5 CHAIRMAN S REPORT The 2008/2009 season has once again been one for progress at all levels of our sport in New South Wales. We welcomed Greg Meagher as our new CEO in December 2008, who has already put his mark on the role in Athletics NSW (ANSW). Greg s previous experience in a national role with Australian Rugby Union has proven invaluable in many of the discussions and negotiations that this position requires. Greg recently appointed Kym Hooper as the new Chief Financial Officer, and with Kym s recent corporate experience we now have a strong management team. I am pleased to report that our working group with Little Athletics NSW (LAANSW) has begun to overcome the barriers that exist in relation to the transition of athletes from LAANSW to our senior sport. We have now established the reciprocal/dual registration initiative between ANSW and LAANSW scheduled to commence in 2009/2010. The recent announcement by Athletics Australia and Australian Little Athletics of a similar joint policy supports this move, and recognises the need to be proactive in this area, as we all have much to gain as a sport. athletes, but also for the spectators who could easily watch the events unfold. Not surprisingly, the premier event of the year was the Sydney Track Classic which was held in February With the cooperation of the Sydney Olympic Park Authority (SOPA), Athletics Australia and the presence of several key international athletes, the event provided both an entertaining evening and an excellent opportunity for our own athletes to compete and qualify for international events. The year ahead will require the Board and management to implement the strategic plan once we have the endorsement of clubs and other stakeholders. My personal thanks to the Board members, as well as to Greg and his team for the commitment and dedication everyone has shown to this sport. Thank you also to Athletics Australia, NSW Institute of Sport, Sydney Olympic Park Authority and our local sponsors for their support. Peter Bromley Chairman The strong financial position of ANSW provides the Board and management with the confidence to develop new strategies to grow the sport in NSW. The Board undertook a full strategic review through a series of workshops and determined the organisations direction for the next three years. The key areas that this strategy focuses on are competition, development, financial management and brand communication/marketing. Within our plan, officials and coaches continue to play a key part along with the encouragement of those in their 20s and 30s to stay in the sport as administrators. The Clubs on Track model is the current policy framework in helping clubs help themselves. While some perceptions are that this is only a health check of the club, it is more about helping clubs to improve in the areas of membership, administration, competition, coaching, officials and marketing. Even though many clubs have supported this initiative, I would ask that all clubs consider how this framework can help them develop their club in the future. A major initiative that was continued during 2008/2009 was the appointment of Scott Westcott as the Regional Development Officer for the Hunter region. Scott has made some good steps in bringing a new focus to the sport in the Hunter. He recently presented a 10-point plan to the board that was endorsed for implementation. We would expect to see both development and competition programs piloted in this area, so that we can potentially expand into other regions through similar roles. Competition continues to be the fabric of our sport in both the winter and summer seasons. Two events in particular, provided us with exciting improvements and demonstrated that ANSW can run great athletic events. The NSW 10k Road Race was held at Sydney Olympic Park with over 800 entries. This proved a success not only for the 3

6 ANNUAL REPORT CEO s REPORT The first four months of my tenure as Chief Executive of Athletics NSW (ANSW) could not have been more engaging and enjoyable. These four months required important strategic decisions to be made as well as wonderful athletics events to be showcased. On behalf of ANSW, I would like to thank our commercial partners for their continued support throughout the season. In what has been a challenging economic time for many businesses, we were fortunate to benefit from the support of Sydney Olympic Park Authority (SOPA), SKINS Compression Garments, Kings Track and Field, Photos in a Flash and the Marriott North Ryde. One of the priorities for the year ahead is to maintain these relationships as well as secure new partnerships to develop new opportunities. There are a number of important partnerships with key stakeholders which I would also like to acknowledge. ANSW is grateful for the ongoing financial support it receives through grants from the NSW Department of Arts, Sport and Recreation. The partnership with the NSW Institute of Sport in identifying and developing emerging talented athletes remains a priority for ANSW. From a competition perspective, a highlight was the Sydney Track Classic in late February By any measure this meet was an outstanding success. Over 7,000 people saw a number of the world s best athletes compete including Australian Olympians Steve Hooker, Sally McLellan and Jarrod Talent as well as Jamaican Sprint sensation Asafa Powell. Seven new meet records were made that evening, as well as seven A