2 Consistent performance of officials, volunteers Recognition and acknowledgement of contribution and work of volunteers/officials (means of compensating or providing incentives (i.e. attending international or FIM Africa continental championships) for officials investigated to attract new officials to grow data base of motocross and supermoto officials) Organisers encouraged to consider presenting annual awards to volunteers who have truly excelled in their positions Increase in number of younger generation officials Newly recruited officials (including marshals) are provided with opportunity to officiate to ensure that they remain interested and dedicated Works closely with experts involved in MSA s Officials Training Programme and also ensures the youth is involved in these programmes (succession planning) Clubs encouraged to let their administrative officials attend MSA training seminars covering preevent, during event and post event requirements Formalised programme to focus on any decline in number of volunteers due to their increased expectations Register of National motocross and supermoto marshals compiled and updated on regular basis Scrutineering National standard of scrutineering established for all motocross and supermoto events Standard National scrutineering checklists compiled by Commission for specifics relating to motocross and supermoto Spot checks (for safety) conducted at every event by MSA licensed technical delegate - appointed by Commission Promoters print Technical Control Form on back of event entry forms Medical Sector Regular communication with Medical Panel Member of Medical Panel invited to attend meetings to ensure Commission awareness of all incidents/injuries as well as list of competitors who may need medical certificate of fitness following a severe injury Interaction with FIM Motocross Commission as and when required (also via Non-Circuit Sporting Manager when required) Liaises and works with Admin Manager regarding Anti-Doping testing Motocross and supermoto competitors reminded on ongoing basis (through their relevant clubs) regarding consequences for false information being provided on Medical Fitness Certificate when applying for a competition licence Regular communication with organisers to monitor and ensure hospitals in area are advised of events prior to events taking place (competitor safety) Corporate Identity & Creative Management: Recognition and promotion of MSA brand (value and to instil pride) - competitors encouraged to display MSA logo on motorcycles and/or transport vehicles Brand Ambassadors acting on behalf of MSA, selected within motocross and supermoto to ensure greater visibility for both MSA and motocross and supermoto (present at events, exhibitions, signing autographs, etc). Specified media member(s) identified to promote motocross and supermoto wherever possible Liaise with organisers to ensure the necessary facilities are provided for media members at events where applicable Ongoing reminders to competitors that sponsors and promoters require competitors attendance at prize-givings Regular communication with MSA PR & Communications Manager regarding Commission s communication role and channels of communication Environmental: Motorcycles comply with FIM and MSA specified decibel levels Noise reduction targets achieved regular noise level testing conducted at events Proper environmental mats used by all competitors Regular communication with MSA Environment Panel (Panel President or relevant regional representative on Environment Panel) Clubs, officials and competitors encouraged to support environmental projects such as World Environment Day, Earth Day, Arbor Month, Ride to Work Day, planting of trees where possible, etc. Competitors encouraged to display the MSA Environment logo on motorcycles and/or transport vehicles as well as the FIM Ride Green environment logo
3 Motorsport: The Sport Standard (generic) set of regulations and event entry forms for National motocross and supermoto events introduced Sporting and technical regulations for motocross and supermoto set and enforced by the Commission Regulations remain stable and are only changed for reasons of safety during the season Fair and consistent application of rules Sporting and Technical Regulations for following year approved during August each year, with competitor safety being borne in mind at all times Means of decreasing financial burden on organisers and competitors (travel, accommodation, etc) considered at all times Cost to competitors, teams and organisers contained; cost barriers for privateers reduced (also considering cost effectiveness of amendments to technical regulations before implementation excluding technical changes for reasons of safety) Age groups for all motocross and supermoto classes set by the Commission Minimum number of starters to be determined by Commission Exco (for consideration by BOD where required) National Championship status only granted for new classes of motocross or supermoto once the class has run successfully as a National Challenge for at least a year Regional Championships only introduced if worthy of championship status and events attract minimum number of starters Reduced calendar conflicts between national and regional championship events where possible Formalised consultation with promoters/organisers Formalised consultation with motorcycle