1 December 4 th, 2012 Call to order 7:05 pm All Elected officials present. Bothell not represented. Shawn Hartline updated everyone on GEJFA Committee, Club Website Standards Committee and Split Policy Standards Committee that will need volunteers. Shawn Hartline reviewed the offsite workgroup information with Council. He is still was looking for a location. He will update everyone by . John Veentjer reviewed the end of year budget with everyone. All those Clubs with credits will were provided a refund (by check) at the meeting. Those with a balance due will can carry the balance into There were no questions. Voted on Maple Valley membership. Issaquah sponsored. The vote was 15 to 1 vote to give Maple Valley entry probationary membership per the rules for 2013 and Shawn Hartline talked to Council about Chuck W. from Mt. Si requesting that we go back to a field rotation for the 2013 Championships. Council has asked to look at this during the offsite meeting. Shawn will put it back onto the agenda for February. Shawn Hartline gave Council the Draft 2013 Calendar to review. 2 October 23 rd, 2012 Call to order 8:02 pm All Elected officials present. Bothell, Cedarcrest, Lake Washington, and Redmond not represented. Shawn H. will resend Communication s if requested. Final Take will once again film the championship games. John V. will send out the packets to all semifinal teams, to get a head start on them. Parents and coaches need to use the chain of command. Shawn H. will push s back to the club level. Updates-Officials Shawn O Brien pointed out many field management problems at some of the fields. If the concession stand at the field is closed for the season, clubs need to ensure the officials have food and drinks. They are there all day, and can t get away to eat. 12 officials will be out for week 9. Some fields will have 2 man crews. The championship games will have up to 5 officials working. No count games-after an oversight in the schedule, the question of why and who plays no count games came up. They are used to offset teams that have byes in their schedule. An off-season group will look at a definition for these. Special Helmet Covers- They are legal to use. Shawn H. will send out an on this topic.

3 Game Report Issue-After a late game, a Bainbridge coach was stuck on the ferry as the 10:00pm report deadline past. Due to this Bainbridge will be removed from the probation list, of clubs with late game reports. Nominations for elected positions-shawn H. asked that nominations be sent to him by November 11 th. Both Vice-Presidents, the Secretary, and the Treasurer positions are open for nominations. Roundtable in Overlake was chosen to hold the December Meeting at 7:00 Offseason workshop- December 16 th was chosen. Shawn H. has a Facilitator lined up. The council agreed to cover his hotel cost for the night. Shawn H. handed out a list of Offseason work / Approved Rules. The Offseason work will be given to the Facilitator for planning. The Approved Rules, he and John V. work on placing them in the Official rules section. Grievance Committee- Week 7- Coach ejection- 1 week suspension was given, but his club chose to suspend him for the remainder of the season. Week 7-Late Game report- The coach did not show up for grievance and was suspended for 1 week. Week 7-Late Game report-coach suspended 1 week. His club appealed the suspension, and the council voted 9-5 to overturn the decision. Week 8-32 Point Rule Violation- The final score was made by a defensive player at the rookie level. No suspension given. Week 8 Coach ejection- The grievance committee did not feel the first of 2 unsportsmanlike penalties was called correctly. No suspension given. Week 8- Late game reports- 3 coaches from 2 clubs came before the grievance committee. They were warned on the importance of sending in game reports no matter what type of game is played. After the appeal from week 7 no suspensions were given. An offseason look at how to deal with late reports will take place.

4 Administrative business Game Reports are due by 10:00 pm Saturday Semi-final fields- Varsity at Issaquah, JV at Juanita moved from Cedarcrest, sophomores at Mt. Si., Cubs at Pop Kenney, and Rookies at Eastlake. Championship game- (1) Pop Keeney, (2) Mt Si, (3) Issaquah. A decision will be made when the High School fields are confirmed. Crossover games- Shawn H. is working to set up week 10 games with NJFL teams. Billie H. will send out schedule, when he has fields lined up. Next meeting December 4th 7:00pm Overlake Roundtable Pizza Adjourn 9:14 Meeting October 9 th, 2012 Call to order 8:00 pm Elected officials present, President and Secretary. Bothell, Eastlake, Cedarcrest, Lake Washington, and Woodinville not represented. Shawn H. will resend Communication s if requested. Final Take will once again film the championship games. John V. will set this up. Updates 3 man crews at some fields. Need to recruit now for the 2013 season. Need 18 year olds or H.S Grads. No huddle Offenses- No communication once huddle is broken. At the rookie level, the coach must remove him/herself from the field to run a no huddle offence. Possible Shootouts- Billie H. went through all scenarios. If needed a Varsity shootout will take place the following week. Shawn H. sent out an for the substitution rule for shootouts. A start time of 5:15 has been set at Redmond H.S. if needed.

