1 ROWELL RANCH RODEO PARADE 2016 Brought to you by ROTARY CLUB OF CASTRO VALLEY Welcome Rowell Ranch Rodeo Parade Participants, Our Boulevard is looking great. Get ready to ROCK! Thank you for helping us celebrate Castro Valley s 34th Annual Rowell Ranch Rodeo Parade made possible by the Rotary Club of Castro Valley, our sponsors and you. It s shapin up to be a good ol hometown celebration! The parade is recorded on video by Redwood Christian High School and will be live on Castro Valley TV! Approximately 2,000 spectators will line the streets of downtown Castro Valley. The Reviewing Stand is in front of the old Daughtry Building (across from Citi Bank). You will pass it as you come down the Boulevard towards Redwood Rd. You will need to have you Entry sign on the RIGHT SIDE. Non-equestrian judging will take place 8:30 to 9:30am in the staging areas. Non-equestrian entries who want to be considered for an award should be at their assigned staging area by 8:30am ready for judging. Non-equestrian awards will be announced as the entry passes the reviewing stand and will receive their award at that time. Equestrian judging will take place in the BART parking lot starting at 8:00am. Equestrian awards will be announced and passed out in the BART parking lot approximately ½ hour after the parade is over. Norbridge will be CLOSED to vehicle traffic at 9:00am. Parade Map: This map show the staging areas and routes. 7. First Amendment Rights Guidelines IT IS IMPORTANT THAT YOU DO NOT LEAVE GAPS IN THE PARADE KEEP UP WITH THE ENTRY IN FRONT OF YOU. We believe in a good time, but we also want to keep everyone safe, so we ask that you please read the attached documents carefully as it not only explains the location and time to report, but also shares some essential safety rules. Remember to bring this information with you on May 14 th. Please review the guidelines for First Amendment Rights enclosed in this mailing. Parades should be enjoyed by participants and spectators alike, so stay safe and have fun! 2 ROWELL RANCH RODEO PARADE 2015 INSTRUCTIONS (Note: Subject to change prior to event) NOTE: Entries are subject to the direction of Parade Officials (including the Stage Manager and Marshalls). Failure to abide by the instructions, rules or on-site direction by parade officials may result in expulsion from the parade and/or denial of participation in subsequent years. (Sorry for so strong a statement, but a just few bad apples in the past make this necessary.) 1. Marshals are identifiable by an orange or a blue vest with the gold Rotary logo on the back. 2. Entry Numbers: Numbers are sequential, with some gaps, and handed out by Marshals at your assigned staging area. You will be lined up accordingly. Please wear your number on your RIGHT sleeve or post it on the RIGHT side of your entry. Please bring something to attach your number. NOTE: Numbers are subject to change. The Parade coordinator may change the order at any time as needed. ENTRIES MUST FOLLOW THE DIRECTION OF THE PARADE COORDINATOR AND MARSHALS 3. Staging: Non-equestrian entries: Non-equestrian judging will be performed by local judges selected by the Parade Committee. Non-equestrian judging will take place 8:30 to 9:30am in the staging areas. Non-equestrian entries must be at their assigned staging area by 8:30am ready for judging. The enclosed map shows the parade route and staging area. Staging begins at 8:00 AM. Marshals will direct you to where you line up. STAGE 2-5 ENTRIES MUST REPORT TO THE STAGE MANAGER (Linda Parker) AT NUNES & NORBRIDGE Entries arriving after 9am may be turned away at the discretion of the Staging Manager. Equestrian entries: Equestrian entries should stage at the designated BART parking lot area. Judging for RRR Equestrian entries begins promptly at 8 am. All equestrian entries are to remain in the parking lot until the Marshal gives the go-ahead for the line-up. *****PLEASE clean up all straw and manure from your staging area. BART will be happy! **** 4. Parking: NO PARKING is allowed on Norbridge, west side of Wilbeam, San Miguel, Nunes or Kerr; violators are towed. 5. See the next page regarding the judging procedures. 6. Please do not leave debris from your entry or animal. Failure to comply will disqualify you. 7. If you witness or experience disorderly conduct, inform a Marshal or Police Officer immediately. 8. For safety reasons, there is no throwing of objects of any kind, including candy. 9. Remember we have a permit for a continuous motion parade. Stopping on your own, for any reason, other than for safety, may result in your removal from the parade line up. 10. If you are expecting people to be dropped off at your entry at staging, please have them dropped off no later than 9:00 AM. After 9:00, parents will need to park outside the staging area and walk their children in. For young children, we recommend healthy snacks to occupy them, but ask that an adult collect, bag and dispose of the litter.

