4 LOCAL RULES Unless otherwise stated, all rules apply to both the Junior and Open shows at the Grand National Livestock Exposition. 1. Management reserves final and absolute right to interpret the following rules and regulations and to arbitrarily settle questions and differences thereto or otherwise arising out of, or connected with, or pertaining to the Junior Livestock Exposition, Grand National, exhibits and sales. Any exhibitor who violates any state or local rules will forfeit all privileges and premiums. 2. All State Rules published by the California Department of Food & Agriculture, Division of Fairs & Expositions are in force for the Junior Grand National and Grand National Stock Show. Copies of the State Rules are available in the livestock office & online at 3. Junior Show Entries are open to all youth from ages 9 to 19 as of JANUARY 1, Junior Beef Department entries are open to youth from ages 9 to 21 as of JANUARY 1, Open Show entries are open to anyone. 4. Any junior who exhibits in the open breeding show must also exhibit the same animals in the junior show of that species. Any junior exhibitor who exhibits in the open breeding show without also exhibiting in the youth show will be disqualified from the open show. Animals that are entered in both shows must be entered under the same exhibitor for both shows. Animals may not be entered in both breeding and market (classic) shows. 5. All entries (except Rabbits) must be made using our online entry system. Please note that for an entry to be accepted, the entry fee MUST be paid using a credit card through the online system. Any unpaid entries WILL NOT be accepted. The Grand National reserves the right to reject any entry at will. All entries (except Rabbits) must be made via our online entry system. The system will accept entries until 11:59 PM on Thursday, October 4, NOTE: If you are having difficulties with the site or have technical questions, please livestock@cowpalace.com. Any entry that is not paid for by this time will be not be accepted. Late entries will not be accepted. The only exception to this rule is showmanship. See departments for specifics. Rabbit entries See Rabbit Section for details. 6. Management reserves the right to limit entries to facilities available and may limit the number of entries made by an exhibitor. Any return of entries under this rule will be done generally and without discrimination. Under any limitation of entries, acceptance will be based on entry receiving date, except some eligible entries may accepted to ensure an equitable representation of a specie or breed. 7. Refunds will not be considered for amounts under $ Please see State Rule II 6 for requirements. Overpayment of entry fees will not be refunded. In the event of a major livestock disease outbreak in the United States, Cow Palace Management will determine a fair and universal system for the refund of any entry fees collected by the exposition. This system will be based on the date of the outbreak, the severity of the outbreak, and the operational costs associated with and undertaken by Cow Palace Management for the Livestock Show. Any approved refunds will be issued within 30 days of the close of the show. 8. All Exhibitors must complete the Online Entry Release Form and return it to the Grand National Livestock Exposition. The form is available at 9. PROTESTS Protests will be considered only if there has been a violation of state or local rules. Judge s decision on awards CANNOT be protested. All protests must be presented to the Livestock Exposition Manager in writing within 4 hours of the alleged violation and must be accompanied by a $ cash deposit, which will be returned if the protest is deemed valid. 4

5 LOCAL RULES Unless otherwise stated, all rules apply to both the Junior and Open shows at the Grand National Livestock Exposition. 10. There will be no flyers or notices posted or handed out without prior permission of show management. The cost of removing any posters or flyers will be charged to the organization or person listed on the poster or flyer. 11. Management reserves the right to add, delete, combine or change classes to benefit the show. Unless otherwise noted, all classes are judged using the American System. 12. Any animal without a legible tattoo (when required by registry association, state rules or local rules) will not be eligible for show competition. Show management reserves the right to spot check tattoos. While not all animals will be inspected, a discrepancy or lack of tattoo on an animal selected for inspection will be grounds for disqualification. 13. First bedding will not be supplied. All feed and bedding storage must be confined to your assigned area and meet with all California Fire Marshall Regulations. Limited bedding materials will be available for purchase at the show. 14. All stalls and pens must be cleaned by 7:00AM every morning. Bedding must be dumped in the designated areas. Management may retain all premium monies if exhibits are not kept clean and presentable. 