehicles only allowed in designated areas. 4. Personal Generators are allowed but must be contained in a metal fire pan. 5. A commercial generator is allowed as long as the area of operation is cleaned of vegetation. 6. Generally, no personal ATVs or vehicle travel outside main roads or designated area. On large COSSA events up to 4 ATVs and up to 10 golf carts may be used. 7. With the fire trailers COSSA shall have on site and readily available and ample means to move them to where they are needed in the event of a fire when events are occurring. 8. Notify Central Oregon Dispatch at (541) a week ahead of when a large event will be occurring. 9. Central Oregon Dispatch will be notified immediately if a fire occurs. 10. BLM may revoke this waiver at any time. RSO CLASS The Regional NRA Counselor is giving an NRA RSO/Chief RSO training class on September 20th at Mt. Jefferson Rifle, Archery & Pistol Association in Madras. 2 RANGE REMINDERS 1. September orientation will be on September 26 and is open to all members. Call Bill Lewis, , to reserve a spot so we know how many to expect. 2. Projects being worked on are the fence along the pistol bay fire road and the electric gate on the West entry. Keep an eye on the calendar for work party days. We need the help. 3. Sight in Clinic days for 2015 are September 12, and 13th, from 9 AM to 3 PM. Help is needed. You do not have to be an expert to help, if you are interested, come and help out and learn what it is all about. COSSA needs you and so do the novice public shooters. Call Mark Fero or Bill Lewis AT THE SAFETY BENCH Range safety is every COSSA Members personal responsibility! COSSA has just updated our Range Safety Manual and issued a new COSSA Member s Guide to Safety and Range Use. Our unsupervised range relies on our individual members to take the time to understand and strictly follow the common sense guidance of firearm safety. Members can reacquaint themselves with fundamental firearm safety and COSSA Park range etiquette via the links on our website. New members to COSSA are now being required to go through an on-site 2 hour orientation on firearm safety before receiving full access to COSSA Park. COSSA has also started a safety observer program using volunteers to act as ambassadors in promoting the integrity of COSSA Park. You may see the ambassadors in action on the range in their green vests! They are not cops but only there to enhance our safety posture. One initial success happened a few weeks ago when they offered assistance in complying with the mandated fire restrictions now in effect. Everyone should look at the COSSA homepage for detailed instructions on coping with our current and extreme fire alert conditions. FAQ We are going to start a new column in the newsletter starting in September. It will be called FAQ, Frequently Asked Questions. It is a way for members to ask questions and get answers for the use and running of COSSA Park. Submit all questions to Bill Lewis, lewis.w.l@hotmail.com FAQ- How and when can members use the Gong Range? The gong range is the first range when entering COSSA Park from the west gate. It is open for use to members and guests only and when there is no other scheduled shooting going on for the first four ranges when entering the Park. That includes the Hi Power range, the Buffalo range and the Rifle silhouette range. This is because there are no protective berms between these ranges. If the Gong range is clear, members may use the existing gong targets or set up their own paper targets anywhere within the 1000 yard Gong range. Do not shoot target on other ranges even if they can be seen for the firing line. Members may drive down range to set up targets or to paint the gongs. If more than one member is using the gong range they are required to work together when going down range. There is a cold range flag to put out in front of the benches and signs to change to indicate that someone is down range. Make sure you do this because it is difficult to see people down range. The gongs need constant repair and this is done on a work party, usually on Wednesday. The Gong range will not be closed the entire day on work party days but if you are using the Gong range on a work party day, you will be required to let the repair crew down range long enough to repair any targets that need it. Check the calendar for scheduled work parties. Please report any targets that need repair to Bill Lewis. 