1 Royal Naval Volunteer Reserve Yacht Club E Update Autumn 2017 From the Commodore This years summer season has seen the full range of weather from Mediterranean temperatures and zephyrs to North Atlantic storms. As you would expect Club events have spanned the lot and its a credit to our members sailing abilities that we had very little in the way of cancelled participation. Special mention must go to Kiano (Tim Ware) for the hard work of getting ready in time to sail to the first event of the season, Blue Rider (Peter Stonestreet) for getting from Scotland and down to the West Country for the Summer Cruise and Mikara (Hugh Stewart) who seemingly thought nothing of starting in Scotland and ending up in the Baltic via France and Dartmouth for the Summer Cruise. The season started with the May Bank holiday meet in the Beaulieu River and members have continued to sail through to the laying up lunch in between times visiting France, the West Country, the East Coast and of course the Solent. In our 70th year it has been great to see the participation at very high levels especially for the summer rally which had a maximum number of 17 boats and over 80 people for dinner in BRNC. Also the Five Sailors in August organised by Mike Morgan and his team was another master class on how to organise a cruise in the Solent. Certainly I did not need to eat for while after that. Of course the Autumn meet was a great celebration of our 70th Anniversary with a lunch at the Royal Yacht Squadron where we dined out our Admiral, HRH Prince Michael of Kent. He expressed his appreciation and commented I was glad to talk with virtually all our members present and to find them in such good form. He also went on to comment that it was a very special event and to wish the Club every success in the future. As ever the work to do all of these front end events is mirrored by what goes on behind. The Committee have been fully engaged in getting a new web site up and running and the complications of new Data Protection rules coming in next year. We are nearly there in terms of the requirement to opt in but if you have not yet responded to the survey or returned your form (in the last Newsletter mailing) can you please do so as soon as possible. Additionally we have been looking at the forward finances of the Club going out for the next 5 years. Trying to predict income as many will know is not easy but we need to try and assess this if we are going to understand what resources we have to meet our objectives. Finally our younger members programme is starting to get traction. (See Peter Culver s report). In common with many yacht clubs our membership base was getting older and I felt this needed to be specifically addressed. We are also looking at recruiting in general and will be taking additional action in this area as well. I trust you have all enjoyed your sailing this year and planning your 2018 programme which I hope will encompass as much of the Club s programme as possible. We are working hard to ensure its another great year of sailing. Peter

3 RNVR YC summer West Country Cruise, 15th 22nd July 2017 A sunny Saturday, with Falmouth workboats racing in the harbour, their coloured topsails denoting the name and owner, greeted us for the start of our 70th Anniversary Summer Cruise. In all, over 8 days 18 boats took part with nearly 90 members, crew and guests coming to the attractive south West coast and berthing in 4 harbours. Some arrived from as far away as Glasgow (Blue Rider on her maiden voyage) showing that members are not restricted in the adventures. In Falmouth most berthed at Port Dennis Marina with the National Maritime museum and a cruise ship on the other side. The first night was at the Royal Cornwall YC for an excellent and most attractively presented dinner. Cdre Peter welcomed us. Sunday was a free day when some chose the Fal, the scenery of the Helford River or even sailed ahead to Fowey. By mid afternoon on Monday all the boats were alongside the Grid Iron pontoon a little upstream from Fowey centre. At 1800, we gathered beside Susan Ayu where Bernie Steed declared an official Tot. There were sufficient Tot Club members to call the Out of Area Tot gathering. This naturally led on to the well prepared canapés of the pontoon party. Next day, again in sunshine most had opted for the coach trip to Lanhydrock