3 -2- WELCOME Fun and learning go hand in hand in 4-H! We hope that your participation in the Dickey County 4-H Horse Achievement Day and/or the Dickey County Fair will be educational, enjoyable, and rewarding! This handbook has been prepared to provide all Dickey County 4-H families and 4-H club members with the general information, policies, and guidelines that have been established for 4-H at this year s Dickey County Fair and this year s Dickey County 4-H Horse Achievement Day. This handbook also provides exhibit lists for the Dickey County Fair and policies pertinent to 4-H animal projects, 4-H animal exhibits, and 4-H animal exhibitors, plus supplemental exhibit classes that are unique to Dickey County. These classes are open to all Dickey County 4-H members who are enrolled in the appropriate project. NOTE: Dickey County s rules state that you MUST enter at least one exhibit at the County Fair in order to complete your 4-H year. (However, you are encouraged to enter more than one exhibit.) Dickey County will follow the exhibit list as published by the North Dakota State Fair. This exhibit list will be sent out to each 4-H family. In Dickey County, you may enter as many exhibits in each Class that you would like for each project in which you are enrolled. Additional general information, policies and guidelines for Dickey County are contained in this handbook HORSE ACHIEVEMENT DAY TBA Pre-registrations due by 2018 DICKEY COUNTY FAIR JULY 12-15, 2018 Pre-registrations due by June 28, 2018 The rules, policies, and guidelines printed in this handbook supersede any that have been previously published, printed or assumed. Effective March 13, 2016 ALL 4-H project changes must be made by June 15 of the current year. Senior 4-H tassels will be awarded to seniors who are in good standing as a member for 4 years and exhibits at least one project at the fair each year. Note: Shooting sports senior members will received a tassel if they have participated in the state contest their senior year. The exhibit building committee, barn committee and Extension staff reserve the right to interpret all statements and identify extenuating circumstances under which exceptions may be made.

4 -3- Information and Policies For All 4-H ers Opening Comments All 4-H ers are expected to adhere to a high standard of conduct and behavior, and to abide by the established rules at all times. Parents or legal guardians are responsible for chaperoning or obtaining chaperons for 4-H ers. In the interest of providing a safe and healthy environment for youth and families, all 4-H events and exhibit areas will be alcohol free. Eligibility, Exhibit Expectations and Exhibit Pre-Registration 1. All Dickey County 4-H ers who were 8-18 years old as of September 1 of the current 4-H year, and are members in good standing, are considered members and are eligible to participate competitively. 2. All Dickey County 4-H ers who were 5-7 years old as of September 1 of the current 4-H year, and are members in good standing, are considered Cloverbuds and are eligible to participate non-competitively. 3. Exhibits made for activities during the 4-H year can be shown at one event only plus the county fair. This means you must have a different exhibit for each activity in which you participate during the 4-H year. Also, the exhibit MUST be something you have made this year! 4. All Dickey County 4-H members are expected to enter at least one exhibit at the Dickey County Fair (DCF). Members who are enrolled only horse projects are strongly encouraged to enter a static exhibit that relates to their horse project. However, they may substitute their participation at the Dickey County 4-H Horse Achievement Day (HAD) for participation at the Dickey County Fair (DCF). 5. Pre-registrations for Dickey County 4-H Horse Achievement Day are due in the Extension Office by: 6. Pre-registrations for 4-H exhibits at the Dickey County Fair are due in the Extension Office by June 22, 2018.

