2 PRESIDENTS MESSAGE Welcome to the 2017 rugby season it does not seem long ago that the 2016 club and Heartland competitions finished. I know that everyone in the SCRFU office has been very busy getting all in order for the start of the new season. Having had a number of Club reports, it seems that all clubs are well underway with the new season s preparations. Pre-season trainings have been attracting good numbers with many new players ready to grace our grounds this season. There is quiet optimism and excitement out there that should see the club season again being a close one which is ultimately great for the health of our Heartland representative team. There has been much comment re Roncalli College and the future of their team in the elite secondary schools competition. I think that we should all remember that the objective with these young men is that we should always endeavour to keep them playing rugby and I believe that the SCRFU in pushing for a combined school team to compete in the UC competition, has acted in the best interests of these players. Likewise I believe TBHS in sending their 2 nd XV north each week to compete are also looking at giving these young men a chance to play in a good competition to further their rugby experience which in turn could benefit future SC representative teams. I don t like looking back however I think the Heartland team under the guidance of Barry, Grant, and their support crew did themselves proud last season. Retaining the Hanan Shield and making the semi final in the Meads Cup, while not the ultimate goal, it was a good effort considering the large change in team personnel from I am confident that 2017 will be the year. The SCRFU Supporters Club do a fantastic job in supporting our Heartland team throughout the season, ensuring all team members receive a hot meal after each practice. To all SCRRA referees, the rugby community thanks you all for turning up week in and week out to take charge of our games in all grades. Your dedication is commendable and I wish you the best of luck for To all our valued sponsors who support SC rugby in many ways, the SCRFU says a huge thank you. That support ensures that the Board, Council of Clubs, Craig and his team can focus on rugby and provide an environment where players can excel. We are indeed very lucky that we have for many years now been well served by a pro-active Board, Council of Clubs and staff. Thank you all for your service to the Green & Blacks. SC Referees Association is always looking to recruit new members both young men and women, but also players who are considering retiring from the playing ranks of the game. 2. Ex-players bring great game knowledge to the refereeing role this game awareness is hard to train and nearly impossible to replicate in a young, new referee. 3. Players often move directly into team coaching roles when they retire from playing imagine the gains you could make as a coach, if some time was spent on understanding and administering Rugby Law via refereeing! 4. We have a proud history as a referee association 2 Test referees and a number of provincial/nzru appointed referees over many years. 5. SCRFU REO, Colin HAWKE, brings a growth & development focus to our weekly meetings and assists with our Coaching development as well. 6. We do have fun and an active social committee ensure that we enjoy off-field activities. 7. The time commitment to refereeing are considerably less than playing/coaching but there is an opportunity pathway to be recognised for higher honours, if you desire and commit. 8. We do need to constantly recruit and replenish our refereeing stock, and the whole game needs and deserves quality & trained officials from various areas. Also it is about locals supporting locals - 100% of grant funds go into events and projects within the region from where the grant funds are generated Trust Aoraki has a strategy of supporting amateur sport, in particular those competitors striving for excellence. Participation is another key factor of Trust Aoraki support where as many people benefit from grant funds as possible. Doing this role will ensure the players, referees, and spectators all enjoy their Rugby today. If you need help, ask the match referee or a club official. The main things you will need to do are: Wear your MDM vest at all times. Introduce yourself to the Referee before the match Make sure the side line ropes are in place, 5 metres back. Ensure reserve players and coaches stay behind the ropes. Only tee and water carriers and medic with vests in front of ropes. If spectators are abusive, ask them to stop No alcoholic drinks within 5 metres of the field or follow us on FACEBOOK Page 19

25 SOUTH CANTERBURY OPEN GRADE RULES All games under the operational control of the South Canterbury Rugby Football Union are governed by the rules and policies of the New Zealand rugby Union These policies can be viewed online: Definitions Union is to mean the South Canterbury Rugby Football Union. Union s office or the Union office is to mean the office of the South Canterbury Rugby Football Union situated at Alpine Energy Stadium, Timaru The Council is to mean the committee of the South Canterbury Rugby Football Union constituted under Part 7 of its Constitution and known as the Council of Clubs. The NZRU is to mean the New Zealand Rugby Union. The SCRRA is to mean the South Canterbury Rugby Referees Association Lodge in relation to any document required to be submitted to the South Canterbury Rugby Football Union under these Rules includes the following: - Personal delivery to the Union s office at Alpine Energy Stadium, Timaru - Transmission by facsimile to Transmission by to info@scrfu.co.nz And to lodge and lodged shall have a corresponding meaning. References to the singular shall include a reference to the plural and vice versa AUTHORITY OF THE COUNCIL OF CLUBS 1. The Council is responsible for the control of all club and school rugby and all representative rugby below open grade level in the South Canterbury province. 2. The Council has the full power and authority to arrange, regulate and control all club and school matches and said representative matches as they see fit. Any such match played by NZRU registered players within South Canterbury and/or officiated by a SCRRA referee, or associate referee, is within the jurisdiction of the Council. or follow us on FACEBOOK Page 25

The Council may delegate responsibility for arranging, regulating and controlling club and school matches and said representative matches to sub-committees and or Union staff as it sees fit. Sub-committees for Draws, Cancellations & Postponements, Registration Review, Transfer Approvals, Disciplinary Hearings, and Teenage Rugby are to be appointed prior to the start of competition each season. 4. Clubs will be required to formally notify the Union Office, when advised, which competition grades their teams will be entering 5. The Council will allocate matches, dates and grounds, and may delegate responsibility for JAB grades to the JAB Committee. Fixture draws to be arranged such that each team in a competition does an equal, or as near to equal as possible, amount of travel. 6. The format of competitions will be as determined, from time to time, by the Council. 7. All playing venues must have the approval of the Council and it may cancel approval if necessary. The Union, clubs and schools must mark and prepare their grounds in accordance with the NZRU rules. 8. The Council reserves the right to transfer, postpone or cancel matches in any grade, such event to be notified to affected parties by the Union Office on its behalf. The match referee is the only other person with such rights. 9. The games are to be played as, when and where directed by the Council. The only exception being when both clubs mutually agree to change at least 10 days before the set date and the change is ratified by the Council. 10. The venues for semi-final matches will be at the home ground of the highest qualifiers or, if no suitable venue is available, as designated by the Council. Finals will be played at Alpine Energy Stadium if practicable. 11. The details of all inter-club and inter-school competition rugby matches played in the province of South Canterbury must be notified to the Union Office at least 10 days prior to the fixture. or follow us on FACEBOOK Page 26