qualifiers and five B qualifiers for the IAAF World Championships. The event was then broadcast on Channel 10 the following week, reaching a peak viewing audience of 350,000. A positive and effective working relationship between the National body and its Member Association is critical to the growth and success of Athletics in NSW. I must thank Athletics Australia for their support of the Sydney Track Classic; as without such funding an event of this calibre would not be possible. I would personally like to take this opportunity to thank the Athletics Australia CEO, Danny Corcoran for his support and guidance in commencing my role at ANSW. I would also like to acknowledge the work of David Gynther and Nicole Roach in assisting Athletics NSW to plan and deliver successful national meets in NSW. During March 2009, the Board of ANSW came together to determine the future direction of athletics in this state. The outcome of these workshops lead to the identification of seven strategic themes which encompass: Providing leadership and direction to clubs and stakeholders; Supporting athletes of all abilities and aspirations to reach their potential; Growing participation within the sport in a sustainable way. Brief descriptions of these key themes are presented as follows; these provide an overview of ANSW management focus for the coming three years. Development of competition programs and formats to address high values segments in which we are currently underrepresented. This would include the establishment of new and alternate types of competition, as well as enhancing current successful competition formats. Development of an operating model that better leverages the strengths and resources of clubs to deliver a broader competition format. We are fortunate to have a number of high quality athletics facilities in NSW, however they are under constant pressure from other sports and commercial enterprises. Avenues which would allow clubs to host more events should also be explored. Identification and pursuit of new and profitable sources of revenue to support further investment in strategic initiatives. Increase the number of new athletes, accredited coaches and officials and volunteers, particularly in the segments and regions that we are under-servicing. Of particular importance are those transition aged athletes who are currently slipping from our grasp. A development presence in the Hunter Region through the appointment of Scott Westcott has been an important step in addressing this issue. Over the coming years we will look to widen our reach in metropolitan and other regional areas. Engage stakeholders (athletes and clubs) to improve the retention rate of our membership. The relationship with Little Athletics NSW remains an integral part our strategic plan. The joint reciprocal/dual registration initiative which has been finalised for the coming season will serve to provide an improved pathway for transition aged athletes. Waiving the dual fee is only the first step, as we must create strategies to encourage athletes to pursue senior athletics. Provide better support to encourage clubs to grow and develop. There are many good people in clubs achieving fantastic results. The development of a best practice resource package showcasing the success stories will assist other clubs in their development of grass roots athletics. Raise the profile of athletics in the wider community through a clear and cohesive message, delivered through structured marketing and communication plans. The task ahead for ANSW is to develop the strategies and initiatives that will address these themes and bring about measurable change. A special thank you to members of the various Advisory Panels who devoted a considerable amount of time and expertise for the benefit of athletics. Going forward, new advisory panels will be convened to assist the Board and staff of ANSW in implementing the strategic plans. 4

7 Competition is the heart and soul of athletics and I would like to take this opportunity to recognise the valuable contribution of our technical officials and volunteers. It goes without saying that we could not deliver the number and quality of our competitions if it were not for their expertise and dedication. Special mention to a number of key volunteers including Villis Gravitis, who this year received the President s Award in recognition of more than 20 years of service to Athletics NSW. Ron Richter (archives), Peter Lucas (constitutional officer until his passing in October) and Geoffrey Adelstein (honorary solicitor) also deserve special recognition for their support and service to the organisation. To the dedicated and hard working staff of ANSW, I would like to offer my sincere thanks on behalf of all those involved in athletics in NSW. Similarly, I would like thank the Board of Directors for their leadership, commitment and guidance to the management. 