3 NON-EQUESTRIAN JUDGING PROCEDURE The judging for the non-equestrian awards will be performed by local judges. Judging will take place from 8:30am to 9:30am prior to the start of the parade. Winners of the NON-equestrian awards will announced as they pass the judging stand. The awards will be handed out at that time. IF YOU WISH TO BE CONSIDERED FOR A NON-EQUESTRIAN AWARD: 1. You must select one of the non-equestrian entry categories on your application. The judges will consider your entry accordingly. They will not independently assign you to a category. 2. Your entire group should be at your assigned staging area ready to be judged by 8:30am. Judges may not have time to return to your area if you are not ready. Equestrian Judging Judging for equestrian entries will be done by the PCJA. Pre-judging will still take place in Staging Area 1 and final judging will be done at the reviewing stand. Equestrian awards will be announced in the BART parking lot approximately 1/2 hour after completion of the parade. It will go much faster this year as we are not constrained by the Non-Equestrian judging process. Special Requests for Equestrian Entries 1. Traffic on Norbridge has been a problem for years. We are trying to alleviate by adding cones down the middle. All Equestrians should remain on the left (freeway side while heading toward Nunes). 2. Please stay in the order assigned. The entire area is congested and moving out of order creates safety issues as well as confusion. Thank you for your help in keeping this a safe as well fun parade!

4 ROWELL RANCH RODEO PARADE RULES 2016 Thank you for participating in this year's parade. The Parade starts promptly at 10 A.M., SATURDAY, MAY 14, 2016 ENTRY INSTRUCTIONS: Please register online at if you can. If you do, you can pay online (preferred) or mail in a check separately. If you need to submit a hard copy either: -download it from the website; -pick one up at Rowell Saddlery; or -contact us by phone or to mail you one. Parade Entry Schedule 7:00 am - 8:00am Equestrian Entries arrive 8:00 am - Pre-Judging, Equestrian entries 8:00 am - 9:00am Non-Equestrian Entries arrive 8:30 am - Judging of Non-Equestrian entries 9:00 am - Norbridge closed. Late arrivals walk in 9:00 am - Parade starts down Nunes 10:00 am - Parade enters CV Blvd. Parade lasts approx. 1.5 to 2 hours. Awards given after parade at BART parking lot. Complete page 4 and mail it to us as directed along with your check (you can't pay online if you don't register online). To make subsequent changes/additions (whether online or hardcopy), please notify us by ASAP and identify your entry by contact name and group entry name along with the changes/additions. EACH VEHICLE (excluding Car Clubs) must register and pay as a separate entry. You will be notified of your number and receive a map indicating assigned staging area in the mail approximately 2 days before the parade or sooner. Entry number cards will be handed out at the assigned staging areas. PARADE RULES For the fun and safety of everyone, it is important to listen to our Marshalls and Parade Officials, and follow the rules. The Rowell Ranch Rodeo Parade Committee reserves the right to refuse any entrant's parade participation if the Parade Coordinator deems it in poor taste, obnoxious or illegal in any manner or misrepresents the conditions of the original acceptance. ENTRIES MAY BE DISQUALIFIED AND/OR DENIED PARTICIPATION IN NEXT YEAR'S PARADE IF YOUR GROUP IS IDENTIFIED AS HAVING IGNORED THE FOLLOWING RULES AND REQUESTS: 1 THIS IS AN ALL-FORWARD MOTION PARADE. Performing groups should choreograph routines to maintain forward motion at the parade pace. No show cadences allowed. Any unit that stalls the parade will be given penalty points. 2 EQUESTRIAN entries must be ready for the pre-judging portion at 8:00am or will be judged as is and be penalized. 3 NON-EQUESTRIAN entries begin lineup at 8:00am. Norbridge closed at 9:00am/ Late arrivals must walk in. 4 Number card must be displayed on the FRONT, REVIEWING STAND side of the float, leader in the marching unit or leg/stirrup of mounted entrant. The reviewing stand side will shown on the Parade Map and may be subject to change. 5 Decorations must use flame retardant materials or chemically treated decorations. 6 ALCOHOLIC BEVERAGES ARE PROHIBITED 7 NO SMOKING during this event. 8 No open flames on or around floats or vehicles 9 Motorized units must carry ABC fire extinguishers 10 ENTRIES WILL BE DISQUALIFIED FOR: A. dropping back 50 feet from preceding entry, or closing in less than 25 feet; B. not completing entire parade route; C. throwing objects from float or vehicles, including candy; D. shooting off firearms; E. refusing to obey parade marshals, other parade officials or police; F. entries must stay in their designated staging area until directed by the staging area manager. 11 Penalty Points for following violations: 10 Not finishing under starting power 10 Non-compliance of forward motion throughout entire parade route. 5 Equestrian units arriving late for judging 10 Unauthorized change of parade starting order 5 Delay of Parade 12 ALL UNITS MUST PERFORM THROUGHOUT THE PARADE ROUTE and complete the entire parade route. Any time a unit is pulled off the parade route, it is to remain there until the end of the parade. 13 ENTRIES OR PARTICIPANTS INVOLVING VEHICLES OR ANIMALS must, at all times, maintain control of such vehicles or animals. For safety reasons, all people and animal on vehicles must be secure. 14 ANYONE UNDER EIGHTEEN YEARS OLD must be accompanied by a person eighteen years old or older. 15 UNITS WITH SOUND or unusual noise will maintain volume at a level low enough so as not to interfere with other units. No loud noise makers that could scare horses. 16 All Entrants shall comply with the Parade First Amendment Rights Guidelines. 