15. Management will attempt to comply with stall requests submitted in writing (on the form provided) at the time of entry. Please note that notations made on the online entry system will not reach us until after the stall charts have been completed. STALL REQUESTS ARE NOT GUARANTEED. 16. No animals will be allowed on the Cow Palace grounds unless they are entered to show or exhibit. Goat exhibitors please see department rules. No Nurse Cows allowed. 17. Exhibitors must have proof of ownership and/or registration papers available at all times. 18. Premium checks will be mailed after the show. Checks will not be reissued until 30 days after they have been mailed. Checks must be cashed within 90 days of issue to remain valid. Expired checks will not be replaced. Lost checks may be subject to a $25.00 fee. 19. Dogs are not allowed in the barn area. Dogs will be allowed in the RV Parking area. 20. Bicycles and scooters are not allowed anywhere on the Cow Palace grounds except in the RV Parking area. Bicycles or scooters found in other areas will be confiscated and will be returned at the end of the show. 21. Junior show exhibitors must show their own animals unless a written waiver from the Livestock Exposition Manager is obtained. Permission must be requested in writing and, except for emergency circumstances, must be submitted to the Livestock Exposition Manager no later than Wednesday, October 10. The request must include the name of the person who will be showing the animal(s). Cause for waiver includes, but is not limited to, the following; 1. Exhibitor cannot show because of conflict with school sponsored events or activities. 2. Exhibitor cannot show because of conflict with another 4-H event, livestock event or fair event. 3. Exhibitor is showing multiple species and it is expected that a scheduling conflict may arise. 4. Exhibitor cannot show for a reason deemed by the Stock Show Manager to be substantially unavoidable and not in conflict with generally accepted standards of fairness in the industry. A waiver is not required when an exhibitor has two (or more) animals in the same class and one is being shown by the exhibitor. It is the responsibility of the exhibitor to obtain a written waiver before allowing any other person to show the exhibitor s animal. This rule applies only to the junior shows. Please note: Exhibitors who obtain waivers under this rule will not qualify for CJLA points. Exhibitors are responsible to check with the appropriate association and departments to determine whether a waiver under this rule will be acceptable. LOCAL RULES 5

6 Unless otherwise stated, all rules apply to both the Junior and Open shows at the Grand National Livestock Exposition. 22. Exhibitors do not have to be present at the time of weigh in for any shows that require weights. However, exhibitors are responsible for making arrangements for their animal(s) to be weighed. Show management is not responsible for making sure animals are weighed. 23. If the weight of an animal being weighed by an official is disputed, the animal will be immediately taken off the scale and the scale will be checked for balance. The animal will be immediately reweighed. At no time can the animal leave the scale area. The second weight will be the official weight. 24. If requested by management, exhibitors will be required to display their animals in the Parade of Champions during rodeo performances. Any exhibitor failing to promptly show or parade animals selected by show management will forfeit all or a portion of the premiums previously awarded. PLEASE NOTE: No ballcaps will be allowed in the main arena during the livestock parades. Only western style hats are allowed in the PRCA arena. 25. Exhibitors must be clean and neatly dressed while exhibiting. 26. Drinking of alcohol by any exhibitor under the age of 21, or the use of illegal drugs by any exhibitor, will be grounds for immediate disqualification from the show. Any awards and/or premiums won will be forfeited. 27. No exhibitor will be allowed in the barn area between the hours of 10:00 PM and 5:00 AM unless permission is granted by the Livestock Exposition Manager. 28. EXHIBITORS WILL BE HELD RESPONSIBLE FOR ANY AND ALL DAMAGE DONE TO THE FACILITIES OR EQUIPMENT. 29. By submitting an entry, each exhibitor and his/her parents (if under 18 years of age), hereby release rights to any photo or video taken for publicity purposes. 