9 DIRECTORS' REPORT FINANCE DIRECTOR S REPORT ANSW maintained its sound profit levels of recent years, with a profit before tax of $54,115 most of which translated into a level of net cash generated of $38,248. These results further strengthened the balance sheet, which now shows shareholders equity of [$487,902] and cash reserves of [$555,872].The vast majority of those cash reserves are held in short term bank deposits. From time to time the board considers how those cash reserves should be invested. To date, the board has determined that safety of those reserves is paramount. This conservative position has resulted in reduced investment income (down from $36,212 to $30,207). We can expect further reductions in interest income in the coming year, as the continuing interest rate reductions, which have already occurred, flow through with a full year impact. Most significant in the Profit and Loss Statement is the lower level of sponsorship income. Efforts continue to source new sponsors and importantly, other new types of profit contributing activities. All in all, the financial position of Athletics NSW is sound. Small operating profits are being added to each year by investment income, resulting in a continued strengthening of the balance sheet. 13 NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 MARCH 2009 ATHLETICS NSW LIMITED ABN STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES (a) General information The financial report is for Athletics NSW Limited as an individual entity, incorporated and domiciled in Australia. Athletics NSW Limited is a company limited by guarantee. (b) Basis of Preparation The financial report is a general purpose financial report that has been prepared in accordance with Australian Accounting Standards, Australian Accounting Interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Corporations Act Australian Accounting Standards set out accounting policies that the AASB has concluded would result in a financial report containing relevant and reliable information about transactions, events and conditions to which they apply. Compliance with Australian Accounting Standards ensures that the financial statements and notes also comply with International Financial Reporting Standards. Material accounting policies adopted in the preparation of this financial report are presented below. They have been consistently applied unless otherwise stated. The financial report has been prepared on an accruals basis and is based on historical costs modified, where applicable, by the measurement at fair value of selected noncurrent assets, financial assets and financial liabilities. (c) Comparative Figures When required by Accounting Standards, comparative figures have been adjusted to conform to changes in presentation for the current financial year. (d) Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at call with banks, other shortterm highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within shortterm borrowings in current liabilities on the balance sheet. (e) Property, Plant and Equipment - Depreciation The depreciable amount of all fixed assets including buildings and capitalised leased assets, but excluding freehold land, is depreciated on a straightline basis over the asset's useful life to the company commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. The depreciation rates used for each class of depreciable assets are: Motor Vehicles 25% Office Equipment 20% Sporting Equipment 33% The assets' residual values and useful lives are reviewed, and adjusted if appropriate, at each balance sheet date. Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation and impairment losses. Plant and equipment Plant and equipment are measured on the cost basis. (f) Trade payables Trade and other payables are stated at cost, which approximates fair value due to the short term nature of these liabilities. (g) Employee Benefits Provision is made for the company's liability for employee benefits arising from services rendered by employees to balance date. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on costs. Employee benefits payable later than one year have been measured at present value of the estimated future cash outflows to be made for those benefits. (h) Provisions Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. (i) Income Tax The company is exempt from income tax under section 23g (iii) of the Income Tax Assessment Act 1936, as amended. (j) Revenue Revenue from the sale of goods is recognised upon the delivery of goods to customers. Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from investment properties is recognised on an accruals basis or straightline basis in accordance with lease agreements. Dividend revenue is recognised when the right to receive a dividend has been established. Dividends received from associates and joint venture entities are accounted for in accordance with the equity method of accounting. Revenue from the rendering of services is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST). (k) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST. Cash flows are presented in the cash flow statement on a gross basis, except for the GST component of investing and financing activities, which are disclosed as operating cash flows. (l) Deferred income The company has entered into agreements where the services to be performed extends beyond the current operating cycle. For these agreements, the company records a long term obligation and recognises revenue over the period of the agreement as the services are rendered. (m) Leases Lease payments for operating leases, where substantially all of the risks and benefits remain with the lessor, are charges as expenses in the periods in which they are incurred. (m) Government Grants Government grants are recognised at fair value where there is reasonable assurance that the grant will be received and all grant conditions will be met. Grants relating to expense items are recognised as income over the periods necessary to match the grant to the costs they are compensating. Grants relating to assets are credited to deferred income at fair value and are credited to income over the expected useful life of the asset on a straightline basis. 11

