1 June 2013 ENDURO OFFSHORE ELECTRICAL -oooo This event will test the reliability of participating model boats. While the ultimate goal is to win the race, participants must show team spirit and respect others at all times. 1 THE BOATS: - The model boats are radio-controlled. Required functions include steering, speed and engine stops. - Each model must display a race number. - Two types of model boats are allowed: - Monocoque V-shaped hull - Multihull (catamaran) - Visually, the model boats should look like an existing offshore model, a model having existed or one that could exist. - To maintain the half-scale appearance, a representation of the windshield must be respected. - Only one model boat is allowed during the same race. (Multi hoods are allowed) - In as much as possible, teams must try to reduce the impact of their model boat on the environment (noise nuisance, pollution) - When using a timing system and computerized counting device to record laps, supplying onboard transponders is the sole responsibility of the teams. Each team is responsible for the proper operation of its transponder. The hosting club is only responsible for the proper operation of the timing system in itself. - Except for the number plate, no dangerous piece shall be allowed to stick out of the edges and from the deck. - This plate must be mounted on the flexible upper portion of the boat and must be made of non-rigid material (metal, carbon, rigid plastic or other). In order to be assigned a number for the mini 80 mm high category, it shall have a minimum dimension of 100 mm X 100 mm. - The team whose model has lost its number plate, will need to obtain a replacement. - The hull and the cover must be unsinkable. - At night, the model must be equipped with a non-blinding light, visible at Maximum weight allowed for the model boat is 12 kg. - The overall length of the hull is limited to 150 cm. - A non-hazardous towing device must be installed at the front end of the model boat, namely a minimum section of 4 mm of rope (non-hazardous) with a total diameter allowing easy passage of an adult hand. - One or two handles (non-hazardous) must be installed on the model to enable its recovery. - Propulsion is provided by one or more electric motors. - The propeller(s), semi-submerged type, will be located behind the back-board. - The boats may not carry more than 2000W on-board per hour. In other words, if the boat is equipped with Lipo 12S 16,000 mah batteries, these cannot be replaced more often than every 21 minutes, and every 16 minutes in the case of 12S 12,000 mah. (To determine this power, the nominal voltage of batteries is taken either for one element [1S] 3.7V for Lipo, 3.3V for Life, or 1.2V for NiMH, multiplied by the Ah capacity. For example: Assuming that for Lipo 12S 16Ah accus, a power of 710Wh is obtained and we are entitled to 2000W for, then: 60/2000 x 710 = 21 minutes). - The batteries will need to have their original packaging available, indicating their capacity and nominal voltage. - The maximum voltage of series elements cannot exceed 52 Volt. - AM type remote controls are prohibited. - As a security measure, it is required to have an external circuit breaker to cut off the power circuit which can easily be operated. - If the assembly of a model boat is deemed dangerous, this boat may be denied access to the water. 2 June THE COURSE: - The water park must provide maximum security for the movement of the model boats. - The shape of the course is left at the discretion of the organizer depending on the available surface and shape of the water park. - It must include at least one reverse bend of others. - The course is marked by buoys, and an additional buoy signals the supply track. - For night racing, buoys should be bright and visible from the piloting area. - The course length is between 400 and 550 meters. - The course must have at least one straight line from 120 to 150 meters. 2.3 Piloting Area: - The area reserved for pilots shall be less than 10 meters from the water s edge. This area must be solid and stable (natural elevation, platforms, truck trailers, etc.). In case of elevation, it must be surrounded by a guard rail of at least one meter high. - Access to the piloting area is reserved for pilots and one copilot per team, at the most. - Access to stairs must be cleared. It is forbidden to park or steer from the stairs. - Steering can only be done from the area dedicated to piloting. 2.4 Stand Area: - The stand area shall have a sufficient number of tables, chairs and electrical grounded outlets. If these conditions cannot be provided by the organizer, the organizer must inform competitors. - To the extent that the stand area happens to be close to the bank, it shall be protected by any suitable means from model boats moving on the water. 2.5 Area for departures and recovery while racing: - This shall be a fixed area (banks, floating pontoons), whose height must not exceed forty centimeters above water level, unless an exception is made and teams are informed. - Each team shall have its own designated space there. - The launch of the model may only be done from the team s respective space. 2.6 Supply Area: - A supply area (for replacement of batteries) is determined for the duration of the race. 2.7 Battery Storage Area - The batteries are stored and charged in a location determined by the organizer, 2.8 THE COURSE: - This is done in a clockwise fashion, but, for organizational and/or safety reasons, the organizers may reverse the direction. Competitors will then be notified at the main reception area. - All reserved areas are prohibited to the public. - ABC powder or CO2 fire extinguishers are located near the departure areas, supply areas and battery storage and charging areas. 3 June EVENT PROCEDURE: - Each team consists of at least two members. - Each team must operate its model boat for the longest possible distance in a given time. - A race consists of one or more rounds. - Each race lasts at least one hour, which can be run in several rounds lasting at least 30 minutes each. - Only one supply is allowed every 30 minutes. Registration and participation in a race requires full observance of the present regulations, with no exception. 