1 REQUEST FOR INFORMATION (RFI) FOR CONSTRUCTION OF DIVING SUPPORT CRAFT 1. The Ministry of Defence, Government of India, intends to acquire five in nos Diving Support Craft for the Indian Navy. 2. This Request for Information (RFI) consists of two parts as indicated below- (a) Part I. The first part of the RFI incorporates operational characteristics and features that should be met by the ships. Few important technical parameters of the proposed vessel are also mentioned. (b) Part II. The second part of the RFI states the methodology of seeking response of Shipyards. Submission of incomplete response format may render the Shipyard liable for rejection. PART-I 3. The Intended Use of Vessel (Operational Requirements). These are specified in the brief Requirements placed at Appendix A of this document. 4. Important Technical Parameters. Important Technical Parameters are specified in the brief requirements placed at Appendix A of this document. Detailed specifications will be given in the Request for Proposal (RFP) which will be issued to Shipyard after verifying their credentials and capabilities to build the vessel. Further following details are to be submitted:- (a) Feasibility to build the Diving Support Craft with the enclosed specifications (Appendix A). Details / Specifications are to be provided for each of the operational and technical specifications sought in the questionnaire (Appendix B). Any modification to the specifications can be suggested by the Shipyard with suitable justification. (b) (c) (d) (e) Budgetary quotes with breakup of cost. Build Period. Experience in Building similar vessels along with client details. MOU, if any, with respect to design aspects. (f) Willingness for Option clause including the duration for which the Option Clause would be valid. (g) Whether the vendor would be able to comply with all provisions of DPP 2013 or not. If not, which Para/Clause of DPP would not be agreed to with reasons. (h) Vendors may consider RFI as advance information to obtain requisite government clearances.

2 5. Additional Specifications. The aim of seeking this RFI is also to finalise the specifications for the said vessels with inputs from Shipyards. Accordingly, a questionnaire is placed at Appendix B. 6. The Shipyard should confirm that the following conditions are acceptable:- (a) Solicitation of offers will be as per Single Stage-Two Bid System. It would imply that a Request for Proposal would be issued soliciting the technical and commercial offers together, but in two separate sealed envelopes. The validity of commercial offers would be at least 18 months from the date of submitting of offers. (b) The technical offers would be evaluated by a Technical Evaluation Committee (TEC) to check its compliance with RFP. (c) Amongst the Shipyards cleared by TEC, a Contract Negotiations Committee (CNC) would decide the lowest cost bidder (L1) and conclude the appropriate contract. (d) The Shipyard would be bound to provide product support for time period specified in the RFP, which includes spares and maintenance tools/jigs/fixtures/documentation for training for field and component level repairs. (e) The vendor would be required to accept the general conditions of contract given in the Standard Contract Document at Chapter V of DPP 2013 placed on (f) Offset Clause (if applicable). The vendor confirms to undertake offset contracts amounting to 30 % of the value of commercial proposals. (g) Integrity Pact (if applicable). An integrity pact along with appropriate Bank Guarantee is a mandatory requirement as per Annexure I to Appendix H of schedule I of Chapter I of DPP-13. (h) Performance-cum-Warranty Bond. A Performance-cum-Warranty Bond equal to 5% of value of the contract would be furnished by the seller in the form of a Bank Guarantee after signing of the contract. (j) Payment Terms. 06 stage payment as per DPP-13, with bank guarantee of equivalent amount for each stage.

3 PART-II 7. Procedure for Response. (a) The Shipyard must fill the form of response, as applicable, as given in Appendix C (Appendix E of Chapter I of DPP-13) and Appendix D of this document. Apart from filling details about the shipyard, details about the exact vessel meeting the mentioned operational / technical specifications (Appendix A and Appendix B) should also be carefully filled. Additional literature on the vessel can also be attached with the form. The shipyards short-listed for issuance of RFP would be intimated. 8. The Government of India invites responses to this request only from Indian shipyards. The end user of the Diving Support Craft is the Indian Navy. 9. This information is being issued with no financial commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw it should it be so necessary at any stage. The acquisition process would be carried out under the provisions of DPP 2013 available on