16 ANNUAL REPORT NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 MARCH 2009 ATHLETICS NSW LIMITED ABN NOTE 15: Funds Held in Trust In 1989, the committee responsible for the administration of the Athletes Games Fund transferred responsibility for the administration of the fund to the company on the basis that monies are invested to provide income and that donations be made to Olympic and Commonwealth Games Appeals when required and where NSW athletes have been selected as competitors. In 2000, the company accepted management of the Centenary Trust. The Centenary Trust was established in 1988 to earn income to be used in the establishment of grants, scholarships and awards to specifically develop and nurture athletics talent in NSW. From time to time the company receives money from various sources in respect of certain athletes. These funds are held in a dedicated bank accounts and distributed to athletes in accordance with the guidelines of the Trusts. The total funds held in trust as at the 31st day of March 2009 in the Centenary Trust amounted to: $121, (2008: $114,215). The total funds held in trust as at the 31st day of March 2009 in the Games Account amounted to: $19, (2008: $18,069). 20 ANNUAL REPORT COMPETITION ADVISORY PANEL WINTER SEASON After four seasons of growth, the total number of athletes competing in the NSW Winter Series dropped marginally in However, the figure of 3811 entries across the season stands as the second highest figure in over 15 years, and only down by 50 athletes on the previous season. While slightly down in numbers overall, some events continue to grow, especially the NSW Cross Country Relays, which is by far the biggest event on the winter calendar, with 838 individuals competing in The NSW Cross Country Championships had a resurgence with the largest numbers competing since 2004, while the Short Course Cross Country continues to grow, hitting 500 athletes for the first time in five years. The major success of the Winter Series was the new concept of the Athletics NSW and Sydney Striders Road Race, incorporating the NSW Road Championships. The lack of fast, flat road running courses in NSW prompted Athletics NSW and Sydney Striders (prominently a road running club), to pool resources to present a 10km event through the streets of Sydney Olympic Park. This meet also incorporated supporting events for juniors, including a 5km and 2.5km. The event proved exceptionally popular with athletes, with many personal bests and favourable comments. The inaugural winners were Russell Dessaix-Chin and Eliza Stewart. While over 700 athletes competed on the day, the number of Athletics NSW registered athletes were slightly down on previous years. This is most likely attributed to the early start of the events, as the largest drop in athletes was in the junior supporting races. Athletics NSW is committed to growing this event so that it is a highlight on the Australian distance running calendar. This will create the potential to have a more suitable start/finish area, and the ability to modify start times for juniors to a more appropriate time of the day. After a rise in competitors in 2007, the number of winter walkers dropped slightly in 2008, with the Short Walks being the only event in which numbers were higher than the previous year. At 59 entries, it was also the largest walking event in Athletics NSW would like to thank host clubs for their continued support and dedication. In partnership with Athletics NSW, these clubs ensured that stakeholders were presented with excellent quality State Championships. The 2008 Winter Championship venues and host clubs were: Novice Cross Country at Scarborough Park, hosted by St George District Athletics Club. Road Championships at Sydney Olympic Park, hosted by Sydney Striders Road Runners. Cross Country Championships (12km/8km) at Willandra, hosted by Nowra Athletics Club. Cross Country Relays at Miranda Park, hosted by Illawong & Districts Senior Athletic Club. Short Course Cross Country Championships at Western Sydney Regional Park, Abbotsbury, hosted by Bankstown Sports Athletics Club. Road Relay Championships at Wollongong, hosted by Kembla Joggers. Half Marathon Championships at Sydney, hosted by the Sydney Morning Herald. Marathon Championships at Sydney, hosted by Athletics Australia and Blackmores. Short Walks Championships at Penrith, hosted by the NSW Racewalking Club. Long Walks Championships at Penrith, hosted by the NSW Racewalking Club. Team Walks Championships at Narellan, hosted by Regal Racewalkers. SW Mountain Running Championships at Wollongong, hosted by Kembla Joggers. Congratulations to Kembla Joggers, who once again proved the dominant winter running club, winning the Winter Club Trophy and to Jeremey Horne (Randwick Botany Harriers) and Anita Keem (Kembla Joggers), for winning the Male and Female Winter Distance Runner of the Year awards. The Australian Cross Country Championships saw a NSW triple threat - with Eliza Stewart, Emma Rilen and Lara Tamsett winning the Australian medals. Jeffrey Hunt (2nd) and Ben St Lawrence (3rd) were also amongst the medallists at the Championship. Congratulations to Ian Rayson (Mingara) and Cheryl Webb (Blacktown) for winning the Male and Female Winter Distance Walker of the Year awards. 18

