1 Port of Barrow Island - Local Knowledge 1.0 Introduction Safe navigation within the Port of Barrow Island requires significant local knowledge of navigation, communications, pilotage and operational procedures. Relevant information can be found in the references listed below, and Port users are urged to review procedures regularly to ensure that their knowledge of the Port remains current. 1.1 Purpose The purpose of this examination is to assess port users knowledge regarding the expectations of the WA Department of Transport and Chevron, regarding the various rules, regulations and requirements that apply to vessels transiting or operating within the port limits of the Port of Barrow Island. 1.2 Target Audience Every person whose duties include taking charge of the safe navigation of any vessel operating under a business arrangement with Chevron within the Port of Barrow Island must hold a valid Local Knowledge Certificate (LKC) issued by the Port of Barrow Island. A valid LKC is also a prerequisite for the award of a Pilot Exemption Certificate (PEC) for Masters of vessels in which a PEC is required under the provisions of the Harbour Masters Port Operating Requirements as reproduced in the Port of Barrow Island Port Information Guide (PIG). 1.3 Instructions to Applicants Applicants should submit electronic copies of the following documents to the BWI Marine Communication Operators at bwimco@chevron.com, or arrange for paper copies to be delivered to the Port office. 4 ALL ANSWERS ARE TO BE HAND WRITTEN 1. The Port of Barrow Island is located on the east coast of Barrow Island. Port limits includes the portion of water contained within the arc of a circle having a radius of 7 nautical miles from the intersection of S E and the eastern shoreline of Barrow Island extending from Cape Dupuy at the northern end of the island, to a position midway between Shark Point and Stokes Point in the south. 2. The Port of Barrow Island is a declared State owned port under the Shipping and Pilotage Act The Port Information Guide shall be read in conjunction with the Port Operating Requirements. These two (2) separate documents shall provide guidance to all port users utilising the port facilities within the port limits, simultaneously or otherwise, to undertake their operations responsibly. All vessels operating within port limits shall adhere to the Port Information Guide and Port Operating Requirements at all times. All mariners are to comply with any instructions / directives that the Harbour Master may issue, and to report through the Port Captain any unsafe operations and incidents. 3. List each VHF radio channels used for operations at the Port of Barrow and describe the use. The Barrow Island Port can also be contacted 24/7 via the Marine Controllers on phone number This phone number along with additional contact information can be found at the top of the Daily Schedule and SIMOPS. This document lists all of the active Port of Barrow Island Marine Notices along with the relevant vessel movements, simultaneous operations and construction/maintenance activities taking place in the Port each day. 5. Port users must advise the Port Captain and Marine Communication Operators in writing of their intended operations for the next 24 hours by no later than 1600 on the day prior to the operation/activity taking place. Details of this requirement are contained in section 3.2 of the Gorgon Construction Operations Port Operations Daily Schedule and SIMOPS Procedure (Ref 3). 6. Describe the area of coverage within the Port on the following charts and indicate scale: Chart Scale Description of coverage AUS 62 1: AUS 65 1: Approaches to Varanus Island Description: Small scale northern port area including WAPET to port limits, south of MOF & channel, LNG jetty & channel and Town Point insert. Including Varanus and up to Monte Bello Islands Approaches to Barrow Island Description: Small scale covering all of Varanus and Barrow Islands including all BWI port limits and the shipping fairway approach from the east. AUS 66 1: Barrow Island Town Point Description: Large scale Town Point area including MOF & channel, LNG jetty & channel and CBM. AUS 67 1:7 500 Barrow Island WAPET Landing Description: Large scale WAPET area from Double Island to Ant Point. AUS 742 1: Rosemary Island to Barrow Island Description: Covers entire Port and approaches Page 5 of 15
6 7. The Port of Barrow Island is a compulsory pilotage area unless: a. The vessel's Master holds a valid Pilotage Exemption Certificate (PEC) for the Port of Barrow Island issued by the DoT; or, b. The vessel is exempt in accordance with the Western Australian Shipping and Pilotage (Ports and Harbours) Regulations for example an, Australian registered commercial or fishing vessel of less than 500 GRT. 8. In accordance with the Harbour Masters Port Operating Requirements, a 300GRT tug towing a 300GRT barge requires a pilot onboard unless the vessel s Master holds a valid PEC. (TRUE / FALSE) 9. All vessels operating within the Port of Barrow are required to maintain a static minimum under-keel clearance (UKC) of 15 % of the maximum vessel(s) draft or 1.0 m except for: a. Vessels operating west of the 5.0 m contour line in the Wapet Landing area, where the static UKC can be reduced to 0.5 m; b. Small craft and crew transfer vessels are permitted a reduced UKC of 0.2 m when operating at small craft landings; c. Landing craft are exempt while positioning the bow onto or departing from the LCT ramp. 10. a. List the two locations at BWI for which the Australian National Tide Tables provide data: Wapet Landing Tanker Mooring b. Hourly height of tide predictions are available from the Port. Page 6 of 15

