2 STORYLINE Last night, a surveying team was flying over Boxwell when one of the engines caught fire. Before the plane went down, the pilot was able to call out their location. Witnesses said they saw passengers parachuting from the plane, so the passengers will be scattered across camp. Those parachutes are equipped with GPS tracking devices which feed coordinates back to the plane. Scouts will first have to find the wreckage in order to get those coordinates from the plane s flight recorder. Judging from witness accounts, the team s parachutes opened within 100 feet from the ground. They will have significant injuries and have been exposed to the elements for several hours. Their survival is dependent on being found and treated quickly. OBJECTIVES Scouts will use their orienteering skills to locate victims scattered across camp. Much of the activities will revolve around first aid and will satisfy many of the requirements for the First Aid Merit Badge. However, numerous other scout skills will be tested, to include knot-tying, lashings, survival techniques, etc. The mission connected with each victim will be timed and scouts will be judged on teamwork and knowledge of scouting skills. Through this criteria, leaders will determine the winning troop. 1. Maps PROVIDED MATERIALS 1. Compasses 2. First-aid kits (one per scout) 3. Pocket knife 4. (At least) 50 feet of 550 paracord 5. Fire-starter REQUIRED MATERIALS

Check in to receive camp site assignments. 9p.m. Scouts receive maps and must find plane wreckage to obtain coordinates for the following day. 9:30 p.m. Cracker Barrel 10:30 p.m. Lights out. Saturday 6-7a.m. Breakfast 7:15 a.m. Flags and announcements 8:30 a.m. Rescue orientation and rescue mission begins 9 a.m.-12:00 p.m. Rescue mission 12:00 p.m.-2:00 p.m. Lunch 2:00-7:00 p.m. Rescue Mission 7:30-8:30 p.m. Dinner 8:30 p.m. Closing campfire and awards presentation 10:30 p.m. Lights out

5 Additional Camp Details 1. Troops are responsible for bringing and preparing their food. 2. Every scout is required to bring a first-aid kit. Troops are encouraged to inspect all of these to ensure they are complete. 3. The buddy system must be practiced at all times. 4. Class A s are required for the flag ceremony and scout service. 5. Troops are encouraged to have a skit, song, or cheer for the closing campfire. 6. Use of cell phone, tables, laptops, or GPS devices will disqualify a troop from the rescue mission.

6 Mountain Rescue Victim Scenarios Scene 1 Victim 1: He tells scouts he has suffered a broken ankle (broken bone, 4 a.) during the fall. He was also stung by a bee and is allergic (bee sting, 3 e.), with his airway constricting quickly. Victim 1 had an epipen, though Victim 2 has taken it, afraid he could also be allergic. Bees are not swarming, but the beehive is close by. Victim 1 will have to be moved. Victim 2: Victim 2 appears tired and complains of being thirsty (dehydration, 5 d.). Actions to take: With Victim 2 being combative, scouts must physically take the epipen from Victim 2, otherwise, Victim 1 will die. Victim 2 requires liquids (extra point if scouts remind him to drink slowly). Water is good, but Gatorade or a sports drink will help replace electrolytes. Drinking too fast could cause the victim to vomit. After given the epipen, Victim 1 will need to have his ankle splinted. Scouts can fashion splints from sticks though they should be padded. Victim 1 is able to sit up, showing no signs of neck or spine injuries. With the beehive nearby, he ll need to be moved but does not require a stretcher (6 a). Scene 2 Victim 1: He is clearly delirious, but in moments of clarity, said he is suffering from headaches, feels overheated, and has vomited (heatstroke, 3 f,). While scouts are treating him for heatstroke, and he rises to walk toward the shade, his breathing becomes more rapid and he faints (shock, 3 a). Victim 2: He is found with his back arched over a log. The victim tells scouts he landed this way in the fall and has not been able to feel his legs (spinal injury, 4 b). Actions to take: For victim 1, scouts should give him water to drink, remove any unnecessary clothing, and if he has no signs of a neck or back injury, help get him into the shade. However, once the victim goes into shock, they ll need to wrap him into an emergency blanket to stay warm. The scouts should also elevate the victim s legs to increase blood flow toward the brain. Victim 2 needs to be evacuated professionally. He should be carried out on a ridged backboard and you cannot make one in the wilderness. Scouts will have to make the decision to leave him be, as Victim 2 should be handled by trained professionals. Scene 3 Victim 1: He is gripping his thigh, with blood spurting out (severe cut, 3 d). Victim 2: Victim 2 is lying supine on the ground, unconscious, but with a steady pulse and breathing.

