3 I. INTRODUCTION Dear SAA Basketball Families, Thank you so much for taking time and effort to be a part of the SAA Basketball Program. In order for our players to learn all they can, while also having fun, we rely on the help and support of our community of families. Our goal is to promote and encourage the top eight pillars: 1. Safety 2. Fair Play 3. Teamwork 4. Sportsmanship 5. Discipline 6. Team Spirit 7. Respect 8. FUN The SAA Basketball Commissioners, Coaches and Managers are dedicated in making Basketball a memorable experience for all players and parents. We believe that this dedication will lead to each player achieving their own personal success both on and off the court. SAA Basketball is only as successful as our families. Thank you to all who strive to grow our Program, always keeping the players at the forefront. This task is no easy one, and we would not be possible without the many volunteers who step up. I encourage others to come forward and help be a positive role model. As SAA Basketball continues to grow, it is very important that all members and families understand the rules and guidelines through which we must operate. The purpose of this book is to make sure everyone associated with SAA Basketball upholds and comply with the rules and in a way that positively represents our Program. 4 II. PHILOSOPHY The SAA Basketball program is designed to provide instruction, practice, and age-appropriate competition in the fundamentals of basketball. The program promotes and encourages safety, fair play, teamwork, sportsmanship, discipline, team spirit, respect and FUN for teammates, opponents, and game officials. It is important for the parents and coaches to understand that the SAA Basketball program is a recreational program and the kids want to have fun. A greater emphasis on play hard/have fun and less focus on winning and losing would be beneficial for all involved. In the same vein, blaming everything that does not go your way on the game officials does not teach the young people in our program much about sportsmanship or about taking responsibility for one s own action. Let us concentrate our efforts on teaching the kids to compete fairly, always do their best, and enjoy the game of basketball for what it is.a game. The program is 100% volunteer run, and is critically dependent on support from all families with children that are participating. There will be times when a coach or commissioner will be requesting assistance from parents, with various tasks or assignments necessary to help operate the basketball program. Parents are requested to give full and prompt attention to these requests. III. GOVERNMENT A. Board Structure The Board of Directors shall by majority vote, sanction each sport proposed for participation. Each individual sport having been sanctioned by the SAA Board will conform to the Bylaws and all policies, rules, and regulations of the SAA. 1. The Head Commissioner of each sport shall be elected pursuant to Article VII, Section 4, 5, and 6 of the SAA Bylaws. 2. The Head Commissioner shall appoint an Assistant Head Commissioner, a Treasurer, a Secretary and other positions on the sport board in accordance with the needs of the individual sport. 3. Current sport board members shall by simple majority vote, approve new sport board members. 4. Current sport board members shall by simple majority vote, approve newly created positions added to the sport. 5. Each sport program shall adopt its own rules and regulations of play consistent with these bylaws and in accordance with the policies adopted by the Board of Directors of the SAA. 6. Each sport program s activities, actions, rules, and regulations shall be subject to the review and approval of the SAA Board of Directors. Any such activity, action, rule or regulation not conforming to the policies and bylaws of the SAA shall subject the sport to action taken by the Board, including the voiding of the activity, action, rule, or regulation and the revocation of the sport s sanctioning. a. Election of Sport Head Commissioners 1) Two months prior to the election, a nomination letter shall be sent to all managers or head coaches in the sport. The Sport Board shall include the board s nominee(s) on this form. Nominee(s) must have at least two year s experience on the sport board for which they are nominated. If no nominee meeting the experience requirements accepts nomination, other candidates may be considered with approval of the Board of Directors. 2) Other nominations must be submitted to the Secretary of the Sport Board as stated in Spring 2013 Revision Page 4 of 21

5 the letter, one month prior to the election meeting. 3) Only the managers or head coaches in the sport and the current sport board members shall have the right to vote for the Sport Head Commissioner. 4) All elections shall be ratified by majority vote of the SAA Board of Directors before any Sport Head Commissioner shall be seated on the Board. 5) The term of office for a Sport Head Commissioner shall be two (2) years. A Sport Head Commissioner shall be limited to two consecutive terms in office. 6) After a lapse of one 2-year term, an individual may be re-elected as Head Commissioner and can fulfill a term as stated in Section A, e. 7) An individual cannot hold the position of Head Commissioner in more than one sport during the same term. b. Election Rules for Sport Head Commissioner 1) At the general meeting held for the purpose of electing a Sport Head Commissioner, voting shall be the right of the current Head Commissioner, all managers or head coaches, and the current members of the sport board. 2) There shall be no proxies or absentee ballots. 3) Voting in the case of all contested elections shall be by secret ballot. 4) The nominee receiving a simple majority of the votes cast, shall be declared the winner. In the event no one nominee receives a simple majority, an immediate run-off shall be conducted between the two nominees receiving the most votes. 5) Ratification by the SAA Board of Directors shall be required to serve the interest of the total membership. Basketball will have no less than six (6) open meetings during the course of the year. The date, time and location of these meetings shall be made available to the public. The SAA Basketball Program operates under the by-laws of The Schaumburg Athletic Association. B. Commissioner Responsibilities 1. Select coaches and subsequently evaluate coaches (subject to review by the entire Board). 2. Determine size of your league 8 to 10 players per team additions or subtractions must be approved by the Head Basketball Commissioner. 3. Supervise your grade level s evaluations. 4. Supervise your grade level s selection process. 5. Formulate league schedules with the gym coordinator and update them as needed. 6. Enforce league rules and school district regulations. 7. Hand out equipment to the coaches at the beginning of the season. You are responsible for collecting it at the end of the season. 8. Coordinate with your coaches the date and time for picture day. 9. Set up league playoffs (consistent playoff format decided by Board) instructional leagues will not have playoffs. 10. Attend monthly basketball board meetings. 11. Supervise games and practices during the season as needed. 12. Commissioners have the right to remove a coach from a game who is not following the rules or is in violation of the coaches conduct below or SAA rules. Any further suspension and or disciplinary action must be approved by the Head Commissioner or Disciplinary committee. 13. Attend no less than four (4) open meetings with coaches from your league. 14. Collect signed code of conduct from all coaches in your league. Spring 2013 Revision Page 5 of 21