22 ANNUAL REPORT COMPETITION ADVISORY PANEL SUMMER SEASON NSW Open & U18 Championships - The pinnacle event on the summer track and field calendar, the State Open Championships, proved a massive success with numbers well in excess of previous years, with 550 athletes competing. The size of some track events meant a third round had to be added, something that has not occurred in NSW for many years. The competition was again presented over three afternoon/evening sessions but unfortunately, inclement weather throughout the competition meant athlete performances were not as good as could have been expected. The Under 18 athletes were competing for a spot in the NSW team to compete in the interstate youth match - the National event for athletes in the Under 18 age group. U16, U20, U23 Championships - The competition was conducted in early March. After a drop in numbers the previous year, athletes returned to support the event, with close to 400 athletes competing across the three age groups. The better than expected numbers in the Under 23 age group is encouraging and this suggests that by creating this age group, we are slowly having the desired effect of increased participation. NSW All Schools Championships - Since the Pacific Schools Games were held in 2008, the NSW All Schools incorporated primary school athletes as well as secondary, resulting in a massive athletes competing across four full days of competition. Unfortunately 2008 was the last year the Australian Institute of Mathematics will sponsor the event, after five years of support. A NSW team was selected from the Championships to compete at the Pacific Schools Games competition in Canberra, which for the first time was held in conjunction with the Australian All Schools Championships. NSW Relay Championships -The NSW State Relay Championships once again proved to be a highlight of the Athletics NSW season with almost 800 teams from 30 clubs entering the championships. Athletics NSW addressed the concerns from previous seasons regarding the large program and shortage of officials, and the results were evident with an excellent competition being delivered. Due to the nonavailability of the main arena at Sydney Olympic Park, the event was held at Blacktown Olympic Park. The use of outer ground venues is a priority of Athletics NSW and the success of the event proved athletes and clubs were supportive of this concept. The event was so successful that Athletics NSW will again hold the event at Blacktown in The NSW Masters Championships & NSW Multi Events - The NSW Masters Championships were held as a stand alone event at the Crest Facility at Bankstown. A big increase in numbers (almost 300 athletes competed), was most likely due to the World Masters Games to be held later in the year. A big thank you to Bankstown Sports Athletics Club for supporting the competition. The NSW Multi event competition was held at Campbelltown on the first weekend in January and was reasonably well supported by NSW athletes. NSW Country Championships - Unfortunately, technical issues meant the Country Championships had to be relocated from it original venue in Wollongong, to Campbelltown Athletics Centre. Despite some of the hottest conditions of the summer, the event ran very smoothly. This was mainly due to the excellent work of Campbelltown Athletics Club and Athletics NSW officials, who worked remarkably well under very trying conditions. Special mention to Terry Manns and Les Carter who both worked expertly over the weekend! While the competition proved successful at the Campbelltown venue, the current intention is to return to the practice of moving the championship through regional areas. The number of athletes was lower than previous seasons, which is consistent with other country events held south of Sydney. NSW Distance Championships - The November timeslot of the NSW 3000 metre Championship continued to prove successful, with the number of athletes again exceeding all predictions. Five men s races were scheduled, with the Competition Advisory Panel believing they had enough races to cover any increase from the amazing numbers the previous season. However, a further race had to be added, when a staggering 127 men entered. There were 46 women who competed in two races. Congratulations to Bridey Delaney and Jeremy Roff for winning the state titles. For the first time, Athletics NSW provided lap times for each athlete, which proved extremely popular. The NSW 5000 metre Championships was held on a very hot January evening. The mercury had hit the high 30s during the day, and while the events were to be run in the evening, the conditions were far from perfect for distance running. It did not stop 90 athletes fronting for the event, an increase of 15 runners on the previous season. Youngsters Lara Tamsett and James Nipperess stole the show by winning the state titles. The 10,000 metres was again held with the NSW State Open Championships, with numbers steady on the previous season. Club Competition Metropolitan and Country Club Premiership - The Club Premiership was again conducted from October through to December, with the emphasis on participation and engaging athletes who do not regularly compete in Athletics NSW events. The Competition Advisory Panel again adopted the split venue concept, which allows the individual