4 4.1. RATING RULES AND PROCEDURES SECTION ONE: GENERAL PLAYING RULES 0. GENERAL RULES 0.1. PLAYING RULES AND ELIGIBILITY The rules of the Carol Stream Park District youth basketball program are to be strictly adhered to and will be enforced by the CSPD staff. ANY AND ALL EXCEPTIONS WILL REQUIRE PRIOR CSPD APPROVAL FROM CSPD Basketball will follow Illinois High School Association (IHSA) rules Exceptions and additions contained in the CSPD playing rules will supersede or clarify IHSA rules All players for basketball will register and play at their current grade level or above if approved by supervisor Pre-school registration shall require children to be next-year Kindergarten enrollees All players who have a current injury must obtain and submit a letter to CSPD from their doctor permitting them to participate in the program Any youth meeting the program requirements will be eligible to participate SPORTSMANSHIP, TOBACCO, ALCOHOL, PROFANITY, JEWELRY The actions of the players, managers, coaches, referees, and league officials must be above reproach. Managers and coaches must make sure their conduct is proper in every respect and must make sure that their players and spectators do the same The use of tobacco is strictly prohibited in the program facilities, on the court, and by any player or coach. Alcoholic beverages and any substance abuse in any form are strictly prohibited within the confines of the parks The use of profanity and/or obscene gestures by any player, manager, coach, official, spectator, family member or parent/guardian is prohibited Players will be prohibited from wearing any form of jewelry. Players found to be wearing jewelry will be told to remove it by the official Jewelry includes but is not limited to earrings, bracelets, and necklaces Taping of earrings is NOT ACCEPTABLE OR PERMISSABLE Medical alert bracelets or necklaces are not considered to be jewelry, but must be secured to the body The CSPD disapproves of any form of taunting that is intended or designed to embarrass, ridicule, or demean others under any circumstances including but not limited to race, religion, gender, or national origin All parents/guardians, referees, managers, and coaches will be required to sign a Code of Conduct PARENTAL RESPONSIBILITY Parents must shoulder responsibility and take initiative to make the program successful. Each parent should join in the total effort of honoring the program philosophies and expectations. There is opportunity for all to participate. 4

5 Parents, spectators and family members must make sure their conduct is proper in every respect, demonstrate GOOD SPORTSMANSHIP and make sure their children and players follow the same conduct CLEAN-UP All managers, coaches, players, and parents/guardians are responsible for making sure all garbage is properly disposed of at the end of all games. This includes school facilities as well as Park District facilities. Please help keep our gyms, stands, and parking lot areas clean SCHEDULE CHANGES Prior to the season the Carol Stream Park District will make every attempt to schedule games around school and religious functions that affect multiple players There will be no changes in a team's scheduled game date, time, or location unless authorized by the CSPD athletic staff Games will only be rescheduled if there is a conflict with an academic or religious function that affects at least three players on one team and would have a direct impact on their scholastic or religious standing Games will not be rescheduled when a coach is unavailable. The assistant coach or an appointed/volunteer parent will be responsible for coaching the team on a game day when a coach is unavailable RESCHEDULING OF GAMES Should a rescheduled game be necessary, the Park District Staff or the teams head coach will reschedule games In most cases make-up games will be rescheduled and played no earlier than one week from the date of the originally scheduled game and no later than three weeks Parents should be notified of the date of the rescheduled game as soon as possible GAMES PER WEEK Teams will normally play one (1) game per week during the season; however additional games may be played when there are an odd number of teams in the league, during a holiday week, during playoffs etc Due to scheduling purposes some leagues or teams may result in two games being played in one week GYMNASIUM SCHEDULING The CSPD staff will schedule all gymnasium usage All changes to gymnasium usage must be communicated to the CSPD Practices PLAYER ATTENDANCE No team is permitted to begin practicing before rosters have been officially distributed at the draft meeting and before the parents have signed the medical release form Practices will be scheduled appropriately for each level by the CSPD staff. 5

