1 MN Hockey Participation Rule and Waiver Process Prior to requesting a waiver from your local association, please become familiar with the current MN Hockey Participation Rule. Instruction on "how to waiver" into MPLS Hockey are found on page 3. Contact the MPLS Hockey Registrar (board page, Storm web site) if you have additional questions. Minnesota Hockey Handbook IV. PARTICIPATION A. RESIDENCY POLICY MH is a community-based amateur hockey program. Members in good standing are to participate on teams from their local association (local affiliate) based on the residence of their parent(s) or legal guardian(s). The boundaries of the geographical area served by each local association are determined by MH and recorded in the Affiliate Agreements. In some circumstances, players may participate in another association by requesting a formal waiver from this policy. B. RESIDENCY RULE 1. Youth Hockey players must register and participate with the association whose boundaries incorporate the player s residence. If a player desires to participate on a team from any other association, the player must obtain a waiver. a. All waiver requests must be submitted on the current Waiver Form provided by MH. b. The Waiver Form must indicate the reason for the waiver request. (School attendance, opportunity to play on travel team, co-op team, etc.). c. Any conditions that apply to a waiver must be indicated on the Waiver Form and initialed by all parties executing the waiver. d. Waiver Forms must be signed by the releasing and receiving association presidents before being submitted to the District Director responsible for those associations for approval. If the releasing and receiving associations are in two districts, the waiver form must be submitted to both District Directors for approval. 2. Definitions Association of Residence: the association whose boundaries incorporate the player's residence. Association of School Attendance: the association whose boundaries incorporate the location of the school the player attends. Home Association: either the Association of Residence, or the Association of School Attendance to which a player has been properly waived. 3. A waiver shall be granted to any player who wishes to participate in the MH association whose boundaries incorporate the school in which the player is enrolled and is attending. For schools with multiple campuses, the "main" campus shall prevail unless agreed otherwise by the affected District Director(s). Players waived based on school choice shall be deemed to be members of their Association of School Attendance and shall have full rights and privileges accorded to all members of that association, including voting rights. (Exception see "Changing
2 Schools" below.) Players receiving a waiver based on school attendance shall register with their Association of School Attendance for as long as they are qualified students of that school (including the first year). 4. Players waived for non-school attendance reasons shall be subject to the receiving association's policies in accordance with MH governing documents (e.g. may not be eligible for "A" team, may be assigned to lowest available team, etc.). They shall remain members of their Home Association, not the association they were waived into, with full rights and privileges accorded to all members of their Home Association, including voting rights. 5. Changing Schools a. Players who s Home Association has been based on residence: Players who newly enroll in a school outside of the boundaries of their Association of Residence without a corresponding change of residence, shall elect one of the following: 1. Retain full eligibility to compete at any classification in their Association of Residence; or 2. Be eligible at the "B" classification or lower in their new Association of School Attendance for one (1) year beginning with the first day of attendance in the new school (a waiver is required). b. Players who s Home Association has been based on school attendance: Players who newly enroll in a school outside of the boundaries of their Association of School Attendance without a corresponding change of residence, shall elect one of the following: 1. Have full eligibility to compete at any classification in their Association of Residence; or 2. Have full eligibility to compete at any classification in their new Association of School Attendance if they completed the grades of school offered at their former Association of School Attendance; or 3. Be eligible at the "B" classification or lower in their new Association of School Attendance for one (1) year beginning with the first day of attendance in the new school if they did not complete the grades of school offered at their former Association of School Attendance. c. Unusual circumstances may be submitted to the District Director for determination. The District Director's decision is final. 6. A player that participates without a necessary waiver is considered an ineligible player. Refer to the Section entitled Eligibility Provisions. A waiver must be obtained before a player can participate outside of their Home Association. During a season, a player that registers or participates with one association cannot participate with any other association without a waiver (applies to players with dual residency). 7. A player denied a waiver by his/her Home Association may appeal in writing to the District Director having jurisdiction over the Home Association, who after investigation will issue a ruling. The decision of the District Director is final. Also see Section entitled Eligibility Provisions. 8. Players having dual citizenship, one being the United States, must also conform to the residency rule.
