5 Membership and Fees We require an adult to join with any junior member (nippers). An appropriate adult may sign a waiver if not joining with an active cadet/junior, and for all senior members (including associates) we require a Working with Children (blue card) application form to be completed. Every joining member must complete an application form and in the case of the junior and cadet ( 18) members a suitable guardian must complete a parental consent form and a model release form. Any members taking a training course must also complete a CMF3 form which can be obtained from the Chief Training Officer. Our fee structure, as listed below, is inclusive of: any internal course taken (see senior courses below) use of equipment (relevant to each age group and according to SLSQ policies) award and certificate costs Associates $95 Nippers $95 Cadets $95 Juniors $95 Senior / Award $95 Returning Patrol Member (signing prior to 31/8/12) $75 A Guide to the Age Groups Age groups of nippers, cadets, juniors and seniors are determined at midnight of 30th September at the commencement of the season. 6 Nippers (5-13 years) Junior members, including green caps ( 6 & 7), are in training to become the future of lifesaving. Each Sunday they take training that will educate them to becoming the next generation to wear the red and yellow. So if little Tom was born on the 01/11/2003 he would be in the 9 age group. Active Cadets (13-15 years) Cadets shall be a minimum age of 13 years and up to 15 years of age on a seasonal basis. Cadet members begin with the training of the Surf Rescue Certificate. The Surf Rescue Certificate is the minimum requirement to become a surf lifesaver. Active Cadets are the first line of being an active patrol member and are provided with on the job training with beach patrol duties. Upon gaining this award, cadets will be placed on a beach patrol roster to perform community service (beach patrols) supervision. So if not so little Mary was born on the 01/09/2000 she would be in the 13 age group. Active Juniors (15 18 years) Active juniors are those members between the age of 15 and 18 years who hold the Bronze Medallion Award. Active juniors are involved in all areas of lifesaving and are also required to perform beach patrol duties in accordance with their membership and qualifications. Members in this membership category are also able to gain further lifesaving awards to increase their knowledge and skills including Advanced Resuscitation Techniques, Inflatable Rescue Boat Drivers and Crewman s, Operational First Aid, Training Officers Certificate to name a few. So if not little at all Harry was born on the 01/03/1997 he would be a junior. Active Seniors Active seniors are those members over the age of 18 years who hold the minimum requirement of the Bronze Medallion. Active members are also strongly encouraged to gain additional lifesaving awards to improve their lifesaving skills and knowledge e.g. Inflatable Rescue Boat Drivers, Patrol Captains Award, and other specialist awards. General Information Junior activities are held on Sunday mornings from 8:30am to approximately 11:00am. Nippers must be ready to sign on by 8:15 am outside the Clubhouse. We recommend arriving by 8am so that all children and guardians can hear the announcements of the day. Nippers must wear their Redcliffe cap or in the case of U6 & U7, the lime green cap whilst participating in activities. These caps must be removed when the nippers have signed off with their Age Manager. Redcliffe SLSC is a sun smart organisation. All nippers are encouraged to wear sun shirt/rash vest and must apply sunscreen when participating in activities. All nippers should bring sufficient water to the beach to ensure that fluid intake is maintained. No nipper will be permitted to participate in water activities until they have successfully completed their pool and ocean swim. No nipper is able to participate in a carnival if they have not successfully completed all their proficiencies (pool, run-swim-run and carnival evaluation) at least three weeks before a carnival. Nippers may not leave the activity area without permission from the Age Manager. 6

