U21 National Championship Congratulations go to both of our WA umpires after they returned from U/21 Men s National Championships in Brisbane. Lee Nugawela & Scott Embry both performed extremely well, with Scott securing a role in the grand final. Hockey WA has also received confirmation of the U/18National Women s Championship panel to attend in July in Canberra. Alisha Williams, Tahlya Sleep & Bryanna Lockley have all been selected to attend. Congratulations go out to the ladies. It is always a pleasure to acknowledge our WA officials with respect to National & International appointments. If you know of any other achievement, please send through details to Working with these junior umpires was a number of umpire coaches and club umpire coordinators. Hockey WA received a fantastic response from clubs keen to have their newest officials mentored during the carnival. Sarah Allanson, Head of the Hockey WA Junior Umpire Program The Pitt squad attended, with two of her current program mentors Josh Harmon and Jordan Button. Up to twenty junior umpires were mentored during the carnival, with Harry Wallington, a current Pitt Squad umpire, and Peta Anderson also lending a hand with the umpires from Westside Wolves. It was fantastic to see so many junior umpires out on the pitches, and also to see lots of girls! Hockey WA appreciates the time and effort put in by all of these volunteers and is grateful for the response and assistance given by clubs. Smater Than Smoking J5/6 Carnival On Saturday April 13 over 1100 J5/6 boys and girls descended upon Yokine Reserve for the annual Smarter Than Smoking Grading Carnival. Twenty fields were filled with budding Ashleigh Nelsons, Kiel Browns, Fergus Kavanaghs and Jayde Taylors, all busting to prove that they have what it takes! Alongside the budding players were a host of junior umpires all looking to emulate the recent success of our very own Melissa Trivic or Scott Embry. Fiona Stuart Assistant Manager Club & Game Development Hockey WA Australia vs Korea Starting on the 24th April and running through until the 9 May, Perth Hockey Stadium will play host to a mini series between the Kookaburras & Hockeyroos against Korea s respective teams. Contact 2

Starting with the Hockeyroos, the comp will kick of on Wednesday 24th April. Playing Wednesday 5.30pm, Thursday 25th April 5.30pm, Saturday 27th April 2.00pm and Sunday 28th April 2.00pm. Then it is the Kookaburras turn; Friday 3rd May 7.00pm, Sunday 5th May 4.00pm, Tuesday 7th May 5.30pm and Thursday 9th May at 5.30pm. Every match will be streamed live online via the Hockey Australia website. Entry to the match at the Perth Hockey Stadium is by gold coin donation. For the officials, several of our WA personnel were selected. Tammy Standley will be the Tournament Director for both the women and men series. For the Hockeyroos series, Melissa Trivic and Kylie Seymour, from NSW, will be umpiring the majority of the matches. The Kookaburra matches will also see two eastern state umpires being flown over, ahead of pre-overseas appointments; our own Dan Johnston will be the reserve. Technical Officials and Judges for the series will be Brianna Coleman, Pat Scott, Tammy Standley, Ceri Writer, Denise Wilcock, Jim Downing, Ian Lugg & Mark Watton. Congratulations to all our WA Officials. Seminars Stay tuned to to find out when various seminars will be run during the 2013 season. All details will be up on the Hockey WA website once confirmed. Melissa was recently appointed to the World Series semi finals to be held in London and Kylie has been appointed to the Junior Women s World Cup in July. Kuk Hee Kim will also reserve and umpire for one match, as well as acting as the team liaison for the Korean team. Sarah Allanson will be reserving for three matches. Creme De La Creme Each edition, it is planned to incorporate a feature on some of our WA officials that regularly contribute to the game To start with, I thought I would feature someone that most of us would know, and who has probably mentored a few of us as well. 3

1. Tournament Director/Assistant Tournament Director Graham Napier The Man of many talents. Born in Sydney NSW in 1950, Graham has made vast contributions to hockey, he is also quite the real estate entrepreneur. After moving to WA in 1984, he became involved in Hockey at Melville Hockey Club. Graham had moved to WA before his family and went down to the Buzzacott Reserve (Melville Grounds) to check out some sporting activities. Hockey happened to be playing and he was approached by a guy on one of the teams. After a bit of conversation, Graham was conned into playing in the Melville s Veteran side. It is from then; Graham started his leisure pursuit in hockey. As Graham has stated His mother would say he was a late bloomer for hockey, only playing locally for the Master/ Veterans division in the late 1980 s and early 1990 s. He is best known for his involvement as a Technical Official, Tournament Director, Club Coordinator and other official duties. His outstanding achievements are listed below: Men s U/15 (1998), U/21 (2009 & 2011) AHL (Perth rounds ) Australian National Championships Aust Veteran Championships (65 Teams) 2006 Men s 3 & 4 Nations Challenges 2008, 2011 & 2012 Various International Friendlies Perth 2000 Present 2. Technical Official Hockey WA 1st Division Competitions 1988/9 to Present Australian International games 2008/9 & Chairman - HWA AHL Thundersticks Team Manager, President, junior Co-ordinator, Convener, Chairman Sponsorship Committee for Melville City Hockey Club 5. Hockey WA Organising Committee Women s World Cup Perth 2002, Junior Grading Committee (pit Squad), Special Events Co-ordinator, ORP Committee (previously technical Committee) 6. Editor: WA & National Awards: 1. Australian Sports Medal Certificates of Commendation Services to WA Hockey 2005/2006/2007/2008/ Nomination WA Sports Official 2008; 4. Shirley Leece Award Services to Officiating 2008 &

