1 The Kewaunee County 4-H Horse & Pony Project The purpose of this handbook is to provide you with information; inform you of important deadlines, rules and guidelines; and to answer commonly asked questions. Once you and your parents have read this packet, you ll need to complete and return the enclosed Acknowledgement Form to the Kewaunee County 4-H Horse Project Co-Chair, Laura Siegmund no later than the February meeting. If you fail to return this form by the February meeting, you will not receive credit toward project requirements earned between the February meeting and the date the form is received. If you need clarification of this requirement, it is your responsibility to speak with the Kewaunee County 4-H Horse & Pony Project Co-Chairs, Nancy LaCrosse & Laura Siegmund. Expectations: All youth members and adults are expected to treat other members, leaders and their animals with proper respect and consideration. All members are responsible for knowing and following rules and regulations set forth here and in the Kewaunee County Fair Premium List. An adult will accompany youth members under the age of 12 to horse project activities. Please refer to the Kewaunee County Fair Premium List for equine health requirements needed to exhibit at the fair. BASIC INFORMATION You don t need to own a horse to participate. Areas of participation with and without a horse are described under the Opportunities section. Please contact a horse project co-chair for advice on a suitable partner for horseless horse participation. Enrollment in the Horse or Horseless Horse projects are open to anyone in grades You must be a member of the Kewaunee County 4-H program, but may live in a surrounding county. Anyone in grades 3-13 may participate with a horse. HOW DO I PARTICIPATE? New enrollments: Anyone enrolling in 4-H for the first time must be enrolled with Kewaunee County via the 4-H Online website ( by February 1 st of the exhibit year in order to participate in the fair. Re-enrollments: Anyone re-enrolling in 4-H must be enrolled with Kewaunee County via the 4-H Online website ( by the October deadline. To exhibit at the Kewaunee County Fair: Kewaunee County Fair Premium List booklets will be available on the Kewaunee County Fair website ( A limited number of printed booklets will be available from your club general leader or from the Kewaunee County UW Extension Office. Entries to the Kewaunee County Fair will be done online at Coggins Test: The State of Wisconsin requires a negative Coggins test be completed prior to any organized horse event or gathering (trail rides, etc). This test must be done by a licensed veterinarian to show that your horse does not carry the incurable disease Equine Infectious Anemia. Test results are valid for 12 months from the date that the blood sample was drawn. Any time your horse leaves home the original test paper must accompany you. All events, shows, clinics, drill team, trail rides and fair will require a copy of this test paper result be left at the site of the event. Copies of your current coggins must be legible. If your vet uses the carbon copy version of the EIA, ensure that all information is legible (names, dates, signatures, etc.). IF WE CANNOT READ THE COPY, IT WILL NOT BE ACCEPTED. Ensure that the Premise ID number is written clearly on the top of the form. Add the exhibitor name to all copies if not exhibiting your horse. Rules & Guidelines 12/01/17 NAL Page 1

2 Premise ID: The State of Wisconsin requires a Premise ID Number for farms or hobby farms where livestock is kept. There is no charge to register. If your horse is stabled other than at your property, that land owner s premise ID number is to be used. This number is required on entry forms for the Fair, County and State shows. To obtain a number go to the following website: or call WLIC at VOLUNTEERS As a project member family, we need your help. The organization cannot function without volunteers, and opportunities abound to contribute time and talent! Parents are encouraged to be present and help at activities and events. Project Leaders (chairpersons and committee heads) must be a Certified Adult Leader. There is an adult leader certification training program provided through Kewaunee County UW- Extension. PROJECT EVENTS, MEETING, ACTIVITIES See the Kewaunee County 4-H Horse Project Calendar of Events available on the Kewaunee County 4-H Website: kewaunee.uwex.edu (click on 4-H youth development, then horse project) Members will be ed or mailed the final draft of the calendar in January. FUNDRAISING ACTIVITIES You will be asked to participate in fundraising activities that are decided on by the membership. Each year the Horse Project conducts several fundraising activities that provide funding for ALL project activities. Each family is required to participate in one fundraising event. Member support for ALL fund raising activities is vital to obtain funds needed for providing quality horse activities