1 2014 Pacific Cup Concise Inspection Checklist Pacific Cup Required Equipment In all cases, the language of the OSR, SI's and NOR shall be the sole governing documents. This checklist is just a tool and reminder and does not modify any requirement. The full Pacific Cup OSR document with detailed checklist is downloadable from: The Pacific Cup Equipment List is downloadable from: Provide the following to your inspector two weeks prior to inspection: 1. Size and type of primary anchor, chain and rode. 2. Size and type of secondary anchor, chain and rode. 3. Liferaft manufacturer, model and year of construction. To prepare for inspection: 1. Storm sails bent on, fully hoisted if wind permits. 2. Emergency steering gear in place. Prepare for demonstration if requested. 3. Overboard gear set up. 4. Liferaft in place or stowed as for race. 5. Emergency running lights rigged (if portable). 6. Ready to demonstrate pumps with water in bilge or bucket 7. Flares displayed. 8. All required personal gear displayed. 9. Anchor(s) displayed with chain and rode measurable. 10. All required documents in binder or folder with copies for inspector. 11. Halyards Two halyards per mast One halyard that reaches waterline and leads to winch (for lifesling) Deck and Cockpit Hatches Forward hatches open outward or slide Hatches above water at 90 deg. heel (except for no more than two on each side), or prominently labeled DO NOT OPEN Companionway Must have hatchboard up to local shearline without blocking access Companionway cannot be below local shearline with open cockpit Hatch must lock/unlock from inside and outside Hatch boards captive and tethered with hatch open or closed Cockpit drains Under 8.5m (28ft) LOA - 2 x 25mm (1") unobstructed or equiv. Over 8.5m LOA - 4 x 20mm (3/4") unobstructed openings or equiv. Cockpit drain diameter number of drains Lifelines Bare wire or Dyneema supported at 2.20m (86.6" or 7'-2.6") intervals. Stanchions and pulpits mechanically locked or lashed into sockets or deck fittings. Lifeline tension: 50 mm (2") deflection under 50 N (5.1 kg or 11.2 lb) transverse load. Deflection under transverse load Lifeline height - Table 7 Under 28 ft: 18", no vertical gap more than 22" for single wire, 15" for double wire. Over 28 ft: 24", no vertical gap more than 15". Lifelines must be bare wire. Only temporary removable sleeving permitted. (no more grandfathering of older plastic coated lifelines) Maximum 4" gap in wire may be closed by rope lanyard if replaced annually. Lifeline wire diameter: Under 8.5 m (28 ft) LOA: 3 mm (1/8")
3 8.5m - 13 m (28 ft - 43 ft): 4 mm (5/32") over 13 m (43 ft): 5 mm (3/16") Bow pulpit, gaps not to exceed 360mm (14.2") Stern pulpit or lifelines across stern Toe rail 25 mm (1") from mast to bow with gaps for fittings (Table 10 for age exceptions) Jacklines, 5mm (3/16") uncoated wire or webbing with 2,040 kgf (4,500 lb) breaking strength. Harness clipping points. Harness clipping points and jacklines must allow clipping on before leaving cabin, must allow movement from cockpit to working area of deck without unclipping, must accommodate 2/3 of the crew without using jacklines. Number of non-jackline clipping points Lifebuoy within reach of helmsman and ready for instant use, equipped with: Whistle Drogue Self-igniting light Battery replacement date Battery expiration date Lifesling within reach of cockpit ready for use, equipped with Self-igniting light Battery replacement date Battery expiration date Inflatable life buoys/lifeslings tested at recommended intervals Date of last test Date of expiration At least one of life buoy/lifesling to be non-inflatable. Heaving line, 15 m - 25 m (50 ft - 75 ft) length, accessible to cockpit. Cockpit knife Navigation lights Lifeline level or higher, not obstructed by sails. LOA under 12 m (39.4 ft): 10W. LOA 12 m (39.4 ft) or above: 25W. Emergency nav lights, same power rating as primaries, separate wiring and power source Can use common switch panel, can be at deck level, can be portable. Cabin All heavy items secured Head or "fitted bucket" that can be secured in place for use. Bunks Stove Water tank Hand holds Mast step secured to structure Ships' Systems Inboard propulsion engine with permanent enclosure, fuel and exhaust systems. Or outboard engine mounted on transom bracket or secured below if available for immediate use. Fuel stored on deck or in isolated compartment. Required speed under power in knots = square root of LWL in feet. Sufficient fuel for battery charging plus 8 hours of motoring at required speed.