House, a NT property near Bodmin. We walked around the lovely gardens before a guide in costume told us the history of the house. It had been refurbished after a fire in the mid 19th Century to a very high standard at the time. This was reflected in the quality of the kitchens and pantries with the modcons of the era to keep food and dairy products hygienic.luck changed the weather. We returned to Fowey in the rain, with wet & windy water taxi rides to dinner at the Royal Fowey YC. Cdre Peter gathered skippers together to outline options to keep the Rally together and maintain the chief objectives. He had assessed that storms were heading our way. We would omit the attractive and homely river estuary at Newton Ferrers. The Royal Fowey set us all well with a splendid delivery of dinner. Dartmouth was again chosen as the safe haven. With a great deal of hard work and local friends we were able to maintain the planned cocktail party at the home of our stalwart excommodore Chris Powlett and Jenny in Newton Ferrers. Such an enjoyable evening it was with lots of Bubbly and bubbly conversation and the most memorable canapés (produced by the expert ex Royal Yacht chef). Several more boats were waiting at Dartmouth to join us. It is the home port for the Commodore. Hence some gained alongside berths at Town Quay in the centre of the town. Others were more widely dispersed. We woke on Friday morning to a howling gale. Water taxis were not running, but the harbour-master staff was so helpful ferrying us as necessary. It was quieter by the evening for us to get ashore and enjoy Tom & Madeleine s Golden Wedding Party. This set the mood well for the evening and supper at the Dartmouth YC. Kate Browne, the Cdre of the DYC ensured her club gave such a welcome as well as magic to find the bus necessary to visit Newton Ferrers the previous day. On Saturday we managed the time to explore the town, walks around the local Devon lanes or a sail up to Dittisham. In the evening was the Mess Dinner to Celebrate the Club s 70th Anniversary at the Britannia Royal Naval College. We dressed up and were bussed up the hill. The buildings and its surroundings made for a wonderful setting and atmosphere. Sunshine returned on Sunday, for a final get together and lunch at the Royal Dart YC. Most took the ferry across the river and enjoyed the position by the water, though a few had to set off for home. It was a very enjoyable return to the West Country, a favourite cruising ground for many of us. Our thanks go to Peter Costalas for all the unstinting hard work in organising and recovery from exigencies with such good humour. Peter Stonestreet

5 Five Sailors Cruise August 2017 All good things come to an end, so they say, and so it was with the Famous Five ; no, not Enid Blyton, but the brainchild of Mike Morgan. This year it was the Five Sailors Cruise, which began on Saturday 19 th August in Bembridge Harbour, from where the first of our sailors, Nelson, embarked to board the Victory on his way to his famous victory at Trafalgar. The weather was kind to us and the assembled crews repaired to Brading Haven Y C for dinner. This yacht club provided a very warm welcome and excellent food. Sunday was a free day, some making visits to notable Isle of Wight places or events like the Roman Villa remains or to the annual Garlic Festival while others indulged themselves at lunchtime in the Crab Shack, something not to be missed! The evening found us all in a marquee at Duver Marina for a Tot Ceremony conducted by our Commodore, ably assisted by our new member Peter Bovey. Flying speed achieved, we cracked another bottle or two before diving into a sumptuous barbeque supper with fare kindly provided by Alison Child & Gavin Dunbar. The weather had taken a turn for the worse, but spirits were not dampened as the food was delicious and it was good to meet our new people on the cruise. On Monday we departed for Southsea Marina (fairly tight berthing), which turned out to be Starling City with the usual unwelcome black deposit consequences. How many times do you have to hit the backstay to get the critters off? Did Sir Alec Rose, our second sailor, have the same problem in Lively Lady? The highlight here was the evening meal in the Bombay Bay restaurant. How on earth did the staff manage to deal with so many orders? Again, delicious fare.