during the year (clinics, lock in, etc.) OFFICIAL NEWSLETTER The official newsletter for the Kewaunee County 4-H Horse Project is the Hoopla. The Hoopla is available on the county website at and updated periodically. The Hoopla will be ed to those who have an active address. SAFETY RULES Adults and youth participating in high risk activities, including horses, must wear protective clothing, head and foot gear. This includes when representing Kewaunee County 4-H at parades, trail rides, riding, driving and other horse related events, including instructing at practice nights. Minimum requirements for these programs are: Protective head gear (SEI approved helmet which properly fits the participant. Hard sole boots with a cut out heel. No plastic rain boots allowed. Clothing appropriate for the activity which will protect the participants from the elements surrounding the event. This policy means that all 4-H members and leaders (adult and youth) participating in the mentioned projects and/or activities need to use protective or safety equipment while participating. SEI approved helmets must be worn while mounted or driving at any time. If 4-H is listed as a sponsor or co-sponsor of an activity (which includes the horse project), the grade exhibit policies (youth must be in 3 rd grade and above) and the helmet and safety rules apply to all participants. This includes adults as they need to be positive role models. Stallions (no intact males) are not permitted at any 4-H function, by youth or adult. A saddle (mounted) and bridle (mounted/cart) are required when mounted or driving. Rules & Guidelines 12/01/17 NAL Page 2

3 SPORTSMANSHIP AWARD...Always exhibit good sportsmanship. During meetings, various scheduled events and the week of the fair, a sportsmanship box and ballot slips will be available for youth, parents and leaders to vote for the youth who has exhibited good sportsmanship during the year. The youth with the most votes will receive a Sportsmanship award from the county. They may also receive an award from the Wisconsin 4-H Horse Association. The award can only be received one time. There are many areas of participation remember, you don t need to own a horse to participate! Following are brief descriptions of some of the opportunities available: County Level: Practice Nights: These are held at the fairgrounds and are open to all Kewaunee County Horse Project members, their guardians and certified adult leaders on selected dates to practice your riding skills and prepare for the fair and state shows. Two adult leaders must be present at all times which includes unloading and loading of animals. Lock In: A weekend spent at the fairgrounds with your horse that is open to all currently enrolled 4-H Horse Project members with opportunities in learning from beginners to advanced. Horseless Horse: If you don t own a horse, you can team up with someone who does. You ll be able to participate in project activities and exhibit in special classes at the county fair. Mounted Drill Team: A team of riders perform a choreographed pattern, set to music. Drill team performances take place during the county fair. Horse Shows: Horse show activities may include halter, showmanship, pleasure, equitation, trail, gymkhana, driving and jumping classes. Horse Project Library: Books, CDs & videos are available for check out. Kewaunee County 4-H Horse Project Scholarships: 2 (Two) - Two Hundred and Fifty Dollar ($250.00) scholarships will be available to high school seniors or first year of college attendees who are graduating from the horse project. Scholarship may be received by members more than once. Five Star Program: A teaching program to check on the project members accomplishments. Awards will be given for each Star completed at the holiday party. Member must complete star sheet by being tested by horse project leader. Testing can be done at meetings, clinics and lock-in. 4 State competitions held in May of each year: See the state website for more information Hippology: Learn to identify parts of the horse, markings, breeds, colors, or other knowledge related to horse science, by matching pictures to definitions. Horse Bowl: A team participation activity. Team members learn more in-depth information about horses in a quiz bowl format. Interpretive Reading: Is the art of reading aloud from the printed page, to develop the ability to speak in public. Reading must pertain to the horse industry. Demonstration or Illustrated Talk: To help youth gain self-confidence and to develop their ability to demonstrate or illustrate their skill or activity and share it with others. To develop skills in effective organization and presentation. Subjects must be horse related, original work and factual. Use of live animals is not permitted. May compete as an individual or team. Speech: Choose a horse-related topic and create an informative speech. Deadlines for the above State competitions will be as follows: 1st educational meeting in January: all participants and teams will be determined and all speech, demonstration/illustrated talks, and interpretive reading subject matter to be determined. 