30. The Grand National may have a veterinarian and/or veterinarian assistant on grounds that will be in the barn area. The appointed veterinarian and/or veterinarian assistant reserve the right to inspect all animals. Any person officially conducting a health check shall have the right to enter any trailer, pen or tie area to inspect an animal. Any animal found to be in an unsafe, unsightly or unhealthy condition will be quarantined in a designated area. The exhibitor shall remove said animal(s) from Cow Palace grounds within four hours of being quarantined. The Cow Palace Veterinarians decisions will be final. See State Rules for specific health information and rules. 31. The Grand National Livestock Exposition is committed to the humane treatment of all animals exhibited. Any exhibitor found using unethical practices or mistreating an animal on the Cow Palace grounds will be immediately dismissed forfeiting all privileges and premiums and will be reported to the proper authorities. Any animal not cleaned or fitted to show as a true representative of the breed it represents shall be disqualified and the judges will not award premiums on such animal. 32. No foreign substances are to be injected, pumped, drenched or otherwise forced upon any animal. NO DRENCH GUNS MAY BE USED unless under the direct supervision of the Grand National Vet. 33. Management reserves the right to physically handle any animal on the Cow Palace grounds. 34. All State Fire Marshall rules apply and will be enforced. Heat producing appliances, such as space heaters, electric skillets, toasters, coffee makers, hot plates and any other appliances used for cooking purposes, shall not be permitted in any barn or livestock area. Electrical devices in good repair that are properly maintained and used in direct connection with the care of the animals are permitted. All extension cords must be plugged directly into the socket or into a surge protector that is plugged directly into the socket. Multiple extension cords may not be strung together. All generators must be kept at least 20 feet from the building. 35. All bills for veterinary service, feed or any other debts are due and payable during the show. Any exhibitor who does not meet his or her financial obligations will not be allowed to show at any Grand National show until the bills are paid in full. 6

CHARGES IN ADDITION TO ENTRY FEES COW TOWN MEMBERSHIP $2.00 per Junior exhibitor ONLINE ENTRY FEE (ALL EXHIBITORS) $2.00 per exhibitor *PARKING PERMIT See Below STOCK TRAILERS No Charge *RV SPACES $ per space *See below for further information PARKING PERMITS - FEE: $20.00 Presale, $25.00 on Onsite Livestock exhibitors are encouraged to pre purchase all parking permits. Permits purchased at the time of entry will be $20.00 per permit while any onsite purchases will be $25.00 per permit. The permit is valid from October and will allow unlimited in and out privileges through Gate 8. This permit will not be valid at any other gate. PRE-PURCHASED PERMITS: All permits purchased at the time of entry will be mailed to the address provided at the time of entry. ON-SITE PURCHASES: A permit may be purchased at either Gate 8 or the Livestock Office. However, you will need to pay the daily parking fee to park the first day. You are strongly encouraged to prepurchase your pass. Stock trailers will be allowed to enter the grounds to load or unload livestock but must be moved to the designated trailer parking area immediately following unloading. RV SPACES FEE: $ PER SPACE Fee includes a permit for the camper/trailer and one (1) tow vehicle from October 10-14,2018. NO ELECTRICITY OR WATER WILL BE PROVIDED. All campers and trailers must have a permit in order to remain overnight on the Cow Palace grounds. Reservations will be accepted on a first come, first served basis. RV spaces may be paid for with entries via the online entry system OR payment may be sent in with an RV Reservation Form. The RV lot will be lined. All campers and personal equipment (chairs, carpets, etc) MUST be kept within your space or you will be charged for a second space. Spaces will be approximately 14 feet wide. RODEO AND BARBEQUE TICKETS SAVE EVEN MORE MONEY BY PRE-PURCHASING YOUR TICKETS! A PRCA Rodeo will be held on October 12, 13, 19 and 20. A Western Barbeque will be held prior to each performance in the South Hall. Discount tickets may be purchased at the time of entry or in the livestock office during the show. Prices are: Purchase with online entries prior to entry deadline: Rodeo ticket: $12 per ticket Barbeque ticket: $18 per ticket Purchase onsite in the Livestock Office: Rodeo ticket: $15 per ticket Barbeque ticket: $20 per ticket BEEF TIE-OUTS Free panel tie outs will be available. 12 LIVESTOCK EXPOSITION JUNIOR CLASSIC STEER SHOW JUNIOR CLASSIC STEER SHOW ENTRY FEE: $50.00 PER ENTRY Entry Deadline: October 4, 2018 Late Entries Not Accepted Animals in Place: Friday, October 12, 2018 at 4:00 PM See Local Rules for Details 1. The ic Beef Show is CJLA Sanctioned. This show is open to both CJLA members and non-members. 