4 Appendix A [ Refers to para (4) a ] OPERATIONAL / TECHNICAL SPECIFICATIONS FOR DIVING SUPPORT CRAFT 1 Aim To construct or acquire self propelled Diving Support Craft, capable of fully supporting operational/training dives in harbours and coastal waters. 2 Functions (a) Primary Function. Conduct of operational/ training dives in harbours and coastal waters (b) Secondary Function. For conveyance of divers and equipment to diving area. 3 General Specifications (a) The vessel should be capable of operations in tropical conditions. (b) The vessel should have an expected life of 20 years, with an annual usage of approx 800 hrs. (c) The vessel's main and auxiliary machinery should permit continuous mission time of 48 hours. (d) The vessel should be MARPOL compliant and be able to operate under Indian tropical ambient conditions. (e) Modularity concept should be followed for units/systems, as far as possible. (f) Maximum growth potential should be catered for in the power generation capacity and stability. 4 Speed Maximum 16 Kt upto 85% MCR of Main Engine. 5 Endurance To be 72 Hrs at economical speed with 25% reserve fuel capacity. 6 Sea Worthiness (a) Capable of operating up to Sea State 3. (b) Seaworthy up to Sea State 4. 7 Draught Not to exceed 2.5 m. 8 Dimensions Length - Not more than 30 Meters. 9 Classification DNV / classification society for the vessel and DNV for the diving equipment fit.

5 10 Explosive/Ordnance (a) RU Locker for stowage of detonators in Bridge wing / upper deck. (b) Independent stowage space, for explosives / ordnance, with dimensions of 5'(L) X 5'(B) X 8'(H). (c) Provision of Ventilation for RU lockers and stowage space [Sub Para 16 (a) and (b) relevant]. 11 Gyro One quick settling Gyro. 12 GPS One water tight GPS mounted on console. 13 Radar One X - band COTS radar. 14 Echo Sounder One Echo Sounder capable of measuring up to 100 m depth. 15 Log One COTS Log. 16 Navigational Lights As per International Regulations for Prevention of Collisions at Sea Signal Aids One COTS Fog Horn and Air Whistle are to be provided with controls on the bridge. 18 Binoculars Two marinised binoculars and one Night Vision Binocular are to be provided with under mentioned specifications. (a) Super Gen II Tube or a Gen 3/4 tube. (b) Magnification 7X+ (c) Shock proof for a drop from a height of 02 mtrs. (d) Diopter adjustment atleast +/-4 19 V/UHF Set One V/UHF set for Helo communication. 20 HF Portable Set One COTS Radio Communication Set of 100 W. 21 VHF MMB Tx / Rx One (Sailor RT 4822 type). 22 VHF Hand Held Radio Four (Motoro1a GP 338 with speech secrecy module SC 460). 23 GMDSS Mandatory GMDSS fit, as per Classification Society stipulations. 24 Megaphones Two (fixed on Bridge Top). 25 5" HSL One 5" Hand Held Signaling Lantern with stowage box. 26 Loud Hailers Two Portable Loud Hailers. 27 Bells Internal Call up bells and internal Intercommunicatio communication between all compartments. 28 Internal Communications Provision of internal broadcast as per Classification Society Specifications. 29 Hull The design and construction are to be of catamaran type of a proven design either existing in service or supported by model testing to prove the efficacy of

6 design. Confirmation from the firm is to be provided that the model testing will be carried out iaw latest version of NCD 0102, post placement of order. The SOTRs for carrying out the test are to be forwarded to IHQ MoD (N) for approval. Resistance and sea keeping calculations using proven methods/ softwares are to be provided including the justification for various assumptions used. Pre-testing of all tanks and system pipe lines are also to be undertaken. Marinised SS to be used for all hull fittings on weather deck. (b) Wood sheathing shall be provided on the quarterdeck used for diving operations. Quality of wood selected and method of fixing should provide service life of 10 years. 30 Construction Material. The Hull material is to be of steel/combination of steel and aluminium confirming to classification societies standard. 31 Plate &Thickness Scantlings 32 Paint Scheme and Covering. Adequate corrosion allowances are to be given for hull structure scantling and specified at the design stage. As a minimum, the corrosion allowances specified in classification society rules are to be provided. Plate thickness of less than five mm is not to be provided. (a) Long life paint schemes (tar free anti corrosive & Tin Free anti fouling with a performance guarantee of 10 years and 5 years respectively), in accordance with NCD 1481 are to be applied for underwater hull. (b) Coating for Protection of Internal Spaces (machinery bilges, voids) and Tanks as per NCD (c) Coatings for:- (i) Intumescent fire retardant paints to IHQ/ MoD (N) specification NCD 1478 are to be applied in all internal offices & accommodation spaces. (ii) Deck covering scheme in accordance with the latest issue of NCD 3717 is to be provided for internal compartments and alleyways in both dry and wet areas. (iii) For all other locations not covered above are to be followed by as per Naval regulations. 33 Stability The vessel should satisfy the intact and damaged stability requirements as per class regulation requirement. Inclining experiment is to be carried out iaw NCD 0104(issue). 34 Noise and Hull The vessel should comply as per Naval rule Vibration regulations. 35 Doors/Hatches. All water tight doors and hatches are to conform to

