Gulf Swimming House of Delegates Meeting September 24, 2014 Reminder: Next Board of Directors Meeting Wednesday, November 5, :30 PM Reminder: Next Technical Planning Committee Wednesday, January 7, :00 PM Henry Clark, General Chairman, called the Gulf Swimming Board of Directors meeting to order at 8:00 PM in the DADS Club meeting room 1006 Voss Rd. OFFICER REPORTS GENERAL CHAIRMAN Henry Clark Announcements: Club Leadership & Business Management School, TSA Meeting are upcoming (see attached.) Gulf Swimming Board of Directors has appointed Mike Nordmann as Club Development Liaison.

2 USAS Convention Report: See attached for elections. Deck changing is now prohibited as of Jan 1, On Jan 1, 2015, the Zone Board of Review goes into effect and the Gulf Board of Review will be dismantled. Each LSC is expected to maintain an administrative Board of Review only. The members of the Zone Board of will also serve as the Sanction Appeal Review Board. Each LSC is asked to nominate one athlete, one non-athlete, and one coach to be nominated for the Zone Board of Review. Henry asked for nominations: Tom has nominated Herb Schwab and Athlete Senior Rep. Mark Boerner was also nominated. Tim Bauer made a motion to approve the nominees, Eddie Adams motioned. Nominations were approved. See attached for meet announcements for championships, open water meets, etc. Zone Board of Review is finalized as Herb Schwab, Mark Boerner, and Sean Dormiani. In the previous year, the October Open Water meet was used to decide the team for the Fort Lauderdale Open Water Festival. Should we continue that or go to the Southern Zone Open Water meet? Tim Bauer recommends going to the festival again and then looking at the budget to see if Southern Zones could be possible in the future. 400 kids are already entered in October meet in hopes of making the team for Fort Lauderdale. Tom Hasz makes a motion to use the October meet to set the team for two gulf sponsored open water meets. Seconded discussion opens. Jason brings up that swimmers would miss a lot of long course water. Motion passes. ADMINISTRATIVE VICE CHAIR Jason Wedlick Long Course Gulf Fines are available. Tomorrow, PDFs will be sent out to each team for individual fines. USAS Report: Sending out reports soon. Biggest takeaway: A lot of work for diversity, inclusion that the Gulf is not currently doing. Will be sent out via . SECRETARY Anna Tarka FINANCE VICE CHAIR Tim Bauer No Report. Budget: We have made more money than expected for the last 5 years in a row. Starting the budget process sometime in October, if you have budget items, please send them in. Legends National Meet has been put into budget. Winter Juniors will be two sites, and Texas will go the west site. TREASURER

Tom attended the Treasurer Workshop where it was discussed that membership dues are liabilities on the LSC and not part of revenue. Starting September 1 st, reports will only show Gulf Swimming revenue and not the pay out to USA Swimming. See attached for financial standing. Athlete payout was less this year. Not present. Juan presented the recap on the NACC meet. He will send a video to Shannon to put on the website. The budget was well under 28 athletes, and 8 staff. He felt that the meet was worth it for the team environment, and good swimming in adverse conditions. He has received positive feedback from swimmers, parents, and coaches. It was a good use of kids time, and next year will be held at UCSD. Recommendations: Starting looking now for a head coach, select the coach in October. Have a committee and develop a budget earlier. Bring the draft budget to the November meeting and keep the qualifying period for swimmers the same. More kids would mean more staff for the next NACC meet. ATHLETE REGISTRATION COORDINATOR Annette Leach Not present. See attached. LC Ladder of Success list will be sent to coaches by the end of the week. Texas Select Camp: Information will be posted on website by October 1 st. Camp is November More info will be available after TSA. Age Group Committee: Redoing the swimmer progressions on website. NON-ATHLETE REGISTRATION COORDINATOR Eddie Adams Non-Athlete Registration: Athlete protection is now good for two years. No longer printing cards, coaches should check their Deck pass and print it for a hard copy. SWIMS 2.0 will be released on December 1 st. Unattached athletes will need to register for meets through team websites. OFFICIALS CHAIR Rick Tobin See attached. 254 registered officials. The make-up clinic for officials is scheduled for October 11 th. The award winner for the Bob Stallings Award has been selected, and we have a new meet referee.