All club, school and below open grade representative grade rugby competition games in South Canterbury, and therefore under the jurisdiction of the Council, must have a suitably qualified referee officiating and at least one trained first aid person in attendance at the game. Teenage and open grade teams must have at least one coach who has completed the most recent RugbySmart training. 13. Failure to comply with these provisions will render any offending club or team, liable to suspension from any Union competition for any period the Council may determine 14. Any club/team traveling to play domestically in New Zealand but outside the South Canterbury province is required to notify the Union of the game/games 15. Any club/team travelling to play overseas is required to have the prior approval of the Union 16. All clubs registered colours and uniform must be approved by the Union. 17. All teams shall play in their club or school s registered colours and uniform with correctly numbered jerseys Reserves should, as nearly as possible, be numbered 16 Reserve Hooker 17 Reserve Front row 18 Reserve Forward 19 Reserve Forward 20 Reserve 1/2 backs 21 Reserve Inside Back 22 Reserve Outside Back 18. Where there is similarity in colours that has a potential for confusion/mistakes the visiting team will provide themselves with alternative jerseys. 19. Where a club has two or more teams in a grade, they may differentiate them with suitable alternative jerseys 20. As part of that administration the Council reserves the right to impose penalties and or monetary fines on clubs or schools that act in any way contrary to these Rules as set by the Council. In cases where penalties are imposed these will generally be stated within the Rules and monetary fines will be up to but not exceeding $ for each offence. 22. Any club or school in arrears with fine payments may not play at any grade level until the fines are paid. TEAM ENTRIES 23. Team entries will be called for by the Union with the closing dates for those entries being notified at the same time, as determined by the Council. 24. Late team entries are permissible and may be accepted by the Council at its discretion. 25. The entrance fee for each competition will be decided by the Council. Clubs will be advised of team entry fees when competition entries are called for by the Union and these are to be paid within the timescale set. 26. Clubs will receive an invoice and receipt from the Union for payment of team entry fees. 27. The Council has jurisdiction in all matters relating to the classification of players and has the power to re-grade teams in regard to the competition entered. PLAYER ELIGIBILITY & TRANSFERS 28. Players, team coaches, team managers, team support personnel and persons assigned touch judge duty must be bona fide members of an affiliated school or club, in accordance with the Constitution and Rules of the club, to play in the Union s competitions and associate with club teams. 29. No player is allowed to play for more than one club team in any one grade of competition except for or follow us on FACEBOOK Page 28

29 SOUTH CANTERBURY OPEN GRADE RULES 1. School students may play on separate days for their school and an affiliated club if able to do so safely. In such cases they should register with their club in the first instance. 2. Clubs fielding more than one Open grade team are able to transfer players between the grades, for all games including semi-final and final games. 30. Generally a player will only be permitted to play for one club or school, that is the club or school they first registered with at the commencement of a season [as determined by the date at which they signed the NZRU registration form]. If there are exceptional circumstances they may request and may be given approval to transfer to another club, by the Council. 31. A player must have a transfer clearance from their previous club and register with the new club when transferring between clubs when: 1. The player is transferring between affiliated clubs within the South Canterbury province in successive years 2. The player is transferring from and returning from playing overseas and wishes to play for an affiliated Club in the Union s competitions (and/or be eligible for representative rugby). The Player must have an international clearance from the overseas Union before completing registration with the Union. A player does not need a transfer clearance when transferring to a club within the South Canterbury province, when, 1. Transferring from another NZRU province; or 2. The Player was not registered with a Club that is affiliated to the Union in the previous year. A player who does not need a transfer clearance is still required to comply with all other registration conditions required by the Union. 32. It is the responsibility of the player s new club to obtain a transfer clearance on the official Union transfer form and lodge it with the Union office during normal business hours. The completed transfer form must be lodged with the Union s office seven (7) days prior to the player participating in any competition game for the new club. or follow us on FACEBOOK Page 29

30 SOUTH CANTERBURY OPEN GRADE RULES 33. Unpaid invoiced subscriptions are the only reason a club may withhold a transfer clearance. Non payment for gear, travel, accommodation etc. and any other issues are to be resolved between clubs and players, and shall not impinge on the right of the player to receive a transfer clearance. 34. Any player seeking to transfer clubs during a competition must do so prior to the fourth competition game and have the transfer approved by the Council. A player obliged to relocate and shift residence within South Canterbury due to work-related requirements may be permitted to transfer after the fourth competition game, provided the player s new club has obtained the written approval of the Council. 35. In any given year affiliated clubs are restricted to obtaining a maximum of two new senior [A] grade recruits (through internal Union club transfers) from the entire senior playing pool within the Union s senior competition. A senior recruit is deemed to be a player that was listed at least ten times on official team sheets in the previous year s senior [A] club competition A player obliged to relocate and shift residence within South Canterbury due to work-related requirements will not be considered as part of the maximum number that can transfer between seasons. Any transfer movements greater than the maximum will require the written approval of the Council 36. If the Council has grounds to believe that a player was offered an inducement to transfer they may withhold approval indefinitely or until the issue is resolved by the Union s Disputes Committee. 37. Any decision by the Council in relation the issue of transfer of players may be referred to a Union s Disputes Committee who will be charged to settle the matter according to the tenor and spirit of these Rules. 38. Should a club be unable for any reason to field a team in a specific grade for which they have entered, any or all of that team s members may transfer to another club fielding a team in the appropriate grade, as loan players subject to obtaining the written approval of the Council and the club concerned prior to the match being played. 39. Transfers of players within club teams of the same grade (where the club fields two or more teams) is subject to the approval of the Council. or follow us on FACEBOOK Page 30