3 Steps to Waiver-in To Minneapolis Hockey 1. Contact the President of your local (Releasing) association to grant you a waiver-out of the local association. a. If you seek a non-school waiver, you will need to indicate the reason for the waiver (ie "girls team" or "Age-team that local association doesn't field," or any other reason, etc). Non-school waivers can be approved, or denied, by your local association. If approved, non-school waivers are granted in one-year increments. b. If you seek a waiver to play on Storm A or B teams, also known as a Conditional Waiver then indicate to the President that you seek a "conditional waiver" to play on an A or B team only. Conditional Waivers can be approved, or denied, by your local association. If approved, after the Storm evaluation process is completed, if you are not placed on a Storm A or B team, then you will need to return to play in your local association and your fees paid will be reimbursed per the Minneapolis Hockey refund policy. You MAY participate in preseason hockey activities if you have a conditional waiver (completed) and are registered with Minneapolis Hockey. Non-school, conditional, waivers are granted in one-year increments. c. If you seek a waiver because your player s school is within the MPLS Hockey geographic boundaries then request a School Waiver. School waivers are granted in perpetuity, as long as you go to school within the Minneapolis Hockey geographic boundaries. 2. The President of the Releasing Association will give you a SIGNED MN Hockey Player Waiver Release Form. He/she will also give you further instructions on how to get the signature of the District Director of the Releasing Association. (You need to get two signatures...the President and the District Director of the releasing association). 3. Register your player at USA Hockey at you will have to pay $50 via credit card. Print the "Confirmation Number" page. (Note: You do NOT have to register with the releasing association, only with USA Hockey). 4. After registering with USA Hockey, contact your releasing associations Registrar and request an IMR (USA Hockey - Individual Member Registration). 5. the USA Hockey IMR to the MPLS Hockey Registrar, Nikki Gilbertson, at nikegilbertson@comcast.net with a copy to the MPLS Hockey President at president@mplshockey.com 6. MPLS Hockey plays in District 3 of MN Hockey. You then have to get the District 3 Directors signature on the MN Hockey Waiver form. Nicole Brodersen is the District 3 Director. 4 7. Register in Minneapolis Hockey. You can register at the link below. You must complete the registration process prior to participating in hockey activities with Minneapolis Hockey Submit the form to Minneapolis Hockey Registrar (Nikki Gilberston) for final completion of the process. The President of MPLS Hockey will sign the form once it is submitted to Steve. Steve will give you further instructions on how to register in MPLS Hockey. The process is complete when you have the Waiver/ Release Form signed by the origin association President, the origin association's District Director, MPLS Hockey President, the District 3 Director, and after you have registered with MPLS Hockey.
5 Steps to Waiver-out of Minneapolis Hockey 1. Contact Tim Hanson, President Minneapolis Hockey, via at with your request indicating the reason for your request. Reasons including less expensive hockey programs, playing in a less rigorous hockey program or desiring to play at more convenient rinks are not considered. For schoolbased waivers: provide the name of the school and the association/city where the school is located. 2. Please include your home address, child s name and date of birth in your request. 3. The Minneapolis Hockey President will complete the USA Hockey Waiver Form and confirm via when the form has been mailed to your home address. Allow 5-7 days for delivery. 4. Register your player at USA Hockey at You will have to pay the USA Hockey fee(s) via credit card. Print the "Confirmation Number" page. (note: USA Hockey fees are not refundable for any reason). 5. the confirmation number to Nikki Gilberston at nikegilbertson@comcast.net, Minneapolis Hockey Registrar, requesting an "IMR" for a waiver. Nikki will return an "IMR" via ed PDF. 6. From here, it's your responsibility to register with the destination association. They will give you instructions on how to get the destination Associations Presidents and the destination District Directors signature. 7. You then have to get the District 3 Directors signature. Her contact information is below: Nicole Brodersen District 3 Director MN Hockey nicoleburnsbrodersen@gmail.com The process is complete when you have the signature of the origin association President, the origin association's District Director, the destination association's President and the destination association's District Director. By not completing the waiver process, you may not receive the full benefits of USA or MN Hockey, and/or sanctions may be placed upon the destination association or your team.