6 In-house players are encouraged to attend all games and practices. If a player is unable to attend a practice or a game, a courtesy call should be made to the coach as soon as possible. 1. PLAYERS, COURT AND EQUIPMENT 1.1. POSITIONS AND EQUIPMENT OF PLAYERS All 1st and 2 nd grade teams will receive Team T-shirt rd -8 th grade players must wear a CSPD sleeveless blue and white reversible jersey during the game The jersey is available for purchase at CSPD All players will provide their own athletic shorts/pants. Jean shorts and jeans are not appropriate No headgear/garments are to be worn during games unless deemed appropriate and allowed by the CSPD athletic staff. Religious headgear/garments may be worn It is recommended that all eye galsses or protective goggles be secured with an athletic strap Footwear Tennis shoes are the required footwear for gymnasium use. 2. SUBSTITUTING, COACHING, COURTESY RULE, COURT CONDUCT 2.1. SUBSTITUTING All teams must substitute at the end of each period. Free substitution will only be granted in the event of a player injury or an extenuating circumstance Players must check in at the score table Official s must consent to all substitutions other than the end of each period Equal playing time requirement A period is defined as half of a quarter No player shall play or sit for more than two periods in a row Equal Playing time guidelines are as follows: players = 7 players play 4 periods, 4 players play 3 periods players = 10 players play 4 periods players = 4 players play 5 periods, 5 players play 4 periods players = 8 players play 5 periods players = 5 players play 6 periods, 2 players play 5 periods players = 4 players play 7 periods, 2 players play 6 periods players = 5 players play 8 periods The coaches and the official scorer are responsible for compliance with the equal playing time requirements. 6

7 2.2. SUBSTITUTE PLAYERS - GENERAL General Substitute Players must be from a lower age division. (Ex. A 5 th /6 th grade team may only use a 4 th grade player or below.) Each coach is responsible for finding their own substitute players. Contact information for each team has been added to the Quickscores Winter Basketball Game Schedule No players are allowed to play as a substitute player if it interferes with their own team s game (house and/or tournament) If a substitute is being used, he will remain on the playing roster for that entire game Regular Season Playoffs No substitute may play more periods than a regularly rostered player Substitutes are allowed. The number of substitutes used will be dependent on the need for the given game and enough to give the team up to a total of seven players for the game If a team has 6 players or less they may use a substitute player The manager using a substitute from an assigned team may use the same player for consecutive games Substitutes are allowed. The number of substitutes used will be dependent on the need for the given game and enough to give the team up to a total of seven players for the game If a team has 6 players or less they may use a substitute player All substitutes needed in playoffs must be cleared through the League Coordinator Any violation of any of the above stated rules will result in the game being forfeited COACHING Coaches may revoke playing time for participants that have missed an excess of practice time and/or are disciplinary problems Before revoking playing time, the coach must inform CSPD staff and the player s parent prior to the game Responsibility Coaches are responsible for their team before, during and after all games and practices Coaches should instruct players to report directly to the gym and remain there until the conclusion of the game of practice. 7

8 Coaches are responsible for remaining at the practice or game site until the last player has been picked up COURTESY RULE / SPORTSMANSHIP RULE (MANDATORY) The sportsmanship rule dictates that if a team is leading by a score of 10+ points in the second half, the coach in the lead should begin to use coaching tactics that allow the game to become closer in competition and score. The following are examples: Defense must guard players only within the 3 point line Defense must not press Offense will not be allowed to fast break Offense should make more passes i.e. pass the ball to each player before taking a shot Failure to comply with the COURTEST RULE/SPORTSMANSHIP RULE First failure to comply with Courtesy Rule Warning issued by the game official and noted in the official scorebook with time noted Second failure to comply with Courtesy Rule Violation called by game official results in awarding ball to offended (team trailing by more than 10-points) at the division line opposite the table Third failure to comply with Courtest Rule Technical foul assessed to head coach of leading team. Head coach loses privilege of standing and must sit for remainder of the game, except to call time out or substitute during the substitution peridos Award two points to trailing team Rollback of Courtesy Rule/Sportsmanship Rule 2.5. COURT CONDUCT If the lead falls to less than 10-points the Courtesy Rule/Sportsmanship Rule will be suspended unless the lead again increases to more than 10- points A total of one (1) head coach and one (1) assistant coach may occupy the team bench during a game Only the head coach may stand during the game except during a time-out or during the substitution period when one assistant coach may stand. The assistant coach must remain seated at all other times during the game No coach will leave the bench area except to tend to an injured player when beckoned onto the court by a game official or to, tend to family emergencies, or tend to personal hygiene No one other than the coaches and players are allowed on the team bench All parents/spectators must remain in the spectator area provided. 8