Secondary School and Tertiary students home on vacation may be permitted to play for a club with which they had a previous affiliation in a team/grade for which they are eligible. The player s club must obtain written approval from the Unions Office 24 hours prior to the player taking part in any Union competition match. In such circumstances Player Late Registration and NZRU Registration forms are to be completed by these players, noting the institution that the player is on leave or vacation from, and lodged with the Union s office prior to playing. 41. There is no stand down period for players before they can play in a lower Open Grade competition. 42. Any club/team that breaches the player eligibility and transfer rules will forfeit each match the player has played in. Where the offending team has won the match the team will lose all available competition points (5) and trophies etc. for the match and these will be awarded to the non-offending team. If the offending team loses the match all available competition points (5) for the match will be deducted from the losing teams competition points tally even if it this puts the team into a minus position on the competition points table. Additionally where loss of points does not constitute an adequate penalty the Council may impose a monetary fine Continued infringement may result is a monetary fine as determined by the Council. PLAYER REGISTRATION 43. Every player must be registered with the Union prior to playing. The completion of a NZRU Player Registration Form is compulsory as it provides a player with Insurance cover for permanent injury or death whilst playing rugby. 44. A player is eligible to register for his/her Club after the 1 st January each year. A player intending to transfer clubs within the SCRFU and register with the new club can only do so after the completion of the transfer clearance process. 45. Team Registration lists [on the official NZRU team registration form] and NZRU Registration forms for each player must be lodged with the Union s office no later than seven (7) days before the commencement of competition games; however 1. During the first four weeks of competition any players not on the originally submitted Team Registration List can complete the approved NZRFU form in full prior to the match and the forms must be lodged to the Union s Office by 9.00am the Tuesday after the match. or follow us on FACEBOOK Page 31

32 SOUTH CANTERBURY OPEN GRADE RULES After the first 4 weeks of competition 2. If the player was last registered to your club the approved NZRU Registration Form is to be completed in full and lodged with the Union s office by mid-day Friday prior to the game. 3. Any players that are new to a club are to complete the NZRU Registration Form in full and these must be lodged with the SCRFU office (together with any clearance transfer that may be required under these Rules) 7 (seven) days prior to playing in competition games. 46. The club is responsible for the accuracy of any information contained in any Player Registration Form or Team Registration List. These forms will be checked for accuracy and authenticity by the Union. If necessary an officer of the Union will discuss any discrepancies or anomalies with the club or school concerned. 47. All details requested on the Union s and NZRU forms must be completed in full, including player signatures to indicate their acceptance of club, Union and NZRU affiliation. 48. Team and Player Registration sheets will be scrutinised and any irregularities will result in a player being regarded as an unregistered player. In all cases until team and player registration papers are fully and correctly completed and lodged with the Union s office a player will be considered unregistered. The Union s office will return any incomplete registration forms to the club concerned. Any such player/s will be considered unregistered until their registration forms are completed correctly and in full, and are returned to the Union s office. 49. If for any reason a player plays who is deemed as unregistered the club/team that breaches the registration rules will forfeit the match the player has played in. Where the offending team has won the match the team will lose all available competition points (5) and trophies etc. for the match and these will be awarded to the non-offending team. If the offending team loses the match all available competition points (5) for the match will be deducted from the losing teams competition points tally even if it this puts the team into a minus position on the competition points table. TEAM SHEETS & RESULTS NOTIFICATION 50 Team Sheets/Result Cards with correct full names of each player must be lodged by each team manager to the Union s Office by noon Monday following your game. Details supplied must be legible and include: i. Club, Date, Opposition, Venue and Result ii. Number of tries, penalties, conversions & field goals to be attributed to players iii. Replacements (by jersey number) iv. Sin Bin actions (Yellow card) v. Ordering Off actions (Red card) vi. Dispensated players identified (grade appropriate) vii. Designated front row players identified viii. Loan players and club registered with ix. Signature of the Team Official and the Referee 51 In any competition game of rugby played under the control of the Union the maximum number of players allowed to be stripped (in playing uniform) is 22 for each team. All players will be named on the team sheet, including 5 players trained to play in the front row. 52 If there are less than 22 players named then Laws of the Game, Law 3, 3.5 (a) i. 15 or less 3 players who can play in the front row ii players who can play in the front row iii players who can play in the front row 53 NZRU Serious Injury Reports [as defined by the NZRU] must be filled out by the team manager and forwarded within 48 hours to the Union s Office. 54 The failure to submit team sheets/cards will result in points not being awarded for the game. Where the losing team fails to comply points will be deducted from their competition tally even if it puts the total into minus. For continued failure to submit team sheets/cards a club may be subjected to a fine as determined by the Council of Club 55 All results are to be texted to straight after your match. or follow us on FACEBOOK Page 33