2. All ic Steers must weigh in on Friday, October 12 between 12 NOON and 4:00 PM. 3. CJLA rules require that all entries in the English Steer Division (Purebred Angus, Hereford, Shorthorn and Red Angus) be registered as a purebred steer with the appropriate breed association. The name on the registration papers must match the exhibitor s name. Please note, due to California State Rules, all steers must be registered solely in the exhibitor s name 30 days prior to the show. No partnerships are allowed. 4. Any steer that has been sold through a county fair junior livestock market auction is not eligible to show in this show. 5. Entries in the ic Steer Show may not be entered in any other division. 6. Any questions of Breed determination will be left to the discretion of the Beef Superintendent. Steers will be weighed for show weight. Each breed classification will be divided into weight classes. The number of classes will be determined by the number and weight of entries. 7. There is no minimum or maximum weight for this division. 8. The ic Steer Show is an open junior show and entries are open to any Junior Exhibitor, 9 to 21 years of age as of January 1, 2018 from any state within the United States. 9. ic Steer Show Exhibitors shall be neatly dressed. 10. A brand inspection certificate or Bill of Sale must be available for inspection at all times for all cattle. See State Rules for details. The Brand Inspector will be onsite to ensure that proper documentation is in place. 11. All cattle must be halter broken. 12. Tail fins, or the addition of any hair or hair like substance, or flocking to the animals body, as well as any grooming material that allows color to come off the animal will not be permitted (False tail switches are permitted). This Showmanship Division is CJLA Sanctioned. 2. Exhibitors may enter showmanship in the Livestock Office at the time of arrival. All late showmanship entries must be done onsite and will close at 4:00 PM on Friday, October 12. No showmanship entries will be accepted after this time. 3. Any exhibitor having one or more entries in the ic division, Market Heifer division or Breeding Beef divisions are eligible to compete. 4. Animals shown in showmanship MUST BE owned, entered and shown by the exhibitor in the ic Steer, Market Heifer or Breeding Beef Show. 5. Exhibitors in the CJLA Showmanship class shall be neatly dressed. 6. Exhibitor s age is determined as of January 1, The winners of class 1 and 2 will not be eligible to move up to the next class. All Heifer classes within Breeding Beef Divisions are CJLA SANCTIONED. 2. Open to any Junior Exhibitor, 9 to 21 years of age as of January 1, 2018 from any state within the United States. 3. Junior Breeding Beef Exhibitors shall be neatly dressed. 4. LIMIT: No limit on number of entries, but premiums will only be paid on 2 entries per class per exhibitor. 5. All animals must be registered with the appropriate National Breed Association. Any animal with a pending or applied for registration will not be eligible to show. The original registration certificate for each entry must be verified by show Management no later than 3:00 PM on Saturday, October 13. All original registration certificates must be available for inspection at the time of judging. 6. Any animal without a legible tattoo will not be eligible for show competition. Show management reserves the right to spot check tattoos. While not all cattle will be inspected, a discrepancy or lack of tattoo on an animal selected for inspection will be grounds for disqualification. 7. A brand inspection certificate or Bill of Sale must be available for inspection at all times for all cattle. See State Rules for details. The Brand Inspector will be onsite to ensure that proper documentation is in place. 8. The entry must include the name and registration number of the animal, numbers of the sire and dam, birthdate and tattoo. 9. Nurse cows are NOT permitted. 10. Management reserves the right to combine or split classes or divisions based on entries. 11. All animals shown as part of a group class must also be entered and shown in the appropriate individual class. 12. All entries must be registered solely in the name of the exhibitor. AAA rules require that all animals be shown by their owner. Any animals not shown by the owner/exhibitor will be disqualified. The American Angus Association, 3201 Frederick Avenue, St. Joseph, Mo., will participate in premiums offered in individual classes for junior Angus heifers, bred and owned heifers, bred and owned bulls, cow/calf pairs and registered Angus steers as included in its standard show classifications, according to the premium schedule based on the number of head shown. The premium assistance provided by the American Angus Association for participation in this show is in addition to the premiums offered by the show itself. The premium assistance