9 No person, (coach/player/spectator) is allowed on the end line or under the basket during the course of the game MISCELLANEOUS All players shall stay in their team bench area while the game is in progress. 3. STARTING AND ENDING THE GAME 3.1. STARTING A GAME Home team The team wearing white shall be the designated home team Maximum/Minimum number of players 3.2. PROTESTED GAME See league specific rules for number of players needed to start or continue the game All games will begin with a jump ball The possession of the ball for the remainder of the game shall follow the alternating possession procedure for the remainder of the game. It is the responsibility of the scorekeeper to keep track of the alternating possession arrow/direction. The arrow points to the basket of the team entitled to the next possession Overtime Period In age groups where overtime periods are permitted. The overtime period will begin with a jump ball The overtime is an extension of the fourth quarter with all fouls counting the same as during the fourth quarter, team direction remaining the same as during the second half. Timeouts carry over plus one additional time out provided to each team during each overtime period There will be no protested games. Game Official and Staff decisions are final APPEALS 3.4. GAMES There will be no appeals. Game Official and Staff decisions are final Saturdays Sundays PK-Grade 6 boys and girls grade 3-4 games are played predominantly on Saturdays. Girls 5-8 is inter-village and may play on both weekend days In some cases where there are a large number of teams in a league, it may be necessary to utilize Sundays for game day purposes Grade 7 and 8 Boys are played predominantly in the afternoon on Sundays, Weekday games 9

10 3.5. PLAYER INJURY On occasion it may be necessary to incorporate a weekday game. The circumstances for which this may be necessary include but are not limited to: leagues with an odd amount of teams or a make-up game In case of an injury, play will stop when the official blows the whistle. The whistle will be blown when the team with the injured player has possession of the ball. In serious instances, play will immediately stop All players shall take a knee while the injured player is being attended to BALL IN AND OUT OF BOUNDS 3.7. FOULS In bounds or Out of bounds status Comply with NFHS and IHSA Rules Personal Fouls Each player is allowed five (5) personal fouls per game On the fifth foul, the player shall be disqualified from the remainder of the game Technical Fouls All technical fouls will result in awarding two points and possession to the offended team at the division line opposite the table All technical fouls count towards team foul totals for bonus Any player or coach who receives two (2) technical fouls shall be immediately disqualified from the game Flagrant Fouls If the referee hears a coach swearing at any time during a game said Coach will immediately receive a technical foul Any player or coach ejected from a game shall serve a one (1) game suspension. Suspension shall follow for the next scheduled game Suspension - The player/coach shall not be permitted to attend the next game as a player/coach or spectator Any player receiving a flagrant foul will be automatically disqualified from the game BONUS / DOUBLE BONUS Bonus Free Throw Any player disqualified from a game for a flagrant foul shall serve a one (1) game suspension. Suspension shall follow for the next scheduled game The player shall not be permitted to attend the next game as a player/spectator. 10