7 Nippers must notify their Age Manager prior to going to the toilet and should be accompanied by another child. Parents are asked to keep a watch on the movement of nippers on the beach. Parents will be asked to clean equipment after use and store in gear shed-no children will be allowed into the gear shed. Bad behaviour will not be tolerated and if a nipper has been given reasonable warning by an Age Manager they may sign the child off for the day and take the child to his/her parent. A parent/guardian is required to stay during junior activities at all times. If a child is found to be unaccompanied, he/she will be signed off and have to sit out the rest of the activities in the clubhouse until a parent/guardian arrives. This in previous years has become an issue but we now have a designated officer to enforce this. It is a requirement of Surf Life Saving Queensland that we have one water safety officer for every 5 children in the water at Junior Activities. Parents are asked to volunteer for this duty and will be rostered once they have completed their training/proficiency. All families will be rostered to participate in activities or clubhouse duties if they are not already participating. Parent participation in the running of Junior Activities will enable the club to run smoothly and with the utmost enjoyment. PROFICIENCY REQUIREMENTS Proficiencies Nippers are required to successfully complete their proficiencies before participating in water activities during training sessions or carnivals. The proficiencies are as follows: Pool proficiency Pool swims must be completed prior to participating in junior activities and entering the surf. Pool proficiencies will be run on the 26th August, 1st and 9th September at the Redcliffe Pool (Sydney Street) between 10am and 12noon. Subsequent testing can be conducted by an accredited person by arrangement. Senior proficiencies will be held at the same time. Surf Proficiency The surf proficiency consists of a run-swim-run/run-wade-run. These will be conducted on the 26th August, 1st and 9th September at Suttons Beach between 10am and 12noon. Please note the pool proficiency must be successfully completed before attempting the surf proficiency. Subsequent testing will happen during the season. The distance of the surf swim is measured from waist deep water and to successfully pass the surf swim, nippers must satisfy a SLSQ Examiner by using a continuous over arm stroke for the entire distance. There is no time limit. Carnival Evaluation Each child will have to be evaluated prior to entering a carnival. Please note the surf proficiency must be successfully completed before attempting the carnival evaluation. All three proficiencies must be successfully completed before nominations will be accepted. We will conduct these evaluations at the same time as the surf proficiency. Re assessment will be done during the season as your child/ren progress. 7

To be eligible to compete at the Branch Championship, later in the season, the appropriate Surf Education Award, as listed above, is required to be completed successfully and registered with Sunshine Coast Branch (via club) prior to the 31 st December. It is the responsibility of both nippers and parents to follow this up, with their age managers, if they have been absent from Junior Activities. Regardless of joining date each child will be given the opportunity to complete these awards. 8

10 Surf Rescue Certificate 13 years of age completed 200m pool swim in 5 minutes PUASAR012A-Apply surf survival & self rescue skills PUAEME001B-Provide emergency care PUASAR009A-participate in an aquatic rescue Radio Officers Certificate 14 years of age PUAOPE002A-Operate Communications System Spinal to be confirmed to be confirmed to be confirmed SENIOR COURSES All members wanting to take courses should, in the first instance, approach our Chief Training Officer, Phil Reed or one of his training team (John Sandman, Randy Marcon, Shae Bailey or Al Bartulis). Courses are taken when we have enough members to justify running each course-remember we all volunteer our time. It should also be noted that any text books used in these courses carry a $25 deposit if taken from the club (refundable on return of text book) at the end of the course. A $5 administration/workbook fee will be charged per participant per course. Awards for members successfully completing each course will be presented at the annual club dinner. Bronze Medallion awards will only be issued if a minimum of 25 hours patrolling have been completed (pro rata). PATROLS Once you have obtained a lifesaving award you will be rostered on to either a Saturday PM, Sunday AM or Sunday PM patrol, you will be asked which suits you best. During the course of the season you will also be rostered onto some (usually two) public holidays and also asked to help out at events at Suttons Beach. The two biggest events are Australia Day and Festival of the Sails (Good Friday) followed by any extra events, such as Sunshine Coast Branch or Surf Lifesaving Queensland carnivals, held at Suttons Beach. It is important to remember if you can not make one of your patrols you must first try and find a replacement who holds similar awards to yourself. If you can not find a replacement you must then advise BOTH your patrol captain and one of the Club Vice Captains. Uniforms will be issued to you by either your Club Captain or Training Officer. These then become your responsibility and a new uniform will not be issued unless it is in a state of disrepair. Worthwhile remembering that these uniforms are not given to us but purchased by the club. 10

