1 KENTUCKY ABA RULEBOOK MISSION STATEMENT The purpose of the All-American Basketball Association (ABA) is to provide and promote the opportunity for young boys and girls to participate in an organized basketball program which promotes learning, sportsmanship, physical fitness and leadership through athletic competition. INTRODUCTION The All-American Basketball Association is a non-profit corporation which has adopted through its Kentucky Board of Directors the Mission Statement reflected above and in furthermore of that statement has as its goal to encourage the establishment of local and state organizations which will organize and develop local programs in accordance with the purpose, mission and philosophy as adopted by the Kentucky Board of Directors. KENTUCKY BOARD OF DIRECTORS (ABA) The Board of Directors shall adopt rules and regulations regarding the formation and the general operation of state and local leagues. The Board shall also insure that all the rules and regulations of the ABA are adopted and followed at the State level. The Board shall be responsible for selecting and providing officials to oversee all state and regional ABA tournaments in accordance with the format required by its rules and regulations. Included in its duties shall be the authorization in the use of the league logo, provide guidelines for registration and establish fees and membership dues. 1

2 KENTUCKY BOARD OF DIRECTORS The Kentucky Board of Directors shall be comprised of members of the various local organizations and among its duties shall include the following: select sites for Regionals and State tournaments, help providing officials, and coordinate requirements for team and player participation at the Regional and State tournaments. LOCAL ABA BOARD OF DIRECTORS The local organization shall be incorporated and shall have a Board of Directors who will organize a league in accordance with the rules and regulations of the Kentucky ABA Board of Directors. The local Board shall have control over local rules, the determination of how teams are selected, the number of games and practices, how teams will participate in post regular season tournaments, and be responsible for establishing locations for teams to play and the selections of officials. PLAYER PARTICIPATION A player must participate in only one (1) age division of ABA basketball program. A player may not participate in more than one (1) qualifying ABA league RESIDENCY REQUIREMENTS A player must participate in the ABA Program within their county of residence unless no program is available in their home county. If this is the case, a player must play in the program nearest their home. Exceptions will be addressed on an individual basis by the Kentucky ABA Board of Directors. Any exception approved must be done prior to the start of the leagues regular season. Players already in a program that joins ABA may stay, but new players must play in their home county if available. 2

3 LEAGUES AND AGE DIVISIONS The ABA leagues are divided into four (4) age groups: instructional league, training league, junior varsity league and varsity league. Leagues shall follow the rules set forth for basketball by the National Federation of State High School Athletics except for the stated differences applicable to each league. The leagues will be divided by Age (the player s age as of August 1) in the following manner 1. Instructional League 6 & 7 year old 2. Training League 8 & 9 year old 3. Junior Varsity League 10 & 11 year old 4. Varsity League 12 & 13 year old INSTRUCTIONAL LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 8 on or after August 1, then he/she is eligible for the Instructional League. TRAINING LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 10 on or after August 1, they are eligible to play in the training league. JUNIOR VARSITY LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 12 on or after August 1, they are eligible to play in the junior varsity league. 3

4 VARSITY LEAGUE The league in which a boy or girl participates is determined by their age on August 1. If a player turns 14 on or after August 1, they are eligible to play in the varsity league. **ALL PLAYERS MUST BE REGISTERED WITH THE KENTUCKY ABA ALL LEAGUES. All tournament or all-star teams must consist of 10 players and not more than 12 players. In the Regional & State tournaments, a team can start the first quarter with at least 5 players present. At the end of the first quarter if there are less than 8 players present, the team must forfeit. If a team has more than 12 players, it must be approved by the Kentucky Board of Directors prior to all-star season. Teams and players must play at least six (6) games within their local league. Any exceptions for things like injury, weather conditions that canceled some of the games, shall be brought to the Kentucky Board of Directors for final ruling and action. Granted exceptions will be given by the board in writing. Leagues must send a copy of their league schedule and roster to the ABA secretary by March 1 and verification that they have checked all the regular season scorebooks to be sure all players participated in at least 6 games. SPORTSMANSHIP Leagues are required to maintain an environment that encourages good sportsmanship for all ages. No noise is permitted from fans, coaches or players during free throw attempts. If this rule is broken, the person or persons will be required to leave the gym. 4

5 FACILITIES & EQUIPMENT 1. Playing Court: For all four (4) leagues, the size of the playing court may vary depending upon available facilities 2. Goal Height: 1. Instructional League 9 foot 2. Jr. Varsity League 15 foot from the backboard/12 ft. wide ***IF JV PLAYER JUMPS OVER THE FREE THROW LINE IT WILL NOT RESULT IN A LANE VIOLATION. 4. Varsity League 15 foot from the backboard/12 ft. wide 5. Uniforms: For all leagues, ABA requires that every player on a team have their shirts and shorts matching colors. All team players must have the same color of shirts and the same color of shorts. Bike type long shorts may be worn under the uniform shorts as long as all the biker shorts are the 5