5 Field availability for weeks 8 and 9- Billie H asked clubs to confirm these dates with school districts. Shawn H. is asking for a location to conduct offseason workshop meetings. The dates outlined are 12/2, 12/9, or 12/16. He has a facilitator that will volunteer his time. The gejfa just needs to pay his hotel costs. A vote will take place the next meeting. Grievance Committee Week 5- Coach Ejection, due to the circumstances, no suspension given. Week 5- Coach Ejection, unsportsmanlike, 1 week suspension. Week 5- Late Game Report. No suspension given. Week 6- Coach Ejection, unsportsmanlike, 1 week suspension. 8 Players ejected in first 6 weeks. Updates Down 6 more officials. 82 or 83 working now. Need to recruit now for the 2013 season. Shawn O Brien asked about the use of pull-up knee pads. They are ok if they cover the knee. Shawn listed the strengths and weaknesses of each clubs fields. Game Day weigh Ins- All clubs need to follow the weigh in rules. Boys & Girls Club staff- We are guests of the club and treat their staff with the upmost respect. Varsity Playoffs-The top 4 teams from each conference will make the playoffs. 4 from the American, 4 from the National. The Bellevue Bears and Mercer Island asked the council to add a couple of coaches to make up for lost coaches. Wolverines motioned, Knights seconded. Motion passed. Varsity Weigh ins- All players listed with weights must weigh in and make weight. Player Issues- Too many Unsportsmanlike conduct penalties. Grievance Committee- Week 3- Team had hand written player on roster. The player did not play in the game. The club was warned to get their roster in order. Week 4- A player without lower pads failed to make weight. Was allowed to re-weigh, to more times. Mistakes made by both clubs. They were warned to follow the rules of weigh-ins. The player was charged with not making weight. Also coaches, check that your players have all their pads on for weigh-ins and the Game. Week 4- A Varsity player, playing as an 8 th grader did not make weight. Grade verification was brought to the committee. If listed as a weight player, they must make weight. Clubs should get grade verification on all 8 th graders to avoid this problem.

All clubs but Eastlake, Mt SI, and Redmond represented. Shawn H. will resend Communication s if requested. Updates The number of officials is still good. There have been some last minute cancelations they have had to work through. Each game should have at least 3 officials this season. Shawn O Brien, after reviewing the game reports, sends out an to the officials on areas to work on. Feeding the Referee s- Feed them well, but report excessive abuse to Shawn O Brien.

8 Final Master Rosters-Game rosters need jersey #s. Only stamped rosters can be used for games. The council must approve all players added to teams at this point of the season. Only coaches and support staff listed on the Official Game Roster are allowed on the field. There have been reports of other individuals being allowed on the field There will be an off-season review of # of coaches and support staff on rosters. Cap Weights- Shawn H. will send an clarifying cap weights. Cross over games- Cubs level teams with bye s can arrange games with NJFL. Varsity level teams can arrange with NCYF. Photographers on field- Head Coaches are responsible for staff, players and fan sportsmanship. Anyone on the field can be ejected from the game, including photographers. Only personal on the roster may be on the field. Player Issues- 4 players ejected in first 2 weeks. Opposing coaches need to list any players not playing with jersey # and why not playing in their game report. Concussion training- looking at an off-season baseline data sheet for every player. Grievance Committee- Coach ejected from game after 2 unsportsmanlike penalties. Automatic 1week suspension. Substitution rule violation- Game finished under protest. The protest was overruled. The coach will serve a 1 week suspension. Coaches protesting games need to notify head officials of protest. Administrative business Coaching Applications- The deadline for applications is September 11 th. Game Reports- Due 6:00 PM Sunday. Too many mistakes on the reports Billie has to track down and fix. Coaches, take your time when reporting. Semi-final fields- Shawn H. has heard from Issaquah, Bothell, and Mt Si about hosting games. Championship game- Five Star is at the top of the list to host. GEJFA needs to know if they will have a field available. Need to know by week 6. Cheer Insurance- Shawn H. has updated the list. Concussion Policy/ League Safety Planning- No update at this time. Game Schedules- Lots of changes. Coaches need to check every week their time and place is still current. Clubs need to confirm with School Districts the fields are still available for GEJFA games.