importers/distributors Formalised consultation with sponsors Formalised consultation with all motocross and supermoto competitors Regular communication with regional committees Recognition and promotion of sponsors of motocross and supermoto in general All events well supported worthy championship events Recognition of growth of newly introduced classes of motocross and supermoto Equal Opportunity/Equity & Access Increased participation of women competitors and officials Establishment of a quota system over a set time frame (competitors and officials) Encourage appointment of at least one woman as part of the medical team at motocross and supermoto events Organisers encouraged to appoint women and younger generation as officials Encourage women to attend Seminars and write relevant exams in order to officiate at events on equal basis Increased number of opportunities for veteran and the youth in motocross and supermoto Communication channels with schools in disadvantaged communities established to arrange a day at the races, etc. for youngsters Clubs and competitors encouraged to initiate social responsibility activities, i.e. events for the underprivileged, training opportunities, etc Establishment of relationships with Federation for the Disabled and other associations and organisations catering for the disabled making provision for the disabled to become involved in motocross and supermoto where possible Improved facilities for women at events Ongoing communication with MSA WIM Panel Regular monitoring to ensure that any Development programme within motocross and supermoto continues and is documented Composition: In terms of MSA s Articles, the structure of existing and new Sporting Commissions is determined by the BOD acting on the recommendation of MSA ManCom The Commission may appoint or dissolve such sub-committees (Working Groups) as may be considered necessary and may delegate to such sub-committee (Working Group) such of the powers and duties of the Commission as may be deemed appropriate. Each sub-committee (Working Group) shall have a Chairman and if considered necessary, a Vice Chairman. Executive Committee (Exco) Commission President 6 Working Group Chairmen Manager Non-Circuit Sporting Services (All members have voting rights)
4 Working Groups: 1. Competitor Working Group 2. Motocross Sporting Working Group 3. Supermoto Sporting Working Group 4. Marketing and Sponsorship Working Group 5. Technical and Safety Working Group 6. Regional Working Group (All members within the relevant Working Groups have voting rights) Ex-officio (non voting) : CEO Nomination / Election / Appointment process: Executive Committee (Exco) In terms of MSA s Articles the Commission President shall be appointed by the BOD in consultation with the CEO and MSA ManCom. A Vice President of the Commission may be elected annually by the members of the Commission from amongst its members. The Executive Committee of the Commission shall be appointed by the CEO and the Commission President, in consultation with members of the Commission concerned. The maximum number of members of a Commission (the Commission Exco) shall be 10, including the Commission President, experts and any MSA Appointees, appointed by the CEO. Working Groups: As every Working Group has specific areas of responsibility, there will be no fixed maximum number of members for any of the Working Groups, but it must be borne in mind that larger groups tend to take longer to make decisions. To ensure that all Working Groups function properly and are pro-active, the minimum number of members of any Working Group shall be 4. Members of the various Working Groups will be nominated/elected and appointed as set out below. Where deemed necessary, the Commission may appoint up to 25% of the total number of members of each Working Group. 1. Competitor Working Group Up to three members appointed by the Commission. One member for every class of Senior motocross and supermoto, nominated and elected by riders participating in National motocross and National Supermoto events. As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. 2. Motocross Sporting Working Group Up to three members appointed by the Commission. Members nominated and elected by every promoter/organiser of National Senior and Junior motocross events (restricted to one delegate per promoter/organiser). As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. 3. Supermoto Sporting Working Group Up to three members appointed by the Commission. Members nominated and elected by every promoter/organiser of National supermoto events (restricted to one delegate per promoter/organiser). As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. 4. Marketing and Sponsorship Working Group Experts in the field of marketing and promotion and preferably with a sound knowledge of motocross and supermoto, appointed by the Commission. Representatives of motorcycle importers and distributors involved in motocross and supermoto (restricted to one delegate per motorcycle importer/distributor) as well as a representative of the sponsor (such representatives being