6 C. Coaches Responsibility 1. Coaches are selected by each individual league commissioner subject to review of the Board. Coaching a team the prior season does not guarantee a team for the following season. League commissioners are instructed to choose their coaches based on whom they feel will do the best job, which includes adhering to guidelines and overall philosophies of the program. 2. The SAA expects and demands nothing less than exemplary conduct from all players, coaches, parents and spectators at all SAA functions. Coaches are responsible for the conduct of their players, assistant coaches, parents and spectators, and are expected to prevent or correct any violation of the facilities management rules, league rules, or rules pertaining to the expectation of proper conduct by all parties. Intimidation of game officials will not be tolerated. 3. Only two coaches are allowed on the bench during the games. They should be seated on the side of the bench closest to the scorer s table. Only one coach is allowed to stand during the game at any time, and only to give instructions or encouragement to their own players. 4. Coaches are required to refrain from drinking alcoholic beverages prior to all practices and games. This rule also applies to all adults who attend games. Anyone in violation of this rule will be asked to leave the premises and will face disciplinary action by the Basketball Board. 5. Any coach called for two technical fouls in a game will be ejected from that game. A coach can be ejected for gross unsportsmanlike conduct or disruptive behavior (in the opinion of the game official), without receiving a second technical. Any coach who is ejected from a game is automatically suspended from his team s next game. When ejected a coach must leave the facility within three (3) minutes to allow the game to continue. The three minutes is to be used to arrange transportation for his son/daughter and not for arguing with the game officials (which will lead to additional disciplinary action). Leave the facility means the coach must leave the gym, the building, and the parking lot and not return that day. There will be no coaching from the hallways or lurking around to continue arguments with the game officials. 6. An ejection by an official automatically requires an additional 1-game suspension. 7. See the SAA Disciplinary policy for details on unsportsmanlike conduct or disregard for the rules/policies/procedures of the sport or of the SAA. 8. Coaches serve at the discretion of the Head Basketball Commissioner and Basketball Board of Commissioners and can be relieved at any time they deem necessary for the good of the SAA Basketball Program. 9. Collect signed code of conduct from all players parents/guardian in your league at first meeting and turn over to league commissioner. COMMISSIONER and COACH CODE OF CONDUCT (Developed and approved by the SAA Executive Board to be used in all SAA sports) I hereby pledge to provide safe and positive support, care, encouragement, information and instruction for all children participating in SAA by following this Code of Conduct: I will encourage good sportsmanship by demonstrating positive support and respect for all players, coaches and officials at every game, practice or other SAA event. I will place the emotional and physical well-being of all players ahead of my personal desire to win. I will support and respect all coaches and game officials in order to encourage a positive and enjoyable experience for all. Spring 2013 Revision Page 6 of 21

7 I will do everything I can to ensure a sports environment that is free from drugs and alcohol and shall not use drugs or alcohol at all SAA sporting events. I will not use tobacco products within 50 feet of any player during practices and games. I understand that smoking is prohibited on all school properties. I will remember that the game is for the youths, not the adults, and will act accordingly. I will do my best to make the sport fun for all SAA participants. I will insist that my players/coaches treat all other players, coaches, game officials and fans with respect. I will follow the sport rules and guidelines concerning issues of playing positions and playing time and I will ensure that they be followed (on my team/on all teams to the best of my ability) I will not touch a player except to offer consolation, congratulations or encouragement, and then, only in an appropriate manner. I will not use profanity during the course of any SAA activity while in the presence of any SAA player. I will ensure that no SAA games or practices for which I am responsible, in full or in part, will take place in violation of the SAA weather policies. I will do everything that I can to ensure that practice and playing conditions are safe for all players. I will follow the SAA and sport specific rules and guidelines regarding gym set up, game times, practice schedules and practice times. I will insist that any friends, relatives or visitors that are present at practices or games abide by this Code of Conduct. I agree to abide by this Code of Conduct and acknowledge that I could face disciplinary action for failing to do so, or for any other conduct detrimental to SAA, including up to a two game suspension without the benefit of a disciplinary hearing. D. Parent / Guardian Responsibility 1. Parents are expected to help out at games and practices. Each team must designate a hall monitor for games and practices. Hall monitors are responsible for keeping players and spectators out of the halls and foyers except for water and restrooms. We must keep troublemakers out as the SAA is responsible for any damage to District 54 property. 2. Parents are responsible for any children they bring into the building. We cannot have unsupervised children at anytime, anywhere on the premises. 3. Players who are dropped off must be escorted inside the building and left in the care of the coaches. Players should be picked up inside the building. If a parent is late picking up a player, the coaches must wait until they arrive. Prior arrangements must be made with the coaches if anyone other than the parent is picking up a player. 