11 CARNIVALS Carnivals are as marked on the calendar. These are subject to change for reasons such as weather or conflicting carnivals. Nippers may participate in carnivals outside of the Sunshine Coast Branch, however only after permission has been granted by both the club and Sunshine Coast Branch. Permission will not be given if a carnival is being held within the Sunshine Coast Branch at the same time as that being held in another Branch. The nipper must compete in the carnival held in the Sunshine Coast Branch. Carnivals are generally broken into U8-10, U11-14 and U15-over. When a carnival falls on a Sunday there may not be nipper training for the age groups participating in the carnival, this will be decided the previous week and announcements made accordingly. At carnivals it is not the sole responsibility of the Age Managers/Team Managers to ensure nippers are at the correct marshalling area for their nominated events. This responsibility is shared with the parents of the nippers. Parents should not take any nipper away from the club tent without informing the respective Age Manager. All care will be taken to ensure that nippers compete in all their nominated events however FULL COOPERATION FROM PARENTS AND NIPPERS IS REQUIRED. Setting up and pulling down of marquees, loading and unloading of equipment, filling and emptying of water coolers all need to be done at each carnival and we ask all parents to find a job and carry it through. Please don t leave it up to the same few to take these jobs. U8 U10 carnivals All evaluations must be completed prior to entering carnivals. For the Branch Championships, held at the end of the season, surf education awards must be completed and submitted to branch (via the club) prior to entry in the branch championships. The focus at these carnivals will be on removing the competition for places and encouraging more children to have a go and assist all competitors to finish the event. Due to this new concept and the expected saving in time by not running finals, it is envisaged that there will be more then one race in particular events, e.g. there may be time for two board races or two surf swims during the day as well as running all the other events. No additional nomination fee is required for the extra events that may be run on the day of the carnival. U11 U14 carnivals All evaluations must be completed prior to entering carnivals. For the Branch Championships, held at the end of the season, surf education awards must be completed and submitted to branch (via the club) prior to entry in the branch championships. Please note that all nippers from the 13 s upwards must also obtain their perform CPR (minimum) before submission of surf education books Carnivals for this older age group are competitive. Please watch the notice board for days that this course will be run. Cadets - Masters It is a requirement that all participants have the appropriate award standings and have completed a minimum of 25 patrol hours. This is a pro rata arrangement. 11

12 Carnival Requirements Competitors must have successfully completed their evaluations (pool, run-swim-run and carnival) before they are able to be nominated for carnivals. This must be done at least three weeks prior to the date of the carnival. In the case of seniors all evaluations must be successfully completed and must be proficient in all awards held. Nominations will close three weeks or longer prior to the date of the carnival. Nomination fee must be paid in full prior to the competitor being nominated for the carnival. If the nomination fee is not paid prior to the closure of nomination then the nipper will not be entered in the carnival. Age Managers will coordinate nominations and the Treasurer or Carnival Registrar will accept payment of the nomination fee. Club togs and competition caps are to be worn at carnivals. Nippers may risk disqualification if not in uniform or if any part of the uniform is removed prior to clearing the competition arena. As per policy number SS07 all water based competitors must wear a high visibility rash shirt that initially will be supplied by the club for competition use only. No jewellery is to be worn by any competitor. Regardless of any advertised carnival program, the Carnival Referee may, without any prior notice, change the order in which the events will be held. Do not arrive at a carnival late believing that your child s events will not be held until later in the day as you may miss the event. Parents should ensure that the nippers are available when marshalling of events commence. Age Managers will not be held responsible for nippers missing events if they are not in the club tent when event marshalling is called. Always check with Age Managers before removing your child from the club tent. Parents of competitors are to officiate or be water safety. Branch carnival requirements are - 1 water safety to every 10 nippers, 1 official to every 10 nippers and one IRB driver and crew to every 20 nippers. Branch has the right to refuse an entire club from competing at a carnival if this commitment is not met. Due to this requirement, nippers whose parents are water safety/officials will have first option to compete on behalf of the club. Other nippers will only be able to compete if Branch requirements are met. Further clarification can be obtained by talking to the JAC or his assistant. Surf lifesaving and Surf Sports can be inherently dangerous. Accidents can happen which may result in serious injury. No child should/will be forced to compete in any event in which they can not confidently complete the course. Bad Weather Policy Sunday nippers will only be cancelled in case of extreme weather conditions. Nippers will still proceed if general rain conditions are present. In extreme wind conditions it will be at the discretion of the patrol captain to advise whether the children are allowed to enter the water. At these times the lagoon may be used as an alternate water location. The coaches will liaise with the patrol captain on this matter. Duty of care will always be our first priority. 12

