1 Chartiers Valley School District League (2013 & 2014 Seasons) 1. This purpose of this document is to form a Recreational League on January 1, 2013 for youth baseball and softball entitled the Chartiers Valley School District League (CVSDL). The CVSDL will be comprised of the Scott Township Athletic Association (STAA), the Bridgeville Athletic Association (BAA), and the Collier Township Athletic Association (CTAA). The purpose of the league is to promote the development of the youth players (ages 7 through 12) within the Chartiers Valley School District. Each individual CVSDL community must stress the importance of fun, friendship, and player development through their in-house programs. This Recreational League is not to be over-competitive. 2. Rules governing play for teams in the CVSDL will be same as the 2012 rules governing recreational season play among teams in the STAA and the BAA. Revisions and/or additions to those rules must be reviewed and agreed upon unanimously by the individual CVSDL community boards. 3. Monthly meetings shall be held during the recreational season by at least two (2) representatives from each individual CVSDL community board. Meetings shall be held at 7pm on the first Tuesday of each month at a location to be determined by the representatives. 4. Each of the individual CVSDL community boards will encourage parents to register children within the community of their residence while emphasizing that Little League World Series (LLWS) and local Allstar Team opportunities will be made available to all children in the league after the recreational season ends. Little League World Series sanctioned teams at the 10, 11, and 12 year-old levels will be established as Chartiers Valley teams and will use that name on uniforms in accordance with Little League World Series policy. CTAA agrees to revise the name of the league on the current Little League charter held by CTAA to be the Chartiers Valley School District Little League. 5. All individual CVSDL community boards agree to assign players to teams within their organization for the recreational season by means of an evaluation process that culminates with a formal (blind) draft. At least two (2) representatives from each of the individual CVSDL community boards will establish rules prior to February 1, 2013 for evaluating player talent and for conducting blind drafts to equally distribute that talent among all teams within the respective CVSDL communities. 6. Eligibility to become a member on any of the CVSDL Little League World Series teams shall be limited to children with confirmed residency within the territory of the Little League charter held by the Chartiers Valley School District Little League. It is agreed by all individual CVSDL boards that the Little League Charter held by the Chartiers Valley School District Little league shall be re-evaluated at the end of the 2013 season to consider what to do regarding the zip code boundaries of the existing Little League Charter. 7. Each individual community within the CVSDL shall maintain their own Allstar programs for post-season play. Players who elect to participate on a Little League World Series team will not be eligible to participate in local Allstar tournaments. 8. It is understood by the individual CVSDL community boards that these bylaws will be put in place for a two (2) year evaluation period after which time the boards must reaffirm their acceptability. Furthermore, it is agreed by the individual CVSDL community boards that this document will be considered void in its entirety if any provisions are not followed or are not agreeable for any age level. 2 Post-Season 10U, 11U, & 12U Little League World Series Team OrganizationThere shall be at least one CVSDL Little League World Series team at each age level (10U, 11U & 12U) with a minimum number of players on each team of eleven (11) and a maximum of fifteen (15). To be eligible to become a member, players must have participated in at least 75% of their team s games during the recreational season. A. Player Selection 1. Tryouts shall consist of one (1), pre-planned evaluation session for each age group that is intended to observe and rank players for the purpose of forming the Little League World Series team at that age level. a) The date of the evaluation session for each age level will be scheduled by CVSDL no later than March 31 st of every season. CVSDL shall distribute correspondence detailing the dates and locations for each age level to individual CVSDL community boards no later than April 1 st of each season to provide all interested families with ample time to make arrangements to participate. b) The evaluation session for each age level shall last no longer than two (2) hours and shall be held no later than one (1) week after the end of the recreational season playoffs. At least two (2) representatives from each of the individual CVSDL community boards shall establish a formal evaluation session format prior to February 1, c) Coaches from any of the individual CVSDL communities may arrange and conduct optional work-out sessions for players at any age level prior to the formal evaluation session in order to expose players to the types of drills and skills that will be evaluated during formal tryouts. Conducting these work-out sessions is not mandatory, but must be open to all CVSDL players within one age level, if conducted. 2. The evaluation session for each age level shall be conducted by at least two (2) evaluators from each individual CVSDL community (minimum of six). Evaluator selection shall be made by the respective CVSDL community boards and candidates shall be recreational season coaches in another age level. Coaches from age groups being evaluated are encouraged to be present as advisors, not decision makers. The CVSDL is also encouraged to invite at least one (1) person not directly affiliated with any individual CVSDL community to participate as an evaluator at each age level. Examples would be the High School Baseball Coach, a local talent scout for a minor or major league baseball team, a local University baseball coach, etc. A majority of the presidents of the individual CVSDL community boards must give approval for each non-affiliated person to participate. a) Eligible players may only participate in an evaluation session for one age group each year and will not be permitted to participate in evaluation sessions for other age groups. 