4. Any sibling caught damaging property, and or to making prank phone calls, the parents of that sibling will pay the fines or the cost of the damaged property. This also applies to adults.) PARENT / GUARDIAN CODE OF CONDUCT (Developed and approved by the SAA Executive Board to be used in all SAA sports) I hereby pledge to provide positive support, care and encouragement for my child participating in SAA by following this Code of Conduct: I will encourage good sportsmanship by demonstrating positive support for all players, coaches and game officials at every game, practice or other SAA event. 8 I will support and respect coaches and officials working with my child in order to encourage a positive and enjoyable experience for all. I will demand a sports environment for my child that is free from drugs and alcohol and shall not use drugs or alcohol at all SAA sporting events. I expect the coaches to follow the sport rules and guidelines concerning issues of playing positions and playing time and I will promote that they be followed. I will insist that any friends, relatives or visitors that are present at my child s practices or games abide by this Code of Conduct. As a parent / guardian of an SAA participant, I agree to abide by this Code of Conduct and acknowledge that I could face disciplinary action for failing to do so, or for any other conduct detrimental to SAA, including up to a two game suspension without the benefit of a disciplinary hearing. I have reviewed this policy with my child and he/she understands that there will be consequences for his/her negative actions. IV. SAA POLICY A. No sport shall authorize or allow the use of SAA mailing lists, labels or any SAA stationary or postage to promote other companies or organizations. Flyers can be distributed through the board members or managers/head coaches to the participants. No promotion in this manner can be made mandatory to any member. B. Distribution of team lists to anyone outside of the SAA is strictly prohibited. C. Phone numbers for children participating in SAA are not to be listed at any time or in any location on the SAA website or individual sites for teams registered with SAA. D. Alcoholic beverages shall not be provided by SAA on any occasion. E. Any SAA officer, director, sport commissioner, coach or team manager who places an order, enters into a contract or otherwise assumes a financial obligation not previously authorized by a Sport Board or the Executive Board in connection with an SAA sport, activity or function shall be personally responsible for any portion of said financial obligation not paid by SAA. F. All SAA coaches and team managers are personally liable for and are required to return all SAA equipment assigned to or purchased for their team at the end of the season on or before the deadline set by the Sport Head Commissioner. Any coach or team manager failing to return their assigned and/or SAA purchased equipment shall be obligated to pay the retail value of the equipment. This paragraph does not apply to normal usage loss or wear and tear of lesser equipment items. V. DISCIPLINARY POLICY The Head Commissioner may suspend managers, coaches, parents or players for up to 2 games without the benefit of a disciplinary hearing. If the contemplated suspension is greater than two games, a hearing will be conducted at a special meeting of the Disciplinary committee or the Basketball Board. Suspensions may carry into tournament play or the next season. Any coach receiving 2 separate SAA basketball suspensions in the same basketball season will be immediately expelled from coaching in the SAA basketball program for the remainder of the current season and possibly into the next season. Any coach receiving 3 separate SAA basketball suspensions over an unlimited span of years will be immediately expelled from coaching in the SAA basketball program forever. All results of a disciplinary hearing are reported to the SAA Executive Board. Spring 2013 Revision Page 8 of 21

9 217 CIVIC DRIVE SCHAUMBURG, IL Fax Approved: July 16, 2012 DISCIPLINARY POLICY The Schaumburg Athletic Association expects and demands nothing less than exemplary conduct from all commissioners, players, managers, coaches, spectators and game officials at all S.A.A. functions. This statement of disciplinary policy represents the first warning to commissioners, players, parents, coaches, managers, spectators and game officials regarding conduct. Managers/Coaches are responsible for the conduct of their players, coaches, parents, and spectators. Head Commissioners are responsible for their sport board members, managers and coaches. Misconduct will not be tolerated and a Head Commissioner is expected to correct any commissioner, manager/coach, player, parent or spectator who violates this policy. Misconduct in one sport, may affect participation in all SAA sports The following conduct by any SAA participant, member or game official will be subject to Disciplinary Action by the appropriate individual Sport Board: Unsportsmanlike conduct: This includes, but is not limited to the use of profanity toward another person during or resulting from any S.A.A. activity including but not limited to practices, pregame warm-ups, games or post game activities, etc.; throwing equipment in a display of emotion during any of the aforesaid times; verbal or physical abuse of another person during any of the aforesaid times; abusive conduct, harassment or intimidation directed at a game official; the use of alcohol during an SAA practice or game; any type of similar, unspecified conduct. Disregard for the Rules/Policies/Procedures of a sport or of SAA: This includes conduct portraying a disregard for the rules, policies and/or procedures of the sport or of SAA in general. This also includes: Appropriate supervision of players during games and practices Adherence to the SAA Lightning Policy Conduct Detrimental to SAA and/or its members The sport board shall set the disciplinary action for violation of either of the above categories. Up to a 2-game suspension can be rendered without the privilege of a disciplinary hearing. Any incident involving a disciplinary action shall be reported to the SAA Board of Directors In all cases, any incident involving the above categories of conduct shall immediately be reported orally to the head commissioner for that sport. Unprofessional conduct by an SAA game official shall be immediately reported to the person in charge of the game officials for that specific sport, who shall in turn report such complaint to the sport Head Commissioner. The head commissioner shall first determine if further action is necessary, above and beyond the minimum requirements in that sport. This determination shall occur within 72-hours of the incident. If the Head Commissioner determines no further action is to be taken, the SAA Board of Directors reserves the right to review the decision and take further action. Spring 2013 Revision Page 9 of 21

