2 NOTICE OF RACE 1 RULES The event will be governed by the rules as defined in: 1.1 Racing Rules of Sailing (RRS) 1.2 IRC rules 2017/ MPA Pleasure Craft Regulations 1.4 International Regulations for Preventing Collisions at Sea 1.5 Notice of Race 1.6 Sailing Instructions. 1.7 IRC Rule shall not apply. There will be no limitation on crew numbers or weight except as required for boats as one design, which shall comply with their class rule. 2 ADVERTISING A boat and her crew shall comply with ISAF Regulation 20, Advertising Code. 3 ELIGIBILITY AND ENTRY All racing and Cruising self-righting Keelboats, and Cruising Multihulls are welcome. 3.1 Keelboats - A PY rating number will be allocated to each cruising yacht by the Organizing Authority - A IRC rating will be used for IRC boats base on valid current IRC certificate Multihulls & Cruising Multihulls Texel rating numbers apply 3.2 A minimum of 4 entries is required to form an event. 3.3 A minimum of 4 entries to form a class. 4 FEES Required fees are as follows (incl GST): Keelboat/ Cruising Multihull: $214 per boat for the entire series $53.50 per boat, $10.70 per crew for each race 5 SCHEDULE Series DATE 1 ST WARNING SIGNAL 1 9 th June st September th October st December hrs 6 RACE COURSE INSTRUCTIONS The Race Course Instructions will be available from 1 June 2018 at the. 1

Refer to Sailing Instruction for sailing courses. 9 SCORING 9.1 One (1) race is required to be completed to constitute a series. 9.2 A maximum of 12 races is scheduled for this event. 9.3 Scoring will be based on rule RADIO COMMUNICATION 10.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the series. 13 INSURANCE 13.1 All competitors are required to have appropriate insurance coverage Each participating boat shall be insured with valid third party liability insurance. 2

There will be no limitation on crew numbers or weight except as required for boats as one design, which shall comply with their class rule. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board(s) located at the Lawn outside Discovery Pub. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900hrs on the day it will take effect, except that any change to the schedule of races will be posted by 2000hrs on the day before it will take effect. 4 SIGNALS MADE ASHORE Signals made ashore will be displayed on the flagstaff by the main gangway next to Bistro. When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. When flag Y is displayed ashore, rule 40 applies at all times while afloat. 5 After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed. The starting line will be between Tengah Buoy and start boat displaying an orange flag. The Start Boat may hold position by using engine. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A4. When there has been a long postponement, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed to alert boats that a race or sequence of races will begin soon. 11 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position. 12 THE FINISH The finishing line will be between Tengah Buoy and Finish boat displaying a orange flag. The Finishing Boat may hold position by using engine. 13 PENALTY SYSTEM For all classes rule 44.1 and 44.2 will apply. 7

11 14 TIME LIMITS Please refer to Point 8 The Courses/ Marks. 15 SHORTENING COURSE Courses may be shortened at any mark of the course in accordance with RRS rule PROTESTS AND REQUESTS FOR REDRESS Entrants are reminded of Fundamental Rule 3 acceptance of the Rules. The organisers, authorities and the race committee looks to competitors to enter the event in the right spirit, be meticulous in observing the rules and complete penalty turns or retire immediately if they breach them. 17 SCORING The low point system, of RRS Appendix A will apply. The handicap system will be Club PY ratings and IRC Ratings. One (1) race is required to be completed to constitute a series. A Maximum of 12 races is scheduled for this event: (a) When 5 or fewer races have been completed, a boat s series score will be the total of her race scores. (b) When 6 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) Scoring will be based on rule SAFETY REGULATIONS A representative of each boat shall sign on before leaving the berth for racing and shall sign off upon returning to berth. A boat that retires from a race shall notify the race committee as soon as possible. During the race, do not sail into the following yellow special water marks: HD-TWC 1 HD-TWC 2 HD-TWC 3 HD-TWC 4 HD-TWC 5 HD-TWC 6 HD-TWC 7 As there are additional barges and silt barricades being deployed within the waters of yellow special water marks. 19 IDENTIFICATION All boats must carry a distinguishing number or letter on the mainsail. 8

12 20 MPA REQUIREMENT All participating boats must be registered with Maritime And Port Authority of Singapore for use in Singapore waters. Standard MPA safety requirements shall apply. In particular, boats must keep clear of larger vessels making way in restricted channel, navigating along Traffic Separation Scheme and crossing channel. 21 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 22 TRASH DISPOSAL Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats. 23 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.