6 predominant color of the uniform shorts or grey or black. Players wearing biker shorts should all wear the same color. T-shirts may be worn under uniform jersey as long as they are the predominant color of the uniform. Time regulations GAME REGULATIONS 1. Instructional League 5 MIN QUARTERS 2. Varsity League 6 MIN QUARTERS Overtime Regulations For all leagues, if the score is tied after regulation play, an overtime period of 3 minutes will be played. Each subsequent overtime period will consist of 3 minutes. Allowed Time Outs For each league, each team is entitled to four (4) charged time-outs during a regulation game. During each overtime period, each team is entitled one (1) extra time-out. Any unused time-outs can be used during the overtime. Time-outs in excess of the allotted number may be requested and shall be granted during regulation playing time or any overtime period but a technical foul will be given for each additional time-out. Playing Regulations For all leagues, a tournament roster shall consist of a minimum of ten (10) players and a maximum of twelve (12) players. A team must have 8 eligible players to participate in Regional and State Tournament games. (This rule does not apply to Invitational tournaments.) If a team does not have 8 players present when the game is to begin, the game will start on schedule. At the end of the 6

7 first quarter, if a team does not have the necessary 8 players then the game will result in forfeiture. The first five (5) players listed in the book will be your teams starting 5. Teams will be allowed to sub any player at any time in the first half. A player is only eligible to play in three (3) quarters of a regulation game. No player shall play in all four (4) quarters of any regulation game. During overtimes a coach may use any of the players listed. Full Court (Pressing) Defense 1. Instructional League Allowed only the last 30 seconds of game & last 30 seconds of overtime. 2. Training League Allowed during the 3 rd & 4 th Quarter only 3. Jr. Varsity League Allowed the entire game 4 Varsity League Allowed the entire game ** No backcourt pressing is allowed by a team that has a 15 point or greater lead, in any league. ** Three (3) Point Field Goals Three (3) point shots will be awarded in the jv/varsity league only. Free Throw Player Alignment For those ages not shooting at the 15 feet, players will be moved to the bottom block so the defender closest to the shooter is not even with them but in front of them. Illegal Defense In the instructional, and training league a team is allowed two (2) illegal defenses per game. An illegal defense is called when defensive players guard the offensive play in the back court 7

8 (pressing) when it is not allowed. A technical foul will be called on the third (3 rd ) illegal offense and the offensive team will be awarded one (1) free throw and the ball out of bounds. Technical Foul: All technical fouls assessed except for illegal defense will result in two (2) free throws and the ball out of bounds. Ejection from the Game: Any coach or player ejected from a game must meet with an ABA Board Member and/ or designated Gym Director and official involved before being reinstated for the next game. Zero Tolerance Zero Tolerance applies to all coaches, players and fans. Inappropriate behavior will result in immediate removal from the gym. Failure to leave in an orderly manner will be considered a second offense. A Second Offense of zero tolerance will result in the individual not being allowed to attend any ABA games and functions for the reminder of the season. If behavior is extreme, the individual may be banned from ABA and may not be given a second chance. TOURNAMENT CHECK-IN PROCEDURE To be eligible to play in the Regional and/or State all paperwork must be received by FEB 11TH. This includes: completed birth verifications, a completed All Tournament Roster and proof of six regular season games played. 8

9 TOURNAMENT PROCEDURES- Director ABA Basketball structures post season tournaments for its eligible leagues. Leagues are not required to participate in tournament play, but it is strongly recommended. ABA will furnish a tournament director for Regional and State tournaments. The director will have a list of the players who are eligible to play. ABA LEAGUE REGISTRATION 1. Completed registration forms must be submitted to All-American Basketball Association, 225 E Waller St. Morganfield, KY By FEB. 11 th Forms are available at kentuckyaba.com Or by called ABA at Registration dues are $4.00 per player and should be sent with the official registration form due Feb 11, The official emblem and name All-American Basketball are registered and can only be used by leagues that have submitted registration and are accepted by ABA. 4. A copy of the league rosters and schedule of games should accompany the registration. 9

10 REQUIREMENTS FOR POST SEASON PLAY 1 To be eligible for post season play, a program must register a minimum of 50 players. 2. Players must participate in a total of six (6) regular season games or league tournament games. These games will be verified by the local league director whose signature on the Official Team Roster verifies that scorebooks were checked and every player participating in the Regional and/or State played in 6 games. 3. Players are eligible to participate only in the same age division in post-season play as they did in regular season. 4. Age Verification for post-season play will be required. A completed Birth Verification with the information (name, date of birth, school and the signature of the player s league director) completely filled in. A completed All Tournament Roster should accompany verification. 5. The number of players registered in an age division will determine the number of post=season teams that will be allowed in that age division. The following system will be used: players 1 team players 2 teams players 3 teams 100 and up 4 teams 6. Questions concerning registration: Tom Goodloe or Andy Sprague