1st educational meeting in February: outlines of subject matter for speeches/demos and the source for interpretive readings March meeting: All speeches, demos, interpretive readings will be presented April meeting: No changes will be allowed after this meeting. EDUCATIONAL EVENTS STATE EXPO **Indicates that project may be exhibited at Kewaunee County Fair as well as State Expo For more detailed information, forms and event dates please visit the official Wisconsin 4-H website: click Our Programs, click Ag & Animal Science, click horse, click WI 4-H Horse Assn Handbook **Model Horse: Members exhibit model horses in different classes just like a real horse show. **Poster: Any design you wish to create about horses. **Photography: Combine your love for horses with the camera and exhibit your work in several different categories. Creative Writing: Write a horse related poem, short story or a **scrapbook describing your project through pictures and memorabilia. Art: Apply your artistic talent with the Horse Project and create a **drawing, **painting, craft item, ceramic, etc. **Clothes Horse: You may create any article that you or your horse can wear, along with other horserelated items. 5 **Veterinary Science: Explore a horse management topic, such as anatomy or diseases. Woodworking: To provide an educational opportunity for youth to exhibit their craft skills pertaining to the horse project. The article must be original work of exhibitor during the current project year. Horse Judging: Develop and/or improve your ability to picture an ideal horse and recognize undesirable traits associated with judging horses. Team Problems: Teams of 4 youth analyze an equine-related problem and present an oral solution. ADDITIONAL OPPORTUNITIES The Wisconsin 4-H Horse Association also hosts the following events: Wisconsin State Hunter & Dressage Show annual show held in June with dressage show and clinic, over fences show and clinic, mini-event with cross country clinic for intermediate and advanced riders. This show is held at the Sheboygan County Fairgrounds. Wisconsin State 4-H Gymkhana horse speed and game show held annually the first weekend after Labor Day at the State Fairgrounds in West Allis, WI. All entries are submitted as a county. Wisconsin State 4-H Horse Expo annual event held during the second weekend in September at the State Fairgrounds in West Allis, WI. Event features many horse-related events. All members exhibiting a horse will participate in barn awards. All entries are submitted as a county. Wisconsin 4-H Horse Leaders Conference statewide leadership conference for adults and teens held during the second weekend in November and sponsored by 4-H and UW Animal Sciences. Midwest Horse Fair Used Tack Sale annual event in April, held in Madison, WI. Bring your gently used horse tack and let us sell it for you while you shop, attend educational seminars etc. Wisconsin 4-H Area Animal Science Day series of (four) one-day events held around the state each summer where youth in the beef, dairy, horse, sheep and swine programs increase their decision making skills and knowledge of animals through judging and grading experiences. Scholarship Opportunities Wisconsin 4-H Foundation the Wisconsin 4-H Foundation and generous sponsors provide funding for these educational scholarships to outstanding Wisconsin 4-H youth. Northeast District 4-H Horse Association open to enrolled 4-H horse and pony project leaders and youth. Represent your state district by attending meetings. Wisconsin 4-H Horse Association all enrolled 4-H Horse & Pony project adult leaders in the State of Wisconsin are automatically members of the Association. Report state and district news to county horse project. Attend two annual meetings and work at horse association events. Wisconsin 4-H Youth Horse Association all youth enrolled in Wisconsin 4-H Horse and Pony Project and the Horseless Project are automatically members of the Youth Association and constitute the voting body. 6 Regional/National Contests The Wisconsin State 4-H Horse Association selects youth who are eligible to compete at Regional/National competitions. Opportunities to advance are available for: Public Speaking Demonstration/Illustrated Talk (Team & Individual) Horse Judging Hippology Horse Bowl If any 4-H funding is provided for regional or national contests the money must be used for official 4-H business including hotel/lodging, travel expense (gas, toll), meals and entry fees. Funding is only provided for youth (individual or team) and coaches. Coaches are responsible for seeing that 4-H guidelines are followed. Contact the Kewaunee County 4-H Youth Development Educator for advice and health forms. If funding is received from the Kewaunee County Horse and Pony Project, it is expected that each youth will fundraise a minimum of Twenty-five Dollars ($25.00) during the project year. MEMBERSHIP Must be enrolled in a 4-H club--must be enrolled in the horse project--must attend 4 club meetings TO EXHIBIT AT KEWAUNEE COUNTY FAIR LIVE ANIMAL: must complete 4 meetings, 1 fundraiser, 2 hrs. of service, 2 hrs. practice/clinic EDUCATIONAL: must complete 2 meetings, 1 fundraiser, 2 hrs. of service. COLLEGE STUDENTS: 1 fundraiser, 2 hrs of service (must have participated 2 yrs prior) TO EXHIBIT AT STATE HORSE EXPO Must receive a blue ribbon at the county fair grades 6-13 in the following classes: Showmanship, Pleasure, Horsemanship, Reinsmanship, Obstacle Driving, Trail, Equitation, or Western Riding. 