5 nominated by the sponsor and various motorcycle importers and distributors), must be included in this Working Group. As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. 5. Technical and Safety Working Group Technical Experts with a sound knowledge of and experience in motocross and supermoto, appointed by the Commission. This Working Group must also include technical representatives from the motorcycle importers/distributors (restricted to one delegate per motorcycle importer/distributor) - such representatives being appointed by the various motorcycle importers/distributors. As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. 6. Regional Working Group Up to two members appointed by the Commission. Persons nominated and elected by MSA corporate members in the various regions (or who have been appointed as MSA Appointees) as representatives for motocross (Senior and Junior) and/or supermoto on the various Regional Committees, will automatically be members of this Working Group. As set out under the heading Executive Committee above, the Chairman of this Working Group (who will be a member of the Commission Exco) will be appointed by the CEO and the Commission President, in consultation with members of the Working Group. Specific Responsibilities 1. Establish the strategic direction for all motocross and supermoto classes and, as appropriate, new disciplines and/or events, in consultation with the CEO and Non-Circuit Sporting Manager 2. Implement, monitor and evaluate a Work Plan to implement the strategic direction of all motocross and supermoto racing, ensuring that all applicable objectives and actions from MSA s Action Plans are addressed 3. Study trends in recreation, entertainment, sport, motorcycle related industries and media to identify potential new events, rules, presentation and marketing approaches that will enhance motocross and supermoto, and ensure that the Commission SWOT Analysis is updated prior to the development of annual Work Plans 4. Compile, approve, monitor, evaluate and implement technical and sporting regulations for current and possible new motocross and supermoto classes 5. Research and pilot potential new rules and technical innovations to ensure related recommendations at meetings are evidence based 6. Recommend the motocross and supermoto National Championship calendars for ratification by the CEO and Non-Circuit Sporting Manager 7. Work with the Non-Circuit Sporting Manager and Commission appointed Safety Officials regarding safety issues (basis of policies and guidelines to be established by the Safety Officials in consultation with the Non-Circuit Sporting Manager with Sporting Manager reporting such issues to CEO) 8. All National Circulars relating to motocross and supermoto shall be signed by the Commission President and the Non-Circuit Sporting Manager 9. Ensure a formal mechanism for seeking input from competitors, teams and officials 10. Increase the number of opportunities for females, veterans and the youth (as well as the disabled where possible) in motocross and supermoto 11. Recruit former competitors to become officials, trainers, members of working groups, etc. (succession planning) 12. Ensure approved MSA policies and regulations (Environment, Medical, Equal Opportunity/Equity & Access, Safety, etc) are quickly and effectively implemented within motocross and supermoto 13. Establish and maintain strong relationships with all clubs, organisers and promoters to ensure a clear understanding of the situation in each province and to assist in the establishment and/or enhancement of regional championships where applicable 14. Ensure ongoing two way communication between the Commission, regional committees and clubs, including but not limited to the opportunity to provide input into potential rule changes, impact of emerging trends and officials training; timely notification of changes to rules, licensing and other items that have the potential to impact programmes, activities and services within motocross and supermoto and the regions 15. Explore opportunities to enhance, expand and develop motocross and supermoto 16. Work with the PR & Communications Manager as well as any marketing body established by MSA, to increase the visibility of motocross and supermoto

Provide written reports on achievements, implementation of Work Plan items, targets, etc. and submit such reports to the CEO for submission and review by the MSA BOD (Commissions being accountable to the MSA BOD for their actions at all times) 18. Be active advocates (educate and promote) for motocross and supermoto 19. Act in accordance with powers, responsibilities and procedures outlined in MSA s Articles, Internal Regulations and other approved policies 20. Undertake other responsibilities delegated by BOD, CEO, ManCom which are consistent with the purpose of the Commission 21. Recommend amendment of relevant GCRs to MSA ManCom when/where applicable Commitment of Commission President and Members Work by consensus Assume responsibility for specific tasks and deliver within the agreed time frames Communicate concerns and doubts about Commission decisions and/or the process within the Commission and speak with one voice once the Commission s recommendations have been agreed upon Treat discussions within the Commission as works in progress, recognising that recommendations may be altered in order to enhance co-ordination and harmonisation of different disciplines within MSA Be accessible by and by other electronic means such as Skype, Conference Call or other means that may be determined by MSA ManCom Respond to requests for input within a minimum of 72 hours