13 For Club Championship days (as per calendar), should the activities be cancelled they will be re-scheduled (depending on carnival calendar and timing) to the following week that nippers is held. Under 6 & 7 Policy Surf Life Saving Queensland determines the 7s policy. See policy number MS05 at rear of hand book Parents/guardians of Under 6 & 7s must be a registered member of the club. Under 6 & 7s must be easily identified by wearing a bright green cap. A parent must be on the beach with any Under 6 & 7. If there is no parent on the beach then the child will not be able to participate in Sunday morning activities. Under 6 & 7s do not participate in inter club carnivals or other forms of competition outside the club. There is no obligation or requirement for the club to operate these age groups. If parents do not offer to assist the Age Manager then this age group will be shut down. Boards Under 6 & 7s do not participate in board activities. As the season continues the age manager may decide it is appropriate to introduce this age group to boards and only the foam boards are to be used. These age groups are not permitted to go out further than their waist heights and will be accompanied, 2:1 by an adult. U8-U13 use foam boards only. Nippers in the 8-10 age group are not allowed to compete on fibreglass boards and are not permitted to train on these boards. It will be at the discretion of the Age/Team Managers for nippers in the age group to use fibreglass boards at carnivals. If this is the case, extra training on these boards MUST be taken. U14 nippers will be required to compete on the larger Malibu paddle boards. Competition boards are only to be used at carnivals and only by carnival participants whilst competing in an event. Nippers must arrange to take older boards for their use outside the competition arena. Please see Junior Activities Coordinator for permission. Boards cannot be used after training unless permission is granted and direct supervision. No kneeling or standing is permitted on the nipper paddle boards. Please take responsibility for the boards-they need returning to clubhouse, washing down and returning to the gear shed. Let us remind you that the cost of purchasing boards and repairing boards is extraordinarily high. Redcliffe SLSC are one of the few clubs that supply this equipment (many other clubs ask you to purchase or lease this equipment) so in turn we would appreciate extra care being taken with this equipment. Sign On/Sign Off Nippers must sign on with their Age Manager at the clubhouse before participating in activities. The Attendance Sheet is a primary record in determining who is eligible to be 13

14 Age Champion. Any nipper arriving late for Sunday activities is to ensure that the Age Manager has marked their attendance. Nippers performing water safety duties (and parents alike) must sign the Patrol Attendance Book-this activity is counted towards nipper attendance and in previous years has determined Age Champions for several age groups Nippers must wear a Redcliffe competition cap once signed on. Nippers are expected to be sun safe-slip slop slap. Guardians to ensure that their child/ren have sufficient water for the morning activities Nippers can not be signed off until collected by their guardian from their age managers. At this point they must remove nipper caps. Notice Board Please check the notice board each Sunday for upcoming events, rosters, training and carnivals. Names of members that have not completed all paperwork will also be posted on this board and it is then your responsibility to find the registrar or administrator to resolve these matters. This is one of our main sources of communication so please ask if unsure. Please also add our website to your list of favourites Parent Roster Parents who do not have an active role in running activities will be rostered to help with Sunday morning activities. The Parent Roster (page 19) has been placed in this handbook to ensure that some of the work load is shared around. On the days where your child s age group is listed for the Parent Roster, the following assistance is required: Running of the kitchen and cooking of the BBQ. Supervise the washing down of the nipper boards once they have been brought up from the beach and placement back in the storage racks. Ensuring all equipment is removed from the beach and stored in the correct places. As required, sale of SLSQ Art Union tickets along the beach front. A large percentage of the sale of these tickets goes directly to our club. Let us remind you that all Junior and Senior positions are voluntary and it should not fall back upon those few to carry the club with all the duties and responsibilities it takes to successfully run the Surf Club. We strongly encourage you to partake in tasks around the club as small as they may be. You may only see us on Sundays but we work every day to make this a success. Club Championships The club championships will be determined over three days of competition as indicated in the calendar (pre Christmas and post Branch Championships). To be eligible for Age Champion, nippers must compete in at least two of the three days of competition and have attended at least 60% of Sunday activities. Any nipper who is not at Sunday activities but is competing in SLSQ carnival will be marked as having attended Sunday activities. 14