should not be used to offset show expense and shall be included in the premium payments distributed by the show to the exhibitors. A minimum of fifteen (15) head must be shown in the junior Angus heifer classes to receive American Angus Association premium participation. The show is not required to have all classes to be eligible for premiums. Separate classes for bred and owned heifers may be held if the size of the show merits a separate class. Only bred and owned bulls may be counted in the numbers report for premium participation. To be eligible for Association premiums the entries must be recorded in the sole name of the junior exhibitor and the issue date on the registration certificate must conform to the individual show's requirements regarding ownership. The Association's contribution is included in the total premiums listed in each class. Premiums from the Association are paid only to registered Angus cattle and only if the registration number is a part of the show report provided to the Association. Therefore, all cattle should be registered at the time of entry to make certain they receive the Association's portion of premiums. The Association does not pay a percentage on premiums offered in championship classes. An animal may only be counted one time toward the total count for premium participation by the Association. Exhibitors must have the original registration certificate issued by the American Angus Association available for inspection at the show for each animal or another current proof of ownership issued by the American Angus Association pedigree look up. Any animal, upon check-in, which does not have a legible permanent identification mark (ear tattoo marks, freeze-branded marks or hot-branded marks) corresponding to the permanent identification mark on the registration certificate, is ineligible to show. Once disqualified due to an incorrect or illegible permanent identification mark, animals cannot be re-identified (tattooed/branded) and rechecked at the show. Any female shown with a calf at side: the calf must be the cow's most recent natural calf, and the calf must be registered by show day and have proof of registration at check in. Only one person at a time shall lead an animal into the show ring. Exhibitors who participate in shows that accept premium monies contributed by the American Angus Association are subject to the Association Rules as found in the Breeders Reference Guide of the Association. All cattle must be purebred to show. 2. No exhibitor shall be permitted to win more than two prizes in any one class. 3. All animals must be registered as the property of the exhibitor in the records of the ASA at the time of the Fair or Show. 4. All animals entered are subject to a tattoo inspection by representatives of the ASA. All animals are also subject to an age inspection if deemed necessary by the ASA and the decision of the examining veterinarian is final. 5. All animals must be registered with the North American Limousin Foundation. 2. All animals must be 75% Limousin (NALF percentage, not actual) or greater as indicated on orange NALF registration certificates or purple-papered Lim-Flex cattle as indicated by NALF registration certificates. Percentage, fullblood, purebred and Lim-Flex cattle shall compete in the same classes and championships. 3. If a show does not abide by the NALF MOE show rules exhibitors will not be awarded points for that show. 4. All animals must be properly tattooed and will be inspected at the show. Tattoos must be legible and must match the registration certificate. If an animal s tattoo is not legible or cannot be read upon initial processing, it will be ineligible to show and not allowed to return with a new or corrected tattoo. 30

To maintain a high degree of confidence in Limousin shows, the North American Limousin Foundation reserves the right to disqualify any animal that has been fitted in an unethical manner. Unethical fitting shall include the following: a. Any use of paints, colored show foam, graphite, colored powders or other substances; animals may be subject to a white-towel test; b. The addition of any hair or hair like substances, including false tail heads and false polls (false tail switches are allowed); c. The cutting, tearing or gluing of the hide or underneath the hide or removal of tissue in an attempt to alter the shape of the animal or the injection of any gas, solid or liquid under the hide to alter the normal confirmation; d. Any products, solutions or liquids administered internally or externally to alter the conformation of the animal is prohibited. That includes the use of steroids, growth stimulants and the act of artificially filling animals internally, which would include stomach pumping, drench tubes, or any other method. Exceptions: In the case of severely sick or severely dehydrated animals, the exhibitor may have fluids or electrolytes administered by the licensed official show veterinarian with the approval of the show superintendent or a NALF representative. The exception is not applicable on show day or weigh-in/check-in day. 6. Bulls over one (1) year must show with a nose-lead. The Limousin show superintendent and the show management reserve the right to disqualify animals deemed unmanageable. 