1 Dear The West Virginia Public Service Cornmion, We are pleased to present you with this petition affirming this statement: "Appalachian Power, a subsidiary of American Electric Power (AEP), is proposing to purchase existing coal-fired power plants from AEP's Ohio Power. The purchase of a portion of the John Amos Power Plant and 50% of the Mitchell Power Plant comes with the staggering price tag of $1.2 billion dollars. Appalachian Power didn't issue a request for proposals to see if any other options might be available at a lower cost. This is particularly concerning because the price that Appalachian Power is proposing to pay for these coal plants is about 4 times the price that similar coal plants have sold for in the past year in open-market transactions. Appalachian Power also hasn't made energy efficiency enough of a part of its solution to meeting its long-term energy needs. Saving electricity through investments in energy efficiency is far cheaper than generating the same amount of electricity (from Amos and Mitchell or any other power plant). Even though energy efficiency can't meet the company's short-term generation shortage, the company should start investing in efficiency now to minimize the need for investments like this in the future, and to help customers lower their bills." This is like what Romney's Bain Capital did to their subsidiaries. American Electric gets the money and we get the debt and the lemon power plants. Plus we have to pay interest on the money borrowed for this. Appalachian Power is not acting in the best interest of their customers. AEP has a conflict of interest. As a subsidiary of American Power they are looking after the interests of American Power, not the rate payers. As a public utility AEP should be serving the rate payers. We the rate payers are captive purchasers. This purchase should be illegal. Where are the government entities that should protect us from such worse than questionable deals? AP and AEP are functioning like a monopoly. Not only is the price inflated, but this is a long term debt, the price is too high, the interest rate is too high, and there is nothing competitive about the deal. Worse yet, if they do purchase these white elephants, they will probably be sued, costing more. The interest is more than the loan!!!! Whose making profit from these high interest rates? This is a fool's deal. AP must think they saw dumb West Virginians coming. Ask yourself why is AP so eager to sell. The advantage is all on their side. Not only are they bamboozling us, but we will be paying for this with interest for decades. Why do this now, this year? They are trying to stampede us into a bad deal. Interest rates are down for long term home loans, so why is the interest rate on this deal so high? For WV this a lose, lose, lose deal. Show them West Virginians are not dumb, or gullible. What made the Pot Ed change its estimate? Also on that bill, they gave me a second credit for the bill I paid on April 30 in the amount of $186. Or, did Pot Ed take that money out of my checking account twice on April 30? In the case of a restatement, does that mean I should toss the original bill? How can I when I have already paid it? So, Pot Ed billed me and took $192 that I didn't owe? Also, my monthly payment plan amounts are just crazy: Jan. 28=$51, Mar. 11=$225 (an increase over $150 in one month!), Apr. 10=$186, May 9=$192, Jun 17=$189 (re-billing of May) and Jun 17=$219. The monthly amounts are not supposed to jump that much. This all comes back to the fact that Pot Ed was relying on too many inaccurate estimates to calculate my payment plan amount.