6 Tuesday was a free day after arriving in East Cowes Marina. Cowes is acknowledged to be the home of British yachting and is where Uffa Fox, sailor number three, had his home. The following day saw many crews meeting in Waitrose, shopping to prepare for another one of Martin Alexander s infamous rotating dinners. The pontoon party finished with a flourish, with a Sunset ceremony accompanied by the fanfare of a Royal Marine Band (on CD of course!), before we drifted off to our allocated boats for dinner. A success as always, especially as no one fell in! ble Marina, some of the boats enjoying a fresh breeze up & down Southampton Water to give the sails an airing. After berthing (always tricky with the tidal flow), there was time to explore Hamble Village or visit the large Force 4 chandlery. Hamble has strong associations with sailor number four, Dame Ellen MacArthur. The evening was spent at the RAF YC, where we had a simple sailors supper whilst swapping salty tales. The sun came out for our sail to Lymington, our final destination, where we were the guests of the Lymington Town Sailing Club. The event was Thursday, the fleet sailed to Port Ham- boosted by a number of shore parties coming to join in. After an excellent dinner, Mike Morgan reminded everyone, in his amusing speech, about Lymington s association with our final sailor, the renowned Sir Ben Ainslie. He also, very sadly, informed us that this was to be the last of the Fives, as he wished to bow out from organizing another cruise. There is no doubt that the Five Sailors Cruise was a great success and we owe a great deal to its instigator, Mike Morgan, and our additional Port Officers Tim Ware and Martin Alexander. In summary a great time had by all 16 boats, 3 shore parties and over 50 members and guests.

7 Events for Younger Members Early in 2017 we surveyed some younger members and potential younger members. The result of that survey suggested they want to build their sailing experience, gain RYA qualifications and have fun, so your committee is providing opportunities. In 2017 we started small and worked up to larger events - highlights have included: Eight new members aged under 40 in 2017 (six of whom are List 1), bringing the total to 33 Club presentation at HMS CAMBRIA Sailing weekend in Volunteer for HMS CAMBRIA Drill night sailing in Volunteer for HMS KING ALFRED RNR Sea Sense training weekend in Volunteer for five from HMS PRESIDENT Solent sail training weekend for five (including table dancing at the Folly Inn) 70 th anniversary lunch at RYS - six sailed from Hornet and met Prince Michael of Kent. Some went on to HMS EXCELLENT s wardroom for the gunroom dinner of HMS KING ALFRED Autumn meet - eight sailed in two yachts from Hornet to the Club pontoon party at Yarmouth on the Saturday, visited Salty s (for a meal & table dancing) and sailed back before sunrise on Sunday For 2018, we are using very helpful and positive feedback from younger members to work up fresh ideas including sail training, inshore racing and social events and working with more RNR units. Where possible we are tying events for younger people into existing Club programmes. We are testing social media communications and building a new website shop front to showcase Club activities to our target audience. To survive & prosper for another 70 years, your flag officers believe that the Club must develop its offering for younger people and help them to feel very welcome within the wider Club. Getting events for younger members off the ground has only been possible because existing members of the Club gave their time. 8 Swashway Fishing Gear. Recently one of our members David Murch, ended up with a fouled keel from unmarked fishing gear whilst transiting the inner Swashway. Fortunately he managed to get clear of it after an hour without doing any damage. He had a conversation with the Portsmouth QHM about the incident and QHM is quoted here. Thank you for reporting this incident and sorry to hear about your experience with the net. Regarding fishing with static gear on the Inner Swashway, if this is within the no fishing area (marked on Admiralty Chart 2625 and within approximately 1/2 nm of the harbour entrance) then if we did see fishing gear there or have it reported, we would report it onwards to the Southern Inshore Fisheries and Conservation Authority (SIFCA)) and dependent on the situation, would remove it as we do elsewhere that fishing is not permitted. The area is covered by a CCTV camera I have asked harbour control to monitor for this activity and the MDP and Volunteer Harbour Patrol to keep a look out for fishing gear within this area. David understands from marina s in the area that this is not an isolated incident and therefore members are advised to be vigilant transiting the inner Swashway. For guidance Haslar Hospital is at about 0.5 nm from the entrance The incident happened about 0.75 of a mile from the Harbour Entrance and Fishing with Static Gear ie a net IS Permitted in that Area. The Net however was not properly Marked and clearly not properly set as David was in over 20ft of Water when it was snagged I Please note the Inner Swashway is not a recognised Channel for Navigation in the Solent and therefore fair game for anyone who wants to set a net there, as is any area in the Solent outside of the marked Channels or restricted areas.