7. Protests against exhibitors, individual animals or fitting violations must be submitted in writing, signed by five (5) active members of the NALF and presented to the show superintendent within 12 hours of the show s completion. 8. NALF reserves the right to mouth animals for dental development. 9. NALF reserves the right to collect hair samples from any animal. 10. es and championship breaks will be determined after all cattle have been checked in. No class shall contain more than 20 head. The given classes may be split or combined only within their given division. 11. Calves exhibited alongside dams in the cow/calf division are eligible to show as individuals but will not be awarded MOE points. 12. Animals shown must be solid red or black above the flanks, excluding birth marks. 13. PERFORMANCE REQUIREMENTS Note: All performance data must be submitted by December 1 to receive MOE points. Failure to have performance data on file at NALF will result in disqualification from the MOE program and no points will be awarded. It is the responsibility of the breeder/owner/exhibitor to submit the information without special requests from NALF. 14. To receive MOE points all cattle must have the following performance data submitted and on file at the North American Limousin Foundation: a) Birth weight (bulls & heifers) b) Weaning weight (bulls & heifers) c) Yearling weight (bulls & heifers) d) Yearling scrotal circumference e) Pregnancy test (females older than 600 days at season s end) f) Breeding Soundness Exam and semen test (bulls older than 400 days) 15. Credibility Requirement: To maintain a high degree of integrity and credibility in all Limousin shows, all owners and exhibitors are expected to adhere to all NALF rules and regulations regarding the exhibition of Limousin cattle to adhere to rules and regulations of particular shows, fairs and exhibitions. 31

37 GRAND NATIONAL LIVESTOCK EXPOSITION BEN BEAM MEMORIAL JUNIOR SHEEP SHOW Ben Beam was the 2016 Cow Palace Grand National Blue Ribbon Award recipient. The Blue Ribbon Award is given in appreciation to an individual or business who has volunteered their time and energy in support of the Grand National. Unfortunately, Ben passed away on November 11, His family will be accepted the award on his behalf. Ben was born June 9, 1957, in Manteca, California. He attended San Joaquin Delta College and then went on to Fresno State to earn his Bachelor s degree before completing his Master s Degree at Cal Poly, San Luis Obispo. Ben taught at Denair High School before his college teaching career began at Lassen College. He instituted a rodeo and livestock judging team there, and began traveling the state and nation competing with passion and commitment. In 1994, he came back to his roots and alma mater at San Joaquin Delta College, teaching agriculture and building livestock judging teams of young and talented individuals. As part of his program at Delta College, Ben brought a team of students to the Grand National Livestock Exposition. He served as the Sheep Superintendent and his students worked the sheep and goat shows as well as helped with whatever project needed to be done. He did this at no cost to the Cow Palace. He held a fundraiser that paid for their travel, lodging and food while they were working at the show. Ben was had a calming effect in the barn and would always find a way to solve an issue. He was a tremendous teacher and turned interactions into a learning opportunity for all involved. In 2014, Ben's health no longer allowed him to be in the barn but he still wanted to be involved. He brought his team of students to work the show and he prepared three meals a day for the entire livestock crew. Family was the most important thing in Ben s life. He is survived by his wife Terri, his four children Lacey, Andrew, Casey, and Shaylynn, and his daughter-in-law Chelsea. His adored granddaughter Brenyn Lynn was everything Ben ever dreamed of wrapped up in a beautiful package of vitality, expression, and blonde curls. Benjamin Davis Beam, named after his Poppy, is the newest addition to the flock. Ben, along with his family, owned and operated Beam Ranch Club Lambs. His family is committed to maintaining the same quality of lambs that Ben always strived for. To his friends, colleagues, students, and the livestock industry, Ben represented unmatched loyalty, love, professionalism, compassion, and expertise. Ben s love of 37