7 IHQ/MoD (N) specification NCD 1447 and 1448 respectively. 36 WT & GT Integrity. The Water Tight Integrity should be as follows:- (a) Collision bulkhead is to be provided in accordance with class rules and should extend to the uppermost continuous deck. (b) No opening through watertight bulkheads is to be provided below damage control deck. (c) The main transverse bulkhead should extend at least upto the V-Line. No opening is permitted on the the main transverse bulkhead below the damage control line. All openings, on the transverse deck above the damage control deck and below the V-Line should be water tight. All openings above the V-Line should be weather proof. (d) APT to be done iaw INBR 31. APT for compartments below the damage water line is to be conducted once prior launch and finally prior CST on completion of all outfitting work. The test is to be conducted at a pressure of 152 mm of water column and the pressure should not fall below 13 mm in 10 minutes. No temporary blanking of pipes, ventilation trunks and cable glands is allowed during APT. All doors and hatches should be closed hand tight only. Indicator Test Plugs (ITPs) as per IN specifications are to be used for the purpose. As far as possible, each W/T compartments should be considered as a single cluster. The Cluster Plan is to be approved by IHQ MoD (Navy). All APT clusters and boundaries are to be tested as per class rules. 37 Hull Protection. Sacrificial anodes of Naval Pattern are to be provided. Scheme for fitments of anodes are to be submitted to IHQ/MoD (N) for approval. Anodes are to be fitted in bilges, sea chest and other areas where sea water tends to accumulate. In addition zinc rings are to be fitted at the neck of the sea tubes near the flange and also in the overboard discharge. 38 Design Life. Expected design life of the vessel will be 20 years Main and Auxiliary Propulsion 39 Main and Auxiliary Propulsion The following are to be provided:- (a) Main Engines with adequate indigenous product support to be provided. The Main Engine to be sourced from vendors short listed by IHQ of MoD(N), in the Build Specifications. (b) Two shaft propulsion system to consist of two diesel

8 engines with two reversible reduction gearboxes and fixed pitch propellers per shaft. (c) Auxiliary Machinery as per class requirement. (d) Engine Controls in the Bridge. (e) Propulsion package and auxiliary machinery with adequate indigenous product support to be provided in accordance with the policy of standardization. Main Engines will be nominated as per build specifications, to meet speed requirements of the vessel. (f) Bilge eductors, as per class requirement. (g) The selection and siting of auxiliary machinery should permit ease. Of accessibility and maintenance. 40 Power Generation and Distribution System (h) Provision of soft patches for lifting out heavy machinery, including compressor and generators for repairs. PGD should be as per classification society norms and the following are to be provided:- (a) Diesel Alternator. Diesel alternators, with 100 % reserve power, in accordance with IRS specification. (b) Shore Connection Box. It shall be connected by permanent cables to MSB and suitable terminals shall be provided for connecting copper flexible cable upto 50 m length. Phase sequence indication and a reel for stowing the flexible cable shall also be provided. Electrical interlocking main generator breakers and shore connection breaker be provided that shore supply breaker cannot be switched on if any of the DA breaker is on and vice-versa. (c) Main Switch Board. Distribution Board / Navigation Light Panel should be in accordance with IRS specification. (d) 24 V DC Supply is to be provided in the machinery space and in the vicinity of the fuel tanks. (e) Additional electrical junction box on the Quarterdeck, to facilitate illumination of water surface, for night diving. (f) Emergency lighting in the living accommodation, engine room, diving store, electrical store and wheel house..

