1 I. General Requirements A. This bid is for a four-year (48 month) lease of portable gas detection instruments, including automated instrument maintenance and program monitoring supported by the successful bidder, for the following enterprises/divisions within the SFPUC: 1. Power Enterprise 2. Water Supply and Treatment Division - Distribution and Maintenance (WSTD-DM) 3. Water Supply and Treatment Division - System Operations (WSTD-SYSOPS) 4. City Distribution Division (CDD) B. The purpose of this program is to provide equipment and supplies necessary to assess whether hazardous gasses and adequate oxygen are present inside of confined spaces and other work areas where air quality hazards may be present. C. The instruments require routine frequent monitoring, calibration and maintenance to ensure they function accurately and reliably when deployed. The successful bidder must continuously, automatically and remotely monitor the instrument data and functionality, automatically replace instruments that are damaged or not fully functional and provide all other necessary repair and maintenance as needed. The successful bidder must also automatically and remotely detect declining sensor functionality, prior to sensor failure, and replace sensors when needed to ensure instruments are functional at all times. Calibration gas must be replenished automatically. All other consumable items (refer to Attachments C, D, E and F) to be supplied upon SFPUC's request. D. The successful bidder must automatically replace, at no additional charge, instruments needing maintenance with the same make and model of new or manufacturer's factoryrefurbished instruments within five (5) business days after maintenance needs are identified via the monitoring system. E. The successful bidder shall coordinate with SFPUC's portable instrument program administrators to ensure instruments are properly maintained, available, and ready for use. F. The successful bidder's instrument program monitoring system must generate notifications and reports based on instrument data downloads, which are to be customizable by SFPUC instrument program administrators, and to include, but not be limited to the following information: 1. Instrument utilization 2. Hazardous conditions detected 3. Calibration and bump testing history 4. Verification that calibration and bump testing occurs according SFPUC and manufacturer specifications 5. Calibration gas supply levels at all SFPUC sites (refer to Section V) Page 1 of 13

Reports and notifications must be provided to SFPUC program administrators via both and successful bidder's web-hosted site automatically at the frequency determined by SFPUC, as well as on-demand as initiated by SFPUC. H. Successful bidder must have a minimum of five (5) years' experience providing, installing and operating gas detection instruments and associated support programs, and provide at least three (3) verifiable customer references (refer to Attachment H). I. Bids must be submitted on City and County of San Francisco bid documents. All attached forms must be completed and submitted with the bid package. An incomplete bid package may result in rejection of the bid. II. Technical Specifications A. Gas detection instruments must detect oxygen, carbon monoxide, hydrogen sulfide and explosive gasses. As noted in Section V. Approved Products, some of the instruments must also be able to detect organic vapor via photoionization detector (PID), as well as chlorine, ammonia, sulfur dioxide and carbon dioxide. B. All associated accessories, materials and supplies required for fully functional operation, calibration, maintenance and communications must be provided with the initial shipment of equipment to each site including, but not limited to: 1. remote sampling pumps 2. tubing 3. tubing connectors 4. probes 5. probe tubing 6. aspiration water barrier 7. carrying cases 8. calibration gasses 9. calibration gas regulators 10. docking station or other means of administering calibration gas to instruments and facilitating communication of data to service center 11. data cables 12. instrument battery chargers C. The bid price must include the cost for the initial supply of all instruments, accessories, materials and supplies required for fully functional operation, calibration, maintenance and communications, as well as training, initial delivery, assembly/set-up and testing for full functionality. D. The successful bidder must monitor calibration gas supply levels, and automatically replenish calibration gas as required to ensure calibration and bump testing capabilities are maintained at all times. With the exception of calibration gas, all consumable items, including but not limited to tubing, tubing connectors, aspiration water barriers, probes and probe tubing, will be ordered separately as needed by each enterprise/division. Consumables prices are to be listed in Attachments C, D, E and F. F. Instrument program monitoring system must be compatible with both dynamic host configuration protocol (DHCP) and fixed internet protocol (fixed IP). G. SFPUC will furnish viable internet connection ports, or equivalent means of communication with the successful bidder's service center. H. Automated instrument maintenance and program monitoring system must include, but not be limited to: 1. web-hosted interface 2. remote instrument configuration 3. inventory evaluation 4. report and notification management and generation 5. remote instrument software upgrades 6. asset tracking by serial number 7. secure off-site storage of gas hazard and instrumentation data I. Successful bidder must provide live technical support via and telephone from at least 5:00 a.m. to 5:00 p.m. Pacific Time Monday through Thursday, and 5:00 a.m. to 3:00 p.m. Pacific Time on Friday. III. Delivery A. Initial equipment and supplies required for full functionality are to be delivered to each individual site, as listed in Section V. B. With the exception of the initial equipment and supplies deliveries (refer to Section III.A. above), replacement equipment and consumables listed in Attachments C, D, E and F shall be delivered to the primary enterprise/division address for which the replacement equipment or consumables are intended, as follows: 1. Successful bidder, if not the manufacturer, must be a manufacturer-certified representative, and must provide complete onsite installation/setup and testing of all equipment, including calibration and communication systems, and ensure full functionality. B. Bidders must indicate site requirements needed for full functionality such as space, electricity and data connectivity in Attachment G for each site. V. The manufacturer or manufacturer-certified representative must provide training for designated SFPUC employees at each site listed in Section V. B. The manufacturer/manufacturer-certified representative must provide a minimum of one (1) in-person, on-site training session per site, to include up to twenty (20) people per session. C. Training must consist of the complete overview of instrument operation and maintenance including, but not limited to, sampling techniques, interpreting readings, adjusting settings, performing calibration and maintenance, instrument and instrument parts and supplies replacement procedures, technical support, etc. D. Training must be a minimum of one (1) hour per site. Page 12 of 13
13 Req #: RQTJH VIII. Authorized Maintenance/Service Facility Maintenance and service must be provided directly by the manufacturer, or by a manufacturer-certified service center. IX. Lease Agreement See Attachment I for draft lease agreement. A fully executed agreement will be required prior to award. X. Insurance See draft lease agreement (Attachment I) for insurance requirements. XI. Pricing A. All prices must be placed on the bid sheets. Prices listed elsewhere will not be considered. B. Prices to be inclusive of all costs to the City C. Prices to be exclusive of all federal, state, local, sales and use taxes. D. All prices to be firm and fixed for the full term of the lease. XII. Billing A. Invoices must be sent to the main enterprise/division address to which it pertains. Refer to Section III.B. B.