7 Kewaunee County 4-H Horse & Pony Project CONSTITUTION Revised 12/01/17 ARTICLE I ARTICLE II Section 2: Section 3: Section 4: Section 5: Section 6: ARTICLE III Section 2: Section 3: NAME Kewaunee County 4-H Horse & Pony Project. PURPOSE To plan, promote and implement educational programs in the area of horse science for the youth and their leaders. To contribute as a member of the project. To assist in the development of educational activities in horse science that will enhance the growth and development of youth. To stimulate interest in and promote youth programs with horses. To promote, sponsor and/or implement educational activities and events in horse science for youth. To plan and coordinate county horse shows, clinics, lock-in and practice nights. To develop leadership skills for our youth by giving them responsibility and guidance. MEMBERSHIP A project member must be in third grade and may continue in 4-H through the next 4-H year following their graduation from high school. Kindergarten, first and second graders are enrolled as Cloverbuds and are not eligible to show live animals.. Open to any youth within grade parameter regardless of that person s race, color, creed, religion, sex, national origin, pregnancy, disability, ancestry, sexual orientation, marital or parental status. The following requirements must be met to hold a 4-H charter and be recognized as a 4-H project committee in Kewaunee County, Wisconsin: - Project Name - Five or more youth from at least three families - Adult leadership that has been approved through the Youth Protection Program - Educational plan that includes business, community service, education, and recreation/socialization which meets the purposes of the 4-H program. See charter renewal - Youth involvement in leadership and decision-making - Meet on a continuing basis - Have written operating guidelines, bylaws or constitution approved by members to govern the project - Complete the 4-H Annual charter Renewal packet that includes critical communication, legal, financial and educational accountability requirements. 8 ARTICLE IV Section 2: ARTICLE V ARTICLE VI ADULT CHAIRPERONS There shall be no less than 2 adult certified leaders serving as adult co-chairs. ADULT TREASURER Must be certified leader and the parent of the youth treasurer. YOUTH OFFICERS Officers shall be President, Vice President, Secretary, Treasurer, Sergeant At Arms and Historian. (Youth Treasurer must have parent as Adult Treasurer) AMENDMENTS The constitution may be amended by a simple majority vote. Any proposed changes to the constitution need to be discussed at a meeting, sent to all members to review, and cannot be voted on until the next regular meeting. ARTICLE VII PROJECT LEADERSHIP The project shall be under the direction and guidance of local certified horse project leader(s). Open to all adults regardless of that person s race, color, creed, religion, sex, national origin, disability, ancestry, age, sexual orientation, and pregnancy, marital or parental status. All adult chairpersons, committee heads and project leaders are required to participate in the Wisconsin 4-H Youth Protection Program. ARTICLE VIII DISSOLUTION CLAUSE Upon dissolution of the Kewaunee County 4-H Horse & Pony Project, any assets must be turned over to the Kewaunee County 4-H Adult Leaders Association. BY-LAWS Revised 12/01/17 ARTICLE I Section 2: Section 3: Section 4: Section 5: Section 6: ELECTION OF YOUTH OFFICERS Nominations will be accepted from the floor during the election portion of the meeting. Youth members may nominate themselves. A majority of youth members present shall elect each officer. The election of officers shall be held annually at the fall project meeting. All youth members are eligible to vote. In instance of a tie, all members will vote again for the tied members only. President's vote will be included in the initial count. All terms are for one year and may not be served for more than two consecutive terms in the same office. Qualifications: In order to serve as a youth officer, members must be in the 6 th grade or above and must have been a horse project member for at least one year. Youth officers must attend county wide officer training. This is typically held in the fall of each year. Failure to attend training will result in removal from office. In the event that a youth officer won t be able to attend regular scheduled meeting, youth must notify one of the adult co-chairs by phone before the meeting. If officer has two (2) consecutive unexcused absences from regular scheduled meetings, their position will be filled by special election held at next regular scheduled meeting. 