11 Player-control, team-control and technical fouls are counted as team fouls to reach the bonus. When a technical foul is also charged indirectly to the head coach, it counts only as one team foul Teams will be in a bonus situation on the 7 th personal, player-control, team control or technical foul committed by the opposing team in each half. The opposing team will shoot 1 foul shot. If the shot is made another shot will follow A bonus free throw is the second free throw awarded for a common foul. (except a player-control or team control foul) as follows: Beginning with a team s seventh foul in each half and for the eighth and ninth foul, the bonus is awarded only in the first free throw is successful Beginning with the team s 10 th foul in each half, two free throws are awarded whether or not the first free throw is successful ENDING THE GAME Upon completion of the game, both opposing teams and coaches shall meet on the court and shake hands. 4. OFFICIATING 4.1. ALL LEVEL GUIDELINES Only the coach can request an explanation of a call or rule Requests for explanations of calls shall be asked during time outs only No one is allowed to argue judgment calls with the officials Persons who choose to argue with officials shall be subject to a technical foul and possible ejection Each official has authority to rule on any point not specifically covered in the CSPD or NFHS and IHSA rules Physical contact with an official is not permitted and will not be tolerated. Anyone making contact with an official will be immediately ejected and suspended from further participation in all Carol Stream Park District programs pending review of the incident by the CSPD athletic staff Physical contact with an official can result in being reported to the police department Questions and/or comments regarding officials are to be directed to the CSPD athletic staff SECTION TWO: SPECIFIC LEAGUE RULES 1. GRADE 7 AND 8 BOYS 1.1. GENERAL 11

12 1.2. GAMES th and 8 th grade is an introduction into competition Standings will be kept A seeded tournament will take place at the end of the season Championship awards will be given to champions and runners-up of post season Championship awards will be given to champions of regular season There will be eight (8) regular season games during the season. Post season games will be single elimination Games will consist of four (4) seven-minute quarters Clock will stop for all fouls and violations, and will restart when the ball is touched in-bounds following a throw-in or when it is touched by a player on the court following a missed free throw unless the free throw is to be followed by a designated spot throw-in The clock will stop at approximately the midway point of each period to permit substitutions. The clock will be restarted when the ball is inbounded and touched inbounds by a player on the floor One minute break between quarters Five-minute half time Overtime Overtime will consist of a two-minute period If the game is still tied after the first overtime, a sudden death overtime will be played Each team will be allotted one time out in overtime and one time out during sudden death with no carryover between these time frames If a team does not have a ten point lead during the overtime period, they may employ a full court press at the 5th/6th and 7th/8th grade levels Time outs Each team is allowed two (2) 45-second time outs per half Time outs do not carry over from the first half Time Clock The clock shall stop on all whistles The clock shall stop during free throw attempts at this level The clock shall stop during all time outs Offensive Violations The Lane Violation for this level is 3-seconds Over and back violation shall be called The 10-second violation is enforced at this level. 12

13 Offensive charging, traveling, double dribble, and carrying shall be enforced at all levels. The appropriate fouls and violations shall be called for the above-mentioned offensive violations Substitutions 1.3. COURT SET UP Substitutions shall be made at approximately the midway point of the quarter Players must check in at the score table Substitutions can only occur with the official s consent Substitutions are not required during overtime period Court Size is regulation size court Basket height is10 feet Free throw line shall be 15 feet from the basket EQUIPMENT Ball Size 1.5. SCORING Official The ball must completely go through the hoop to count point field goals are counted at this level REFEREES Two park district appointed officials shall officiate the games Two IHSA licensed or Park District approved officials are required Licensing with IHSA and experience is preferred 1.7. DEFENSIVE STRATEGIES Teams may use either a man-to-man or zone defense at this level Double teaming Allowed only in the foul lane Allowed anywhere on the court during press situations, unless the team is ahead by 10 or more points Double and Triple teaming Double-teaming and Triple-teaming is not allowed at any time Double Teaming defined as an unequal number of defensive and offensive team members within 6-feet of the ball handler, i.e. If A2 sets a screen for A1 (ball handler) and B1 continues to defend A1, while B2 defends A2 while A12 is setting a screen IS NOT a double team. If A2 rolls or ceases to maintain screen and leaves the area, and B2 continues to 13