meets to be short and sharp, maximises the competition opportunities of athletes, and utilises venues around Sydney. The following venues hosted rounds; Sydney Olympic Park Athletics Centre (Warm-Up Track), E.S. Marks Field, Bardon Ridge (Illawong), The Crest (Bankstown), Sydney Academy of Sport Athletics Centre (Narrabeen), Campbelltown Sports Centre and The Gatorade Regional Athletics Centre (Mingara). The first two rounds of the competition had lower participation numbers than the previous season. However, in the second half of the competition, participation numbers were considerably up. Due to an earlier NSW All Schools, the Club Premiership began two weeks earlier than the previous season, suggesting that athletes are not ready to compete in early October. UTS Northern Suburbs broke Illawong s winning streak, by securing the Premiership for the first time in four years. UTS Northern Suburbs later recorded victory in the Australian Club Championships with first place in the men s division and second place in the women s division. 20

23 Once again, the Club Premiership was sponsored by Kings Track and Field Sports Store. Athletics NSW would like to extend their gratitude to Jim and Barbara Day for their support of club competition in NSW. The Country Club Premiership was again held in late After a number of successful years participation-wise, the event has deteriorated in popularity. Athletics NSW will look at reinvigorating the competition for future seasons. Congratulations to Illawarra Blue Stars for winning the competition. Allcomers - Allcomers competitions are primarily conducted after the completion of the Club Premiership season, and provide a good lead up for athletes competing in State and National Titles. A change in format saw the reintroduction of graded competition (A grade, B grade and C grade) with standards attached to each. This was well received by athletes and will be continued in future years. Permit Meets - In 2008/09, Athletics NSW trialed a new level of meet called Athletics NSW Permit Meets. The concept utilised the existing Athletics Australia permit structure, where the national body ratifies competitions throughout the year, allowing athletes to qualify for international competition and to break records. Athletics NSW took the opportunity to introduce a second level of permit. Club meets were granted Athletics NSW permits, ratifying the event and allowing athletes to qualify for Australian Championships and to be included on ranking lists. By granting permits, the aim is to increase the competition opportunities for athletes and provide a less officious and more relaxed competition for grassroots athletes. This also aids in empowering clubs to conduct higher profile events which, in turn, increases the knowledge of local officials and administrators. In most cases, these permit meets were well received, and the structure will be rolled out more extensively for 2009/2010. Athletics NSW would like to thank Illawong Athletics Club, UTS Northern Suburbs, NSW Throwers Club and Blacktown Athletics Club for participating in the trial. Elite Competition Sydney Track Classic - In previous seasons, the Sydney Track Classic (a National Series meet conducted by Athletics NSW) and the Sydney Grand Prix (conducted by Athletics Australia) were both conducted within less than six weeks of each other. After the success and growth of the Sydney Track Classic, Athletics NSW was approached by Athletics Australia to join forces to conduct a single high profile meet in Sydney. This proved successful, with the combined resources of both Athletics Australia and Athletics NSW used to deliver an exceptional meet. Australia s Olympic heroes, including medallists Steven Hooker, Sally McLellan and Jarrod Talent joined some of the world s best (led by Jamaican sprint star Asafa Powell) to thrill a crowd of almost 7000 spectators, the biggest track and field crowd in Sydney since the 2000 Olympics. The meet was also broadcast the following weekend on Network 10. Little Athletics athletes were engaged, being given the opportunity to participate in a clinic arranged prior to the meet, with many of the participants and their parents staying to watch their heroes. Pole Vault, Sally McLellan taking the 100m and 100 hurdles double, and Asafa Powell s sprint finish to place 4th in the 400 metres. A big thank you to the staff of Athletics Australia, as well as to Grant Cremer, whose organisation and meet presentation skills were first rate! Waratah Invitational Series - This new series was introduced to provide a competition pathway between regular Athletics NSW events (such as Club Premiership and Allcomers) and the Athletics Australia Grand Prix series. The competition was instigated because the general feeling from Athletics NSW stakeholders was that a competition aimed at elite and sub-elite athletes was required in the Athletics NSW competition structure. Two events were held in the series, with ground entry standards applied to every event. Athletics NSW plans to expand the competition in future seasons, with further meets and the introduction of a Youth division. Thank You Thank you to the Competition Advisory Panel which was invaluable in assisting Athletics NSW in setting the direction for competition in NSW. The panel members for were Nicole Boegman-Stewart (Chairperson), Neil Barnett, Grant Cremer, Paul Hallam, Stuart Paterson, Dan Suchy and Ian White. A special mention to the Athletics NSW staff who have all provided incredible support to competition over the past twelve months, yet rarely get thanked. Thank you to the competition staff in this period, Anna Roberts and Catherine Pearce; to Mary Macaluso, whose handling of officials matters was nothing short of exceptional; and to Greg Doyle, Greg Meagher, Tim McGrath and Kate Evans whose support and direction were invaluable. Lastly, but most importantly, thank you to the dedicated technical officials who once again worked tirelessly throughout the season. 