15 Calculating the attendance of nippers will rely on the Attendance Sheets and Carnival entries listed on Surfmate. If you arrive late at Sunday activities please ensure that your Age Manager marks your attendance. The following points system will be used in determine Age Champion. First Place Second Place Third Place Completed 20 pts 10 pts 5 pts 1pts Please keep in mind that during the past few seasons the competition in several age groups was very close. Attendance records have also in the past altered the outcome of Age Champions. State Championships Entry into these Championships is either restricted through qualification or unrestricted through open nomination, depending on the event and age group of the competitor. The club in past years has looked at partial assistance for those who have qualified ( Redcliffe SLSC terms-for open nomination and SSCB terms-for restricted nomination) for State Championships. This is and always will be conducted on a year to year basis. Discipline Committee Surf Lifesaving is a voluntary organisation. Therefore Age Managers, Team Managers and other club officials associated with Junior Activities are volunteers. If a nipper is found to be causing difficulty they will be signed off in accordance with our policy. Any behavioural issues will be brought to the attention of the clubs Discipline Committee and appropriate action taken. This can include suspension or expulsion from the club. 20 POLICIES MS05-UNDER 7 JUNIOR ACTIVITY POLICY Adopted by Surf Life Saving Queensland May, 2010 ` Page 1 of 2 MS05 Surf Life Saving Queensland MEMBERSHIP SERVICES DATE 29th May 2010 SUBJECT Under 7 Junior Activities Policy APPROVED BY State Lifesaving Services Committee The following policy statement was updated and adopted at the State Lifesaving Committee meeting held 29th May 2010 and adopted as State Policy from that date. POLICY INTRODUCTION Surf Life Saving s Junior Activities Program aims to enrich the lives of children through fun, involvement and the acquisition of personal, lifesaving and competition skills. As a basic introductory program to Junior Activities (5-13 years), Surf Life Saving Clubs in Queensland may conduct basic activities as part of an Under 7 Activities Program, for 5 and 6 year olds based around play, participation and fun. The conduct of Under 7 s activities or programs is not compulsory for Clubs to engage in. It is entirely an option for individual Clubs to consider based on their needs, manpower and resources. If Clubs do decide to provide Junior Activities for Under 7 s in their Junior Programs, they would need to comply with the play, participation and fun guidelines outlined below. This Under 7 Activities Policy has been created to outline the rules and regulations for Clubs to comply with in respect to the safe participation and administration of Under 7 s programs. Individual Clubs may apply additional criteria for the inclusion of Under 7 s in Club activities in terms of parental involvement and duty of care. Consideration should also be given to a shorter time on the beach for Under 7 s given their attention span and concentration levels. POLICY STATEMENT Clubs may provide supervision and activities for children the age of 7 years in accordance with the following criteria and conditions: 1. The absolute minimum age for such children is 5 years. Age is determined as at midnight on 30 September at the commencement of that season. 2. All members must complete the SLSA Membership Application Form. 3. Chief Supervisors/Age Managers of the Under 6 & Under 7 age groups must be a minimum of 18 years of age, hold a current Working with Children Blue Card and it is desirable that they obtain a Resuscitation 20

21 MS05 Under 7 Activities Policy Adopted by Surf Life Saving Queensland May, 2010 ` Page 2 of 2 Certificate as a minimum requirement and/or be encouraged to obtain other Surf Life Saving Awards i.e. Observers Certificate, SRC/BM, Official or Coaching Accreditations. 4. a) Children should be involved in fun activities, however, no circumstances are these children to participate in activities involving Surf Life Saving equipment such as nipper boards or fibreglass boards, IRB s, rescue boards, surf boats, skis and the like. b) Children can utilise Club foam boogie boards (no hard plastic, rails or fins) in shallow water (broken waves only). c) Beach activities should be conducted with an emphasis on games and group activities. 5. Children involved in Under 7 Activities can participate in shallow water activities up to the distance of a wade depth course. 6. The Under 7 s Chief Supervisor / Age Manager should liaise with the Patrol Captain regarding the safest area to conduct shallow water activities. 7. For water safety ratio s of supervisors and/or water safety to children please refer to the SLSQ Water Safety requirements as set out in the Patrol Operations Manual. 8. Under no circumstances are these children to participate in any competition other than activities involved in fun games. 9. All participants in the Under 6 and Under 7 age group must wear a lifesaving cap during all junior activities sessions. Clubs may choose to identify the Under 6 s and Under 7 s via a different coloured cap i.e. Fluorescent green or coloured caps per age group for safety reasons. Revision date: Annually 21