3. Evaluators shall observe individual player s ability to field, throw, run, slide, hit, and catch for their age group. a) Players shall be assigned a rank of 1 thru 5 by each evaluator for each drill (Rank 5 being the best). The end rank from each evaluator shall be the average of all the scores from that evaluator. The player's final rank to be used for placement on a team shall be the average score of all end rankings from all evaluators. (ex. Six rankings of 4, 5, 3, 4, 3, 4 = 23/6 = 3.83) b) Players who wish to be considered for a LLWS team but who are unable to attend a scheduled evaluation session due to extenuating circumstances (i.e. - death in the family or a severe illness) may be assigned a ranking by consensus of the evaluators for that age group only if approved unanimously by the Presidents of the individual CVSDL community boards. The ranking shall be derived from review of recreational season scorebooks in addition to input from or direct discussions with Head Coaches of all recreational season teams in the CVSDL at that age level. 3 B. Coaching Selection 1. Head Coach selection for the CVSDL Little League World Series teams at each age level shall be conducted by a Selection Panel consisting of two (2) members from each of the individual CVSDL community boards (who will not be coaching at that age and do not have any children playing at that age). In the event of a tie vote, the Presidents of the individual CVSDL community boards will conduct a final vote for the Head Coach from the coaches involved in the tie. If the vote remains tied after voting by only the Presidents, the Head Coach will be selected from the coaches in contention by random draw. When a Head Coach candidate is also the President of an individual CVSDL community board, the Vice President (or next representative in the chain of command for that board) shall take his/her place for the vote. 2. Candidates for Head Coaches of CVSDL Little League World Series teams shall only be considered from recreational season Head and Assistant Coaches for the respective age group, but need not have a child participating on the team for which they will coach. a) If any CVSDL Little League World Series team does not have a Head Coach volunteer who was a Head or Assistant Coach at that age level during the recreational season, a Head Coach shall be selected from volunteers within the membership of the individual CVSDL communities, including recreational season Head and Assistant Coaches at other age levels and parents of players on the team. b) Head Coaches for each team shall be chosen by the Selection Panel for that age group at the conclusion of player tryouts. 3. The two assistant coaches for each CVSDL Little League World Series team shall be selected by the Head Coach from remaining recreational season Head or Assistant coaches at that age level or from Parents with children on that team. a) If no volunteers for Assistant Coaches are available as outlined above, selections for Assistant Coaches may be made from volunteers within the membership of the individual CVSDL communities. b) The Head Coach Selection Panel at each age level may not choose Assistant Coaches, but they may veto up to one (1) Assistant Coach selection by unanimous vote only. 5 2013 & 2014 Pre-Season 10U, 11U, & 12U Blind Draft Procedures **This process is not required for age levels where only one team will be fielded. I. Pre-season evaluations for each age level shall be conducted in all individual CVSDL communities by a minimum of three (3) talent evaluators. Evaluators shall consist of the Head Coaches for each age level. If there are less than three head coaches for an age level, at least one (1) Head Coach from another age level or one (1) community board member shall be required to be an evaluator. These evaluators will also serve as the draft committee for that age level. II. III. IV. Players will be assigned scores by each evaluator for several common baseball drills (to be determined by the evaluators). The scores from each evaluator will be averaged to determine a rank for each player. A player s final ranking to be used for draft purposes shall be the average of the rankings from all evaluators. For example: Evaluators are Joe, Tom, and Herb. The drills are throwing, catching, and hitting. Player A has scores of 4, 2, and 3 from Joe for an average of 3.0. Tom gives scores of 4, 3, and 3 for and average of Herb records scores of 5, 3, and 3 for an average of The final ranking for Player A will be the average of the rankings from Joe, Tom, and Herb ( = 3.33). Players who do not attend a pre-season evaluation session will be assigned a final ranking by way of unanimous agreement of the draft committee based on performance during previous years and/or input from previous season head coaches as needed. Players will be assigned to teams starting with the highest ranked player and working down the list. Assignment will proceed in a snake-like fashion with the last team in each round being assigned the first player of the next round. After every three rounds, the draft committee will evaluate the total talent level on each team to determine if any adjustments should be made. Trading players between teams shall only occur if unanimously acceptable to the draft committee. V. Following player assignment to teams, Head Coaches shall pick a team by random draw. If a Head Coach s child is not on his/her team, the team with the Coach s child shall trade that child to the Head Coach for a player with a final ranking approximately equal that of the Coach s child. VI. VII. VIII. Arrangements for siblings who have requested to be on the same team shall be handled in the same manner as Head Coaches children, with all siblings moving to the team of the lowest ranked sibling. No trades will be permitted for convenience such requests for two or more children to play on the same team, although the draft committee may trade players to honor a written request by a parent their child not to play for a particular Head Coach. Trades for any circumstances other than those listed above may be made only if approved unanimously by the draft committee. All trades shall require players of approximately equal rankings. Assistant Coaches shall be chosen by Head Coaches from volunteer parents of players on their teams or from volunteers from within the community after the draft is complete. Records of the player evaluations and draft assignments shall be kept by each CVSDL community for use in future drafts. Records shall be made available for review by any other CVSDL community board upon request. Chartiers Valley School District League Page 5 of 5