to maximum 7 days, depending upon the situation, and agree that where circumstances prevent participation that everyone will respect and support the consensus of the rest of the Commission All members (Commission President, Exco members and Working Group members) agree that they will not either during or after their term of office disclose to any third party, or use information deemed to be confidential by MSA, without the written approval of the CEO Any member who has a direct or indirect, financial or material interest or otherwise in any matter under discussion, shall declare such interest at the start of the discussion, and such interest shall be recorded in the Minutes of the meeting in question. Any member who has any interest as set out above, shall not seek to influence debate on a proposal, nor vote in respect of the said proposal. Reports to: The MSA BOD Works with: The MSA CEO MSA Non-Circuit Sporting Manager MSA Admin Manager MSA PR & Communications Manager Other MSA Commissions, Panels, Regional Committees and/or MSA Divisions MSA Motocross/Supermoto Coordinator Authority and Decision Making Decisions delegated to the Commission Decisions within the Commission will generally be made by consensus. If a formal vote is requested by a member of the Commission, each member shall have one vote. The President shall have a casting vote as well as a deliberative vote as set out in MSA s Articles. Decisions that have been decided by the vote of the President shall be referred to MSA ManCom for ratification prior to implementation. The Commission shall have the authority to make the following decisions: Set and enforce national motocross and supermoto sporting and technical regulations and any possible amendments to technical regulations Explore potential opportunities and/or to carry out responsibilities outlined within these Terms of Reference Appoint Working Groups (their respective Chairs and members) to investigate/work on specific activities within the Commission Work Plan Invite experts in a particular subject area to participate in specific discussions at meetings or work related to their area of expertise (such experts will have no voting rights)
7 For Championships: Compile National Sporting and Technical regulations Approve Regional Sporting and Technical regulations Set National Championship dates (in consultation with promoters/organisers and Non-Circuit Sporting Manager) Peruse Regional Championship dates set by Regional Committees Determine and set points scoring system for National Senior and Junior motocross and supermoto Championships Decisions for Ratification The items listed below are acknowledged as being under the responsibility and authority of the Commission. However, in order to ensure a Commission decision is not in conflict with other aspects of MSA s work; is consistent with its strategic direction and regulations and does not pose any undue risk to MSA, the listed items must receive ratification from ManCom before they are implemented. ManCom may not amend a recommendation for ratification. It may only approve the recommendation or return it to the Commission for further work. If a recommendation for ratification is declined, ManCom must provide the Commission with its rationale for not ratifying the recommendation and/or suggested amendments. The Commission upon having reviewed the feedback from ManCom may choose to put forward a revised recommendation and/or provide further background and rationale to support the original recommendation. For all MSA Championships the following decisions must be ratified by ManCom. Sporting and technical decisions that may have a financial, environmental, medical, and/or judicial implication Calendar All contracts must be compiled in consultation with the CEO (refer to item under next heading regarding contracts with third parties) Decisions for Approval / Ratification by BOD In the event of a dispute between the Commission and ManCom, the matter will be referred to the BOD by the CEO Only in instances where the Sporting Manager and the CEO are in disagreement, will a ManCom decision be referred to the BOD directly for final approval and ratification The Commission may not negotiate or enter into any contract with any third party without the prior written approval of the MSA BOD (via the CEO) Meetings The Commission will meet as necessary to achieve the targets outlined in its approved Work Plan. This will include two meetings per annum and at other times via telephone or electronic means. The principal method of communication and decision-making between meetings shall be by . The timing and location of meetings will be determined by the President in consultation with the members and MSA ManCom. Record of Meetings and Activity The Motorcross/Supermoto Sport Coordinator shall ensure a record of all meetings and actions of the Commission are maintained as per the requirements of MSA s Articles of Association. A copy of all Minutes including decisions of the Working Groups - shall be kept on file at the MSA Secretariat by the Coordinator. Term of Office As per Arts and 37.5 of MSA Articles of Association. 