9 (g) Fixed air cooled emergency DG set for supply to electric lighting and communication and steering gear. (k) The following types of power supplies with quality as per classification society rules are to be used:- (i) 415 V, 3 Phase, 3 wire. (ii) 230 V, 50 Hz, 3/1 Phase. (iii) 230 V, 50 Hz, 4 wire system for domestic supplies and for COTS equipment. (l) Batteries. Maintenance free, heavy duty, 1.2 V batteries of adequate capacities sourced from reputed firms is to be provided. (m) Cables. Low fire hazard cables confirming to classification society specifications are to be used. 41 Ventillation Marinised Package AC is to be provided in accommodation spaces, sick bay, bridge and MCR. 100% redundancy in AC plants is to be catered. 42 Fire Fighting (a) Standard fire fighting and damage control equipment as per CNAL of TRV. The same to meet IRS Specifications. (b) Two portable 20 THP electric driven submersible pumps, are to be provided. 43 Accommodation (a) Officers. One two-bunk cabin with attached WC and bath. (b) Sr Sailors. One four-bunk cabin. (c) Sailors. Two eight-bunk mess. (d) WC & Bath. Two sets of WC and showers are to be provisioned. (e) Additional showers and fresh water point are to be provided at the diving platform (quarter deck). 44 Domestic Arrangement (a) A Galley with one hot plate to be provided. (b) One pantry with serving bay and dining hall having seating capacity of 08 personnel. (c) One deep freezer (300 Itr), one oven, one hot case and one refrigerator (165 Itr). (d) One water cooler. (e) One wire mesh locker on upper deck, for storage of onions and potatoes.

10 45 Sewage System Sewage Treatments Plant. One STP plant of adequate capacity with independent exhaust and alarm (audio &visual) system is to be fitted as per latest MARPOL regulation and IHQ MoD(N) letter NC / Policy / H~02 / Equipment dated 22 Aug 12. Galley discharge be also routed through STP plant. It should have two fixed and one portable H2 S sensors 46 Fuel and Lubricants Fuel and lubricants to achieve endurance as indicated in Section A are to be carried. 47 Stores The stores are to be provided with natural and forced ventilation. 48 Medical Facilities (a) One bunk Sickbay with requisite Medical equipment. (b) One First aid box each, in Engine Room and Bridge. 49 Seamanship Fittings (a) Anchor and Chain Cable. Complete anchoring arrangements are to be provided As per classification society rules and not less than 60 meters in length. (b) Anchor windlass. As per class requirement. (c) Towing and Berthing Gears. As per class requirement. (d) Bollards/cleats - As per class requirements. (e) Towing & Berthing Hawsers As per class requirements. (f) Awnings. Awnings are to be provided as per class requirements. (j) Brow A suitable light weight Load tested brow to be provided. (k) Boats. Two Gemini craft with 2.5 HP OBM and with hoisting, lowering slings and stowage arrangement. (l) One strong point astern for towing of small boats / geminis etc. 50 Diving Facilities The following diving facilities should be provided :- (a) Two HP Breathing air compressors (9 cfm), electric driven in enclosed space with air inlet on weather deck. (b) Charging panel on the Quarterdeck connected to

11 the HP Breathing Air compressor as well as the gas banks. (c) Extendable/Retractable diving platform (6 X4 ) along with a collapsible ladder extending one feet below the water line. (d) Provision of a Diving Store (8'X10') adjacent to the Quarterdeck, with the following facilities :- (i) Rack type stowage space for 20 air diving sets. (Size of each set 20 x 45 x 90 cm. (ii) Two cupboards (6'X3') with racks. (iii) Arrangement for hanging hoses (Length 70 Metres) and life lines (8mm rope of length 100 Metres and 10 in Number). (e) Provision of wooden chocks in Quarterdeck for stowage of two Gemini Craft. (f) Provision of after use routine tank for OBMs (size 4'X3'X4 ). (g) Roller on one side of QD with rubber padding for hosing Gemini Craft. (h) Provision of covered reel drums for stowage of the following on the Quarterdeck :- (i) 100 mof SDDE umbilical (Size Dia 4 em). (ii) 150 m of underwater video camera cable (Size Dia 1.5 cm). (iii) 150 m of underwater cutting / welding cable (Size Dia 1.5 cm). (j) Provisioning of the following equipment (All as per DNV/mil specifications):- (i) Under water Video Camera. (ii) Under water Communication system. (iii) Diver Tracking System. (iv) Two men RCC. (k) Control Panel/Monitor for equipment at Sub Sub