3.1 Start and End of the Race: - A sounding signal must indicate all periods and preparations for the start and end of the race. - Five minutes before departure, participants are called to go to their respective space in the departure area. - Three minutes before the start, model boats that are not in the departure area can no longer be allowed in this area. - At the start signal, model boats are launched from their respective locations as assigned (in the case of a rolling start, an additional acoustic signal indicates the start of timing). - Model boats that were not yet in the departure area may then access it and be allowed to start. - At the end of the running time, the model boats end their lap in order to cross the finish line and get the final lap validated. 3.2 Piloting: - Any missed buoy is penalized and may not be passed again. - An overtaking model boat is a boat that was behind another model boat, said to have been caught up with, and which passes in front of said boat in a matter of time or laps by a distance of 10 meters. - Pilots must observe the Rules of Good Conduct during races. These rules govern the relationship between two (or more) model boats while passing and being passed Rules of Good Conduct during Races: a Course rules. The launch of the model boat must always be authorized by the pontoon arbitrator or any person assigned to this function, or else is subject to disqualification for the current round. A racing model boat always has priority over a model boat getting back in the water after a stop. Upon launching, the model boats must get onto the course without interfering with other racing model boats b Priority rules. A model sailing in a lane has the right to keep this lane without being hampered. During the race, the racing axis which is the closest to the course profile (rope) has priority over all others. The model boat on the racing line, located less than five-buoy-lengths, has priority. The above priority rules also apply when taking bends. Figure 3: shows a bend taken properly. Model-boat No. 1 and No. 2 take the bend while staying in their respective lanes, each staying clear of the other boat s path. ENDURO OFFSHORE ELECTRIC Page 3 of 8

Model-boat No. 2 and No. 3 are trying to overtake it in an illegal mode. - Model boat No. 2 is cutting the path of No. 1 which constitute a violation. - The pilot of model-boat No. 3 tries not to overtake N 1 from the inside (right) and must move away from the course in order to avoid the buoy. Therefore, he cuts in front of No. 1 which constitute a violation. ENDURO OFFSHORE ELECTRIC Page of 4

5 June c Passing rules: Passing is allowed anywhere on the course provided that priority rules are respected. During the passing maneuver, the model boat being caught up with, may not change its path or get into the path of the overtaking model boat. All maneuvers intended to prevent or hamper the overtaking by another model boat are illegal. The overtaking model boat may not hamper the model boat that is being passed during the passing maneuver. In particular, the overtaking model boat may only resume his racing line when it is at least three boat lengths ahead of the overtaken model boat. It is forbidden to force a model boat through a buoy in an attempt to pass it. The following examples illustrate these requirements: Figure 5: Correct overtaking Figure 6: Legal Overtaking Model Boat No. 2 performs an overtaking according to the rules. The pilot performing this overtaking keeps his model boat in its lane as long as it is not a minimum of three boat lengths ahead of the overtaken model boat before attempting to fall back on the inside lane. It thus commits no violation. Passing can be done from the right or from the left. Model boat No. 1 leaves the priority lane while widening its turn. Model boat No. 2 has the right to pass it by narrowing its turn and taking advantage of the priority. 6 June Coming back to the pontoon, getting supplies, and returning to the water: - For supplies, the model must return to its departure space by taking the supply route. - It is prohibited to move with a model boat when its circuit breaker is in place. - The model boat must leave again from its assigned space. The space should be immediately freed again. 3.3 Recovery of model boats down: - The recovery of model boats (or their delivery back to their place) is always performed in the order of incidents that have caused the model boats to stop, unless a boat presents an imminent danger and/or endangers public safety or other competitors. This assessment is the responsibility of the referee steering the recovery boat, and can in no case be subject to a claim. - If the recovery boat is on the way back, it will not turn back to pick another model boat, unless the latter presents a danger or is in distress. - Model boats are returned to teams only in their dedicated space. 3.5 Repairs: - A model boat which loses or breaks a piece during navigation should be repaired immediately. - Repairs should be carried out in the stands. We tolerate minor changes or repairs (propeller, chip,...) to be carried out in the departure area, but these should take less than three minutes. The member of the jury who is on site may grant additional time if security in the area is not threatened. - In the stands, each team must take all precautions to ensure everyone s safety (maneuver, use of dangerous tools, etc.). 3.6 Use of the microphone: - Each team is allowed a set time of microphone usage to comment on the event (comment of the current race, team presentation, model, etc.), as determined by the jury. 7 June PENALTIES: 4.1 Departure violations: Getting the model boat in the water prior to the signal indicating the start of the race or the launch is penalized by 10 penalty laps. 4.2 Breach of the Rules of Conduct while racing: - In the event of non-compliance with the rules of conduct while racing, the referee may impose the following penalties: - The first occurrence of a violation of the rules of conduct during the race, with no consequence for other model boats, is subject to a warning. - The second violation, or any failure to comply with the rules, resulting in a collision with another competitor is penalized by a stop at the dock for five minutes. - The third violation, or any failure to comply of the rules of conduct while racing, that results in damage to another competitor s model boat is penalized by a ten minutes stop at the pontoon. - Missed buoys, model boat recovery or repairs that do not comply with the regulations, will be penalized by a stop at the pontoon ranging from one to ten minutes. - The scale will be determined by the arbitrator (s) prior to departure, taking into account the number of penalties earned (first, second), the third penalty may result in disqualification from the round. - Immediately after a round, each team may make a claim. 