In this Competitors Pack, you will find all the details you will need for the upcoming tournament including competition rules and structure, emergency action plan, field maps and more. Team rosters must be submitted by 4pm PST on Tuesday, March 6th. Please ensure all completed rosters are sent to Oisin Daly at If you have any issues with completing rosters, contact us ASAP. A finalised version of the schedule will be released on Monday, March 5th and will be sent via , as well as made available at bcrugby.com/vanrugbyfest On the first morning of the Vancouver Rugby Festival, please report to the Tournament Office (see field map at the end of this pack) to register your team for the event and receive any last minute information from the tournament directors. 6 Vancouver Rugby Festival Rules General Rules: All matches will be conducted under the World Rugby Laws of the Game 2018 and in accordance with World Rugby s Seven-a-side Variations. All games will be 7 minutes per half with a 1-minute interval at half-time. Substitutions: A maximum number of 5 interchanges are permitted per match. This is regardless of the personnel used, meaning a player can re-enter the field if previously replaced. Squads are limited to 12 in each division. Sin bin protocol: Any player shown a yellow card is to proceed immediately to the chairs in the technical area at the halfway line. A quick tap penalty may be taken at this time. Discipline: A player sent off (Red Card) by a referee will not play again during the same day. It will be at the discretion of the Tournament Organizing Committee to exclude him from playing on the second day. A yellow card will result in the player being excluded from the pitch for 2 minutes. 3 yellow cards at any stage for one player in the competition equals a 1 game ban for that player. There will be no citing commissioner at the event. Match Officials are responsible for reporting any foul play. Late for a Scheduled Game: It is at the referee s discretion if a team shows up late for their kick off whether they must forfeit that game. Comments or Complaints Coaches should refrain from interacting with match officials at half time or directly before and after games. Any issues with officiating should be reported to the tournament office or ed to cassmus@bcrugby.com

7 Vancouver Rugby Festival Rules Head Injuries: Concussion protocol is zero tolerance. If there is a suspected concussion, the player will be removed from play, a SCAT 5 completed at the medical tent and they are not to return to play for the rest of the tournament. BC Rugby follows the return to play protocol through the latest consensus statement which requires 24 to 48 hours of rest. BC Rugby then follow the remaining steps following this. If there are any issues with this please address the medical tent. BC Rugby medical staff, Melissa Wirsching will be making the final call for concussion. Pool Games: No extra time will be played in pool matches. Points will be awarded for these matches on the following basis. Win = 3 points. Draw = 2 points. Loss = 1 point Tie Break Rules: 1. The margin of points scored for and against in all pool matches will be considered. The team with the highest positive margin of points shall be ranked top team in the pool competition table. 2. The margin of tries scored for and against a team in all pool matches will be considered. The team with the highest positive margin of tries shall be ranked top team in the pool competition table. 3. The teams concerned shall be ranked by reference to the number of points scored in all pool matches. The team with the highest number of points scored in the pool matches shall be ranked top team in the pool competition table. 4. The teams concerned shall be ranked by reference to the number of tries scored in all pool matches. The team with the highest number of tries scored in the pool matches shall be ranked top in the pool competition table. 5. The tie will be resolved by the toss of a coin between the Team Managers concerned. Knock Out Rounds: Should a match be drawn during the knock-out stages of the competition, extra time will be played until a winner is determined. In extra time the team which scores first will immediately be declared the winner without further play. Extra time will be in periods of five minutes until there is that first score. After each period the teams will change ends without interval. The Team that first kicked off will do so again in the first period of extra time, and subsequent kick-offs will alternate between the teams.
