Golf. a bunker, sand trap, or the like, constituting an obstacle. 5. the uncertainty of the result in throwing a die. Hazards are always present, they are inherit to the scene you may be involved in. With ammonia the hazards are the chemical characteristics such as asphyxiating vapor levels, extreme cold, and potential flammability.

Risk is a term used by those who would evaluate hazards to establish the level of predicted danger associated with moving into the scene. Generally, the most pressing risks are associated with life, environment, and property. Higher levels of risk are associated with incidents that have unmitigated hazards and/or are being evaluated by those with lower levels of confidence, personal protective equipment, knowledge and experience in managing the hazards and threats.

A person judges threat by considering the likely consequence of a situation, such as finding a cloud of ammonia contained within a room where sources of ignition are obviously present. The degree of threat is associated with the person s location, PPE readiness, use of mitigations, and back-up support to manage the threats.