10 If it is determined that further action is necessary, the Head Commissioner shall notify the person(s) involved they are suspended pending the outcome of a disciplinary hearing. 72-Hours notice of the hearing shall be given. The Head Commissioner will contact the sport disciplinary committee, if one exists, the other members of that sport board, the President of SAA, and a disciplinary hearing shall be scheduled. All subjects of the disciplinary hearing shall receive notice of said hearing in writing and shall have the right to present witnesses and statements on their behalf. The official statement of a game official, if applicable, and statements of persons regarding the conduct in question, and any relevant statement by the sport commissioner shall also be presented at said hearing. The hearing board has the right to set a reasonable time limit for each statement presented. The hearing shall be conducted within 15 days of the above notice given to all subjects of the hearing. A written record shall be kept of all disciplinary proceedings and decisions. No verbatim recording or transcript of the proceedings shall be allowed. The disciplinary hearing may result in any of the following decisions: 1. no further action 2. written reprimand 3. suspension for any time period deemed appropriate except that a finding of abusive physical contact shall require a minimum of a one year suspension 4. expulsion from the sport A find of abusive physical contact shall be reviewed by the Executive Board and may result in a suspension from all SAA activities in all sports, including games, practices, all-stars, traveling teams, etc. After review, the party in question will be contacted in writing of any further suspension for other SAA activities. All expulsions shall be reviewed by the Executive Board, after which the Executive Board may expel the person from all of SAA. If an appeal is submitted, the Sport s Board decision shall remain in effect until the Executive Board s appeal ruling. Disciplines may carry over into the next season. The decision of the hearing board or committee shall be by majority vote. The hearing board or committee shall within 3 business days of the hearing issue a written decision as to further disciplinary action, if any. Said decision shall be delivered to the Head Commissioner, the party/parties involved, and the SAA President. The disciplinary file shall also be delivered to the SAA President. The S.A.A. Executive Board shall handle any incident involving a Head Commissioner and a sport s board shall take no disciplinary action. The S.A.A. executive board shall follow the same procedures and have the same authority regarding an incident involving a Head Commissioner, as a sport s board has regarding any incident involving a non-commissioner. Appeals: An appeal of a decision of a sport board disciplinary hearing to the SAA Executive Board will be considered only under the following circumstances: 1. The decision was expulsion from the sport 2. The basis for the appeal is that the sport board violated the SAA Disciplinary Policy at the disciplinary hearing In order for the Executive Board to consider a request for an appeal, a Notice of Appeal must be delivered to the SAA President within 30 days of the sport board ruling. The Notice of Appeal must include all reasons why the Executive Board should consider the appeal. These reasons must be limited to the two above listed circumstances. Upon receipt of the Notice of Appeal, the SAA President shall present it to the Executive Board for review. If 2/3 of the Executive Board votes that the reasons for the requested appeal meets the above criteria, the President shall appoint a three-member Executive Board Panel to conduct the appeal hearing. A majority decision of that panel will be final. The panel may rule for vindication, uphold the league ruling, or render any other decision the panel sees fit. The panel will notify the parties involved and the Head Commissioner of the sport within 3 days of its decision. Spring 2013 Revision Page 10 of 21

11 Any S.A.A. member or participant may also report incidents of unsportsmanlike conduct, disregard for the rules, policies or procedures to a commissioner for review by the sport board. The procedures outlined above shall be followed for such reports. WARNING: THE AFORESAID HEARING SHALL BE THE ONLY OPPORTUNITY FOR A HEARING. NO EXCEPTIONS WILL BE MADE. ALL DECISIONS OF THE S.A.A. EXECUTIVE BOARD WILL BE FINAL AND WILL TAKE EFFECT IMMEDIATELY. VI. PROCEDURES A. Registration Registration reminders (post cards and eblast) are sent to all players who were on a roster at the conclusion of the prior season. Registration information is also published on the SAA basketball website. Registration may start in the summer months. Our goal is to accommodate as many children as possible with the amount of gym time provided by the school district and the number of parents that volunteer to coach. (Late registrations and failure to submit payment or failure to show up for evaluations will cause you to be put on a waiting list.) No refunds will be given after September 28, 2013 for any reason. Basketball reserves the right to waive fees for Basketball board members. Based on league funds, scholarships may be granted if sufficient evidence proves the need to do so through an application process. B. League Structure Players are placed in leagues based on their grade in school and not by age. The entry-level leagues are for first graders and the oldest level is for high school. Leagues are organized as follows (leagues may be combined, if registrations are low in a league): Division Pee-Wee (Co-Ed) Instructional Youth Junior Senior Grade 1 st & 2 nd Girls and Boys 3 rd & 4 th Girls and Boys 5 th & 6 th Girls and Boys 7 th & 8 th Girls and Boys 9 th thru 12 th Girls and Boys All players eligible for the draft must fall under one of the following criteria: District #54 students Residents of the Village of Schaumburg or Schaumburg Township Residents of Schaumburg Park District Residents from surrounding areas are welcome and will be accepted in accordance with the SAA Bylaws. The goal of the program is to have balanced teams and fair competition. Leagues (3rd 8th) will have a player evaluation, and it is recommended that each use an independent evaluator(s) in addition to all coaches. An organized draft for 3 rd through 8 th grade will take place following evaluations and final rankings, with all coaches present. The open draft system will be one that coaches will draft in a systematic order in accordance with the Basketball Board s written instructions and will be consistent across all leagues within the draft. Players in grades 3-8 will be rated one through ten, and be drafted by the Spring 2013 Revision Page 11 of 21