25 REGIONAL COORDINATOR REPORT Regional Coordinator Report Scott Westcott took over the role of Regional Coordinator from Caroline Cooksley in December The initial appointment for four months however, was extended to the end of 2009, after the initial tenure showed positive signs. The work that had been done by Caroline during her employment was crucial in allowing a new Regional Coordinator to fit into the role with minimal disruption. This included maintaining the Competition Committee and Regional Advisory Panel established in The key objectives remained the same as the 2007/2008 pilot program with greater emphasis on developing and implementing programs targeted towards the dual aged athletes. The three objectives driving the strategies implemented by the Regional Coordinator are: 1. To use a number of methods to increase the registration and participation of dual aged athletes in both Little Athletics (LAANSW) centres and Athletics NSW (ANSW) clubs; 2. To provide support in establishing sustainable winter and summer competition; 3. To work with local coaches in delivering the Little Athletics Program for Schools programs to schools across the region. Strategies Targeting Dual Aged Athletes The LAANSW and ANSW boards both support targeting dual aged athletes (athletes eligible for registration with both organisations) as the primary function of the Regional Coordinator. Several strategies have been developed and implemented to serve this objective. Festival of Sport Holiday Clinics The Festival of Sport is a Hunter Academy of Sport initiative and the Regional Coordinator has joined them to deliver two full day clinics during the school holidays. The clinics target dual aged athletes and utilise regionally based developing coaches and sports consultants working for the Hunter Academy of Sport. Competition Hunter Club Premiership The competition committee was convened in December 2008 and then again in March The committee was made up of representatives from each club who had responded to an expression of interest to host a regional event for the 2009/2010 season and many thanks goes out to these delegates. The committee agreed on a format for a club premiership competition using existing gala days or carnivals. Winter Series A sub-committee was formed from the Competition Committee to investigate hosting a Winter Series ANSW Winter Series will be held at the Hunter Sports Centre, Glendale during the winter months. The purpose will be to provide some competition for school athletes and for senior athletes as a part of their winter training. The series will also play host to two technical volunteer workshops and will be delivered at the ANSW Permit level. Hunter Track Classic The region previously hosted a Regional Championship annually up until The purpose of a Hunter Track Classic planned in 2009 is not to replace the Regional Championships but to deliver a high class track permit meet as a flagship for ANSW in the Region. The meet would run to a schedule similar to Allcomers, and would target dual athletes (and therefore Little Athletics competitors) who would compete alongside senior athletes. It would be a major event in the ANSW calendar that will hopefully draw competitors from Sydney and regional areas. In addition to these three initiatives the Regional Coordinator plans to maintain the health of existing competitions and encourage LAANSW and ANSW clubs to work collaboratively in delivering competitions for the region s athletes. 30 ANNUAL REPORT MEMBERSHIP AND ADMINISTRATION Registration Total registrations in remained fairly constant; with the last two seasons at 4522 members. Athlete registration saw a slight growth (20 athletes) from the previous year, while club athlete numbers were down 15 percent. Technical officials remained steady. Sixty five percent of members renewed their registration in which is an increase of 3% compared with renewals in Clubs are continuing to use the Clubs Online registration system at different levels of functionality. Training was provided for several clubs to help increase the number of clubs comfortable with the system. Clubs who have taken the time to become familiar with the system have not turned back, and several new clubs took the time to learn the ropes of online registration at some level in The $2.50 discount on online registrations was continued in with those clubs offering online registration reaping the benefits financially. Athletics NSW aims to only accept registrations through clubs online by , and will therefore continue to encourage clubs to become familiar with these processes through regular training opportunities for clubs. a weekly basis, upon providing their addresses during registration. Online survey hosting allowed club directory information to be collected swiftly, and helped to ensure efficient communication with clubs. A part time development role will created in to develop a strategy for recruitment and development of athletes and coaches, as well as developing and maintaining relationships with secondary schools. Kate Evans Membership and Administration Manager Communication The website was redesigned towards the end of the season, with the aim of providing a more vibrant and user friendly format. A media officer, Jessica Duffy, was employed short term in early 2009 to promote and cover the Sydney Track Classic which was held in February. This strategy provided meaningful coverage on the website in the lead up, during, and post event. In Athletics NSW chose the website, and as the primary vehicle to communicate with its clubs and their members. The eathlete service continued to be distributed to all members on 28