4 Generator, if carried, permanently installed with permanent fuel and exhaust system. Portable generator, if carried, demonstrated safe exhaust operation. Shut-off valves at all fuel tanks Dedicated starting battery Dedicated 50 amp-hour communications battery, if no inboard engine Bilge pumps One operable from below deck, with all hatches closed. One operable from on deck, with all hatches closed. Permanently installed discharge lines. Cannot discharge to cockpit or cockpit drain lines. Pumps and inlet strainers accessible for cleaning. Pump handles tethered near pumps. Sea cocks - on all hull penetrations (except integral deck scuppers and transducers) Transducers must have other means of closing. Tapered soft wood plugs for each hull penetration, attached with lanyards. Navigation and Electronics Magnetic compass, adjusted and with deviation card Hand-held compass Marine VHF, 25 watts, with masthead antenna. VHF Feedline specifications: up to 15m (50 ft) - RG8X ("mini 8") 15-28m (50-90 ft) - RG8U 28-43m ( ft) F (conventional connectors) (43-70m) ft - type LMR600 (special connectors) OR as amended in 2014 PCEquipmentList: Cable with a feedline loss of 50% will be allowed (eg, RG8X mini 8 up to 90 ft. long) if the masthead antenna is at least 36 tall. Handheld VHF, waterproof or in watertight container. Alternate means of receiving weather broadcasts Electronic position-fixing device (GPS) HF marine radio (single side-band). Iridium or Inmarsat phone as alternate to SSB, If using Sat phone as primary, have back-up battery of at least 24 Amp/hr. capacity Installed for operation below decks with external antenna and power supply. Open billable, or prepaid or billable for 300 minutes of communication. HF receiver with digital tuning and headphones, if no SSB is carried. Emergency antenna for VHF Emergency antenna for SSB. EPIRB, 406 MHz Must be both manual AND WATER activated. EPIRB is in addition to EPIRB packed in raft. EPIRB registration documents EPIRB battery replacement date Depth sounder or lead line Charts and light list, some but not all may be electronic Chart No for Kaneohe Bay (must be latest available paper edition, July 2007). (Qty. 2 if LOA 8.5m [28 ft] and over) Nylon rode diameter (Secondary rode may be 150 ) Chain length LOA/2. (Qty. 2 if LOA 8.5m [28 ft] and over) Chain size Chain type (proof coil or BBB) NOTE: after inspection anchors should be stowed and ready for immediate use. Flares - SOLAS certified and within expiration date at race start (flares can be 6 years old if in good condition) 6 red parachute flares 4 red hand flares 2 orange smoke flares Sail number banner Yacht's name on miscellaneous buoyant objects Flashlights with spare batteries and bulbs 1 waterproof high powered flashlight or spotlight Spare batteries and bulb 1 waterproof flashlight (at least one per crew recommended) Spare batteries and bulb First aid kit First aid manual Two fire extinguishers, 2kgs. (4.4 lbs) each. Fog horn Rader reflector, 12 diagonal if octahedral with circular sector plates, 18 diagonal if octahedral with triangular plates. Or must meet OSR Spare bulbs for all nav lights. Tools and spare parts Approved banding tool and band stock Spectra or similar lashing line as alternate to banding tool, 100 Length of lashing line Bolt cutters for largest stay, or two hacksaws with carbide blades. Retro-reflective tape on lifebuoys, lifeslings, liferafts and lifejackets Grab bag (see OSR for recommended contents) Safety equipment stowage chart Liferaft Rated capacity for entire crew. Rated Capacity Compliant with SOLAS LSA code 1997 Chapter IV or later. Raft must contain a SOLAS "A" pack (see OSR for age exemptions and alternate compliances). Packed in rigid canister or in rigid dedicated self-draining compartment opening to deck. Crew must be capable of bringing liferaft on deck and to lifelines in 15 seconds from stowed location.
6 Liferaft-to-deck time trial result Liferafts over 40 kg (88 lb) should be stowed so that no lifting is required. Current liferaft certification documents Emergency Steering Emergency tiller (except when "unbreakable metal tiller" is normal means of steering). Emergency steering system independent of main rudder. Pacific Cup alternative method of steering test protocol: under sail in no less than 10 knots of wind and demonstrate the ability of the method to steer the yacht both upwind and downwind. Date of Emergency Steering on-water test Water 15 gallons per person total requirement, including emergency water (not including water packed in raft.) Number of crew Number of crew x 15 Water capacity No more than 50% total water in any one tank or container or piping system. Capacity of largest tank or piping system At least 5 gallons per person in an installed water tank. Remainder may be in small containers or bottles. At least 1 gallon per person in sealed emergency water containers. Personal gear Harnesses Tethers with colored flag sewn in PFDs Re-arming kit for ALL of the inflatable PFDs.