12 51 Gas Storage in Enclosed / Weather Protected Space Para 44 (j)(i) to (iii), above, in the wheel house. (I) Integration of the two men RCC with the HP air Control Panel. The same is to be in an enclosed weather protected space with easy access from the free deck space. (a) Two compressed air banks, one each of 20 bottles (50 Itr capacity), plumbed as one gas bank. (b) Tow mixture gas banks, one of 10 bottles (50 Itr capacity), plumbed as one gas bank. (c) One 05 cylinder gas bank, on upper deck for oxygen. 52 Gas Plumbing Cupro-Nickel plumbing with quick release connections for interchange of compressors/gas banks/diving panels. 53 Maintenance All diving equipment should be installed in a manner, such that they could be removed out of the craft by the crew for repairs/ routines ashore. 54 Miscellaneous Features (a) One fresh water point at quarterdeck. (b) Low noise levels. As per classification society norms for habitability requirements. (c) Logistic Arrangements:- (i) Fuel. POL as per endurance alongwith reserve of 25%. (ii) Store Rooms. Adequate storage facility for engineering / electrical stores. (iii) Fresh Water. Storage facility for 10 tons. (iv) The vessel should comply with the MARPOL regulations. STP and OWS to be installed. 55 Life Saving (a) Life saving requirements as per SOLAS. (b) Life Rafts. Two 20 men life raft, for a crew strength of 36. (c) Life Jackets. Life Jackets for crew strength of 36 personnel. 56 Build Specifications (a) The classification of the vessel is to be as per DNV / suitable classification society. (b) Equipment fitted are to be selected from DQAN approved vendors approved

13 by IHQ MoD(N). (c) Spares. (i) OBS Spares. The ass include following:- (aa) All spares required for exploitation upto 2 years. (ab) One set of important assemblies to effect repair and replacement. (ac) One set of general purpose maintenance tools and test kits along with each plant. (ad) One set of specific tools required for disassembling / assesmbling of components to effects repair by replacement / inspection of components. (ii) B&D Spares. Base spares recommendation is to cover maintenance / overhaul requirements for 5 years including two refits. List of these spares, part number and itemised cost is to be supplied by Builder. Selection of spares, viz ranging and scaling of spares (upto 10% of contract price) to be done by professional directorate. The same to be delivered during the contract period. (d) AMC. Builder to arrange a draft AMC contract with OEM. 57 Recreational Facilities (a) In- door games viz Carrom board and chess are to be provided. (b) Two sets of colour television(21" LCD screen), two DTH receiver, two VCD cum audio player and one DVD player. 58 Davits One motorised Radial davit, of 500 Kg capacity, for embarkation of equipment / inflatable craft from Jetty. Radial Length reaching two Metres away from the craft. 59 Fenders (a) Provision of a rubbing strake. 60 Awnings and Guardrails (b) Provision of four yacht pneumatic fenders. (a) All open deck space should have arrangements for fitment of a awning. (b) Collapsible guardrails are to be provided. 61 Deck Space Open deck space of 150 (15 x 10) Sq Meters, for laying the Diving Gear and for conduct of Diving is to be provided. 62 Office Equipment Two Flat (TFT display) PC with two printers, modem and UPS, are to be provided.

14 63 Fire Fighting and Damage Control One locker to be provided for stowage with the CNAL allowance list of a TRV (size 4x3x2 feet). 64 SPTA Locker One locker for SPTA to be provided. (size 4x3x2 feet). 65 Furniture Modular furniture from a reputed OEM, is to be provided. 66 Panelling PVC coated sheet steel and pre insulated Sandwich should be used for panelling of Accommodation space,cabin spaces, alleyways, Messes etc. 67 Documentation Complete inventory of spares and the relevant documentation of equipment and machinery is to be provided: Documents to be supplied as per class specification. 'Shipfit' and as fitted drawings, maintenance, repairs and refit documents, Catalogue of spares I D 787 for OBS and B&D inventory, Passports for all the machinery are to be provided along with the yardcraft. 68 Onboard and Outfit To be supplied along with the barge for two years. Spares 69 Noise (a) Machinery compartments are to be insulated using sound insulation material. (b) Resilient mountings and flexible connection to minimise structure borne noise. 70 AMC All COTS equipment should be provided with an option of at least five years AMC. 71 Test Equipment Test equipment as per IN policy to be provided as part of first outfit of store. 72 B&D Spares B&D spares for 5 years usage from the respective makers of equipment to be provided as per Naval policy within a month of placement of order. Details of the spares for all equipment to be provided both in magnetic media and a hard copy. 73 Life Term Product Support The shipyard is to submit a scheme to provide product support for a minimum period of 20 years to be reckoned from the date of delivery of the last barge. This could be in the form of a contractual commitment from various equipment suppliers. In case any equipment is likely to be obsolete, the manufacturer should be committed to give a clear three years notice to the IN to assess the requirement of Life Time buy of spares. The maker should also ensure the supply of these items prior to discontinuation of the production facilities.