14 defend A1, leaving 2 defenders and a single offensive player, this could be considered a double team A triple team is defined a three defenders within 6-feet of a single offensive ball handler Defense shall not defend opponents until after the ball has crossed the center line. The defense must wait inside the 3-point arc until the offensive player has fully crossed the center line. Once across the center line the defense may challenge and defend the offense EXCEPTION: If the Offensive Team uses an outlet pass to try to get the ball down court quickly (before the opposing team is able to get back on defense) the defensive team will be allowed to play defense without penalty PENALTY: A warning is to be issued to the defense if they defend in the backcourt when there has not been an attempt to get the ball down court quickly via an outlet pass. A third warning will result in a Technical Foul charged against the Head Coach resulting in the loss of the coaching box and counting toward the team foul count for bonus Defense shall not be allowed to defend opponents until after the ball has crossed the 3 point line if the defense holds a 10+ point lead Triple teams are not allowed at any point during a game Press Rules Teams may press during the 2 nd and 4 th quarter of a game If the Offensive Team uses an outlet pass to try to get the ball down court quickly (before the opposing team is able to get back on defense). The defensive team will be allowed to play defense without penalty. (This can occur at ANY point in the game) Teams may not press if ahead by 10 points or more. 2. POST SEASON TOURNAMENT 2.1. HOME AND VISITOR TEAM 2.2. GAMES Seeding will be based on regular season games as follows: Win-lose record Head to Head Fewest Points Allowed The higher seeded team will be the home team The same time restrictions used during the regular season will apply Games cannot end in a tie. Tied games will be completed. Tiebreakers will be given an additional 3 1/2 minutes to break a tie. If the score is still tied and additional 3 1/2 minutes will be issued until the tie is broken One timeout is awarded to each team per overtime. 14

15 2.3. PAIRINGS The coach can choose any players in the tiebreaker If additional tiebreakers are needed, any player who did not play in the first tiebreaker must play in the second tiebreaker The CSPD athletic staff will determine the pairings ZERO TOLERANCE There will be zero tolerance during post season play Any coach or spectator ejected from a game during the post season will be suspended and will not be able to attend any games for the remainder of the season When a player is ejected from a game during the post season, the park district staff will assess the situation with input from the referees and coaches. Based on the review staff will decide if the player will be suspended and will not be able to attend any games for the remainder of the season. SECTION THREE: DRAFT AND RATINGS 1. NO DRAFT LEAGUES 1.1. The Carol Stream Park District athletic staff will form the teams for Levels 1 and No trades are allowed at these levels Schools, neighborhoods, and mutual friendship requests will be used as an adjunct in forming teams Second grade players will be rated at the end of the season. 2. DRAFT AND RATINGS 2.1. PARTICIPATION The draft will be used to form teams in Levels 3, 4, and DRAFTED TEAMS All teams in Levels 3, 4, and 5 are selected via the draft Requests for players to be on specific teams, with specific coaches, or with specific friends are not granted NON-DRAFTED TEAMS. 3. DRAFT Schools and neighborhoods are used to form teams in Levels 1 and One mutual friendship request will be allowed per player at Levels 1 and 2 only PRE-DRAFT MEETING Draft rules will be reviewed Coaches will receive a complete list of all coaches in the league Coaches will receive a complete list of players in the league and their ratings. 15

16 Protected players will be named DRAFT RULES 3.3. DRAFT Protected players refer to coach and assistant coach s children All coaches will have only one (1) pre-selected assistant. Only the coach and his assistant are allowed to participate in the draft. However, if only one can attend, a second person will be allowed to attend and assist as approved by the park district athletic supervisor The children of the coach and assistant will be the only players protected in the draft A park district appointed person shall be the DRAFT MEDIATOR and conduct the draft proceedings for the league assigned In leagues where there are multiple age groups, the older group is drafted first. This applies to full rounds Players of each age group will be ranked by their ratings from last year, highest to lowest A DRAFT ROUND will consist of each team drafting one player. After all teams have made their draft choice, point totals will be calculated A coach is not required to draft one of the players in the current round At his/her discretion, the coach can draft a player who has a lower rating in that age group When the lower age group is being drafted, a coach can draft from the older age group if players are remaining Non-rated players in the draft will automatically be put into the last round. This includes all non-rated players from all age groups Siblings It is the intent to keep siblings together on the same team (providing they are in the same league). Therefore, unless the parents have requested that their children be placed on different teams, a coach who selects a player who has a sibling in the same league will be required to select the sibling in the round that he/she appears in the draft Coaches must choose their child and the child of their assistant in the round that they are listed unless the coach s and assistant s child appear in the same round, then one child will be selected in the current round and the other child in next round The same applies to siblings in the same round During the draft each coach will keep a total of rating points for all of the players he chooses (i.e. If a coach chooses a player rated 21 and on his next pick he chooses a player rated 18, he would have a total of 39 draft points at that time). The Draft Mediator will also keep the totals for all teams After the first round, the total points each coach has, lowest to highest determine the order of the draft. In the event that more than one coach has the same point total, the order of those coaches will be determined by drawing cards In any league with multiple ages the total rating points after the last complete round for the older age will determine the starting order for the younger age group to be drafted. The coach with the lowest points choosing first, the coach with the next lowest total points 16

