1 INTERNATIONAL REGATTA VELE DI PASQUA 2018 XXXXIVth Edition SAILING INSTRUCTIONS 1) VENUE 1.1 VELE DI PASQUA 2018 will be held from the 31 th of March to the 2 nd of April 2018 on open sea in front of the town of Cesenatico. 1.2 The regatta will be as National Regatta for Hobie Cat 16, Tiger and Wildcat. 2) RULES 2.1 The regatta will be governed by the rules as defined in World Sailing Racing Rules of Sailing (RRS). 2.2 The prescriptions of the National Sailing Authority will apply. 2.3 If there is a conflict between the Notice of Race and Sailing Instructions, the Sailing Instructions shall prevail. 2.4 The official language is English. If there is a conflict between languages, English language shall prevail. 2.5 The regatta will be in accordance with World Sailing Regulation 20, Advertising Code. 3) ENTRIES 3.1 All boats entered and registered in accordance with the Notice of Race (NoR) are entitled to start. Children under 18 must present the entry form signed at the bottom by a parent or by whom, during the event, assumes the responsibility to bring it down into the sea acting as a tutor. 4) CHANGES IN SAILING INSTRUCTIONS AND NOTICES TO COMPETITORS 4.1 Any change in the Sailing Instruction (SI) will be posted on the Official Notice Board before a.m. on the day it will take effect, except that any change in the schedule of races will be posted by p.m. on the previous day. 4.2 Notices to competitors will be posted on the Official Notice Board located at Congrega Velisti. 5) SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the main flag pole located in front of Congrega Velisti between a.m. and p.m. on each day. 5.2 Code flag "AP" means: Race is postponed. Warning signal will be displayed not less than 45 minutes after Code Flag AP is lowered ; this in addiction to the RRS Race Signals. 6) SCHEDULE OF RACES AND COMPETITION FORMAT 6.1 Up to 6 (six) races will be sailed, but not more than 3 (three) races may be sailed on the same day. 6.2 Races are scheduled as follows:

2 Saturday March 31 th 1 st Race Warning Signal at a.m. Sunday April 1 st Races (see notice) Monday April nt Races (see notice) After each races (or when a long waiting time has been elapsed) in order to warn the fleet that a new race will be race, an Orange flag will be displayed 4 minute before the warning signal. 6.3 Races will be numbered sequentially in the order that they are sailed. 7) CLASS FLAGS 7.1 Class flags will be as follows: T Tornado Class A A Class, F18 Hobie Yellow Hobie Cat 16 spi, Group SCHR up to 17 feets S9 S9 8) RACING AREA 8.1 Open sea in front of the west beach of Cesenatico as the Appendix 1 to these SI (named as Campo Whiskey ). 8.2 Boats not racing shall not pass through any racing area in use for racing by another class. 8.3 The racing area shall be defined as an area extending 50 meters beyond the course which would normally taken by a boat when racing. 8.4 The starting area shall be defined as a rectangle covering an area of 50 meters to windward and 50 meters to leeward of the starting line and 50 meters outside either end of the starting line. 9) THE COURSE 9.1 The annexed SI Appendix 1 shows the course, including the order in which marks are to be rounded or passed, and the side on which each mark is to be left. The RC will try to set a course that can be sailed approximately in 60 minutes. Any variation of the intended racing time will not be ground for redress. This change RRS 62.1(a). 9.2 The approximate compass bearing from the starting line to Mark 1 may be displayed at or before the preparatory signal from the starting line RC boats. 10) MARKS 10.1 The description of course marks are illustrated in the SI Appendix The RC boats will be the only one in each sailing area which will host the Congrega Velisti burgee as distinctive signal. 11) THE START 11.1 Races will be started as rule 26 with the warning signal exposed 5 minutes before the starting signal The starting line will be between a staff with an Orange flag on the RC starting boat and starting mark (P) (see SI Appendixes 1 and 2). A RC boat may be positioned near the pin end of starting line.