31 CLUBS ON TRACK Clubs on Track is the model club policy framework, which was introduced in the season. Clubs have been required to complete an evaluation report annually and return it to Athletics NSW for assessment. The intention of Clubs on Track is to develop a vibrant and relevant club structure, as it is essential to the success of our sport at a local, state and national level. In Metropolitan and Inner Country Clubs were asked to complete the Evaluation report, and Country Clubs were asked to complete an assessment report. Through the Clubs on Track evaluation process we identified which clubs were performing well in the five (5) key areas: Membership; Administration; Competition & Events; Coaching & Officiating; Marketing & Promotion. A total of thirty-one (31) Metropolitan and Inner Country Clubs returned their Clubs on Track report. The report had a new format to previous years; the Metropolitan and Inner Country Clubs were asked to complete the Clubs on Track Evaluation Report and the Regulatory Checklist. Please find below the rankings for Metropolitan and Inner Country Clubs. Rankings are in alphabetical order within each band and there is no numerical ranking. Athletics NSW would like to thank all clubs that took the time to submit their Evaluation Report. Metropolitan and Inner Country Clubs GOLD: Asics Wests Illawarra Blue Stars Kembla Joggers Mingara Athletics Club Nepean Athletics Club UTS Northern Suburbs Athletics Club Clubs who did not achieve any of the above standards were awarded Green. This meant that they either did not make the benchmark or did not submit their evaluation report. Anecdotal evidence suggests that clubs find the process of completing the evaluation/assessment report annually is arduous, time consuming and not relevant to their club. There are also clubs who have failed to complete the report each year. To help rectify the situation of relevance, Athletics NSW changed the reporting process of Clubs on Track to an assessment report instead of an evaluation report for Country Clubs. In the planning for the Clubs on Track, we took into consideration the views and concerns of Country Clubs. It was decided in order to do more for country areas we had to know what was happening, what they were doing/planning, what they already had and what they needed. Therefore a Clubs on Track Assessment Report was created which was to be completed by all Country Clubs (excluding Inner Country), with the aim of finding out the current state of our Country Clubs through regulatory checklist and business plan. Country Clubs would not be ranked into gold, silver, bronze and green, as it was decided that there is only one club in each area with exception of Dubbo and the Hunter region. The aim is to have all these clubs reach a good healthy viable club status. Of the forty-six (46) Country Clubs in NSW only eighteen (18) returned the assessment report to Athletics NSW. The Clubs on Track program will be evaluated for The future Clubs on Track process is likely to have a best practice focus aimed at minimising the workload for clubs, whilst maintaining the original aim of developing a vibrant and relevant club structure. 32 ANNUAL REPORT OFFICIALS REPORT It has been an extremely busy athletics season for technical officials, with Athletics NSW (ANSW) technical officials appointed at over 144 school carnivals, around 60 ANSW events, 7 days at the Pacific School Games in Canberra and not to mention their fantastic efforts at the Sydney Track Classic. On top of all of this, a number of ANSW technical officials have also been appointed to international meets. Recruitment, retention and training. Considering there have been over 200 days of officiating required this season, there has been quite a workload for our technical officials population, who are primarily in the older age brackets. ANSW has been busy looking to the future in an attempt to recruit new officials, as well as retaining and further educating our current group of technical officials. This included: Level A Technical Officials Seminar (10th August at Bankstown) 38 participants. Level B & C Technical Officials Seminar (31st August at Bankstown) 12 participants. Level B & C Walks Seminar and Exam (10th October at Sydney Olympic Park) 10 participants. Technical Support Volunteers Practical Workshop (30th August at Illawong) 9 participants. Technical Support Volunteers Practical Workshop (13th September at Glendale) 8 participants. Several exam sessions were held at variety of locations throughout the summer including; Illawarra, Illawong, Nepean, Newcastle and Sydney Olympic Park. This resulted in over 150 passed exams.
