2 Foreword ACC Paul Netherton - Chairman, PSUK Snowsports Section Welcome to the national Police ski championships As always it is great to see so many old friends here and hopefully some we will make some new ones over the course of the week s events. Policing is in as much turmoil as our relationships with Europe are and so it is great that we can have some time out to take part in sporting events and for enjoying the social scene of Hinterglemm. As usual the committee have worked really hard to ensure that we pack as many events into the week as possible and that we continue to encourage as many new competitors to come along or to try new disciplines. It has been really good to see how both Snowboarding and Nordic have gone from strength to strength each year and I have really enjoyed how Dual Slalom has been the must see event of the week in both alpine and boarding. It was great to see so many teams at the indoor championships this year and thank you to TVP who hosted us. It was also a special night at the BT Tower for our charity dinner event which not only was a great evening but with the kind assistance and generosity from BT raised lots of money for ski and disability charities. I hope you have a great week and do well in the events. Take care but enjoy yourselves.
3 Steve Broadhurst - Championship Organiser Firstly welcome to the 2019 PSUK snowsport championships. This is my first year in the role of race organiser for the alpine event so I am looking forward to getting to grips with this. The weather has shown some early promise of the usual great conditions we have in resort so keep your fingers crossed for another fabulous week. I will reiterate the importance of ensuring that all racers have race insurance and this is available through a number of companies including Philips Williamson, Police Travel Insurance, Scottish National and English National Snowsport Councils. The Races are run under the F.I.S. rules to ensure that we are covered by insurance as are the Ski School who set the club courses for us and at present the minimum ski lengths for racing are 150cm for ladies and 160cm for men with a 5cm degree of flexibility. There is also a requirement now for all competitors in Alpine and Snowboarding to wear Ski Helmets. Since this ruling was brought in there have been a number of instances where skiers wearing the helmets during recreational skiing, fell and damaged them, therefore we would strongly recommend that these be worn at all times and not just while racing. FIS do not allow the use of GoPro cameras to be attached to helmets whilst racing. This is obviously a safety issue which we encourage you all to take heed of. I would also like to thank our chairman Paul Netherton for his continuing support and to you and the committee for coming along each year to make the Championships such an enjoyable event for all. My thanks also to the Met, Kent and Devon and Cornwall for bringing out various items to make the week work, in their mini-buses and to Martyn Holt for organising the medals again. Many thanks also go to Hansi, and to all the members of the Ski Club, who make sure our championships have the best racing. The pisteurs who look after the courses and the many accommodation providers and bar staff who look after our après ski needs. As you know we need a team to help organise these championships and I am hopeful that those of you who do not wish to race can assist us at some stage during the competition week, in any of the disciplines. Finally, thank you for your continued support of this great event in its 30th year. Look forward to seeing you on the slopes.
4 Andy Wilson - Section Secretary Welcome to the 2019 Championships. It s my pleasure once again in welcoming you all to Hinterglemm for our annual Snowsport Championship. I m sure our great Austrian Hosts will yet again arrange fabulous snow with a few days of glorious sun. Following our review of the 2018 event this year we have reverted to our original week in January on which to hold our championships. This decision was warmly welcomed and supported by our Austrian hosts. I am sure you have all seen the news reports on the amounts of snow in the Salzburg area in the past week which hopefully relent before we get there however, with temperatures well below zero coupled with the superb investment the resort puts into piste preparation we should be assured of excellent snow conditions for all the events. For those who are not competing the snow and excellent mountain lodges should provide you with a terrific week of snow sports. This is my second year as Section Secretary and as such I am looking forward to meeting up with everyone I know from previous years as well as people who are attending for the first time. During this year there as been considerable change in the cadre of race officials and we are all learning on the job so to speak. We may experience some teething issues and in light of that I would request some patience on your part if things do not go entirely to plan. Even though, not everyone can win I would like to wish you all success at what ever level of competition you achieve. SNOWSPORT SECTION COMMUNICATIONS We have our own website but this is under reconstruction. This year you will be able to receive/download race results, committee meeting minutes and AGM minutes through an sent to your Team Captain or via the Facebook page. We are always keen to receive photographs of the event or your Team and any news and interesting articles you may wish to submit. You can send all details to the new PSUK Snowsports at psuksnowsportsectioncomps@outlook.com The section s Facebook page is run as a private/secret group, so in order to access it you will need to be invited by a current member of the page. This is to stop the page being over-run by requests to join from unknowns. We currently have over 100 members on the page so there should be at least someone you know that is already a member that can invite you!
