As part of this, Yacht owners become entitled to a range of facilities, at substantially less than normal commercial rates, once their yachts have been accepted on one of the Club s registers. The Club maintains three registers for owners vessels The Yacht Register which seeks to maintain a balance between Racing and Cruising boats, with target ratios of 65% and 35% respectively. In this context Racing is broadly defined to include most forms of organised sailing including Wednesday afternoon and twilight social racing as well as the cut and thrust competition of Saturday afternoon events such as the Range regatta. A Supplementary Register which provides entitlements to most facilities at less than commercial rates, subject to availability, excluding an entitlement to permanently occupy a pen or hardstand area. An Absentee Register which provides limited access to facilities for the yachts of absentee members at Club rates. The Club is often able to help new members with temporary berthing but there is a waiting list for marina pens and priority is given to yachts on the Yacht Register which meet our broadly defined Racing classification. The emphasis is thus on active participation in Club events. New Members whose interest is restricted to cruising activities, will be able to place their yachts on the Supplementary Register, subject to seaworthiness and normal inspection requirements. However, reflecting the waiting list for berths, applications for inclusion of cruising yachts on the full Yacht Register are subject to restrictions. Prospective new Members who, upon joining the Club, will need berth or hardstand facilities for their yachts, should consult the Club Captain regarding their sailing intentions and the suitability of their yacht at an early stage of the membership application process.

2 In addition the Race Director should be consulted regarding the availability of berths. Until such time as the yacht is on the relevant Register, Members' unregistered Yacht Charges will apply. Contact details for further information are attached. Application Process for the Yacht Registers Application for Yacht Registration is considered by the Sailing Sub-Committee which meets the second Thursday each month. Papers for Yacht Registration are available from the office but, in summary the requirements are as follows; With the exception of sail numbers and sign writing, which should be prepared at the conclusion of the Registration process, yachts need to be in full sailing condition with all required safety equipment "functional and on board" Certificates of appropriate insurance are required If a yacht is seeking Registration under the racing category, owners are expected to nominate a crew and may care to support their application with details of previous experience racing the yacht in question. The yacht will need to undergo a safety inspection. Providing members make proper arrangement to prepare their yacht for inspection, no charge applies. For Racing Yachts, Category 6 is the minimum safety equipment requirement, for Cruising Yachts Category 5. Prospective members are encouraged to review the Club's Registration process which is given in more detail in By-Law No:8. 3 INFORMATION on the REGISTRATION of your Vessel Processing and Procedure for Boat Registration The information contained in this document will assist in the Clubs speedy processing of your Registration Application. 1. The vessel must be within one (1) week of being in a state of FULL SAILING CONDITION. 2. Until the vessel fully complies with the Club s Registration requirements, and is within one week of being in sailing condition (see Para 8.23 of attached By-Laws) it cannot be accepted onto the Club s Register of Yachts. 3. A boat may be accommodated in the marina before being accepted on to the Register of Yachts however, the Marina Rate will be that of a Members Unregistered Yacht and charged at a daily rate until such time as the vessel is fully compliant. 4. Should a further two (2) weeks elapse after the boat has provisionally been accepted onto the register and the vessel is still not in full sailing condition or has not fully compliant with the conditions below, the Club reserves the right to deem the application invalid and consider the application process never to have started. In this instant a fresh application will be required. 5. Conditions of Compliance (i.e. the application will not proceed until) a) A satisfactory Safety Audit has been completed by one of the Club s Safety Officers. b) The Application Form is complete. c) A Safety Equipment Compliance Certificate (SECC) has been lodged for the appropriate Safety Category. (NB: In order to complete the SECC a copy of the Blue Book RRS will be required.) d) A recent Photograph is to accompany the application. e) A Sail Number has been allocated. NB: Sail Numbers will not be allocated until the vessel has been accepted by the Sailing Committee. f) Sign Writing is completed and in accordance with the Victorian State requirements. Except for Paragraphs e) and f) above all other conditions must be satisfied. 6. Notes to Applicants: 1. The Sailing Committee Sub-Committee meets on the first Monday of the month. 2. The minimum Safety Compliance Category for Racing vessels is CAT The minimum Safety Compliance Category for Cruising Vessels is CAT The Members Unregistered Yacht Charges are displayed on the Notice Board. 5. A yacht being unregistered is not eligible to start in any race conducted by the Club. 6. It is the responsibility of the applicant to contact the Club s Safety Officers and arrange a time for the Safety Audit to be carried out. 7 Yachting Victoria Safety Compliance Declaration and Checklist 2009 This Safety Compliance Declaration meets the requirements of the Yachting Australia Special Regulations Declaration DECLARATION BY OWNER OR OWNER S REPRESENTATIVE I have read and understand my obligations as set out in Part 1 of the Yachting Australia Special Regulations , in particular , and Owner s Responsibility. I understand that the checklist is provided only as a guide to Owners and Race Organising Authorities and that an Auditor cannot limit or reduce the complete and unlimited responsibility of the Owner or the Owner s Representative as defined in , , and Owner s Responsibility. 12 INSPECTION Members should note that the Rules provide that a person appointed by the boat s club or an Organising Authority may inspect a boat at any time. If the boat does not comply with the YA Special Regulations its entry may be rejected or it may be liable to disqualification or such other penalty as may be prescribed. COMPLIANCE STICKER Yachting Victoria has developed an annual compliance sticker to enable on-water identification of yachts that have lodged an annual Declaration and Checklist with their club. This will reduce the need for yachts to complete another safety checklist when competing in interclub events. The compliance sticker is to be attached to the stern of the yacht in a readily visible location. INSURANCE COVER FOR BOAT COMPETING IN ROYALS AND CRUISING EVENTS OR STORED AT THE CLUB It is a requirement that all yachts occupying pens, hardstand areas or the yard or competing in events run by the Royal Yacht Club of Victoria shall have third part liability insurance cover for not less than AUD$10,000,000 or equivalent thereof in any other currency covering any accident whilst using the Club s facilities or participating in events. All owners/competitors who enter Royals events are deemed to have made a declaration that they hold such cover. 13 VHF RADIO COMMUNICATIONS In common with the majority of the Port Philip Keel Boat Clubs, RYCV has introduced a requirement that all yachts participating in the Clubs events shall have an effective VHF communications capability. For boats which do not have an installed VHF radio, this requirement may be satisfied by use of a hand held set. Declaration I declare that the yacht will be equipped with an operating VHF radio facility whenever it competes in racing or cruising events conducted by the Royal Yacht Club of Victoria.