17 choosing next, etc. In the event of ties in the total number of points, the order will be determined by drawing cards Coaches will continue adding to their point total for the younger age group If in the final round for an age group there are not enough players for a complete round (i.e. there are only 15 players to be drafted and there are 20 teams), the first round for the younger age group would start. The remaining rated players from the older age group may be drafted at any point in the draft for the younger age All non-rated players will be drafted by means of a "Blind Draft" after all rated players have been drafted. In the event that there are not enough rated players to make a complete draft round, then those rated players from the incomplete round will be placed in the blind draft along with the non-rated players. The order for choosing in the blind draft rounds will be based on the total team points from prior rounds. The order for the blind draft rounds will go from the lowest team points to the highest and will not change in each subsequent round even if a rated player is picked in the blind draft. In multi-age divisions, those rated players in the older age group not drafted in their appropriate rounds will be placed in the Blind Draft rounds Any players left over from the final complete round (blind or not), will be picked by the teams having the highest total points of the entire draft (i.e. there are only ten (10) players left that have not been drafted, including both rated and unrated. The ten (10) teams with the highest point totals will then draft these players starting with the team that has the lowest total choosing first, etc., until all ten have been drafted.) For clarification the Blind Draft rounds will consist of picking the names of the players out of a hat (or like container) Official Rosters After all players have been drafted, the coach must fill out an Official Roster to be signed by the Draft Mediator The coach and/or assistant must have his final roster checked by the Draft Mediator If the final roster turned in does not match the roster recorded by the Draft Mediator throughout the draft, the coaches and assistants involved will automatically lose their teams and will be banned from any further coaching on any team for the remainder of the year Late registering players may be added at any time to teams with the highest point totals at the discretion of the park district athletic supervisor. 4. RATINGS 4.1. RATING RULES AND PROCEDURES Every player from the second grade and up will be rated The players will be rated in five categories: dribbling, free throws, passing, rebounding, and defense Rating Scales (lowest) to 10 (highest) Players are to be rated against all other players in their league of the same age not just on their team. In a coaches meeting prior to the Ratings Meeting the park district supervisor and the coaches will agree on the top player in each of category. These players will be rated a "10". They will then be used as a guide for all other players being rated in each category. 17

18 Once a coach and his assistant have rated their players, the team rating sheet will be completed and handed in to the park district athletic supervisor at least one week prior to the Ratings Meeting. Players will be listed from highest to lowest rating The park district athletic supervisor will make copies of all rating sheets distribute them to the coaches at the Ratings Meeting The Ratings Meeting will be held at the conclusion of the season. All coaches and/or assistants must attend this meeting. The coach of a team not represented will not be allowed to coach until the ratings have been turned in to the park district athletic supervisor. The park district athletic supervisor or his designee will attend the Ratings Meeting for each league The meeting will start with the lowest numbered team (the number assigned to each team that will be used in league schedules). The coach or assistant will read aloud each player's ratings starting with the highest rated player. Any discussion as to the ratings given a player will take place after the entire teams' ratings have been read If two or more teams challenge a player's rating, a revised rating must be voted on. Each team will have one vote. A change must be made if agreed by a simple majority. The revised rating for that player will be put on the final rating sheet All ratings are final at the conclusion of the Ratings Meeting. 18