9 ARTICLE II Section 2: Section 3: Section 4: Section 5: Section 6: ADULT CO-CHAIRS & COMMITTEE HEADS Certified Adult 4-H Leaders may volunteer to fill the roles of co-chairs and committee heads. Volunteers for chair(s) and committee head positions will be taken at annual fall project meeting. All terms shall be for one year. Adult Treasurer must be the parent of Youth Treasurer. All adult chairpersons, committee heads and project leaders are required to participate in the Wisconsin 4-H Youth Protection Program. Committee meetings must be attended by the committee head(s). Failure of the committee head to initiate meetings will result in termination of position. Committees will be notified of meetings by telephone or at mutually agreed upon time and date. Meetings may be done via phone or or in person. ARTILCE III DUTIES OF YOUTH OFFICERS, CHAIRS & COMMITTEE HEADS President: shall preside at all regular and special meetings with the assistance of the adult co-chairs and perform such other duties as deemed necessary to the office. Create the agenda with the assistance of adult co-chair. Section 2: Vice President: shall preside in the absence of the President and assume the duties of the president during his/ her absence. In addition, he/she shall maintain the attendance sheet for each meeting and obtain youth signatures.. Section 3: Secretary: shall keep complete minutes of all meetings and submit copies to the UW Extension Office so that they may be updated on the county website and adult co-chairs within one week of meeting. Also, the secretary is responsible for correspondence including submission of articles to Foghorn with approval of co-chair(s). In addition, he/she will assist the co-chairs with the project newsletter. Section 4: Treasurer: shall collect and promptly deposit all funds in the 4-H Horse & Pony Project account, pay bills and keep all financial records including forms in the treasurer book. The treasurer shall also submit a written monthly report to adult co-chairs at regular scheduled meetings. Expenditures in excess of $50.00 must have the co-chairs prior approval and horse project voucher completed. Section 5: Sergeant At Arms: shall keep order at meetings. Section 6: Historian: shall collect & complete collection of current year s project activities by making a scrapbook or photo album. Section 7: N.E. District Representatives: shall attend district meetings.. Section 8: Adult Co-chairs: shall provide guidance to youth officers, committees and project members. Co-chairs shall also assist with management of the meetings, help to create and approve agendas, create project newsletter, write articles, attend clinics, meetings, activities and events. Section 9: Youth Officers and Adult Co-Chairs: shall plan and coordinate educational opportunities and activities, attend Teen Leaders/Adult Leaders Association meetings as appropriate, complete the annual charter renewal forms, assist budget committee, keep an accurate record of bills and expenses, have all records audited on an annual basis. Section 10: Committee Heads: shall help to plan and coordinate the job or event of his or her particular committee with the assistance of adult co-chairs. 10 ARTICLE IV ARTICLE V ARTICLE VI ARTICLE VII STEERING COMMITTEE Steering committee shall be made up of the following certified adult leaders: Two (2) adult cochairs, adult treasurer, fair requirements/attendance committee head, horseless horse and educational committee heads, and youth officers. STEERING COMMITTEE MEETINGS Meetings of the steering committee shall be called as needed by the adult chairperson(s) with notification one (1) week prior to all steering committee members. DUTIES OF STEERING COMMITTEE The duties of the Steering Committee shall be: 1. Recommend an annual county 4-H Horse Project calendar of events and activities. 2. Transact necessary business in the intervals between general meetings and such other business as may be referred to it. 3. Review and prepare agendas for the general meetings. 4. Create standing and special committees. 5. Prepare and submit to the general meeting an annual budget. 6. Approve routine bills within limits of the budget and make purchases without prior approval up to limits established by the general membership. 