5 Richard Wall - Snowboard Organiser Welcome to the 2019 PSUK Snowboard competition. The PSUK Snowboard competition continues to grow in popularity. It really is excellent to see so many returning competitors for 2019 and equally, a very warm welcome to those who are joining us for the first time this year. We have scheduled 3 races throughout the week, Giant Slalom, Dual Slalom and Team Dual Slalom: Giant Slalom (GS) The giant slalom race is our first race of the week and is competitor against timing clock. The PSUK event has 2 timed runs, with the combined time providing your finishing position. There is an additional prize for the single quickest timed run for both male and female racers. Also within this event, we include categories for veteran - those aged 40 and over and super veteran - aged 45 and over. Parallel/Dual Slalom (PSL) The parallel/dual slalom is a race where 2 competitors compete simultaneously down adjacent courses with the winner progressing to the next round. We include a plate competition within this event so those eliminated in the first round have a second opportunity to race. Team Parallel/Dual Slalom (TPSL) At the 2016 championships, we hosted a demo event - 'team dual slalom'. A team consists of 3 people who can be made up of female and male racers with no limit to the amount of teams entered from each force. As PSL, teams compete simultaneously down adjacent courses with the winner progressing to the next round. The feedback was extremely positive so this event will again take place at the 2017 championships. A theme running throughout the Alpine, Nordic and Snowboard events is an extremely friendly atmosphere with the objective being safety and enjoyment of all those competing and watching. The courses are professionally set with electronic timing equipment in use on the GS and course marshal's provided for safety. We utilise FIS ruling as a guide but do not permit the use of Alpine race boards. You will only be allowed to race if you wear a protective and approved sports safety helmet. Although competing in separate categories for GS and PSL, the female and male competitions are held together on the same race piste. The ability of competitors varies, we have had people enter and comfortably complete the courses with only 1 weeks experience on a board. It really is up to you how fast you go!
6 Races take place on separate days so in between there is plenty of time to practice with advice and race tips provided by the more experienced competitors and instructors within resort. We have returned to the resort of Hinterglemm for several years now and a good knowledge of the mountains has been gained by several of our snowboarders who will be happy to impart their experience and advice on where to ride. The resort is extremely 'snowboard friendly' with a fun park available and a large floodlit piste for use each evening. The terrain is very well suited to free riding and the ski circus links several resorts providing many km of groomed runs and plenty of excellent off piste opportunities saw the First PSUK National Snowboard team selected and compete at the International Police Winter Games held in Lake Tahoe, USA where we won 2 Gold, 1 Silver and 1 Bronze medal. 7 Dave Taft - Nordic Organiser Looking forward to seeing everyone back out at Hinterglemm again in January. I am excited to change the team cross country relay to a team biathlon relay. It will be run in the same location as we have previously raced. The weapons that will be used will be a laser pistols hired from the British Pentathlon Association. The European police ski championships use 22 pistols as the pistol is the side arm of the European police services, I am planning on have a practice range time on the Saturday afternoon and Sunday afternoon in order for the racers to become familiar with the laser pistol. The individual and team race will be the same as previous years linked to the combined competition.