9 Treasurer Report- All clubs have paid admin fees but Mt Si. Shawn H. has ed them. All clubs but Bothell, Cedarcrest, Five Star represented. August 27 th Beginning of three practices a week. August 28 th GEJFA Admin & Referee fees due. September 1 st - First game. September 7 th - Final Master Rosters due. Updates 25 new officials down from 40 signed up. Shawn O Brian will have 20 teams of officials to work with. The teams will be made up with 2 Senior 1 Junior and 1 Rookie official. Billie will post the referee schedule on the website. Coaches need to take questions or issues, for the referees, to their clubs to be forwarded up the chain of command. Do not contact Shawn O Brian directly. Shawn H. handed out tickets for the August 30 th Seahawks pre-season game. Chain of Communications- Coaches, team moms, and parents need to go through their clubs. Not to GEJFA officials with questions or issue s. Game Reports-Due 6:00 pm on Sundays. Clubs with teams missing the deadline will be on probation. Missing Birth Certificates and Grade Verification- The deadline to turn these in, is 10:00 am Thursday August 30 th. Any players not verified at that time will not be allowed to play week one. If coaches from either team allow a player, not on the

10 official roster to play, both coaches are subject to the grievance committee that week. Sportsmanship- This cannot be stressed enough. Game Schedule- Coaches need to check the schedule every week. Times and or locations can change weekly. Concussion Policy and Procedure- A policy is being drawn up to reintroduce players after a concussion. Steve Edwards will forward when complete for review. League Safety Planning- Steve Edwards is working with the King County Sheriff s office on developing a safety plan in case of an emergency. Administrative business Coaching Applications- there is a 4 working days to process the applications. NO coaches should be on the field until they are cleared. Billie H. is working on verifying that all coaches on official rosters have their back ground checks cleared by the B & G club. Parents and Players Concussion training-the link is on the web site. Still a long list of players not trained. Semi-final fields- The Clubs interested in hosting a semi-final game should send Shawn H. an . Championship game- Five Star is at the top of the list to host. GEJFA needs to know if they will have a field available. Need to know by week 6. Shawn H. needs a copy of the Cheerleaders Insurance from Mt Si. If a copy is not received, by Thursday August 30 th, they cannot perform at week one games. Field Management Training will be August 21 st 7-9pm. Steve Edwards will lead. All are welcome to attend. August 27 th Beginning of three practices a week.

11 September 1 st - First game. September 7 th - Final Master Rosters due. Club Members Fees due August 14 th. Club Referee & Admin Fee due August 28 th. Updates 40 new officials are signed up. Shawn O Brian will have 20 teams of officials to work with. The teams will be made up with 2 Senior 1 Junior and 1 Rookie official. Clubs should still be recruiting officials. New recruits will be on a waiting list for the time being. The officials will once again use the jamborees to train the new recruits, not to call the games. If they step aside to coach the new officials, keep the scrimmages moving forward. Clubs holding Jamborees should make a donation to the referee s fund. PNFOA will send officials to work GEJFA for training. Tinted Eye Shields- A motion to allow a player to use a tinted shield was made by Bellevue Wolverines. Seconded by Eastlake. Motion Passed. The use of these will be on a case by case basis. Clubs will need to bring the issue before the council with a doctor s note. Rule clarification- The topic of what is or is not a Jamboree, was brought up. This will be looked at closer in the off season. Shawn H. would like to go through all the past meeting minutes, and compile a list of policies that were voted on and passed, vs. topics that were just agreed upon. This will take place in the off season. Administrative business Team Counts- Should be set by now. Clubs need to check the 2012 Divisions to ensure all their teams are there. The Rookies, Cubs, sophomore and JV levels will have NO-COUNT games this season. Field Availability-Billie still needs the information from several clubs. The season schedule won t be out until he gets it. 237 players still without Grade or Birth Certificate verification.