7. Steering Committee may not conduct business without prior meeting notice to all Steering Committee members. REGULAR MEETINGS Meetings shall be held on specific dates as outlined in the Kewaunee County 4-H Horse Project calendar. Members will be notified of date changes. ARTICLE VIII: QUORUM A quorum for transaction of business shall be a minimum of ten (10) youth. ARTICLE IX: PROJECT YEAR The 4-H year runs from October 1 st -September 30 th. ARTICLE X: RULES OF ORDER Robert s Rules of Order shall govern the meetings of the Kewaunee County 4-H Horse & Pony Project. ARTICLE XI: CLUB REPORTING Annually, complete the 4-H Annual charter Renewal packet that includes critical communication, legal, financial and educational accountability requirements. This is submitted to the county UW- Extension office by the designated date. ARTICLE XII: ADDITIONAL PROJECT REQUIREMENTS To exhibit an animal or educational project at the Kewaunee County Fair and/or to represent Kewaunee County at Wisconsin State Hunter & Dressage Show, Wisconsin State 4-H Gymkhana, Wisconsin State 4-H Horse Expo, members must meet qualifications as outlined in the Kewaunee County Horse Handbook. 11 Kewaunee County 4-H Horse Project Fair Requirements The following will be the requirements for youth to exhibit a horse OR any educational projects at the Kewaunee County Fair. Youth will be required to attend meetings, attend clinics and practice nights, participate in fundraisers, and donate hours of service to the project. ALL YOUTH who wish to participate and represent Kewaunee County at the State 4-H Gymkhana Show or the State 4-H Horse Expo MUST meet these requirements, regardless of attending the Kewaunee County Fair. In order to participate at Wisconsin State Hunter and Dressage Show in June, youth members must meet all 4 project meeting requirements and complete one fundraiser prior to registration. Attendance Sheets are used at each meeting/event. It is YOUR responsibility to ensure that your name is on that attendance sheet. If your name is not on the attendance sheet, you were not at that meeting/function! You must attend a meeting/event for one (1) hour to receive attendance credit. Parents do not count as attending for their child. Attempt to get your requirements met as early as possible. Do not wait until the end to make your requirements. Weather may cancel some of the events and they may not be rescheduled. Service Hours: Credit for service hours will be one (1) hour maximum for all time spent. Exceptions for service hours of stall set-up and Ahnapee trail clean-up will be two (2) hours maximum. All participants must check in and out with the designated person for proper credit. Person s not checking in or out will not receive credit. Guidelines for Educational Presentation: must be prepared as an actual competition (clothes, props etc.). Must be practiced and professional. You are teaching other youth for the future. Guidelines for watering flowers/planters: must water all plants 2 times per week for one (1) hour of credit. Buckets/hoses and map will be provided. Guidelines for practice/clinic: must be with your animal to receive credit. Practice nights will count for 2 hrs. each night. You will only receive credit for the number of hours you attend practice. Drill team practice will not count as practice/clinic hours. Prior notification to Laura Siegmund for educational presentations or instructing at a practice night is required for service hour credit. Instruction at practice nights will be limited to older youth who have participated at any State 4-H Horse show for a minimum of 3 years, and who are deemed as knowledgeable youth. Each event will have a sign-in sheet. It is your responsibility to sign IN and OUT, with times in each column. Met the 4-H club four (4) meeting requirement. (Please note that club meetings and horse project meetings are not one in the same. If you are confused about these requirements please contact the UW Extension office or a chairperson.) Signed and submitted our acknowledgement form by February meeting. Had our horse(s) tested for Equine Infectious Anemia (Coggins test). (Horse s name on Coggins form must match name on fair entry) Premise ID number shall be written on the Coggins form. Have appropriate Premises ID number. Signed up for the fair using the Kewaunee County Fair Premium List, Online Confirmed that we have met the fair eligibility requirements for the horse project. 15 Ten Commandments for Show Ring Parents 1. Thou shalt not feed, train, and care for the animal, for thou art trying to teach the child responsibility. 2. Thou shalt be supportive and involved while allowing the child to do his/her project. 3. Thou shalt know the rules. 4. Thou shalt encourage thy child to complete entry information legibly and meet designated entry deadlines. 5. Thou shalt forgive a child for making mistakes in the show ring, for thou hath made mistakes too. 6. Thou shalt not be a show ring sideline director. 7. Thou shalt not belittle the competition. 8. Thou shalt not complain about the judge for it is his/her opinion that has been sought. 9. Thou shalt help the show management for they are doing a job that thou probably would not want to. 10.