4 TECHNICAL PLANNING COMMITTEE CHAIR Joel Beard Meet Director Clinic: If you were unable to attend the Meet Director Clinic, Joel and he will send you the DVD to watch before taking the test. ATHLETE REPRESENTATIVES Alicia Finnegan/Sean Dormiani Sean attended the USAS convention and focused his time on presentations regarding how to market the sport to young people. A strategic approach taken by USA Swimming is to diversify the ads. He also attended a session on how to tighten the rules so that swimming is able to compete with other sports. COACH REPRESENTATIVE Vacant Rey Aguilar interim representative. REPORTS OF COMMITTEES AND COORDINATORS Alicia attended sessions on the Open Water Seminar and other Athlete meetings. SANCTIONS COORDINATOR Herb Schwab Not Present. Everything has been submitted and sanctioned except for TTST meet. NTV/RECORDS COORDINATOR Rick Kehlenbach Not Present. DISABILITY SWIMMING COORDINATOR Matt Sale Not present. There are two Special Olympic Meets and the dates have been swapped. Lone Star will run the Special Olympics meet on October 4 th at Cy-Ranch. COMPUTER INFORMATION SYSTEM COORDINATOR Shannon Clark Not present. Please send PDFs only. EQUIPMENT COORDINATOR Eddie Adams Eddie asked for a 10x10 unit for equipment in the same storage facility as before. This proposal was approved. CLUB DEVELOPMENT LIASON Mike Nordmann No report.

NEW BUSINESS Jason Wedlick: Banquet planning is going well and almost finalized. Paige Sikkema: Proposed dates for Coach s Clinic will be either April or March Will keep same budget for clinic as last year. Election held for coach s representative. 6 General Chairman Report House of Delegates Meeting 9/24/14 Announcements: Club Leadership & Business Management School Dave Thomas, USA Swimming's Sport Development Consultant for Gulf Swimming, will be holding a Club Leadership & Business Management School on September 28th at the Fairfield Inn and Suites, Houston Intercontinental Airport at 4025 Interwood Parkway in Houston. The school will go from 12noon 4:00pm. CLBMS is required for all new clubs and is highly suggested for clubs with boards and LSC board members. CLBMS is required for club recognition levels 2 & 4. Anyone wishing to attend the meeting should send RSVP to Dave Thomas at dthomas@usaswimming.org TSA Annual Meeting The Texas Swimming Association's annual convention will be held in Houston at the Houston Airport Marriott Hotel near the George Bush Intercontinental airport. The hotel address is John F. Kennedy Boulevard in Houston. Mike may serve in this position until September 1, 2015 and can be reappointed at that time. ************ USAS Convention Report: 1. Tim Bauer was elected as Technical Vice President of USA S 2. Herb Schwab was re elected as Southern Zone Secretary / Treasurer 3. Deck changing will no longer be strongly discouraged and will be prohibited in any LSC beginning Jan 1, Herb will begin using the new language for deck changing in all future announcements. 4. On Jan 1, 2015, the Zone Board of Review goes into effect and the Gulf Board of Review will be dismantled. Each LSC is expected to maintain an administrative Board of Review only. The members of the Zone Board of will also serve as the Sanction Appeal Review Board. 5. Each LSC is asked to provide one Athlete, one Non Athlete, and one Coach to be nominated for the Zone Board of Review. For the Non Athlete and Coach Members, prior LSC Board of Review experience is desired. Also, it would be preferable for the Non Athlete and Coach Members to have some legal experience. This would constitute a pool of 45 members to use for the Zone Board of Review. Each LSC is requested to submit their nominations to Herb Schwab by October 31, Southern Zone Senior Championship will be August 2 6, 2016 at the Tupelo Aquatic Center, Tupelo, MS 7. The Open Water competition was pulled from the Southern Zone Age Group Champs meet and given its own meet. The first Southern Zone Open Water Championships will be held the 1st weekend in June 2015 in North Carolina. The proposed format for the Zone Open Water Championships are as follows: a) Time period: April/May/June (bid awards will take place two years prior, 2016 Fort Myers, FL) b) 2 3 athletes of each gender and age group 11 12, 13 14, 15 16, and Senior with 3 4 coaches to represent each LSC c) Each LSC would establish their own criteria for selection (similar to Zone Age Group Championships) d) Option for other teams /swimmers to participate, but those swimmers would not score for LSC Championships; this would encourage more participation and also alleviate costs. The host may also add on other open water competitions when the course is set up.