12 coaches based on their ratings. Use of this system should result in a more even distribution of talent among the teams in each league. Special requests to be placed with a particular coach or player will not be honored. However, request to not play for a particular coach will be considered, keeping in mind to even the teams. No more than two coaches per team are allowed. All 1 st and 2 nd grade players will be place on teams by school as best possible. All leagues will be required to attend a parent meeting. C. Schedule Each individual league commissioner is responsible for providing a practice and a game schedule for his/her league. With sufficient gym time, the minimum should be one practice and one game per week. Registrants should be contacted regarding their status (in a league or on a waiting list) after the close of registration. Evaluations are typically held in October, along with the drafting of players onto teams. Coaches will be instructed to contact their players within three calendar days of being assigned to a team and to hold a team meeting prior to their first practice, typically in November. Games typically begin the first weekend of January, and may be scheduled for play on Friday or Saturday (Sunday games may be needed) in any given week. Picture Day is typically the first or second weekend in December. The leagues will break for Thanksgiving and Christmas holidays and resume as School District 54 reopens. Final games or season ending events should be concluded by March, prior to Spring Break. D. Uniform Uniforms will be provided to all players and will consist of a shirt and shorts. The uniform provided must be worn for all games. (Uniforms will be fitted at your evaluations) If you fail to meet the payment requirements and/or evaluation, you will be put on a waiting list. E. Sponsorship Each team is required to secure a $ sponsorship. These sponsorships must be received by the SAA office before Uniform distribution, in which a receipt will be given. A team will not receive uniforms or play any games until the team fulfills this requirement. If sponsorships are not secured, parents of the team are responsible to contribute an equal amount per player to meet the $ team requirement. VII. OFFICIAL RULES A. The High School Rules published by the National Federation of State High School Associations will be followed except where amended by league rule or the individual league commissioner. There will be a graduated progression in the league rules for the various grade levels. B. Playoffs for the competitive leagues will be determined by the Basketball Board. C. Protests will not be allowed in any game. Final decision of the game officials will stand. D. Each player, regardless of ability, is guaranteed playing time of one full quarter from start to finish in each half. E. Before the start of the first and third quarters, each coach will hand the other coach his starting lineup (at the same time). The game will not start until this process is complete. F. SUBSTITUTION RULES: In the Competitive leagues, when a team is playing with less than the full ten player roster a substitution rule will be used based on the draft order of the team playing shorthanded. This is done in the interest of parity. When a team is missing their ninth or tenth round player, the coach is not allowed to play his first and second round players in the competitive leagues. In the instructional leagues, each individual commissioner will be responsible for seeing that the coaches set Spring 2013 Revision Page 12 of 21

13 up a rotation for extra playing time and monitor the scorebooks for quarters played to insure that there are no abuses. The goal is to have all children play the same amount of game time. G. SUBSTITUTION RULES SPECIFIC TO THE INSTRUCTIONAL LEAGUES: Each player must play a minimum of one quarter per half. Substitutions should only occur at the end of quarters, unless agreed to by both coaches due to injuries. Players needing to arrive late or leave early (with advance notice) may play two quarters in one half upon the discretion of the coaches. To discourage arriving late to games without advance notice to the coaches, anyone arriving after the first half has ended (with no previous notice) will only be allowed to play one quarter. No player can play 4 quarters until every other player has played 3 quarters, unless there is a physical or medical reason a player cannot play 3 quarters. H. SUBSTITUTION RULES SPECIFIC TO THE COMPETITIVE LEAGUES: I. If a player does not show up for a game, the coach is allowed to play the immediate player drafted before the missing player and any player drafted below or any two players drafted below the missing player. J. If a player has to leave the game for whatever reason (sickness, injury, has to attend another function, etc.), the coach can only play the player drafted below the leaving player. K. If a player has been ejected or fouled out, the coach can only play the players drafted below the ejected player for the remainder of the game and/or the game in which the player is suspended. L. If a player shows up in the middle of the second quarter, that player can only participate in one quarter of the second half. If the player shows up in the third quarter, that player may play in the fourth quarter if only all other players have gotten their second quarter of play in the second half. M. No player may play four quarters in a game until all other players have played three quarters. N. Any portion of a quarter is deemed a full quarter for purposes of substitutions (except in the case of injury). O. All coaches must abide by these rules of substitution and are not allowed to change or ignore these rules in any specific game situation, even if both coaches agree to a rule change. (If a team is caught doing illegal substitutions, that team will forfeit that game; this applies for the full season, and playoffs. Sometimes we forget, and it s an honest mistake, but if you read your rulebooks, it shouldn t happen.) P. The requirement of proper conduct by players, coaches, and spectators is not just limited to the game itself, but also to the time prior to and after each event. Conduct that would have merited a technical or ejection during a game that occurs prior to or after the game could lead to disciplinary action. All players and coaches must comply with the SAA rules in order to participate. Q. There is a zero tolerance policy for failure to adhere to the conduct rule. All violations of the conduct policy are subject to further review by the basketball board, and further disciplinary action may be taken based on the SAA Disciplinary