1 Dear participants and our guests from all over the world. The government of Leningrad Region is proud to host European MBO Championship and World Cup Final at the Karelian peninsula. We assume all the responsibility to contribute to the success of this event that depends not only on our organizing work in general, careful technical preparation work of orienteering specialists in particular, but also on the spirit of friendship and sportsmanship of all the teams presented here. It is not our first experience in organizing major orienteering events. Last year we hosted World Cup races in ski-orienteering, and those races had been recognized as successful both by national teams and by International Orienteering Federation. Mountain-bike orienteering is growing fast to became popular both in our region and in Russia as a whole. The natural beauty of Karelian peninsula, old city of Vyborg, picturesque pine-tree forests, hills and lakes of Raivola - Roschino area will surely give you a lot of positive emotions during the competitions. On behalf of the Government of Leningrad Region I wish to congratulate and welcome all national teams that are going to compete as well as the spectators and public that will follow the event. We are aimed to demonstrate all our hospitality and to satisfy all the needs of our guests in order to make their staying in our land unforgettable. 3 Fifteen years of Mountainbike Orienteering in Russia How it has been started. First Bike-O EVENTS in Russia were held on 6th of October 1994 in St. Petersburg. Three bikers had passed the specially prepared 6 km MBO course after finishing his foot-o course at the local events. The name of organizer of that historical race is Victor Borodin, former president of St. Petersburg OF. During the next year MBO courses had made a part (special class) of regular foot-o events both at local and national level. Step-by-step. December The congress of Russian OF (lead by Sergey Beliaev) decided to create MTBO commitee. Victor Borodin had been elected the chairman. The rules and calendar for coming 1996 year were elaborated and approved. September First official national MTBO events in Russia Russian Championship in Lembolovo, Leningrad Region. First champions Victor Korchagin and Ekaterina Petrova. July IOF Congress in Israel yas decided to recognize bike-orienteering as a discipline. Creation of MBO commitee, approval of MTBO rules First WOC MTBO medal for Russia bronze of Victor Korchagin in Australia First gold medals women relay team of Russia First individual World champions Ksenia Chernych (sprint, middle), Ruslan Gritsan (long) WOC MTBO medals for Russia (11 gold, 10 silver, 6 bronze). It is a very well preserved natural region and offers you a beautiful landscape and unique cultural experience. 4 Classes: EMTBOC, World Cup W 21, M 21 MTB-JEOCup W 20, M 20 MTB-YEOCup W 17, M 17 Participation restrictions: Each federation may enter a team of up to 16 competitors up to 8 women and 8 men in EMTBOC, World Cup and a team of up to 12 competitors up to 6 women and 6 men in EMTBOJCup, and a team of up to 18 competitors up to 9 women and 9 men in EMTBOYCup The maximum number of officials per team is 6. In each competition Federations may enter: - Individual events max. 6 men, 6 women / Federation / competition; - Relay events max. 2 male teams, 2 female teams / Federation / competition; - Open Relay Mixed there are no limits for the number of competitors. Open Races: W/M 14, W/M 17, W/M 20, W/M 21, W/M 40, W/M 50, W/M 60+. There are no limits for the number of competitors at the Open Races. 4
5 Rules: All events will be organized in accordance with the IOF Competition rules for IOF MB Orienteering Events, valid from January 1, Please consult - Competitors must visit all control points with their bikes. SI Card must be attached to the bike. - Riding off the track, trail or path is allowed - Riders should ride on the right side of all roads and tracks. Overtaking slower riders should be done by the left. Event office: Event office is located in a resection of Raivola hotel (Poshino Fiaskova str. 2). Event office will be opened as specified in the programme. Maps, start lists, start bibs, results, information and other things will be available in the office. You can contact chief of the Event office by phone on number Registration: Upon registration all teams are required to pay the entry fee and the accommodation fee ordered through organizers (in case they haven t already paid them). Afterwards the team laeders (on behalf of the whole team) will receive Programme (Bulletin4), accommodation vouchers, meal tickets, SFR cards, Model event maps and other team materials. Bike Storage: In each accommodation place will be locked rooms for bike storage. Transport: Use of private cars for transport to competition finish arena (and to Model event area) is allowed (and recommended). Organizer will provide individual transport on request. Team leader meetings: Team leaders meetings will be held in a reserved room on 1st floor of the Event centre at the time indicated in the Programme (mostly in the evening before every competition). Name registration: Name registration of competitors to every competition shall be handed to the organizer in the Event office before time specified for every competition in Programme. The registrations shall also include the allocation of competitors to individual start groups. For Relay it is not possible to register mixed teams composed of competitors of different countries. It is only allowed for women to be a member of Men s team (of the same country). Start bibs: Every competitor gets a unique start bib for all individual competition (according to MTBO WRE standing). For the relay there are separate start bibs for the competitions. Bib shall be visibly fixed on bike s handlebar during all competing time. 5
6 Punching system: SFR-orienteering system will be used for punching. All IOF rules postulates, which belong to the EMIT system, are also suitable for SFR, in particular. The sticker label attached to the competitor s electronic control card for back-up punching must be such that it will survive the conditions likely to be encountered during a competition (including immersion in water). It is the competitor s responsibility to ensure that the back-up card is punched in a way that it can be used if the electronic punch is missed. SFR cards will be issued to the team representatives at registration. Cards are not registered by names, so they can be distributed arbitrarily between team members. Backup labels will be issued to the team representatives before each competition day. SFR-athletics system will be used for timekeeping. The chips will be issued to the team representative and shall be distributed in strict accordance with the bib numbers. The chips should be mounted on the left front fork of bicycle. Maps: Maps are prepared in accordance with International Specification for Mountain Bike Orienteering Maps (2010). All maps used during competition are printed by printer. on a special ink jet paper (but not waterproof). Maps will be cut for competition use to the smallest possible size regarding to the course. Teams will get new full size maps after each competition. On Model event map you can see and try the map paper, also see the colours and symbols used at different map scales (including course symbols). 22 Locations and Embargoed Areas: Raivola Hotel is 70 km from Sankt-Petersburg and 70 km from Vyborg. Copies of all old maps for the event areas are available on the event website Embargoed areas for the period of : - Raivola - Zelenogorsk - Puhtolova Gora Alpine Ski Center - Vyborg Sity The urban area of Vyborg is open to pedestrians and cars. This means that anyone can walk or drive a car in Vyborg, but it is strictly forbidden to all participants of EOC/JEOC to cycle in the town. The organization will disqualify any participant that does not follow this rule. Punching System: The SFR system will be used for all events. Organizer will provide SFR Cards for all competitors. Health Care: The Organization will provide first aid at the competition centre and at the Arenas of each event. The Organization will not bear costs connected to health insurance of participants. We recommend each individual to arrange their own personal health insurance. Participants take part at their own risk. The nearest hospital is in Roschino, 2 km from Raivola Hotel. Weather: During September you can expect temperatures from 10º to 20º Celsius during the day and from 0º to 10º at night. There are about 30-50% rainy days in September. Transportation: The use of private car is allowed. The organization has also a transport service between event centre and venues upon request. Transport for competition: 45 person + 15 bike. Anti Doping: Doping is forbidden. Doping control will be done throughout the competition. The organizers are committed to do everything required to assist the official anti-doping authorities at MTB EOC 2011 to successfully and transparently undertake their work. We strongly support all positive efforts to keep our sport clean and doping-free. This event applies IOF Anti-Doping Rules, valid from 1 February Please consult 22