If your team underpaid the splash fees, please remit withing 30 days to avoid a late payment fine of $100 or more. If the amount is disputed, provide proof of total swims that your amount is based on. I use the Final Results Team List.

16 2014 USA Swimming Convention Senior Committee Meeting o Small discussion on time trials at Juniors o Some members upset that time trials were not run in two pools o With the Omega contract, we are limited to an hour for time trials o USA Swimming is looking into an online solution for time trials o Coaches should be able to enter time trials through online app either on phone, tablet, or computer- this will prevent coaches from having to stand in line for two hours and miss warm ups o This will not be in place for Winter Juniors, but they are looking to have this running in the summer o Discussion on Championship Meets- PROPOSAL GOING TO HOUSE OF DELEGATES MEETING: o Long Course- Legends Meet designed to help with the large gap between Sectionals and Junior Nationals! No age limit! Three legends meets- LSCs would be assigned to one of the three! Preliminary time standards would be 2.5% slower than Junior Nationals! Meet would take place during the week of Nationals! This would begin in 2015 o Short Course- Junior Nationals is too large, and the time standards are almost National cuts! Recommendation to split Winter Juniors into two sites- East and West! 3 ½ day format with long course time trials offered the day after the meet! This would begin in 2015 Meet Locations o Winter Juniors TBA- waiting to find out if there will be one or two sites o Summer San Antonio (Juniors and Seniors) o Summer Minneapolis (Juniors and Seniors)

17 Steering Committee (September 18) Bruce Stratton- sunset the OIOC o Just doesn t serve the function that was designed when the OIOC was formed several years ago. o The steering committee currently does majority of what the OIOC did several years ago when there was not even a full time national team director o To replace athlete votes- National Team Athlete Committee- 8 athletes who are either on the National Team or were on the last 10 years- automatic vote at HOD; advisory committee to National Team o To replace coach votes- 25 at large delegates- National Team Director appoints- coach must have had an athlete at the preceding Olympic Trials Frank Busch- Recap of Pan Pacs o Weather was a challenge o Logistical challenges based on Australian hotel sponsored- sometime travel took over 40 minutes to get to hotel o Large team took 3 deep from nationals o Middle of quad- some athletes on the fence as to whether they are going to commit for two more years o Meet will be in 2018 in Tokyo- will not be at Olympic venue Frank Busch- Staff selection and coach incentive o Usually coaches picked based on number of athletes that were put on the team Mike Unger Olympic Trials o Dates- June 26- July 3 o July 30, 2014 is first day that times will count Frank Busch- General Overview of Quad Plan o Quad plan on USA Swimming website o In 2016, there will be two Grand Prix meets on 1 st weekend of June. This will help reduce travel time that close to trials. 18 o After next quad, will only use facilities that are fan friendly and swimmer friendly o This is a top tier meet; it isn t designed to meet everyone s needs. o Grand prix emphasis will be April, May, and June- work with TV to create swimming season Coach Enrichment o Any coach with National Team and National Jr Team athlete can visit another coach for 6 days. USA Swimming will cover up to $1400.

19 Gulf Age Group Report for Sept HOD Meeting 9/23/14 ** Full NACC recap / report will be presented by Juan Caraveo at HOD meeting** Ladder of Success LC 2014 UPDATE: Ladder of Success LC 2014 list will be sent to coaches to proof names and sizing this week. Goal is to have them ready for first Gulf Open meets. SC Shirt Update: Have 5 additional shirts in various sizes if anyone needs to trade out. All shirts distributed. Gulf Coach / Age Group Coach of Year 2014: Ballots tabulated and results send to LSC Chair and Vice Chair for awards to be presented at Gulf Banquet. Thanks to all who nominated and participated in the voting process. Excellent response to including nomination statements and brief summaries of each candidate. Plan to include this process in future voting. Texas Select Camp: Meeting was held during LC TAGS in Austin. Following information was distributed: LISD Westside Aquatic Center, 1750 Duncan Lane Lewisville Tx November 14,15,16 Short course Yards with Main Event social on Saturday night (about 10 minutes from the pool) Talks will include Periodization, Injury Prevention( Each coach will talk to the athletes about what they do), USA Swimming staff talks o USADA, Nutrition, Goal Setting maybe mental toughness, National Team progression Before every workout one coach will talk about something for about minutes. This can be injury prevention, motivational, talking about the importance of work. They can talk about almost anything that they feel will benefit the athletes. We are going to do this so the coaching staff gets more involved than just running a workout. Have approached coach who meets camp criteria (National Camp experience). If they agree, will put out call for additional Gulf coach to work camp weekend. Will have all camp qualifiers notified by 10/1. Working on transportation pricing. Hotel, meals and other camp costs to be set by host team and shared by all LSC s. CONVENTION: Thank you to Gulf Board and LSC for allowing me to attend the 2014 USAS Convention in Jacksonville. I attended meetings and workshops concerning Age Group coaching (how to work with parents and how to mentor assistant coaches). Also attending meetings hosted by the Diversity and Inclusion committee, the Disability committee, the Sports Medicine/Science Workshop, the Open Water committee round table, the coach s meeting, a women s coaching forum as well as the business meetings for the Southern Zone and for USA Swimming. It was an honor and a privilege to represent Gulf Swimming.