Policy. (Parents, players, commissioners, coaches, refs, and siblings, all fall under the 0 Tolerance Policy) R. Only league uniforms are to be worn for games. S. Coaches will receive a roster of the registered players on the team, and must always have this roster with them for practices and games. T. Medical Waiver forms must be signed by the respective parent PRIOR TO allowing the child to participate in practices or games. Forms will be provided by the Basketball league commissioner. U. Players should have trimmed fingernails. Jewelry shall not be worn except for religious or medical medals. A religious medal must be taped and worn under the uniform. A medical alert must be taped and may be visible. V. Players that have a medical condition that is currently being treated or requires long-term care must provide a written physician s release allowing them to participate in the program. This is in addition to the normal medical waiver. W. Those who have braces must wear mouth guards in practices and games. X. All glasses must be secured by a strap and the strap shall not dangle loose behind the head. Y. All hair bows or other hair restraints must be made of soft materials. Z. No casts allowed, even if they have a soft wrap. Spring 2013 Revision Page 13 of 21

14 AA. Any appearance of blood constitutes a stoppage of play. The bleeding wound or area must be entirely stopped and covered before the player may re-enter the game. BB. Players must be in their appropriate grade level for each league. The Head Basketball Commissioner and Board have the authority to make an exception to this rule. CC. Gym shoes and sweat socks must be worn. DD. Games require one adult volunteer (18 years or older) from each team to cover the administration on the game scorebook and the game clock. 1. Possession Arrow a. At the beginning of the game there is a jump ball. If the red team gets possession of the ball the arrow points to the blue team s basket for the next jump ball. The arrow will continue to switch throughout all quarters for each jump ball. b. At the end of the 1 st, 2nd and 3rd quarters whatever way (basket) the arrow is pointing indicates which team will get the ball first for the next quarter. Once the ball is thrown into play at the start of the 2 nd, 3 rd and 4 th quarters the arrow switches. c. At the end of the 2 nd quarter the arrow is switched because the teams are switching baskets that they are shooting at for the 3 rd and 4 th quarter. d. It is possible that the red team could get the ball at the beginning of every quarter. 2. Overtime a. In the competitive leagues, at the end of regulation play with the score tied, the game will go into overtime. b. All players are eligible to play, except those players who have fouled out. All player fouls and technical fouls, points and remaining time outs carry over to the overtime period(s). Each team will receive one additional time out for each overtime period. c. Each team may play any eligible player in the first overtime period but once again, the substitution rules will determine which players may play in any following overtime periods. Also, no player may play four periods until all players have played three. d. In the 5 th Grade Boys, 6 th Grade Boys and 5 th and 6 th Grade Girls, each overtime period will be three (3) minutes with a one (1) minute break. e. In the 7 th & 8 th Grade Boys and Girls, and in the High School league, each overtime period will be three and one-half (3-1/2) minutes with a one-minute break. f. In the event of a third OT, the game will end on the first point scored. 3. Fouls a. Players are allowed 5 fouls per game. In the unlikely event that you have only 5 players or everyone but 5 players have fouled out and one of these players commits her/his foul, the following rule will apply: The fouled out players team will be assessed a 2-shot technical and loss of ball (in addition to foul shots earned on the actual foul). The player will remain in the game. If the same player commits a 6 th foul no penalty is assessed, other than normal foul shots. b. Any player who receives a second intentional foul call or a flagrant foul call and any player or coach who receives a second technical foul, will be ejected from the game and must leave the gym and building and not return for the remainder of the day. c. In the opinion of the referee, if the infraction committed by a player, coach or spectator is of a serious nature, the referee may eject that person on the first technical. 15 d. In leagues 1 st through 4 th, the foul shooter may cross the free throw line while releasing the free throw. For grades 5 th and above, the foul shooter must stay behind the foul line. The shooter cannot charge the basket for a rebound until the ball hits the rim. All other players cannot enter the lane until the ball hits the rim also. e. The referees may terminate the game if there is a serious or persistent problem. VIII. DIVISION RULES A. Pee Wee Division (1 st & 2 nd Grade) 1. Games will be played on eight (8) foot baskets. 2. A junior size ball will be used (27.0) ball. 3. There is no 3-point shot. 4. Games will consist of four (4) nine (9) minute quarters. The clock is a running clock that is stopped only for team time-outs, official s time-outs, or free throw shooting. 5. There are three time-outs per game (per team). 6. Games will require one volunteer from each team, to cover administration of the game scorebook, and game clock. 7. Scorekeeping is done by quarter, with the scoreboards reset to zero at the end of each quarter. There will be no final game score recorded, and no individual scoring kept or recorded. Scorebooks will keep track of time-outs, individual fouls, team fouls, and who played in what quarter. There are no overtime periods. A quarter can end in a tie. 8. Players will be allowed five (5) fouls per game and are out of the game on their fifth foul. If an intentional foul is called, the player committing the intentional foul will be assessed a two-shot technical but allowed to remain in the game. If the same player commits a second intentional foul in the same game the player will be ejected from the game. Flagrant fouls will not be tolerated. Any player committing a flagrant foul (in the opinion of the game official) will be assessed a two-shot technical and ejected from the game. 9. No defense in the backcourt. The no defense in the backcourt call will take precedence over any other foul or action occurring at the same time. 10. Teams must use a player-to-player defense. No switching is allowed. No double-teaming is allowed. No fast breaks allowed. No simultaneous double screens allowed on one defensive player. 11. Defenders must react to the ball/player movement and not guard an area. They must remain approximately 2 arm s length or 4 feet from the offensive player. 