3 GREAT BASIN PRECISION RIFLE July 4th, on our Long Range Shoot, 1000, 1250, 1600 and 1760 yards (1 mile) using rifles up to 338 Lupua. We had two shooters hit the 1760 yard target. Randy and Izaac. Randy hit all 3 shots, Izaac hit the target twice. Both did very well. This was the first time Randy has shot his new stock Savage Long Range Precision Rifle in 260 Remington past 100 yards. This is also his first long range shoot. The regular long range shoot, yards using rifles up to Randy came in 2nd, Dell 1st, Matt 3rd. Randy received the first 1760 yard shooting society coin with COSSA Emblem on one side. Izaac also will receive the coin. He had to leave early. August, , Long Range Shoot we had three shooters hit the 1,760 yard target. Rick Weister was the designer of the Challenge Coin. He also donated them to the Great Basin Sharp Shooters. Thank you Rick for such a nice coin for the shooter's that hit the 1 mile target. (see July COSSA Newsletter for picture of the Challenge Coin). Rod Campuzano, Match Director WORK PARTY A special work party was held on August 26 to install a new fence between the parking area and the pistol bays. Attendees were: Don Thomas, Roy Shirakata, Eric Brown, Fred Newton, Mike Casey, Michael Brodie, Lee Lucas, Del Hacket and Bill Lewis. The holes were drilled with a Bobcat but the work was still hard and very hot. Thank you guys, for your devotion to COSSA. VOLUNTEERS NEEDED FOR CLEANUP OF PUBLIC RANGE The public range is a requirement that was negotiated into our lease with the BLM. Without the public range the main gates to the range would have to be left open whenever a member was present. We did not think this would work, so the BLM agreed that if we built a range open to the public then we would not have to allow the gates to always be open. COSSA maintains the range but it needs weekly cleanups and attendance. Norm Rife, one of our charter members, and some of his friends have been taking care of the public range since it opened 16 years ago. It is time for Norm to step down and someone else to help keep the range clean and in working order. Work credit would be given for the hours put in. If anyone is interested, contact Bill Lewis Mike, 2 hits with a 300 WM. Matt, 2 hits with a 300 WSM. Scott, hit all three shots using a 6 mm. The regular Long Range Shoot: Scott, 1st place 45 hits; David, 2nd place 33 hits Matt, 3rd place 31 hits. 7 A NEW RECORD! PMP s LOW ATTENDANCE DAY By Pete Pedone I think we set a record for low attendance this past August. Four people showed up for the Saturday shoot, setting the new low record. That record was smashed on Sunday, when 3 shooters showed-up. We decided not to shoot on Saturday, which was a mistake, since there were so many of us there then on Sunday, we decided to shoot before the weekend ended. Did we have fun? On Saturday, NO, because we set-up targets for the anticipated Sunday crowd. Did we have fun on Sunday? Yes! The three of us rocked! We decided to cast our cares to the wind and smoke created by fires all over Washington and Oregon (we felt bad about that), but despite our remorse, we shot and had fun, and the club became almost $30.00 richer. Bah, hum-bug. Well there was a reason for the low turnout, and that was because most of our shooters were playing thespians and entertaining the multitude visiting the Sister s Western Days, which was another smashing success--some of our shooters are becoming such famous actors, that their future shooting career is in question because of their new found celebrity status. We ll just have to wait and see if the contract offers from Hollywood do materialize. But this is another story due out later. For recent overall and category shooting scores, to include the low turnout, visit our website at: you re a Daisy if ya do. PP. This is the first year that the Wheeler County Ranges has participated in this program. The team is made up of youths from Fossil, Spray and Mitchel. All participants must maintain high scholastic achievement throughout the year to be in the program. The team practices weekly with.22 caliber pistols and safety is a primary element. The initial match was a huge success with 20 shooters from 3 teams from Oregon and Washington. The Wheeler County Ranges did very well and earned endowment money for their team for future matches and one of their shooters earned a scholarship which made the difference for him to attend college. He was also promptly drafted onto the college action pistol team. Michael Boyd and the Wheeler County Rangers will be hosting this same match next year. The new season starts after September 1, 2015 and is open to youths 12 years and older. Anyone wishing to participate, contact Michael Boyd, OREGON STATE YOUTH PISTOL CHAMPIONSHIPS The Wheeler County Rangers and Michael Boyd hosted the first Oregon State Youth Pistol Championship at COSSA Park on August 22. This program is a division of the Scholastic Shooting Sports Foundation which promotes and supports both competitive rifle, pistol and shotgun competition throughout the United States.