20 Athlete Registration Coordinator Report The new registration year began September 1 st. So far 1785 year round and 13 outreach athletes have been registered. All clubs should have received the 2015 registration packet. Club registrations are due October 1 st. All fines owed by a team need to be paid before the club s registration is renewed. 22 Meet Director Clinic 2014 Had a good turnout for the Meet director clinic this year. We had 57 people at the clinic. Out of the of them Renewed their Meet Director certification for this next season The other 15 participants in the clinic were 1 st timers The clinic was 2 hours and 45 minutes, with about 45 minutes of the clinic Henry talked about several issues that might arise with Meet Manager during a meet. We got a lot of good feedback.

23 Sean Dormiani Gulf Swimming Senior Athlete Representative The USAS convention was held last weekend, and it felt great to hear other people's opinions and voice my own, learn and give knowledge of what was happening around the swim nation, all while being provided with an amazing setting to do so. It felt like this year was mainly focused on how we will be able to market out the sport to more and more people. We were shown lots of video ads and posters, asked about for our input about these, and had many discussions based on how we can increase the amount of swimmers in the sport, which came down to being able to diversify the advertisements, and show more of the sport with more age groups and people. Unlike last year where there were more skill building workshops to bring more ideas and help for when we got back, this year was centered around how much change we could create to tighten the rules, to allow swimming to be seen as more appropriate and stylish to go against its competitors in the sports world. Along with this, the convention was making small changes to try to increase communications and knowledge that went around the swim world, and set up a southern zone newsletter headed by the southern zone athlete reps to do so. I appreciate the opportunity given to me to have this learning experience, and hope that the input that I gave at the convention and to the other representatives there will be able to contribute to the sport and help it grow.

24 Alicia Finnigan Gulf Swimming Junior Athlete Representative USAS Convention I attended the USAS Convention for the first time and attended athlete meetings as well as the Town Hall meeting, Southern Zone meeting, House of Delegates meeting, and an Open Water seminar. I greatly enjoyed the opportunity to ask questions and find out more about the governing side of swimming. During the Southern Zone meeting I volunteered for the task force put together to set up the new Open Water Zone Championship, and so I have a bit of information on the meet. As of now, the following has been tentatively set in place: It will take place June 5 7 in Seven Lakes, NC, hosted by the Sandhills Sandshark Swim Team. LSC teams will be selected by criteria decided by each LSC; for each team, a maximum of four athletes per gender per age group can be entered in individual events and two Team Pursuit Relays in each such event. As for the events, Friday will have a Welcome Clinic and 1K Orientation Swim; Saturday will have an K, a K, a K, and a Senior Open 5K; Sunday will have a 14&u Girls 3K Team Pursuit, 14&u Boys 3K Team Pursuit, Open Women 3K Team Pursuit, Open Men 3K Team Pursuit. The Team Pursuit event will feature teams of three, four, or five similar gender athletes departing at 30 second intervals outfitted in team caps. At least three athletes must complete the course and the team finish time will be determined when the third swimmer touches the finish. Swimmers and Coaches are encouraged to compile a strategy of teamwork that will best achieve the fastest team time. The swimmer entry fee will be $30 for the entire meet (due Tuesday, May 26, 2015). Under eligibility it does say that all swimmers must be registered with USA Swimming Inc. and selected by LSC.

Our 9 12 session is currently full, and the system has started a wait list. We will reopen registration for the 13 & over session.