5 Exhibit Standards and Exhibitor Responsibilities Exhibitors must be enrolled in the project(s) in which they exhibit, and they may use each of the exhibit Class numbers in those projects as often as they want. 2. Each exhibit must be the work of the 4-H member, and must be work completed during the current 4-H year. 3. No exhibit or part of any exhibit may have been exhibited at the DCF or HAD prior to this year. Allowable exceptions are cumulative project manuals, cumulative photo collections, and horses used for performance or timed events. 4. No exhibit or part of an exhibit may be entered in more than one (1) Class. Allowable exceptions are horses used for performance or timed events, or exceptions stated on the exhibit list for the project/division. 5. Exhibits brought in for which there are no classes will be displayed but not judged. 6. Exhibitors are responsible for their exhibits from arrival time through check-out time. Neither the Dickey County Extension staff, nor the Dickey County 4-H Council, nor the Dickey County Fair Board, nor any of their members, are responsible for lost, damaged or stolen exhibits. 7. Exhibits are to remain on display until packing up of any exhibit being sent on to the state fair. Exhibit Incentive 1. Members will received one ticket for the 4-H Is Fun drawing when they enter (bring) the exhibits that were pre-registered by the pre-registration deadline. (This contest is subject to yearly approval.) 2. In an attempt to encourage accurate pre-registration and limit the number of canceled or no show exhibits, members may receive extra tickets for the 4-H Is Fun drawing if they enter/bring/exhibit most or all of the exhibits that they pre-registered. There are 3 divisions in this contest: Cloverbud ages 5-7 ($50.00 cash award); Junior ages 9-12 ($ cash award); and Senior ages ($ cash award).

6 Dress Code Dress code for HAD participants includes approved helmet, western boots, dark blue or black jeans or slacks with a belt, and a long-sleeved, solid white shirt with a 4-H emblem on front. No gloves, ties or jewelry is allowed. 2. All 4-H participants/exhibitors must wear a solid white, yellow, gray, or green shirt or blouse with a 4-H emblem prominently displayed and securely fastened on the front. It is recommended that 4-H members wear dark jeans, slacks, shorts, or skirts. In an effort to promote a professional appearance by 4-H members, it is recommended that the shirt or blouse be a solid colored crew neck t-shirt, polo shirt, or Henley-type shirt. The 4-H emblem can be silk-screened, fused or securely fastened using a Velcro-type fastener or fabric spray adhesive (no safety pins). 4-H members should NOT wear short shorts or short skirts; shirts/tops that are sleeveless, low-cut, or allow the midriff to show. Shirts should be sufficient length to be tucked into jeans, slacks, shorts, or skirts. Dickey County 4-H shirts will be allowed. Ribbons and Ribbon Premiums 1. Eligible exhibits will be awarded blue, red or white ribbons. 2. Exhibitors will received premiums for blue, red and white ribbons at the annual 4-H Awards Program if they have satisfied and abide by all applicable rules, guidelines, standards and policies stated in this handbook, and have satisfied the completion requirements for the year. Completion requirements for the year include being enrolled as a member and paying county membership dues, being enrolled in at least one project, following exhibit entry and exhibit check-out procedures to enter at least one exhibit at the DCF or HAD, and submitting a completed end-of-the-year 4-H record(s) by the due date. 3. 7 -6- INFORMATION AND POLICIES FOR STATIC EXHIBITS The information and policies in this section are in addition to the general information and policies stated previous for all 4-H ers. Judging of Static Exhibits 1. All static exhibits will be judged on the Dickey County Fairgrounds in Ellendale from 5:00-7:30 p.m. on the opening day of the Dickey County Fair. Cloverbuds will be judged from 3:00-5:00 p.m. on the opening day of the fair. 2. All static exhibits will be interview judged prior to being placed on display. Ribbons will be awarded based on the evaluation of the exhibit and the outcome of the interview. Standards such as workmanship, neatness, durability, texture, flavor, uniformity, etc. are considered during the evaluation of the exhibit. Knowledge, attitude, sharing of information, audibility of voice and eye contact are considered during the interview. Any exhibit that does not meet exhibit standards is subject to being dropped one ribbon placing. 3. Absentee exhibits are allowed but not encouraged. Absentee exhibit forms must be completed and submitted to Extension and/or judging staff for approval prior to judging of the exhibit at the Dickey County Fair. Food Preservation Award (tentative) To further stimulate the art of home food preservation, the Altrista Corporation is offering coupons toward the purchase of Ball or Kerr brand home canning products and the Ball Blue Book canning guide. Divisions include: fruits, vegetables, pickles, and soft spreads. Purple Ribbons and the Premium Sale 1. Purple ribbons may be awarded on a ratio of 1 per every 8-10 exhibits in a Division or at a judging station, at the discretion of the judges and the Extension staff. 2. Only those exhibits that have pre-registered by the published deadline and earned blue ribbons will be considered when awarding purple ribbons. (Note: at the March, 2017, Council meeting a rule was made that in order to receive a purple ribbon at the fair you MUST have pre-registered your exhibit!) 3. Exhibitors receiving purple ribbons are obligated/expected to participate in the Premium Sale on Saturday.