7 Actions to take: Scouts should first try direct pressure on the wound. If that does not stop the bleeding, they would have to apply a tourniquet. Scouts only have to explain how to apply a tourniquet. For victim 2, a scout should stay with him to monitor his breathing, in case breathing stops. If a scout must leave, like in this situation, the victim should be rolled over onto his side in the recovery position. Scene 4 Victim 1: He is shaking, gripping his body tight, with chattering teeth and complaining of the cold (hypothermia, 5 a). Victim 1 also says he can t feel his fingers (frostbite, 5 b). Victim 2: Victim 2 is unconscious without a pulse and is not breathing (Requires CPR, 3 b). Scouts can hear a helicopter passing overhead and should attempt to signal for help for Victim 2. Actions to take: Scouts should try to get Victim 1 to drink warm, sugary liquids, such as hot chocolate, slowly and have him bundle up in extra clothing for his hypothermia. The victim is hypothermic, but not in a severe hypothermic state, so scouts should start a fire and have Victim 1 sit close by. For his frostbite, scouts should place gauze pads between the fingers to keep them from fusing together. Scouts should warm up their water on the fire and have Victim 1 soak his hands in it (again, warm water, not hot). Afterward, place the hands in gloves to ensure they won t freeze again. For Victim 2, scouts should look and listen for breathing, check for a pulse, before beginning CPR. For this exercise, scouts will have to demonstrate proper CPR on a manikin. To signal for help, scouts should either use a signaling mirror or form three piles of rocks into a triangle for a ground signal. Scene 5 Victim 1: Victim 1 is actively seizing on the ground (seizures, 5 b). Victim 2: Gripping his hand in pain, Victim 2 said his hand was burned (burns, 5 f) when the engine burst. His hand is blistered but not charred. During the fall, the victim also hit his head on a rock and lost a tooth (knocked out tooth, 5 i) with the tooth lying nearby. He complains that another tooth is broken (broken tooth, 5 h). Actions to take: For victim 1, scouts should clear the area to ensure the victim can t injure himself on anything, but should not touch the victim. All they can do is let the seizure pass. For victim 2, scouts should pour cool water over the burned hand then loosely wrap it with gauze. Do not apply ice or cold packs. In handling the tooth, they should grab it by the crown, not the root, and rinse it in water. In a real situation, they could attempt to reposition the tooth. For this scenario, they should store it and ensure the tooth stays moist (extra point if they know whole milk is ideal). For the broken tooth, have the victim rinse his mouth with warm water and then apply gauze to the broken tooth. Sugarless gum can also be chewed to make a padding over the tooth if the jagged edges are uncomfortable. If the victim hit his head hard enough to knock out teeth, he may have additional head damage and needs to be evaluated thoroughly.

8 Scene 6 Victim 1: Victim 1 is lying on the ground, gripping his leg in pain. He tells scouts he was running for help when his leg cramped up (muscle cramps, 5 j). He also complains of stomach pain (Abdominal pain, 5 g), but does not describe it as sharp or unbearable. Victim 2: Victim 2 is gripping his chest and complains of immense pressure (heart attack, 3 a), when he goes into cardiac arrest. Actions to take: For victim 1, scouts should give him something to drink. Water is fine, though Gatorade or a sports drink will help replace electrolytes. Encourage Victim 1 to massage and stretch his leg. On a manikin, scouts do not find a pulse and must use an AED following there steps. 1. Confirm the patient is not breathing and does not have a pulse. 2. Turn on the AED and follow its voice and visual prompts. 3. Attach the electrode pads to the victim s chest (on the right pectoral, and below the left pectoral). 4. Once the AED is charged, clear the area and deliver a shock. 5. AED will then prompt you to begin CPR. After two minutes, the AED will re-evaluate the victim and advise if another shock is necessary. As the final part of this challenge, scouts must build a stretcher (stretcher, 6 b.) and carry Victim 2 a certain distance.

9 Requirements to complete before the camporee 1., 2 b., 2 d., 7 Requirements covered at the camporee 2 a, 2 d, 3(a through f), 4 (a & b), 5 (a through j), 6 (a and b) Rules Every scout is required to make and build a first aid kit beforehand to bring on this trip. Scouts will have to rely on their kits to complete these missions. Troop leaders are encouraged to review the missions in order help their scouts prepare for the camporee, but should not share any specific details with their scouts. Victims will also serve as judges for how the boys handle these situations. They will also time the scouts, though time scores will only matter if the scouts complete the missions with the proper first aid procedures. Troops can only work on one victim at a time, so they will have to first determine which victim is in greater need and go about treating him together. Scouts also cannot split off and do different missions simultaneously.