12. There will be a neutral zone established and marked by tape on either side of the mid-court line (8 feet). Defenders cannot play defense or break the plane of the neutral zone. The neutral zone is permanent. 13. On a sideline out of bounds play the ball will be taken in the neutral zone. 14. No isolation plays are allowed by the offense. 15. The free throw line will be marked three (3) feet inside the free throw line on the court. 16. Period breaks are two minutes; half time breaks are five minutes B. Instructional / Youth / Junior Division (3 rd & 4 th Grade) 1. No wristbands 2. A (28.5) size ball will be used. 3. There is no 3-point shot. 4. Games will consist of four (4) nine (9) minute quarters. The clock is a running clock that is stopped only for team time-outs, official s time-outs, or free throw shooting. 5. There are three time-outs per game (per team). Players will be allowed five (5) fouls per game and are out of the game on their fifth foul. If an intentional foul is called, the player committing the intentional foul will be assessed a two-shot technical but allowed to remain in the game. If the same player commits a second intentional foul in the same game the player will be ejected from the game. Flagrant fouls will not be tolerated. Any player committing a flagrant foul (in the opinion of the game official) will be assessed a two-shot technical and ejected from the game. 10. Games will be played on ten (10) foot baskets. 11. Any defensive player will be allowed to stop progress and defend until recovery. 13. Defenders must react to the ball/player movement and not guard an area. They must remain approximately 2 arm s length or 4 feet from the offensive player. 14. No simultaneous double screens allowed on one defensive player. 15. There will be a neutral zone established and marked by tape on either side of the mid-court line (4 feet for 3 rd & 4 th grade girls and 3 rd grade boys, and the half-court line for 4 th grade boys). Defenders cannot play defense or break the plane of the neutral zone until: 1) the ball has broken the neutral zone plane; 2) a pass has been completed in the neutral zone. At that point, the neutral zone disappears for that possession. On any out of bounds play the neutral zone is reestablished. After the offensive ball handler has established front court position there will be a five count by the game official for that player to either release a pass or break the neutral zone plane. On the first violation, the offense will be given a warning and then inbound the ball from the side, near the half court in their neutral zone. The second violation will result in the possession of the ball going to the defensive team. 16. No isolation plays are allowed by the offense. 17. There is a 5-second count allowed for offensive players in the paint. 18. Switching will be allowed on picks only and can t result in a double team. 19. The free throw line will be marked three (3) feet inside the free throw line on the court for 3 rd & 4 th girls and 3 rd grade boys, except the 4 th grade boys (two (2) feet inside). 20. Period breaks are two minutes; half time breaks are five minutes (5 th & 6th Grade Girls / 5 th Grade Boys) 1. An intermediate size (28.5) ball will be used for the 5 th -6 th girls 2. An intermediate size (28.5) ball will be used for the 5 th boys 3. A regulation size ball will be used for the 6 th grade boys 4. All games are played on regulation 10 foot baskets 5. Super Bonus (two shots awarded) takes effect on the tenth team foul of the half. 9. Players will be allowed five (5) fouls per game and are out of the game on their fifth foul. If an intentional foul is called, the player committing the intentional foul will be assessed a two-shot technical but allowed to remain in the game. If the same player commits a second intentional foul in the same game, the player will be ejected from the game. Flagrant fouls will not be tolerated. A (28.5) ball will be used for the 7 th /8 th grade girls 2. A regulation size ball will be used for the 6 th /7 th / 8 th boys 3. All games are played on regulation 10 foot baskets 4. The 3-point shot is allowed on courts so marked. 5. Games will consist of four seven-minute quarters of standard clock time. Overtime periods will be three minutes. 6. There is the standard 3-second count for offensive players in the paint. 7. There are three time-outs per game (per team). Calling a time-out when a team has none left will result in a bench technical (2 shots) and loss of the ball. 8. Bonus will be on the seventh team foul of the half. Super Bonus (two shots awarded) will be in effect on the tenth team foul of the half. 9. Players will be allowed five (5) fouls per game and are out of the game on their fifth foul. If an intentional foul is called, the player committing the intentional foul will be assessed a two-shot technical but allowed to remain in the game. Any full court press is allowed except when a team has a ten point lead or higher. C. Senior Division (High School) The league will follow IHSA basketball rules with the following exceptions: 1. Each team will have 2 timeouts per game and will not be allowed to carry into any overtime. Spring 2013 Revision Page 17 of 21

18 2. Game time consists of: two 23 minute halves with a running clock. Exceptions are: timeouts, injury, and the last 2 minutes of the game. 3. If there is a tie at the end of regulation, a three minute overtime period with a running clock. 1 timeout per team will be allowed. 4. There will be 2 minutes between halves and 2 minutes at the end of the game due to time constraints, so please have players ready to go. Substitute on a dead ball with the referee s signal and do so quickly. 5. If a 2 nd OT is needed, it will end after 1 st team scores. Remember that the goal of the league is to allow ALL players to have the opportunity to develop skills and enjoy the game. We suggest rotating players every three minutes. IX. OPERATIONS AND MANTENANCE Schaumburg School District E. Schaumburg Road Schaumburg IL FACILITIES A vital component of our basketball program is the availability of School District #54 facilities. The following is a list of rules that must be strictly enforced and adhered to no matter whose building we are using: If you are the first team scheduled at a facility for either a practice or a game, it is imperative that you are on time. Custodians are directed to lock the building if teams are late for their scheduled times. This obviously would have a compounding effect, since not only does the first team not get the gym, but also everyone scheduled behind them. Use of the school district emergency number is reserved for true emergencies and not to solve an inconvenience. A custodian running ten minutes late is not an emergency. The coaches of the first teams opening the building are responsible for proper set-up and communicating with the custodian when he should return for closing that day. Only adults are allowed to move tables, chairs, or bleachers. If you are the last team scheduled for either a practice or a game, you are responsible for takedown and clean up. Curtains must be drawn and tied, floors dry-mopped, garbage picked up, and restrooms inspected. You are not allowed to leave the building until you have checked out with the custodian that everything is satisfactory. Under no circumstances should the building be left unattended. If the custodian is a no-show on a weekend, wait a reasonable amount of time (thirty minutes) and then call the emergency number. On weeknights there is always a custodian in the school, but sometimes it takes a while to get their attention to come and lock up behind you. If the first coach did his job and told the custodian when to come and lock up, this should not be a problem. Spring 2013 Revision Page 18 of 21

