2 ~ BritishRail Withdrawn Document Sheet 1 of 11 This CESM Part supersedes that of MAR 1982 and contains the following Sections: Introduction Definitions Classification of Contaminated Atmospheres Training Respirators Breathing Apparatus Physical Restrictions When Using Respiratory Protective Equipment Maintenance of Respiratory Protective Equipment Further Advice Appendix I - Dust Respirators Appendix II - Gas Respirators Appendix III - Breathing Apparatus INTRODUCTION (a) (b) (d) There are two distinct methods of providing personal protection against contaminated atmospheres by: (i) Purifying the air breathed (ie. RESPIRATORS). (ii) Supplying air from an uncontaminated source (ie. BREATHING APPARATUS). BR Approved Respirators must be worn where there is a risk to health from inhaling harmful dusts, gases, fumes or vapours. (c) BR Approved Breathing Apparatus must be worn where there is a risk to health from inhaling toxic gases or where there is likely to be deficiency of oxygen. 5.2 DEFINITIONS Whilst every effort should be made to remove the contaminant or avoid the need for staff to enter a contaminated atmosphere, situations will arise where the use of suitable Respirators or Breathing Apparatus is essential. Definitions of terms used in this CESM are: (a) Respirator A device in which the surrounding air passes through a filter medium to remove contaminants. (b) Breathing Apparatus - Apparatus enabling its users to breathe independently of the surrounding atmosphere. (c) Canister A container of filter materials which will remove certain contaminants from the air passing through them. 3011/7679k/3
3 Sheet 2 of DEFINITIONS (Contd) (d) Cartridge A small sealed, replaceable container. The usable life of a cartridge is less than that of the corresponding canister. (e) Dust Is taken to include mists and fumes. (f) Gas (g) Facepiece Is taken to include vapours. A mask fitting to the face and covering the nose and mouth. There are two types: the half-mask (ori-nasal) covering the nose and mouth and the full facepiece covering the eyes, nose and mouth. (h) Filter A device to remove specific contaminants. (i) Pre-filter - A filter fitted in front of the main filter to remove coarse dust. 5.3 CLASSIFICATION OF CONTAMINATED ATMOSPHERES Contaminated atmospheres are classified as follows: (a) Nuisance atmospheres - which are not toxic or immediately dangerous to health. (b) Hazardous atmospheres - which may be of low toxicity or cause easily reversible biological changes. (c) Dangerous atmospheres - of a high toxicity or where the health hazards are more severe. (d) Atmospheres that are immediately dangerous to life. 5.4 TRAINING (a) For safe use of Respirators or Breathing Apparatus, the person in charge and the user must be trained in its limitations, use and maintenance. (b) Training will consist of: (i) instruction in the nature of the hazard and an appreciation of what might happen if the equipment is not used; (ii) instruction as to why the particular equipment is appropriate to the hazard; (iii) an explanation of the capabilities and limitations of the equipment; (iv) practical instruction and training in the use of the equipment. 3011/7679k/4
4 Sheet 3 of RESPIRATORS (a) Respirators MUST NOT be used in an oxygen deficient atmo-sphere or in atmospheres immediately dangerous to life. (b) Dust Respirators provide protection against DUST within certain specified limits only (see Appendix I for Types of Dust Respirators). (c) Respirators for GASES (with or without dust) provide protection against specific gases (see Appendix II for Types of Gas Respirators). 5.6 BREATHING APPARATUS (a) Breathing Apparatus provides protection against oxygen deficiency and toxic atmospheres within specified limits. (See Appendix III for Types of Breathing Apparatus). (b) (c) Self contained Breathing Apparatus are used in special situations only due to the stringent requirements of training, maintenance and records. Where compressors are used to provide breathable quality air, they must be tested and certified in accordance with Plant Instructions. PHYSICAL RESTRICTIONS WHEN USING RESPIRATORY PROTECTIVE EQUIPMENT (a) All facepieces will restrict vision to some degree and staff should take special care to avoid the hazards of slips, trips, falls and being struck by moving vehicles, etc. (b) Speech communication may be impeded and this factor must be taken into account when planning safe systems of work. I (c) Facepiece fit is usually the most important factor in obtaining proper protection with a respirator, particularly of the half-mask type. Beards and facial hair are likely to affect the fit. A satisfactory fit of a full facepiece cannot be expected when spectacles are worn unless they are specially made for this purpose. 5.8 MAINTENANCE OF RESPIRATORY PROTECTIVE EQUIPMENT (a) InsPec tion (i) Each RESPIRATOR must be inspected for correct functioning before use daily and examined at intervals not exceeding three months by a person who has been trained in these duties. (ii) Each item of BREATHING APPARATUS must be inspected for correct functioning before and after daily use. All equipment available for use must have been thoroughly examined within the previous four weeks by a person who has been trained in these duties. 3011/7679k/5
5 MonthIYear JAN 1992 Sheet 4 of MAINTENANCE OF RESPIRATORY PROTECTIVE EQUIPMENT (Contd) (b) Records Each Respirator (except those of a disposable kind) and item of Breathing Apparatus must be given a distinguishing mark, and a record maintained. The address of the issuing/maintaining depot, shall be kept, showing the following particulars: (i) Whether the item is a Respirator or Breathing Apparatus. (ii) The distinguishing mark and sufficient description to identify the item and the name of the manufacturer. (iii) The date of examination and by whom it was carried out. (iv) The condition of the equipment and particulars of any defect found at the examination. (v) In the case of compressed air equipment, the supply cylinder pressure. (c) Cleanins and Decontamination (i) Respirators and Breathing Apparatus should be cleaned and decontaminated as necessary to ensure that proper protection is provided for the user. Facepieces must be cleaned and checked daily by the user. (ii) Cleaning should be by washing and rinsing with soap and warm water. The equipment should be dried away from direct sunlight. When facepieces are not issued on a personal basis, they must always be thoroughly cleaned and checked before being worn by another User. (d) Servicinq No attempt should be made to make adjustments or repairs beyond the Manufacturer's recommendations. After inspection, cleaning and any necessary repair, Respirators and Breathing Apparatus should be protected against dirt, oil, sunlight, extreme heat and cold, excessive moisture, harmful chemicals and distortion. 5.9 FURTHER ADVICE may be obtained through normal managerial channels, from Safety Engineers and/or Scientific Services. 11 Sheet 10 of APPENDIX III: BREATHING APPARATUS (a) Tvpes of Breathina Armaratus The following forms of breathing apparatus are available: (i) Fresh Air Hose Apparatus With Blower (BS 4667: Part 3) Consists of a full facepiece or half-mask connected to a plain hose, but includes a hand or motor operated blower. The hose length should not exceed 36 metres. (ii) Compressed Air Line Armaratus (BS 4667: Part 3) Consists of a full facepiece of half-mask, flexible hose, filters and a source of breathable quality compressed air. The length of flexible hose should not exceed 90 metres. There are three types of compressed air line apparatus, namely: - Positive pressure demand. - Demand. - Non constant flow.