8 -7- STATIC EXHIBITS AT THE PREMIUM SALE 1. Exhibitors who earned purple ribbons are to report to a designated area to line up for the Premium Sale one-half hour before it is scheduled to begin. They should bring their purple ribbon exhibit(s). (If the exhibit is too cumbersome, they may bring just the purple ribbon.) They will line up in the order of the printed program. During the Premium Sale, they should display enthusiasm and pride in their work and achievement, and express gratitude to the bidder(s). 2. A maximum of $20.00 will be collected from the bidding public for each purple ribbon winning static exhibit at the Premium Sale. The money will be awarded immediately and directly to the 4-H member. 3. After the Premium Sale, the exhibitor should return his/her exhibit to the exact place from where it was taken. 4. Exhibitors will forfeit their rights to premiums if they are absent from the Premium Sale. The only allowable exception is if the 4-H er has completed and submitted the form to request to be absent from the Premium Sale. The form requires the name of the person who will stand in for the absent 4-H er. It must be signed by the 4-H er and parent or legal guardian, and submitted to the Premium Sale Committee for their approval by 3:00 p.m. on the day of the Premium Sale. 5. It is highly suggested that official 4-H dress code be worn at the Premium Sale! Static Exhibit Eligibility for the North Dakota State Fair Blue ribbon static exhibit - excluding perishables - are eligible to advance to the North Dakota State Fair. 4-H ers wishing to advance their blue ribbon exhibit must bring it, along with a completed registration form (available Sunday at time of packaging) to a designated packaging area in the 4-H exhibit building on Sunday. Each 4-H member will be responsible for packing their own projects to be sent to the State Fair on Sunday after the Dickey County Fair, following the style show. Questions and Protests Regarding Static Exhibits Direct questions and protests regarding static exhibits to exhibit building chairperson(s) and/or county Extension staff. They may, in turn, consult with executive officers of the Dickey County 4-H Council and/or club leaders to resolve the question or protest.

9 -8- INFORMATION AND POLICIES FOR LIVE ANIMAL EXHIBITS The information and policies in this section are in addition to the general information and policies stated previous for all 4-H ers. Animal Ownership All large and small animal owners are to manage their own project(s). This means having the responsibility of feeding, grooming, exercising and training, managing stalls, pens, cages, etc. and having free access to the project animal(s) at all times. A 4-H member must have this type of managing control by May 1 for large animals and at least 6 weeks prior to the Dickey County Fair for small animals. Appropriate animal ownership forms must be completed by the 4-H member and returned to the Extension Office by May 15. Failure to comply fully with all parts of this rule will result in the exhibitor s forfeiture of rights to full premiums. Dickey County 4-H allows leasing of animals. Guidelines for horses are that youth must have 30 hours of learning about equine and 20 hours of actual riding lessons. Guidelines for livestock require youth to have 20 hours of hand-on working with the animal and participation in the Showmanship Workshop. Separate forms (available on-line) are required for leased animals. Animal Welfare All animal owners are responsible for the welfare of their animals. Exhibitors re expected to provide adequate feed, water, bedding and housing for the comfort of their animals. It is the responsibility of the exhibitor to make arrangements for appropriate care of their animal(s) if they are unable to be present. Entry of Live Animal Exhibits 1. Exhibits must be pre-registered or registered according to the current year s policy and deadlines. 2. Animal weigh-in will be held during check-in at a designated date and time. Animals will be left at the fair following check-in unless arrangements are made ahead of time. The ownership statements will be check for animals not at check-in. Health certificates for animals will be required only if requested by the DC Fair Board. 3. Animals must be halter broken. 4. NO stallions are allowed. One horse may be used in halter Division; two horses may be used in the remaining divisions. 5. The International Association of Fairs and Expositions (IAFE) National Code of Show Ring Ethics will be followed. Upon entry of the animal exhibit(s), all exhibitors and their parent/legal guardian are expected to sign a statement indicating that they are aware of the IAFE policies posted and that they are in effect and that they do consent to them.