3 11.3 When a Class flag(s) is/are displayed from the RC starting boat, boats whose flags are not displayed shall keep well clear of boats who are about to start A boat shall not start later than 4 minutes after her starting signal. The boat will be classified as DNS without hearing. This changes RRS 62.1.a 12) CHANGES OF COURSE AFTER THE START 12.1 No change of course shall be made after the start. 13) PENALTY SYSTEM Will force the alternative penalties for a breach of a rule of Part 2 of the RRS, as required by RRS 44.1 with the variant that is required to run one turn including one tack and one jibe. This changes RRS Any boat taking an alternative penalty shall lodge an Acknowledgement of Infringement Form at the Race Office before the end of the protest time. This form is available at the Race Office. 14) THE FINISH 14.1 The finishing line will be between a staff with a Blue flag on the RC boat and the finishing mark (A) When conditions are unfavourable, the finishing line RC boat may hold position by using engines. This will not be a cause for request of redress. This change RRS 62.1 (a). 15) BOATS THAT RETIRES AFTER FINISHING 15.1 Any boat that retires after finishing shall lodge a Retirement Form at the Race Office before the end of the protest time. This Form is available by the Race Office. 16) TIME LIMIT AND SHORTENED COURSE 16.1 There is no time limit. However, a boat not finishing within 15 minutes after the first boat of her class finishes will be scored Did Not Finish (DNF) without hearing; (this change RRS 35 and RRS A4.2) The Race Committee, after the starting signal, may shorten the course displaying flag S, with two sounds, at the mark 3; that will mean "end the race to finish line as Appendix 1 without other marks laid along the course. This changes RRS ) PROTESTS 17.1 Immediately after finishing, a protesting boat shall inform the RC boat on the finishing line about boats she intends to protest, until his intention has been acknowledged by the RC. 4 17.3 The Protest Time will expire one hour after the last boat has finished the last race of the day in each racing area. It is intended that the protests will be heard in the approximate order of receipt and parties and measurer are requested to remain in the surrounding area of the protests room in order to speed up hearings Non observance of this instruction will justify the Protest Committee to decide the protest as permitted by RRS 63.3 (b). Protest hearings will be held at the Protest Committee room close to the Race Office Infringements of points 20, 21 and 22 to these SI, shall not be grounds for a protest from one boat against another, but may result in action by the Protest Committee. This changes RRS ) SCORING 18.1 According to the NoR. 19) SAIL NUMBERS 19.1 Boats shall register and use only the sail numbers registered on their Measurement Certificates, except prior written permission of the RC. 20) SUBSTITUTION OF A CREW MEMBER 20.1 Only a crew member (but not the helmsman) may be replaced Any such substitution requires prior written permission of the RC, which will be given only in case of illness, accident or other special circumstances Requests for substitution shall be made through the Race Office before a.m. on the day of the race, but, in case of emergency, may be granted retrospectively after this time In case of illness or accident, the RC may require a medical certificate Unless the RC specifies otherwise, any substitution will be in effect for the day in which is requested only. 21) SAFETY REGULATIONS 21.1 A boat that retires from a race shall, when possible, notify a RC boat before leaving the course Boats not leaving the harbour for the day's race shall inform the Race Office, as soon as possible Competitors that land to a different shore than Congrega Velisti shall report it to Race Office. 22) RADIO COMMUNICATION Except in an emergency, a boat, when it is in the race, shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile

5 phones. 23) DISCLAIMER The Organizing Committee, the Race Committee and the Jury and many take part in the organization for any reason disclaim any and all liability for damages that might occur to persons and / or things, both on land and in water, as a result of their participation the race referred to in this Notice of Race. Competitors participate in the regatta entirely at their own risk and under their own responsibility or those exercising parental responsibility. Each competitor will be solely responsible for the decision to participate in the regatta, to continue it or to give up. 24) RIGHTS PHOTOS AND / OR TELEVISION Competitors grant full rights and permission from the organizer to publish and / or broadcast media by any means, any photograph or film footage of people or boats during the event, including but not limited to, television commercials and everything that be used for their editorial or advertising purposes or for printed information.