12 Jamboree schedules- Billie has posted them on the web site. Remember jamborees can be scouted. Player transfers- Shawn H. has all of them now. The new recruits will receive a uniform allowance of $100. The officials will once again use the jamborees to train the new recruits, not to call the games. If they step aside to coach the new officials, keep the scrimmages moving forward. The Officials would like to know if the Clubs have an Interest in having them come out and talk to the coach s pre-season. Only three or four clubs have signed up to this point. PNFOA asked about taking over the officials scheduling for the GEJFA. We will discuss this in the off-season. Ongoing business Web-Roster Project update. The process is going well. About 477 players still need grade or birth certificate verification. Billie H. is ing the rosters to the clubs for now. GEJFA is looking at adopting the USA FOOTBALL LEVELS of CONTACT for the league. The Boys and Girls Club said this needs to happen to be covered by the insurance policy. A vote will take place next meeting. Shawn H. reserved a FACEBOOK page, to aid in getting information out. We will discuss more at the next meeting. Shawn H. is still in talks with Clark County Youth Football League, about post season match games. Administrative business Team Counts- Billie needs a firm count tonight. GEJFA needs to know if they will have a field available. Seahawks Pre-Season line up Mt Si vs. Redmond August 30 th. Bainbridge vs. Bothell if second game is offered. If not they are on the top of the list next year. Five Stars vs. Wolverines if a third game is offered. Cheerleader Insurance-Shawn H. needs to know if your cheerleaders are covered by the Boys & Girls Club, or if your club self- insures them. If they are self- insured send Shawn a copy of the policy, so they are allowed on all the fields in GEJFA. Player Weight Management- Make sure your players are at the correct level. Start watching bubble players the first week of practice. If they do not make weight 2weeks they must move up a level. Rule reminders These rules will be covered at the ALL-COACHES meetings. No scouting practices, No video for scouting, No videotaping games other than own, No video tape sharing, No electronic communications, No removable cleats, weight-ins, Substitution rule, and 32 POINT RULE. Ongoing business Web-Roster Presentation Billie H. tested the roster with three clubs prior to the meeting. He went over the flow of the rosters and stated they would be ed to the club heads/registrars. Billie needs all info by June 30 th. More updates will be needed as this process goes along. The first day of practice has been moved up to Monday August 6 th. Three practices a week will start the week of August 27 th. Split Policy / Website Requirements. Shawn H. will lead a group to overview both topics to ensure all clubs are on the same page.

16 Field Emergency Plans should be sent to Billie H. He will post them on the field rules page. Redmond Mustangs Changing away jerseys to gold. Approved Bellevue Wolverines- Player waiver, 6 year old sibling wanted to play with brother. Waiver not approved. Skyline Spartans- Working with other clubs to field a Varsity team. Administrative Business Billie H. asked for preliminary team count. Each club needs to send Billie H. their field availability for the season. Jamborees-Need to know who is hosting this year. Also need dates and times to schedule referees. Conference Match Ups The drawing results = A vs. C B vs. D Maple Valley Youth football will play a full season exchange with GEJFA for the 2012 season. They will apply for membership in Clark County Youth Football contacted Shawn H. about exchange games to take place after our championships are over. He is in talks to find out if age/weights line up. The games would match like records. Shawn will get back to the clubs when he knows more. 17 Shawn H. sent out s for several summer football camps. Field Management Training will be August 21 Steve Edwards will lead. All are welcome to attend. Updates Officials will get a list of 2011 coaches to aid in referee recruitment. Officials asked about special teams play at jamborees to train new referees. Officials would like to attend the clubs coaches meeting to answer as many questions before the season starts. Each club needs to recruit two new referees. Background checks, Coaching apps, concussion training site is up and running. The Background checks are different for coaches and all other volunteers. Clubs should make sure their volunteers fill out the correct background check. Billie H. is making progress on the web rosters. He is in contact with all clubs and going well. Ongoing business Outcome on Focus Groups The GEJFA Mandatory Coaches Meeting will focus on the Top 3 areas. Sportsmanship, Substitution Rule, and Score Management (32 point rule). Organized practices- Clubs need to manage. Not year round, i.e. flag football. The USA Football Forum was attended by Shawn H. and John V. They stated that GEJFA is ahead of the game on most of the topics covered. GEJFA Field Emergency Plans. Each clubs needs to have one in place. Check with the High Schools to see their plans. Could be a useful tool in putting together club plans. Clubs can close registration June 30 th. Even if teams are not full. Proposed Rule Changes No rush for extra points at the rookie level. This will develop kickers at the rookie level. Lake Washington-Motioned Cedarcrest-Seconded. Rule passed.

Minutes from the December 2011 meeting were passed. Shawn H. sent out an with contact info for new USA Football Regional Manager Matt DeLuzio. John V. will forward any camp info to Shawn, to be sent out to the clubs. Shawn H. passed around a roster for Cheerleaders. He will contact the clubs with Cheer programs about insurance policies. John V. sent out updated FAQ s. Still looking for input. Glazier clinics are free to youth coaches. A great tool for all clubs to use. Updates New GEJFA website is The old site will take you there. Background checks, Coaching apps, concussion training site will be up and running on Saturday February 11 th. Those using the alternate background check with the X s, must go to the Boys and Girls club in person with Social Security card to complete the check. There is a rotation of fields that have covered stands and with High School playoffs it s too early to assign a field. Mt SI asked about having Varsity and older age groups playing later in the day.