State the mean tidal ranges (MHWS / MLWS) for the following locations: Location MHWS (m) MLWS (m) MOF Wapet Landing Every vessel shall at all times proceed at a safe speed in accordance with the ColRegs and shall also take into consideration marine fauna. It is a requirement to have a trained Marine Fauna Observer (MFO) onboard all vessels within port limits to manage their operational impact on marine fauna by way of speed restrictions, reporting and approach distances. 12. The Daily Schedule and SIMOPS (DSS) is distributed by the Port daily at around Circle the information found on the DSS: Port status as at 1700 each evening Next day shipping schedule & forecast MARSEC level Marine Notices in force Dive operations Port contact details in case of emergency SIMOPS activities All of the above 13. In the vicinity of the MOF the pipeline connecting the CBM to Barrow Island is marked by a series of special buoys labelled on AUS 66 as HB3, HB4 and HB5, each with light and colour sequence Fl.Y.3s. A restricted zone of 500m around vessels moored at the CBM prohibits unauthorised vessels to enter without prior permission for the duration of tanker operations. 14. The DomGas pipeline lays in a direction from the west to south of the LNG jetty head and may protrude more than 1.5m above the seabed. The DomGas pipeline is protected by the Petroleum Submerged Lands Act 1982 which includes provision for penalties of up to 10 years imprisonment for intentional or reckless damage to a pipeline. 8 Any work to be conducted onboard a vessel shall be done so in accordance with the vessel s own permit to work system. 15. Vessels engaged in a domestic voyage, proceeding to or from the Port of Barrow Island, shall provide the following information via hours prior to arrival. The notification shall contain the following information: a. Name of vessel h. Passage from b. ETA/ETD i. Passage to c. Master s name j. Description of route within port limits d. LKC number k. Controlling depth of passage e. PEC number (if held) l. Minimum UKC calculated f. Dangerous cargo m. Activities/intentions within the port g. Deepest draft n. High-risk ballast onboard (Y/N) 16. List the reporting requirements for vessels transiting into and within the Port of Barrow in the following circumstances: When crossing port limits inbound vessels shall inform the Port of their: a. Vessel name b. Name of the Master/OOW & PE/LKC numbers c. Destination, intended route & purpose d. Deepest draft of vessel and/or tow (if applicable) e. Confirmation of high risk ballast water onboard f. Vessel defects which may affect manoeuvrability Page 8 of 15
9 When transiting through or within the port, vessels shall inform the Port of their: a. Route through the Port b. Purpose of passage When transiting in vicinity of Double Island, vessels shall inform the Port when: a. Passing the west cardinal mark northbound b. Passing Mushroom Island southbound Vessels shall also inform the port: a. When transiting in vicinity of MOF b. Arriving at or departing from a berth or landing c. Proceeding to anchor or weighing anchor d. Commencing / completing bunkering operations e. Exiting Port Limits f. Conducting any other activity that might affect other operations in the port, or to report any unusual activities or potential hazards to safe navigation 17. As part of the Port s environmental management commitments, all vessel masters must be aware that: a. At night, vessels shall comply with their vessel-specific lighting plan. b. Every vessel shall retain onboard a copy of the MFO Manual, which describes safe passing distances to marine fauna. c. Barrow Island has three Quarantine Zones as follows: i. Reporting Zone with a boundary described as port limits. Page 9 of 15
10 ii. Limited Access Zone with a boundary 2.5 km seaward of the MHHW mark. iii. Controlled Access Zone with a boundary 500 m seaward of the MHHW mark and from all marine infrastructure. d. With respect to MARPOL requirements, and the determination of the nearest point of land, the baseline is calculated from the western side of Barrow Island. 18. All vessels Masters are obligated to inform and report to the Harbour Master through the Barrow Island Port Captain within 4 hours of any incident, near miss or relevant events. This does not relieve the Master from his obligation to report the same incident, near miss or relevant events as required by any other Australian / International legislation. (TRUE / FALSE) 19. Prior to each cyclone season, and for its entire duration, all vessels shall ensure that they have onboard a revised cyclone management procedure that aligns with the Port of Barrow Island Cyclone Procedure. The Port of Barrow Island Cyclone Procedure is available on the Port website. Describe the cyclone alert stages. 20. Stage Key Action Description 1 Monitor TC or low has formed within 800nm 2 Prepare TC approaches within 400nm and is tracking towards Port with potential for impact 3 Clear Port TC approaches within 300nm and/or gale force winds are forecast to affect the Port within 24 hours 4 Close Port TC approaches within 200nm and/or gale force winds expected to affect the Port within 12 hours 5 Open Port TC or threat of cyclone has passed damage assessment and recovery Page 10 of 15