34 SOUTH CANTERBURY OPEN GRADE RULES 56 Every player named on the Team Sheet/Card must also be listed on the Team Registration Form submitted prior to the competition starting or have fully completed a Player Late Registration Form prior to the match and lodged with the Union office according to conditions in Cl Team cards will be scrutinized by the Union and any discrepancies or irregularities found between the original team registration list and any subsequent Player Late Registrations and the Team Sheet/Card will be queried with team management. If no satisfactory explanation is provided competition points will be deducted and the team may be liable to a fine from the Council. 58 If for any reason a player plays who is not transferred correctly or is deemed as unregistered teams will incur penalties as noted in clauses 42 and 49 DEFAULTS 59 If play does not commence within thirty (30) minutes of the appointed time, the referee may declare the team that is unable or unwilling to proceed to have lost by default 60 Any Club/Team unable to keep its engagement (defaulting) in any match must give notice to the Union s office by 9.00 a.m. on the day prior to the match. If the day prior falls in the weekend, then the notification must be made by 9.00 a.m. on the last business day of the preceding week. 61 The management of the defaulting team must notify opposition club officials and check that the referee has been notified of the default. 62 If a team defaults, the opposition will register a 20-0 victory (equivalent to a 4 try bonus point win) and be awarded 5 competition points. The defaulting team will lose 5 competition points, even if this put then into a minus position on the points table. 63 A record of all defaults will be kept. or follow us on FACEBOOK Page 34

35 SOUTH CANTERBURY OPEN GRADE RULES 64 Any team that defaults later than 9.00 a.m. on the day prior to the match will be fined an amount set by the Council to pay the opposing club as reimbursement for expenses incurred and loss of revenue. Such costs could include travel, ground preparation, food purchased that cannot be kept, and the loss of potential bar revenue, but not exceed $300 in each instance of default. 65 The minimum number of players a team may field without a default is twelve (12) of which three (3) must be designated front row forwards. Any team unable to meet the minimum number will forfeit the game, but may play a friendly game with non-contested scrums or sides evened up. 66 A team that defaults on two consecutive occasions or three occasions at intervals may be withdrawn from the competition by decision of the Council. 67 A game that is cancelled or unable to take place, for any reason excluding defaults, will be rescheduled for the next available free competition day. If no such day exists the competition points will be allocated to the teams as for a draw (2 points each). 68 A game is officially constituted as such after seven (7) minutes of continuous play for seven-aside games and fifteen (15) minutes of continuous play for fifteen-aside games. DISCIPLINE & DISCIPLINARY COMMITTEE RULES DISPUTES & DISCIPLINARY PROCEDURES 69 Any decision by the Council of Clubs may be taken to the SCRFU Disputes Committee who will be charged to settle the matter according to the tenor and spirit of the Rules. 70 All disciplinary matters relating to incidents of foul or illegal play by any player, or any incident of misconduct involving any person, in respect of any game played under the Union s jurisdiction shall be addressed in accordance with the Union s Judicial Hearings Policy. or follow us on FACEBOOK Page 35

36 SOUTH CANTERBURY OPEN GRADE RULES COMPETITION RULES 71 Ties at the Conclusion of Round Robin Play In the event of teams being equal on Competition Points at the end of the Round Robins to qualify for the finals, the finalists will be determined by the following criteria, which shall be applied in the order in which they appear until a result as to the position of the relevant team is determined:. A: Where teams are tied, the tied team with the most wins against the other tied team shall have the higher position. B: If teams win one game in round robin play then the team having the higher differential of the average of points scored for and against in round robin matches over all round robin games shall have the higher position. C: If teams are still tied the team that scored the most tries over all round robin games shall the higher position. D: If teams are still tied the higher position will be decided by the toss of the coin. Tie in a Semi Final In the case of a draw at the end of normal time the following criteria will be used to determine the winner 1. A further 5 minutes played each way. Teams are to have a 2 minute break between normal full time and change ends. After 5 minutes play teams will have another 2 minute break and change ends for the last 5 minute spell. 2. If teams are still tied the team that has scored the most tries in the match. 3. If teams are still tied the team getting the most competition points in round robin matches involving the two teams. 4. The team with the higher points differential between average points for and against in the round robin matches shall be the winner. Tie in Final In the case of a draw at the end of normal time the following criteria will be used to determine the winner 1. A further 5 minutes played each way. Teams are to have a 2 minute break between normal full time and change ends. After 5 minutes play teams will have another 2 minute break and change ends for the last 5 minute spell 2. If still tied teams will play 5 minute spells with a 2 minute break for change of ends until one team scores. The first team to score shall be the winner or follow us on FACEBOOK Page 36

37 SOUTH CANTERBURY OPEN GRADE RULES Loan Players 72 One front row loan player is allowed per team under extra-ordinary circumstances (safety reasons). This player must be a registered player in South Canterbury and the referee and opposing manager must be informed pre match. This loan player must be highlighted on the team sheet/ card and may not take the field ahead of existing front row trained team members. Failure to comply will result in a forfeiture of competition points. 73 Competition Points Win Draw Loss within 7 points or less Four tries or more 4 points 2 points 1 bonus point 1 bonus point 74 The host team is to provide three Union sponsored match balls for all club matches or points from the game will be lost. 75 Match balls to be used as sanctioned by the NZRU and presented in good order. TEAM PROTOCOLS 76 Team lists, including forenames, surnames and assigned playing numbers are to be supplied to programme coordinators at host clubs/venues immediately following Thursday night practice. 77 Drinks in glass containers are not to be taken into changing rooms and showers 78 Teams must accept the sponsorship obligations of host clubs and refrain from public use of competing sponsors products 79 Team managers are responsible for any players gear and valuables left in changing rooms if they cannot be locked 80 All teams have a duty to leave the changing rooms they have used clean and swept out, with all rubbish to BE placed in the rubbish bins following a match. or follow us on FACEBOOK Page 37