5. HWA Most Valued Volunteer 2010; 6. Award of Merit HWA 2010 Graham s is accredited as: NOAS (or equivalent) Level 2 Umpire NOAS (or equivalent) Level 2 Umpire Coach NOAS (or equivalent) Level 3 Technical Official Q & A Question: I was watching a game on the weekend and during the taking of a penalty corner 2 defenders broke off the line. The umpire involved sent both players to the centreline for breaking. It is my understanding that only one player can be sent at a time for breaking. Is this correct? It is not only Graham who has achieved great success within the ranks of hockey either. Both of his children started hockey at Minkey level. His daughter, Tate, worked her way to the top, playing Premier League for Melville, Willetton and Harlies, representing Australia at U/18 s and U/21 s, AHL Diamond Squad and the Development Squad for the Hockeyroos. Unfortunately, after a serious knee injury, Tate was unable to continue her hockey career. Tate currently heads up the hockey program at Como Secondary College. Graham s son, Coran, has followed a path into engineering and is an accomplished Tri-Athlete. A worthy gentleman due great appreciation from the Hockey Community. Answer: You are correct. Only one defender should be sent to the half way line. If two broke, one had to break first and therefore that should be the one that goes back. The umpire may also give the team an overall warning about breaking. The intent of this rule is to discourage breaking on PC s. Sending two back at once is a bit harsh. Technical Matters: There was an incident last weekend where a player received a cut to the head from a stick. As usual with head injuries the wound bled heavily, and the player was looked at by a doctor in the crowd. The advice given to the team manager was that the player did not require stitches and could go back on. 5

If there are any potential serious injuries such as suspected sprains / strains / tears or injuries that even might require stitches a quick note should be made in the comments section of the Match Report. Place an * next to the players name with a note at the bottom such as Freo #5 suspected dislocated shoulder, 50m. The main reason for reporting such injuries is for player insurance, in the instance last weekend there is no reference for the injury if the player wishes to claim. Despite the fact that at PHS there is an incident report book, the match sheet is the main source of reference. All umpires and technical officers should follow these recommendations in the future. Fiona Stuart Assistant Manager Club and Game Development Hockey WA Question: Over the weekend, while TO ing at Aquinas, I had the scenario where a suspended player (SP) was off for 5min. Just before their time was up a PC was awarded. The previously SP was waiting to go on the field when the team manager went to tell him to go on, but I told him the new directive. The manager graciously accepted my directive, but was confused at the same time. The manager did not understand where this rule came from, he had stated it was not been played by FIH. As I said he graciously accepted my position and didn t push, but also mentioned that he does not understand why this directive is in place. My question is more about; do we have a reason for having this as a directive to explain to people at all? Answer: This is the new FIH Rule and it is being played internationally. If Managers have read the notes sent out to Clubs this rule was actually highlighted. You did the right thing! :) In the future advise everyone that it is the new FIH Rule which we are including in our competition and if they read the notes sent to Team Managers following the Technical and Umpires Briefing they will see that it is clearly noted as a new rule. Well done. Question: Dear Whistler, I have over a number of years been frustrated and confused about the application of Rule 9.9 Players must not intentionally raise the ball from a hit except for a shot at goal. A number of times players (including myself) have been hit with the ball when a raised ball as a shot at goal is in flight. I am constantly being advised by other players, even Umpires for 6

that matter, that it is OK to do this, because it is a shot at goal. My thoughts are, that is an all-encompassing/blanket statement and is in fact incorrect. Rule 9.9 applies and that if I a player is within 5m of the attacker taking the shot by hitting the ball, and it hits the defender above knee height, then it should be penalised as a breach of Rule 9.9. Unless of course as the guidance note states If an opponent is clearly running into the shot or into the attacker without attempting to play the ball with their stick, they should be penalised for dangerous play. I would like to know at what time does Rule 9.9 not apply? Yours in Hockey... P.S. I think rule 9.8 Players must not play the ball dangerously or in a way which leads to dangerous play. Should apply when a shot at goal is made. Answer: A player may intentionally raise a shot at goal, however danger still applies. IF a player is standing on the goal line as the last line of defence then the ball can be played towards them at any height as they have assumed the role of the GK and chosen to stand there. IF the raised ball hits them on the body, it will be a Penalty Stroke as they have stopped a probable goal illegally. This stops a row of defenders planting themselves along the goal line to prevent a goal. circle just because they are having a shot on goal. Remember that danger must be a player taking legitimate evasive action or not having the time to take evasive action, in this case they are usually hit! That s a wrap! The has plans to come out every fortnight during the 2013 season, so please keep me busy by sending in those questions and acknowledgments. Send all correspondence to See you soon. Keep those whistles sounding! Correspondent An attacker cannot raise the ball dangerously through the 7