10 Housing of Animal Exhibits Sand will be provided in the barn for beef. Straw is allowed at the tie-outs and in the pens for hogs and sheep, and must be provided by the exhibitor. 2. Exhibitors are expected to clean feed trays, pens, stalls and messes made by their animal(s). 3. Animal welfare policies will be in effect. Judging of Live Animal Exhibits 1. Poultry, rabbits and pets will be judged at a specified time (other than static exhibit judging time). 2. Large animals will be judged Saturday morning. Suggested show order is: swine, breeding sheep, market sheep, goats, dairy, market beef, and breeding beef. 3. Absentee exhibit of animals is discouraged, but allowed. Absentee exhibit forms must be completed and submitted to Extension staff or barn committee member by noon on Friday. In the case of an absentee showing of a livestock exhibit, the absentee form must be completed and submitted including the name of the person who will be showing the animal. In case of an absentee showing, the exhibitor will not be eligible to participate in the showmanship contest. 4. Exhibits in most divisions will be judged and placed in blue, red or white ribbon groupings. Exhibits that do not meet project or exhibit standards will be reduced ribbons and/or premiums. Grand champions and reserve champions may be named from the blue ribbon group. 5. Animals are to remain on exhibit until official check-out time. Early removal of exhibits will result in forfeiture of premiums. Barn Etiquette Because exhibits are viewed by the general public and therefore reflect on the Dickey County 4-H youth development program, it is important for exhibitors to project a good image. 1. Animals must be tied so that the tether length does not exceed 36". 2. Stalls are to be kept clean. 3. Walkways are to be accessible, clean and free of clutter. 4. Animals should be fed away from the stalls. 5. Barn committee members will determine where animals and chutes will be placed. 6. Random inspections of stalls will be conducted if a Clean Stall Award is to be presented.

11 -10- Showmanship 1. The showmanship of all livestock exhibitors will be evaluated during the shows, beginning with entry into the ring and continuing until judging of the Class is completed, and during the showmanship contest for the species, if entered. The current recommended practices for showmanship are taken from the 4-H Livestock Showmanship Manual. 2. Exhibitors must have shown their own animal(s) to be eligible for showmanship awards. 3. A person who has been named champion in the senior division of the Round Robin Showmanship Contest in any previous year is eligible to compete only for the species showmanship award in the current year. 4. Showmanship will be for members who were 8-18 years old on September 1 of the current 4-H year, with these divisions: Junior: 8-12 before date stated above Senior: 13 or older before date stated above Round Robin Showmanship Contest 1. One junior division showman and one senior division showman from each species will be selected to compete in this contest. 2. The junior and senior divisions of this contest will run simultaneously with 3 minutes per station. Horses will be shown at halter following ND Horse Show rules. 3. A 4-H er who is selected for participation in this contest may choose not to enter or not to show a particular species, realizing that this will compromise their chance to win the contest. Steve Stearns Memorial Award for Horsemanship Eligibility: Open to any 4-H er enrolled in the 4-H horse project. Terms of Award: ¾ of the interest earned from the Steve Stearns Memorial Fund will be available for the Dickey County award each year. This amount will be awarded in the form of a suitable trophy or plaque under the conditions following: Conditions for selecting award winner: a. Minimum requirements for 4-H membership must be met. b. Selection will be made by representatives of the county adult horse clubs at the 4-H Horse Achievement Day. c. Basis for selection will be performance in the ring and out. Judges will attempt to consider members who are deserving, thoughtful, courteous, friendly and cooperative. d. Winners should also achieve some degree of ring excellence by participating in at least one of the Divisiones. e. One winner will be chosen from each of the following age divisions: 8-11; 12-14;

12 -11- Steve Stearns Memorial Award for Livestock Judging Eligibility: Open to 1 st place senior winner at the State Livestock Judging Contest. Terms of Award: ¼ of the interest earned from the Steve Stearns Memorial Fund will be available for this award each year. This will be awarded in the form of a suitable trophy or plaque under the conditions following: Conditions for Award: a. minimum requirement for 4-H membership met. b. Awarded to high point winner on the senior livestock judging team at the state contest. (In case the high point winner has received this award in the past, another method will be used to award this trophy/plaque.) Glenn Moore Memorial Award Available to a 4-H er who is involved with beef breeding; the 4-H er who is expanding their personal knowledge in nutrition, health, and growth of the 4-H beef project. 4-H ers can give demonstrations, talks, or be involved in judging or showing animals at the County Fair and other events (Red River Valley Fair, State Fair, etc.).