38 SOUTH CANTERBURY OPEN GRADE RULES 81 At Alpine Energy Stadium the host team will provide personnel to operate the time clock and the scoreboards and to pick up flags and goalpost pads after the last game for the day and return them to main corridor in the changing rooms under the stand 82 The host club is to provide an after match function, including food for travelling teams, and opportunity for speeches. Speakers are to refrain from using offensive language. 83 Teams that fail to comply with the above protocols may be subject to penalty as determined by the Council. SEPARATION of PLAYING FIELDS from SPECTATOR AREAS 84 For Senior A & B games Clubs are to provide a clear area between the touch line of the playing field and areas where team reserves and officials and spectators assemble. Only designated line umpires, ball carriers, water carriers and medics can be in this area. Where there is a permanent fence this will suffice as a boundary and home club officials will ensure that only the designated persons above are in the area between the permanent fence and the touch line. If the touchline is some distance from the permanent fence, eg. AES No 1, the home club may rope off an area the length of the field 7m from the touch line for team reserves and officials or rope off an area on three sides at least 7m from the touch line that is long enough to seat the designated reserves and team officials from both teams. All spectators must remain behind the permanent fence Where there is no permanent fence the home club will rope off an area 7m from the touch line for the length of the field and if necessary on both sides. The Home Club will ensure that all team officials and reserves and spectators will stay outside the segregated area except for the half time break. 39 SOUTH CANTERBURY OPEN GRADE RULES PROMPT OR IMMEDIATE DECISIONS OF COUNCIL In any circumstance where a prompt or immediate decision is required form the Council (e.g. loan players) the Council Chairman may, instead of convening a meeting of Council, contact a majority of Council members (excluding those Council members which represent a club or team with a direct interest in the outcome of the required decision) and on the basis of discussions with those members make a decision on behalf of the Council accepting or declining the request. Such a decision shall be ratified at the next full meeting of the Council, however, if no such ratification is provided this shall not invalidate the original decision made by the Chairman. 41 INTRODUCTION The South Canterbury Rugby Football Union has a proud history of fostering rugby talent and a commitment to grassroots rugby throughout all of South Canterbury. The SCRFU has a strategic obligation in improving communities through rugby focused initiatives, and during the rugby season communities rally around local rugby clubs to support their local players in sport. Rugby Union must be played within the spirit in which it was intended. Therefore it must be played both to the letter and within the spirit of the laws. The responsibility for ensuring that this happens lies not with one individual it involves coaches, captains, player s, clubs, schools, referees and spectators. It is for this reason the SCRFU Match Day Operations is created to provide a framework for clubs and schools to ensure every person that decides to interact with Rugby Union has an enjoyable experience while doing so. This will ensure that Rugby Union continues to create better communities, through better rugby experiences. HOST RESPONSIBILITY FOR CLUBS FIXTURE DEFINITION Host responsibility begins 1 hour before the first fixture at the venue/venues and concludes at the closing of the clubrooms. AFTER MATCH SPEECHES After match speeches should be conducted in a personable and respectable manner. No derogatory or malicious comments should be spoken by all parties involved. MATCH DAY MANAGER Each club shall be responsible for appointing a Match Day Manager(s) for all rugby matches. Match Day Managers are usually the Club Captain or a committee person that holds respect and authority within the club environment. Each Club must at the ground have: Match Day Manager The Match Day Manager(s) will ensure: Visiting teams and match officials are met. or follow us on FACEBOOK Page 41