9 Helmet Safety - Richard Wall At a previous Committee meeting, I took an action to research helmet safety. I have made contact with the helmet safety guru at Salomon UK and his response is: There is no set rule on helmet wear / replacement, Its very much common sense and regular visual inspection, especially if the helmet has been involved in a heavy impact. Any cracking of delamination, this it should be replaced. An explanation of the word Delamination is below. Delamination is a mode of failure for composite materials. [1] modes of failure are also known as Failure mechanisms. In laminated materials, repeated cyclic stresses, impact and so on can cause layers to separate, forming a Mica-like structure of separate layers, with significant loss of mechanical toughness. Delamination also occurs in reinforced concrete structures subject to reinforcement corrosion, in which case the oxidized metal of the reinforcement is greater in volume than the original metal. The oxidized metal therefore requires greater space than the original reinforcing bars, which causes a wedge-like stress on the concrete. This force eventually overcomes the relatively weak tensile strength of concrete, resulting in a separation (or delamination) of the concrete above and below the reinforcing bars. The cause of fibre pull-out (another form of failure mechanism) and delamintion is weak bonding. Thus, delamination is an insidious kind of failure as it develops inside of the material, without being obvious on the surface, much like metal fatigue. Delamination failure may be detected int he material by its sound; solid composite has bright sound, while delaminated part sounds dull, reinforced concrete sounds solid, whereas delaminated concrete will have a light drum like sound when exposed to a dragged chain pulled across its surface, Bridge decks in cold climate countries which use de-icing sals and chemicals are commonly subject to delamination and as such are typically scheduled for annual inspection by chain-dragging as well as subsequent patch repairs of the surface. Other nondestructive testing methods are used, including embedding optical fibres coupled with optical time domain reflectometer testing of their stat, testing with ultrasound, radiographic imagining and infrared imaging. Some manufacturers of carbon composite bike frames suggest to dispose of the expensive frame after a particularly bad crash, because the impact could develop defects inside the material.

13 GATEKEEPERS INSTRUCTIONS 1. Put your name and title of race on your gate-keepers card. 2. Position yourself to the side of the course, clear of spectators so as to be clearly visible and with a clear view of your allocated gates. 3. Your function is to ensure that both of the racers feet pass through the gates under your control. 4. Ensure that extra poles and sticks are kept well clear of the course so as not to confuse racers. 5. Do not speak or do anything to attract the racer s attention. You may not recall a racer who has missed a gate. If you are asked a question, you have 2 standard replies: Go On if a racer has passed through the gate or Go Back if a racer has missed the gate. 6. If a Racer passes your gates satisfactorily tick the racers number on your checklist. If racer misses any gate mark D for disqualified on checklist. Draw diagram of mistake on gatekeepers card. If racer does not reach your section of course leave the racers number blank on the checklist. 7. Replace all knocked down poles but do not assist a racer who has fallen. 8. Do not get involved in conversation, keep your mind on the race, or you may miss a racer. 9. When race is finished, please, if instructed, place all poles to the side of the course. 10. VERY IMPORTANT: At the end of the race deposit your clipboard and paperwork with the finish referee at the end of the race. 11. There may be prizes for the unusual, spectacular falls/ recoveries, colourful comments etc. So if you witness any less than perfect but prize-worthy actions then make your recommendations to one of the race officials. PLEASE ENSURE GATEKEEPERS HAVE SUITABLE CLOTHING AND SNACKS WITH THEM.
14 RULES OF THE ALPINE EVENTS A provisional race results list will be published and displayed 15 minutes after the last racer finishes at the race office at the foot of each course. Official results will be available in time for team captains meetings. Any protest must be lodged within 15 minutes of results being displayed and a fee of 25 lodged at that time. Any general issues or advice regarding racing, should be addressed to one of the PSUK Race Committee who will be at the PSUK Race Office at the Glemtellerhof Hotel for Team Captains meetings. Queries can also be sent to the snowsport section at psuksnowsportsectioncomps@outlook.com. The Alpine race office during races will be at the foot of the race course on Zwolferkoglebahn for the GS and the Mitterregg for the Slalom. THE RACE OFFICE IS OUT OF BOUNDS TO COMPETITORS. Team Captains meetings will start promptly at 17:15hrs daily and any problems past or foreseen can be raised here. IT IS ESSENTIAL THAT EACH FORCE HAS A REPRESENTATIVE AT EACH TEAM CAPTAINS MEETING. At the Team Captains prior to the Alpine Races and prior to the Snowboard GS all non starters must be declared. If any competitor then fails to start on the following day their force will incur a 12 fine. Forerunners will be required for each race and names can be given at the Team Captains meetings. Any person who may wish to race or participate as a forerunner and not already nominated should contact the Race Organiser ASAP Inspection of the race courses is 60 minutes prior to the start of the race. The course will then be shut 15 minutes prior to the race commencing. All racers and gate keepers must arrange to be at the start of the race punctually so as to prevent unnecessary delay to other competitors.