13 Premium Sale Policies for Live Animals The animals that earned blue or red ribbons when exhibited in the market/breeding classes, as well as exhibitors who earned blue ribbons at any event(s) at Horse Achievement Day, are eligible to participate in the Premium Sale. 2. Exhibitors of large and small livestock may have entered as many times as they want, but may sell the premium on only two animals per species (one market and one breeding). 3. Horsemanship exhibitors will received a bid for all Horse Achievement Day blue ribbons in one standing. 4. The Premium Sale is for premiums only because the weights are not certified and bids are not confirmed. 5. The sale will be on a graduated scale to be fair to the exhibitors and also to reflect the economics of the times. 6. The maximum bids are as follows (appropriate animal ownership forms must be received in the Extension Office by May 15, in order for an exhibitor to be eligible for the maximum bid): Animal Red Blue Reserve Purple/Grand Breeding: Poultry/Rabbits $5.00 $10.00 $20.00 $30.00 Market: Poultry/Rabbits $15.00 $20.00 $30.00 $40.00 Breeding: Large Animals $20.00 $30.00 $40.00 $50.00 Market: Large Animals $50.00 $ $ $ Horsemanship -0- $20.00/ Class -0- $200.00/age division (ineligible to receive premium money for blue ribbon) 7. Showing of grand and reserve champion animals is allowed, but not required. The decision as to whether or not a particular grand or reserve champion animal will be brought out at the Premium Sale must take into consideration many factors and may, in fact, be a decision that is best made by the consensus of several individuals such as 4-H youth, parent, and barn committee persons Her s will keep the ribbon but forfeit the premium money if they are absent from the Premium Sale. The only exception is if the 4-H er has submitted the necessary form to request to be absent from the Premium Sale and been granted permission to be absent by the Premium Sale committee. The form requires that the 4-H er names who will stand in for him/her at the Premium Sale. The form must be signed by the 4-H er and their parent or guardian and submitted to the Premium Sale committee no later than with one-half hour after the close of the livestock show.

14 If the grand champion ribbon winner was late with animal ownership form(s), they are eligible for maximum money equal to reserve champion. If reserve champion ribbon winner was late with animal ownership form(s), they are eligible for maximum money equal to blue ribbons. If the blue ribbon winner was late with animal ownership form(s), they are eligible for maximum money equal to red ribbons. If the red ribbon winner was late with animal ownership form(s), they are eligible for a maximum of 20% less than full red ribbon value. HORSE: If high point winner was late with animal ownership form(s), they are eligible for $160 (instead of $200) (this is a 20% reduction). If blue ribbon winner was late with animal ownership form(s), they are eligible for a maximum of 20% less than full value of their blue ribbons. 10. It is highly suggested that official 4-H dress code be worn at the Premium Sale! Questions and Protests Regarding Animal Exhibits or Animal Exhibitors Protests regarding animal exhibits or animal exhibitors must be directed to a barn committee member, and will be handled on an individual case-by-case basis employing the consultation with all barn committee members and county Extension staff. Decisions and actions taken in response to protests will be reviewed by the Dickey County 4-H Council. Educational Exhibit Facts/Tips (to be used at Dickey County Fair) 1. The exhibit may be any of the following: a. A project-related poster that shows one main idea, concept, or theme; may be safety related. b. A project-related folder or scrapbook showing what was learned and the progress you made in the project. c. A free standing display that shows one idea or theme from the project.. It should have eye appeal and have a message that is stated simply and clearly to be easily understood by the viewer. It may be safety related. 2. NO Live animals allowed! 3. Educational exhibits are to be judged and display in the static exhibit building.