19 All areas of the school must be monitored by an adult at all practices and games including entrances, hallways, and restrooms. Special attention should be made that the following are not tampered with: school lockers, school art on walls, secured doorways/classrooms, pay phones, fire extinguishers and alarms, and all other items that seem to attract attention. Children (either players or siblings) cannot be left unattended at any time while in the building. Hall monitors are responsible for the security of the building. Coaches and Assistant Coaches are responsible for their players. Parents are responsible for any child they bring to the building. (Anybody caught destroying property, and/or not following the school #54 rules will be asked to leave, and depending on the situation, may not be allowed to come back) No smoking on school premises. No food, drinks (except water), or gum chewing on school premises. In the past, water bottles with beverages other than water have been spilled in the bench areas and the sticky contents tracked all over, including the playing surface. No parking in the school driveways or fire lanes. No children can use the pay phones unsupervised. This leads to 911 calls and is a real problem for the police department. (Anybody caught using the phones for anything except an emergency will be paying the fine. If any child is caught using the phone, the parents will be responsible for the fine, whatever it may be. A FAKE 911 CALL COULD BE AT LEAST $ ) Doors are not to be propped open and left unattended. Each coach is ultimately responsible for every player, parent, family member, or friend associated with his team while on School District #54 property. Only the Head Commissioner or his/her authorized representative is allowed to contact the school district or park district to arrange rentals, cancellations, or schedule time in any facility. Coaches and league commissioners must process all requests through the proper channels. The same policy applies to any purchases or contracts involving or committing the SAA in any way. Coaches will be allowed to trade/swap practices, as long as all scheduled time is used and the league commissioner approves. Under no circumstances are coaches allowed to swap games. There are no abuses of this privilege. Only the league commissioner is authorized to change the game schedule. Coaches are not allowed to cancel practices. There will be absolutely no unsanctioned practices. Teams will be allowed to practice only according to the practice and game schedule provided by the league commissioner. A coach or parent supervising five or more players from the same team will be construed as an unsanctioned practice and will face disciplinary action from the Basketball Board. No propping of doors to keep them open. Ring the doorbell or use door monitors. Use of school equipment is prohibited. Moving any school equipment is prohibited. The set up when a team arrives needs to be the same as when they leave All food, water bottles, snack wrappers should be deposited in the waste cans and removed from the bleachers and gym area. Anything brought in needs to be removed. Adherence to Community use of District Facilities Board Policy KG-R. X. MEDICAL EMERGENCY In the event that one of your players should be injured during a game or practice, the coach should first find out if the parent is present and let him/her take over. If no parent is present and the injury is of a serious nature, call the fire department for assistance. DO NOT attempt to move the injured player. The coach s job is to Spring 2013 Revision Page 19 of 21

20 comfort the injured player until qualified personnel arrive. Each coach will be supplied with injury reports, which MUST be filled out for any injury that removes a player from the practice or game. Return this report to the respective League Commissioner within 24 hours. All injury reports must be submitted to the SAA office for use in case of an insurance claim. A player with a pre-existing medical condition that requires medication (e.g., asthma) must have that medication with them at all times during practices and games. It is the parent s responsibility to make sure their child gets the attention needed and is there to administer any medication. Coaches are not responsible for administering medication. XI. PLAYOFFS A. 1st thru 4th grade instructional leagues do not have a season ending tournament. B. There will be no standings throughout the regular season for any league. C. 5th thru 8th grade boys and girls competitive leagues will have a double-elimination season ending tournament. Seeding will be determined by a blind draw. XII. ALL STAR GAMES All-Star games will be held for 5 th through 8 th grade leagues. The player s chosen will receive this honor solely by the majority vote of their teammates and without prompting from managers or coaches. It will be the player s choice and it is not to be questioned. The managers will be directed to provide a ballot to each player for a write-in vote at a practice, prior to the last game of the regular season. Players must fill out these ballots and return them to the team manager at that practice. The appointed players will be notified after all the ballots are counted. Ballots are to be turned in to the league commissioner when providing the names of the appointed All-Star players. If there is supporting evidence that the above format was not followed, the prior play appointments will be voided and a new ballot vote will be conducted by the League Commissioner or a representative from the Basketball Board. Commissioners will take a very strong position against any manager who violates this procedure. XIII. AWARDS All instructional league players will receive a participation award. In all competitive leagues, the awards will be provided as follows: Playoffs every player of a 1 st, 2 nd and 3 rd place team will receive a trophy Every other player will receive a participation trophy.