42 Teams and referee changing rooms are open. Provision of locks and keys for changing rooms. All grounds have barriers/safety ropes/safety padding in place Policing of all people to ensure they remain behind the safety ropes, other than those referred to in match day protocol Authorised persons allowed inside the ropes. Ensure all coaches, assistant coaches, Managers and players stay in the team allocated area (refer to acceptable field set up, appendix 4) while game is in progress Any side-line abuse of referees or unruly behaviour is immediately addressed and offenders appropriately dealt with. No alcohol is being consumed within 5 metres of the field outer markings. If this can t be done, a sensible distance from the playing field, EG; hard railing / permanent fencing. FIELD PREPARATION Clubs will ensure that fields are adequately roped to ensure the safety of players, spectators and match officials. Ropes are to be a minimum of 3 metres from each touchline and run the length of the playing area, from goal line to goal line (refer to acceptable field setup, appendix 4) Ensure post pads are fitted, field flags are in position and ground markings are adequate. The referee will not start the game until the above is completed and up to standard. MATCH DAY PROTOCOL Authorised person that are permitted inside the ropes: Match Day Manager Referee Assistant Referee or TJ s Total of 3 team officials; (not coaches) Fluoro Bibs to be worn for Teenage/Club and Rep Rugby. Note: It is the responsibility of coaches, Managers, match day Managers and referees to ensure teams strictly comply with these requirements. Non Authorised persons may only enter the playing area: To attend to an injured player during stoppages St John and team officials only. 45 SOUTH CANTERBURY JUDICIAL 1. The Disciplinary Committee has the authority to investigate all cases of misconduct referred to it and to hear such evidence as it deems fit. The Disciplinary Committee will conduct itself in accordance with the NZRU Rules for Disciplinary Committee Hearings (commonly referred to as The Black Book), a copy of which will be available at the SCRFU office. 2. Disciplinary Committee Hearings will be convened within 36 hours of receiving the Complaint Review Officer s approval to proceed. 3. Membership of the Disciplinary Committee will comprise a lawyer, from a panel approved at the commencement of the season, who will chair the Disciplinary Committee and two other people of standing in the SCRFU rugby community who are not directly associated with the player ordered off/sin binned or their club. 4. The Disciplinary Committee Chairman will deliver a verbal decision prior to the conclusion of the hearing. This decision and the reasons for it are to be circulated in writing to all parties concerned within five days of the hearing and the decision is binding. 5. No player may play in a match if a Disciplinary Committee hearing or appeal is pending. He or She may only play again once the hearing or appeal has been held and in accordance with the findings of the Committee. 6. All requests for a disciplinary committee hearing to be convened, from whatever quarter, must be made in writing from a club or SCRFU official and must be received by the CEO or delegate of the SCRFU within 48 hours of the conclusion of the match. Such requests can only pertain to matches under the jurisdiction of the SCRFU and must be forwarded as soon as practicable to the SCRFU Complaint Review Officer who will decide whether the request has sufficient merit to warrant the convening of a Disciplinary Committee hearing. 7. A player that has been sin binned (yellow carded) on two occasions during a playing season will be notified in writing by the Union and warned that, in the event that the player is sin binned again during the same playing season, the player will be required to stand down from all rugby until after the next competition game played by his/her team at the grade being played when the incident occurred. The SCRFU may also request a hearing for any player ordered off if the Complaint Review Officer or any member of the Council of Clubs, JAB or Board consider that the penalty period is insufficient or otherwise inappropriate. Any such request must be made in writing by or to the Complaint Review Officer of the Union and received by the CEO or delegate of the SCRFU within 48 hours of the conclusion of the match. 13. 54 TEENAGE RULES 2017 All games under the operational control of the South Canterbury Rugby Football Union are governed by the rules and policies of the New Zealand rugby Union These policies can be viewed online: Regulation of Matches 1.1 Prior to the start of each season s competitions, a meeting of club representatives will be convened to clarify any issues relating to the competition for the coming season. All coaches must be Rugby Smart accredited. 1.2 The Teenage Rugby Group should meet within one month of the conclusion of the competition each season. At this meeting the group should: debrief on any issues that may have arisen during the season Make any required amendments to playing conditions Determine a provisional start date for the following season s competition 1.3 Meet on an as required basis to resolve any contentious issues that may arise during the season. All protests and disputes affecting any matters relating to the conduct of any grade competition must be in writing to the Union Office of the SCRFU. If the dispute relates to a particular game it must be forwarded within 48 hours of the completion of the game. 1.4 Teams playing in combined competition must abide by the regulations set down by the relevant body organizing the competition. PLAYER REGISTRATIONS AND TEAM LISTS 2.1 Each club jointly responsible for ensuring that all players are correctly registered in accordance with NZRFU requirements. 2.2 Team registration sheets must be forward to SCRFU no later than 7 days before the first scheduled competition match. 2.3 No player may play in a competition match unless they appear on the team registration sheet forwarded at the start of the season or a late registration is recorded. 2.4 Any late registrations must be lodged with the Union Office of the SCRFU by 5.00pm the previous day before the player is entitled to play. 2.5 In the event of any club entering more than one team in the grade, each team must be regarded as a separate entity. 55 TEENAGE RULES 2017 team, may then play for another team from the same club, unless approval has been gained in advance from the SCRFU. 2.6 A player may not play for any other club, except the one to which they are registered, unless exceptional circumstances apply and approval is gained in advance from the SCRFU. 2.7 Any Age Grade player who has played three (3) or more games in a higher grade may not play back in a lower grade (even if they are age eligible) until the player has been regarded by the Teenage Rugby Group. 2.8 Any team that plays a player who is not registered, or not eligible to play in the grade, will forfeit any competition points gained in the match. 2.9 The SCRFU will keep a register of all players registered. TEAM ENTRIES AND DRAW 3.1 Clubs must forward entries to SCRFU when entries are called for by due date. 3.2 Team lists may be checked for authenticity by the SCRFU. 3.3 Any special requests pertaining to the draw (e.g. Club Days, requests to align home matches with home matches of senior team wherever possible) must be forward to the SCRFU no later than 1 April. 3.4 In constructing the draw top priority should be given to ensuring that There is a balance of home and away matches All teams are scheduled for home matches when their Club has been allocated a Club Day. 3.5 All games will be set down to be played on a Saturday where possible unless otherwise directed by SCRFU. 3.6 On long weekends, teams will be drawn against opponents in as close as possible geographical proximity, wherever possible. 3.7 The allocation of grounds, times and referees on a weekly basis shall be the responsibility of the SCRFU. 56 TEENAGE RULES 2017 schedule, it shall be the responsibility of the SCRFU to notify both teams and the referee as soon as possible. 3.8 Games are to be played as scheduled in the draw published at the start of the season unless both teams agree by mutual consent 10 days before the date set down for the match to be played. The SCRFU must be advised of any agreed change 10 days before the match is to be played. COMPETITION RULES 4.1 In accordance with NZRFU policy, no alcohol or drugs will be tolerated. This includes players playing or practicing with alcohol or drugs in their system; and spectators, team/club or match officials, or players consuming alcohol or drugs at game venues prior, during or after games, except within licensed premises or the specific arrangements organized by each club or the SCRFU. No alcohol is to be brought into the grounds by spectators, team/club or match officials, or players. Alcohol is not to be supplied or consumed in glass containers except within licensed premises. 4.2 Playing jerseys All jerseys must be numbered Where a club has two (2) or more teams in a grade, they may differentiate them with suitable alternative jerseys Should jerseys clash, the visiting team should wear an alternative strip. 4.3 The two teams must supply at least one ball each, which shall be in playable condition. 4.4 It is the responsibility of the host club to ensure that appropriate first aid is available. 4.5 The team management is responsible for any player s valuables and gear. 57 TEENAGE RULES Crowd barriers must be erected on all fields of any ground to be played upon on any particular day. If the referee decides that it is unfit they may move the game to any unoccupied ground that is conveniently situated or may declare the match postponed, the date of playing to be fixed by the SCRFU. 4.7 The maximum number of players allowed to be stripped is 22 for each team. 4.8 Rolling substitutions are not permitted All Players must play half a game as per NZ Rugby DSVL Law 4.9 If a team begins a match with 15 players but through injury cannot field a full complement for the whole match, the opposition team may choose to loan some players so a 15 a-side game can proceed. If they are not prepared to do so, the opposition team must reduce the number of players on the field to match, Law 20 of the NZ Domestic Safety variations shall apply If a team arrives with players, the opposition team may choose to loan some players so a 15 a-side game can proceed. If they are not prepared to do so the opposition team must reduce the number of players on the field to match Law 20 of the NZ Domestic Safety variations shall apply. ( A minimum of 12 players is needed to start game, this is a variation of the DSVL Law which states 15 players are required to start game) 4.10a Variance to DSVL Law Front rowers If there are not three trained front rowers available then uncontested scrums may be played for competition points in the first 6 rounds of the competition, after this date it will be the expectation that each team will have enough front rowers trained, from then on games played without three trained front rowers can be played but for no competition points Team sheets with correct names and the first initial of each player, including all reserves who took the field, shall be supplied by each team to the referee, immediately at the end of the game showing the following: Score Replacements (by jersey number) Names of players Sin Binned or ordered off or follow us on FACEBOOK Page 57