5 SECURITY: For obvious safety reasons it is forbidden to smoke in the competition reserved area. 5.1 Failure of a model boat - Any break down of a model boat should be regarded as an obstacle and should be avoided. - The recovery boat must have a solid hull and be of sufficient size to ensure passenger safety. - Two people must be present on board the recovery boat, either two arbitrators from the organizing club, or an arbitrator from the hosting club acting as the boat driver and a member of the team owning the model boat (s) to be recovered acting as the person in charge of recovering the model boat. - By law, every passenger of the recovery boat must wear a life jacket, and for any engine above 6 CV, the driver must be licensed. - The recovery boat has priority over the model boats. Model boats must slow down within less than ten meters from the recovery boat and deviate by at least five meters. - Although the recovery boat has priority whatever the circumstance, it should not cut across the path of a model in the race; the pilot of the recovery boat should not endanger its boat or its occupants and must pay attention to the surroundings. - The pilot of the recovery boat is a full member of the arbitrators who can and must sanction any model boat displaying a dangerous behavior (passing too close to the boat, or too fast, dangerous steering, or disrespect to the rules of conduct while racing). 5.2 Public Safety - A physical protection extending to the ground and of sufficient height must be installed at least 15 meters from the racing area with barriers and/or nets, straw bales, boards, etc., unless it is located above the lake and clearly signaled. 5.3 Radio Frequencies - Teams should not turn on transmitters without authorization. - The organizer defines a process to manage radio frequencies, such as: regulated transmitters, frequency tables, observation by scanners, etc. ENDURO OFFSHORE ELECTRIC Page 7 of 8

8 June Drug prevention and testing - The new Act No , relative to the fight against drugs and the protection of the health of athletes, was published in the Official Journal on 06/04/2006. Article 7: The athlete taking part in competitions or events... (NB: regional, departmental or national) shall report this during any health consultation leading to the prescription of medication. If the practitioner prescribes substances or treatments whose use is prohibited... the athlete will not be subject to disciplinary action from the agency, as long as he has obtained an authorization granted for the use of a medication for therapeutic purposes (NB: future name of the Prevention Council). This authorization is issued after obtaining the assent of a committee of doctors. Concretely, needs to be done: 1. Stay informed. 2. Bring the short application form (AUTA) for authorization of a prescription drug for therapeutic purposes to your primary care doctor and discuss it during a consultation. It relates to treatments for asthma by inhalation, and usage of corticosteroids by inhalation or infiltration. If this form is properly completed, the authorization is deemed granted upon receipt of the letter by the Prevention Council. The request for authorization to use a drug for therapeutic purposes (AUT): it relates to all other drugs included in the list of banned drugs, including systemic corticosteroids. In this case, you will be officially notified whether an authorization is granted for use for therapeutic purposes. 3. Complete the application process for obtaining the authorization to use a prescription drug for therapeutic purposes, by mailing the appropriate form to the Prevention Council. (Consider making a duplicate of this request and bring it with you during the competition.) It would be unreasonable to modify or discontinue an important treatment for your health that has proven to be effective. Note: A blood alcohol level greater than 0.30g/l is forbidden in competition (boating standard; UIM). Cannabinoids are STRICTLY prohibited. 7 ARBITRATION: - Each team must designate one person within the team who could serve as a member of the jury. - The jury is composed of a main arbitrator (or more if it is justified by the duration of the race) assisted by at least three referees appointed by the organizing club. - Judges are selected from persons nominated by the teams. - The referee is assisted by an operator in charge of the computerized count and who checks the count by electronic chips. - The general referee assigns tasks between one or several referees, monitors the model boats as they are moving, gives the signal at the start and at the end of each race, announces the countdown time, ensures the proper behavior of pilots and gives penalties (all of this under the supervision of a referent arbitrator). - A referee provides the operator with the model boats number as they are crossing the finish line in each round (except when the count is done by chips). - One (or more) of the referees deal with the recovery of the model boats. - Other referees shall monitor radio frequencies, regularity of passing buoys and the good conduct of the model boats. 8 RANKING: - Teams are ranked according to the number of laps completed by each model boat. - The number of laps is assigned a coefficient inversely proportional to the power on board (for example with 12S Lipo 16Ah number of laps will be assigned the 710/coefficient [12 * 3.7 * 16] = 1, in the case of Lipo 10S 20Ah coefficient is 710/[10 * 3.7 * 20] = 0.96). - It is not mandatory for a model boat to be racing to be declared a winner if it has completed the greatest number of laps.