8 2867/Strat MSA STRATEGIC PLAN MOTOCROSS COMMISSION SWOT ANALYSIS STRENGTHS People of the sport, for the sport Democratic Different and varied stakeholders Well represented Proven expertise at international events Good working relationship amongst members Generally members are knowledgeable and have an interest in the sport and well-being of all competitors and stakeholders Sound structures in place to set rules and regulations and to monitor same Commission holds monopoly only official body controlling motocross in the country Established links with international bodies such as FIM Having members of all segments of the category (representatives for riders, regions, manufacturers, etc) who have great experience Consistent updating of info to all its members Strong management with knowledge of the sport Experienced and very hard working members FIM affiliation Ensures well organised events Hosting of MX GP Enthusiastic, dedicated and experienced members WEAKNESSES No sustainable development programme Personal and hidden agendas Inaccurate and disproportionate representation across the regions Limited powers being dictated to by MSA Interference and overruling without consultation by MSA Executive No marketing plan or vision to grow MX in SA Commission acts purely as a regulator MX and off road motorcycle/quad categories are seen and treated as minority sports by MSA. All MSA s efforts seem to go to car circuit racing categories Not sure if all decisions made by members are actually to look after the sport or if they are made to benefit the member directly Decision taken at Commission meetings should not be re-viewed after the meeting purely because some members were not happy with outcome of voting. Whole Commission has to stand behind decisions made as they were made by democratic vote to benefit the sport and riders Competitors should be allowed to participate in all facets of motorcycling with one licence Regional competitors should be able to take part in their home National with a regional licence Junior licence fees for MX too high Enduro & MX age groups should conform with each other Unable to assist riders representing country (ie MX of Nations, Supermoto of Nations No forward planning clashes of dates with Supermoto Chasing people away because of rule changes, age definition, classes, etc Same rules not applied to everyone Does not listen to needs of competitors and when this does happen, it is only for the top riders Often poor facilities at events Not enough emphasis on rider safety Slow in decision making MSA officials think they own MX - they don t, the riders do and make it possible for them to have jobs Arrogant and does not take advice from riders Lack of information to riders Insufficient marketing and promotion of MX Preventing regional riders from competing in National events No effort to secure proper sponsorship which will benefit both riders and organisers Listen to riders and be more responsive to their needs Poor and inexperienced marshals at many events
9 parents often have to act as marshals due to non arrival of appointed marshals (very dangerous situation to be in) OPPORTUNITIES Increased sponsorship to benefit both riders and organisers introduce marketing body Investigate avenues to promote and grow motocross (marketing group) Expand communication channels and lessen the amount of paperwork Introduce proper officials training programme especially for marshals Keep National marshals register and select marshals from this record to ensure everyone officiates on regular basis Be ever changing and sensitive to growth patterns and needs of competitors Make rules for SA conditions and for the majority of competitors, not a few elite Being proactive with regular newsletters to licence holders would be first step in creating more awareness MSA needs to promote MX more Initiate marketing and promotion of MX Contracting the right media to grow the sport both at National and Regional level Arrange for discounted licence fees for riders who participate in multiple non-circuit motorcycling Make motocross tracks more safe especially for beginners Provide more information to riders Listen to the riders all riders, not only selected few and be more responsive to their needs Promote MX to individuals who currently do not enjoy MX because of lack of facilities at certain venues Promote the growth of women in motocross THREATS Difficulty in communicating effectively with competitors, organisers, etc Monetary costs of meetings and personal time sacrificed is escalating Breakaway groups and organisations (i.e. non sanctioned events and promoters) Fees being charged by certain officials (i.e. CofCs, lap scorers, etc) Continuing with outdated way of doing business No MARKETING No MEDIA buddies Losing credibility by changing rules, etc. too often Perception that Commission is biased, especially now with age group for MX2 class competitors lost to sport Competitors unhappy with Commission outcome, mandates ignored from 2 different regions. Abstention from voting should not be allowed No consideration for beginners who are chased away due to cancellation of events at very short notice (loss of accommodation paid, etc) Riders getting tired of double standards Not listening to the riders and taking their needs and difficulties into account Lack of communication with clubs and competitors Not everyone enjoys motocross Commission not being able to make decisions on issues which they understand Economic pressures Allowing events to take place at dangerous tracks No benefit to riders from sponsorships Loss of juniors: no juniors = no future