The referee will fill in the result on each team slip, print his name, sign it and return to the respective team representative The team sheet must be legible and submitted to the SCRFU as soon as possible after the game and certainly no later than Monday noon following the game The failure to submit team sheets will result in points not being awarded for the game. Where the losing teams fails to comply points will be deducted from their competition tally even if it puts the total into minus. For continued failure to submit team sheets a club may be subjected to a fine as determined by Council of Clubs It is the team management s duty to leave all changing rooms clean and swept out and all rubbish to be placed in the rubbish bins following the match The home team shall ensure that there is present at least one person with adequate first aid training. POINTS SYSTEM AND RULES FOR RESOLVING TIES 5.1 Points will be in all round robin matches on the following basis: 4 points for a win 2 points for a draw 1 point for loss 7 or fewer points 1 point for 4 tries or more 4 points to any team winning by default In the event of two or more teams in the competition finishing the round robin tied on the same number of points, the finishing positions will be determined in accordance with the following criteria which shall be applied in order until the positions are determined. 59 TEENAGE RULES 2017 If teams win one game in round robin play then the team having the higher differential of the average points scored for and against in round robin matches over all round robin games shall have the higher position If teams are still tied, the team that scored the most tries over all round robin games shall have the higher position If positions are still equal, positions will be decided by toss of coin All points will be recorded as exact score gained for all games played. A win by default will be recorded as 20-0 for purposes of determining point s differentials in the Grade. If the format decided upon includes semi-finals, the team finishing first in the round robin will play the team finishing fourth and the team finishing second shall play the team finishing third. The top two teams will have home ground advantage. Similar formats will be adopted for lower sections, to be decided upon once the number of entries is known. If the format decided upon includes semi-finals, and there is a draw at the end of full time in a semi-final, the team to advance to the final will be decided as follows: After an interval of two minutes, extra time consisting of two spells of 5 minutes each way shall be played (with a minute interval between spells) Teams will change ends for each spell as in the normal course of a match. If the scores remain tied, the team with the higher ranking after the round robin matches shall advance to the final. FINALS FORMAT In the event of a draw at the completion of the game no extra time to be played, the trophy to be shared. DEFAULTS AND CANCELLATIONS 6.1 Any team unable to keep its engagement (defaulting) in any match must give notice to the SCRFU by 9.00 am the day prior to the match. 6.2 All matches shall commence at the time appointed by the SCRFU. 60 TEENAGE RULES 2017 team that is unable or unwilling to proceed shall be adjudicated on by the Executive of the Council of Clubs. 6.2a If ground found to be unplayable-union must be contacted to relocate the game, which shall be the sole decision of the Union. 6.3 Any team defaulting a match shall be required to travel if the two teams are drawn to meet again later in the same season, even if it is in a semi-final. This requirement shall not be carried over into any subsequent season. 6.4 If a team arrives without three players suitably trained and experienced to form a front row, (after the 6 th round) they shall forfeit the game, but play a friendly game with non-contested scrums. 6.5 If a team arrives at a game with less than 12 players, it shall forfeit the game. If both teams agree, a friendly game may be played with playing numbers in each side evened up. 6.6 Any team which defaults on three occasions will be subject to withdrawal from the competition. DISPENSATIONS In keeping with the policy of the SCRFU, age-grade dispensations allowing players who are older than the set age requirements for a grade to participate in that grade will only be granted in exceptional circumstances. It is hoped that all clubs, mindful of sportsmanship and fair play will carefully consider their applications for this privilege. 7.1 All applications for dispensation must be lodged on the appropriate form with the respective Union/Sub Union and be forwarded with the team registration sheet at least 7 days prior to the first schedule competition match, or in the case of a late registration, the dispensation form must accompany the registration form. 7.2 All applications for dispensation, including player s name, date of birth, weight, the reasons for the application, plus support documentation, must be completed in duplicate with one copy to be retained by the Coach/Manager of the team so it can be shown to the Coach/Manager of opposition team. or follow us on FACEBOOK Page 60