9 COMMEMORATION OF THE ZEEBRUGGE RAID 23 APRIL 1918 For those members who would wish to participate, and provided sufficient members express an interest in doing so, there will be an opportunity to participate, with the RNSA, in the centenary commemoration of the Zeebrugge Raid during the First World War. Information at present is limited, but commemorative events in Zeebrugge take place over the weekend 21/22 April, and in Dover on 23 April, the actual anniversary of the Raid. The organisers of this event are Mike Morgan and Tim Clark. If you are interested in attending, please make an Expression of Interest by to Mike Morgan on by 15 November Please note that an Expression of Interest now will not constitute a commitment, but will be used to assess cost. 10 CHANGES TO THE CLUB S RULES At its meeting on 8 November the Committee completed a further review of the Club s Rules and has agreed upon proposing a number of alterations to the Rules for consideration at the forthcoming AGM on 10 January The majority of the proposed Rule alterations will be the subject of a Resolution to be included as part of the business at the AGM, but at the Committee meeting the Committee exercised its power under Rule 10 (i) to alter the Rules with immediate effect as set out below (but subject to confirmation at the AGM): To add the following new Rules 10 (j) and (k): Explanation: 10 (j) Rules 8 (c) and 10 (c), relating respectively to proposing at an Annual General Meeting a member for election in place of a retiring Flag Officer and of a candidate for election to the Committee, shall not apply to any such proposal made by the Committee; and 10 (k) Rule 13 (b) shall not apply to any resolution which the Committee proposes for consideration at an Annual General Meeting and to any other business which the Committee requests to have discussed at the meeting. These alterations exempt the Committee from the requirement to comply with those Rules which impose deadlines on the submission by members of proposals for consideration at the next AGM of candidates for election; of resolutions; and of other business To alter Rule 13 (a) (ix) to read Voting on any other resolution of which notice has been given in accordance with these Rules; Explanation: This alteration is required to reflect the new Rule 10 (k) and to enable members at the AGM to vote on resolutions proposed by the Committee. To alter Rule 13 (c) (ii) to read any resolution proposed by the Committee whether under Rule 6 (b), Rule 10 (i) or otherwise; Explanation: This alteration is also required to allow resolutions proposed by the Committee in accordance with Rule 10 (k) to be included as business at an AGM. To replace the existing Rule 24 with a new Rule 24:

11 : 24. Data and Data Protection (a) (b) Each member is responsible to ensure that his or her personal data held by the Club remains current, complete and accurate at all times. By applying for membership of the Club and, after admission to the Club, whilst remaining a member each member consents to: the processing of his or her personal data by members of the Committee for the purpose of implementing, administering and managing the member s participation in the Club; and (ii) members of the Committee selecting and disclosing personal data held by the Club about the member to other members of the Club for furtherance of the objects of the Club. If a member tenders his or her resignation such consent shall be deemed to continue (iii) (iv) (v) to enable the Club to process the member s personal data based on its legitimate interests; to enable the Club to maintain its archives; and until supersession of the latest edition of the Club Handbook which is in circulation to members at the date of the member s resignation. (c) Members are not allowed to use the Membership List in whole or in part (or any electronic version of the Membership List) for disclosure to persons other than members unless expressly permitted by the Committee or by the members identified in the material intended for disclosure. Explanation: This Rule has been revised to ensure the Club s compliance with the latest requirements of Data Protection law, including the General Data Protection Regulation, which will come into effect on 25 May 2018 through UK implementing legislation. The changes focus particularly on the specific consent required from members to the use by the Club of their personal data in support of the Club s activities.