17 The Pacific Coast Judges Association Rules (PCJA) will apply to all equestrian entries. 18 California Drum and Drill Rules apply to all marching units. 19 American Legion Competitive Flag Code will apply to all color guards and/or flag lines. 10 ROWELL RANCH RODEO PARADE FIRST AMENDMENT RIGHTS GUIDELINES 1. Any organization and individuals using the free expression zone agree to indemnify and hold harmless the Castro Valley Rotary Club, its officers, directors and members and the Castro Valley Rowell Parade, its officers, directors, and members from any and all liability associated with the organization or individual use of the free expression zone. 2. All banners and signs that reflect an opinion involving first amendment activities are not permitted in or on any parade entries. Any violator of this agreement may be expelled from the parade and moved to the free expression zone as described herein, by the Castro Valley Rotary Club. 4. All organization and individuals seeking to engage in First Amendment activities at the Rowell Ranch Rodeo Parade agree to indemnify and hold harmless the County of Alameda, its employees and elected and appointed officials, the Rotary Club of Castro Valley and its officers, directors and members and the Castro Valley Rowell Ranch Rodeo Parade committee, its officers, directors and members from any and all liability associated with the exercise and engaging in First Amendment activities and the use and occupancy of the free expression zone. 5. Any organization or individuals seeking to engage in First Amendment activities shall ensure their conduct in the use of any signs, banners, or other devices do not result in injuries to persons or property; persons engaged in First Amendment activities shall comply with the following restrictions on time, place and manner. a) No signs or banners may be used which exceed four (4) feet by eight (8) feet; b) No individual or group, sign or banner or individual activity shall block the free movement of patrons, concessionaires, employees, lessees or those providing emergency services or obstruct freedom of passage to or from the parade route; c) No individual or group engaged in free expression activity shall represent to anyone that the views they express are necessarily the views of the Castro Valley Rotary Club or the Rowell Ranch Rodeo Parade or that the Castro Valley Rotary Club or The Rowell Ranch Rodeo Parade in any way condones or supports said views; d) Patrons declining to listen, converse, or provide a donation or signature or accept any item offered by those engaged in free speech activities shall not be pursued or touched once that patron has clearly indicated that he or she wishes to be left alone; e) No one using a free expression zone shall leave said zone for purposes of engaging in free expression activity or conducting any activity originated in the free expression zone; Those individuals. or groups engaged in free expression activities shall provide their own table and chairs, but no more than one 8' x 10" table and five chairs shall be used in any free expression zone by any one group. No one shall use signs or displays, or pass out or show literature which employ fighting words, obscenities, or gruesome, grisly or repulsive exhibits or pictures;

11 h) No one shall use sound devices without special prior written approval of the Castro Valley Rotary Club and the use of any permitted sound device shall not create a nuisance or noise of sufficient volume to impinge upon the hearing of patrons more than a few feet away from the free expression zone, nor shall be used to broadcast any fighting words or obscenities; i) Individuals or groups utilizing free expression zones will occupy such areas no earlier than two hours prior to the events or no less than one after the closing of the event; j) If funds are solicited, they will not be demanded nor required in return for any materials. This prohibition shall not be construed as preventing all solicitations of voluntary contributions. There shall be no sale of any merchandise or services of any kind, including the taking of orders for merchandise or services, at any free expression zone. k) Any vehicles brought on the parade route by those persons engaged in free expression activities shall be parked in public parking areas off site. 1) There shall be no free expression activities within 50 feet of any parade route entrance, exit or staging area at any time. m) The violation of any of the terms of these conditions shall be reasonable groi nds for discontinuance by the Castro Valley Rotary Club of such activity and/or expulsion from the parade route and staging area. 6. The following equipment may be brought onto the free expression zone for use in the free expression activities within the designated free expression zone. a) An eight feet table (maximum length) and five chairs at each allowable location; b) Signs may be placed on the table or directly in front of the table only. The maximum signage area for any particular location shall not exceed four feet in height by eight feet in width; c) Any necessary pens, pencils, paper clips or clip boards and leaflets, provided, however, any leaflets should be weighted so that they are secured and not subject to being blown off the table., There shall be no sale or offer to sell or any merchandise or services of any kind, including, the taking of orders for merchandise or services, at any free expression zone. 7. If free speech activity cannot be allowed or no free expression zones are available, the Castro Valley Rotary Club will attempt to identify zones that are available, the Castro Valley Rotary Club will attempt to identify alternatives or alternative areas, including off-site areas, for the organization or individual to engage in such activities.