61 TEENAGE RULES Dispensations may be approved in exceptional circumstances by the Age Group Committee. Provisional approval to play may be granted by the SCRFU until such time as a member of the committee has the opportunity to view the player concerned. 7.4 No player who has been selected for a representative team in the previous season will be eligible for dispensation. 7.5 Any applications for dispensation that are declined will be advised in writing. 7.6 An over-age player who plays in a team without dispensation having been approved by SCRFU is considered as an unregistered player and teams will incur the same penalties as playing an unregistered player. 7.7 Dispensations which are granted are under continuous review by the SCRFU and may be revoked at any time during the season by the SCRFU. Any concerns regarding a dispensated player must be forwarded on a club letterhead to the SCRFU for further consideration. 7.8 There are no restrictions on the number of dispensated players allowed to play in a game. All Players must play half a game as per NZ Rugby DSVL Law 7.9 Teams playing any dispensated player must notify the opposing coach and referee before the commencement of each game. 7.9a All dispensated players to wear red socks Dispensated players must be marked with a D on the Match Report sheet/team card The SCRFU will provide the coaches of teams with a list of dispensated players in all non-open grades by 1 May each season No dispensated player will be eligible for representative selection in teams that they do not meet the age criteria for. REGRADES It is hoped that all clubs, mindful of sportsmanship and fairplay will carefully consider their applications for this privilege. 62 JUDICAL PROCEDURES 8.1 SCRFU Judicial Procedures TEENAGE RULES The Under 14.5, 16 and 18 grades will operate under all of the SCRFU policies on Judicial hearings and procedures If the dame player is placed in the sin-bin twice in the same season, the Union will advise the player in writing that should he be place in the sin bin again during that season that he will be subject to the same procedures as though he had been ordered off. REFEREES 9.1 Referees for each match will be appointed by the SCRFU & North Otago Referees Assn. TROPHIES 10.1 If at the end of a regulation time in the final, the teams are tied, the trophy will be shared. PROTESTS/DISPUTES 11.1 If a specific cause for protest is known before the match the team at fault (opposing team) shall be notified and the protest lodged in writing with the Referee or a member of the SCRFU. The match must proceed at the time set down, but if the team at fault remedies the cause of the complaint, no further action shall be taken If the team at fault is unwilling or unable to remedy the cause of the complaint, the game will be played Under Protest and the protest shall be considered by the SCRFU TEAM SHEETS Team Sheets are to be completed and returned to the SCRFU Office no later than 12noon on the Monday following the Match. 63 GENERAL SAFETY SELECTION: Players should be selected for their positions appropriate to their physical build and stature. Front row players need to have clear instruction from experienced coaches to ensure sound technique. All coaches should enlist the support of specialist front row coaches to give their team instruction in this area, if they are uncertain of the basic safety techniques. The Front Row Factory is an important avenue for this (see your local union for details). CONCUSSION: If a coach suspects that a player has suffered concussion, that player must not participate on any match or training session for a period of at least three weeks from the time of the injury. If a referee suspects a player has been concussed, that player should be instructed to leave the field and not participate further in that game. If a coach or manager has any concerns about a players health, medical advice must be sought. MOUTHGUARDS: It is compulsory for players to wear mouthguards during matches and they should so likewise at training sessions. Mouthguards are instrumental in preventing damage to teeth and may go some way to help reduce concussion in certain impacts. RE-HYDRATION: Coaches should ensure that an adequate supply of water is available for players both during training and at game time. Players should be encouraged to bring their own water bottles to the game, and use them regularly. BLEEDING: A player who is bleeding must leave the field and be attended to immediately. That player may return to the field once the bleeding is controlled and the wound is cleaned and covered. Apply pressure to the wound Protect yourself and others from contact with blood Raise the affected body part so that it is above the heart if possible FOUL PLAY: Coaches and referees should be severe on players who engage in foul play in any form of retaliation. 64 GENERAL SAFETY HEADGEAR: NZRFU approved headgear can be worn by players to prevent cuts and abrasions to the head. Remember, headgear will not prevent concussion. SUSPECTED HEAD OR NECK INJURY: If you suspect a player has a neck or spinal injury, don t move the player at all. If there is no St John officer in attendance, get someone to call an ambulance. Stay with the player and keep them warm until the ambulance arrives. 66 RUGBY FOUNDATION Supporting injured Players & their Families Rugby plays a major part in shaping the psyche of New Zealanders, as well as providing for community cohesion. Rugby is seen by many as central to the respect New Zealand enjoys throughout the world. However, the reality is that contact sport can produce injuries ranging from simple sprains through to tetraplegia, and this is where the Rugby Foundation fits in, as it is our mission to help assist those who have become victims of a serious spinal injury. The NZ Rugby Foundation is committed to assisting with the welfare of more than 86 critically injured players, their families and caregivers. History The Foundation was formed in December 1986 by the late Kel Tremain and he was joined by Sir Russell Pettigrew in growing the base. Initially, the objectives were broad in terms of supporting rugby in need. 25 years later, this has become very focused on the area of injury in rugby. No one ever wants to consider the unimaginable; to permanently lose their mobility due to a rugby accident. But sadly, it does occur as in other physical sports and recreational activities. Rugby is a contact sport, but we are all committed, along with NZRU to actively reducing the risks. The NZRU in partnership with ACC runs the RugbySmart programme, a world-leading injury prevention programme that helps coaches, referees and players identify safe and good techniques in a variety of situations to better prepare them on the field (more information The Foundation s core business is; 1. Supporting catastrophically injured rugby players financially and emotionally. 2. Fund raising activities/projects 3. Working with the New Zealand Rugby Union to communicate the message of safety first. The Foundation is the first line of support, focusing on instant support, and later as a player rehabilitates, on bridging the gap between before and after quality of life for these players. 67 RUGBY FOUNDATION Supporting injured Players & their Families Financial grants for injured players in need; Family education; Vocational training and/or retraining; Funding specialised transport to increase mobility and independence; and Introduction to leisure/competitive wheelchair rugby The Foundation works with the NZRU to ensure sound player insurance is in place. All amateur rugby players in New Zealand who are registered are covered by this policy. (There are separate insurance arrangements in the professional arena). The NZRU also makes a significant annual financial contribution to the Foundation. Money can go some way to making the players lives easier, but it requires more than that. The impact on the player, his family and near one s is hard to describe. This is what is so vital about the Foundation the organisation supports the player for life! Preventing accidents The Foundation works very closely with the NZRU to develop and deliver safe rugby messages. RugbySmart was developed jointly by the NZRU and ACC. It's all about lifting team performance by ensuring players are physically and technically at their peak before they put their bodies on the line. RugbySmart is based around ACC SportSmart, the 10-point action plan for sports injury prevention. It's a comprehensive approach that is about keeping players where coaches and supporters want them: on the field, contributing to a winning team effort. All clubs, schools and referee associations are required to register their players, coaches, referees and other volunteers each rugby season. The registration process enables Provincial Unions and the NZRU to administer the game and provide support for everyone involved. All coaches in New Zealand who coach above U13 have to attend a RugbySmart safety course annually. They are not allowed to coach if they have not done so. Small Blacks coaches also attend an annual Small Blacks Coaching course which is tailored to cover safety requirements at each level of development.
